Minutes from April 28, 1989 through April 30, 1989 were read. Motion to accept minutes as corrected. Seconded and passed.

New business was prioritized.

TRUSTEE COMMITTEE REPORTS:

  1. World Service Conference Reports

Structure and By-laws – Bob Lemon

A proposed structure (which included regional structure) was sent out to most delegates. Bob requested input from the Board. This committee gets little support since it doesn’t get to meet often. It has met once in the last three months. Bob felt that composing the structure for Trustee elections should be a combination of this committee and the Trustee Nominating Committee. This committee is also trying to coordinate the structure for the ratification of new areas. A questionaire has been sent out. There are also suggested guidelines for petitioning the Conference which needs to be addressed at the Conference. Bob also requested input on this. The Southern California map is done and is ready for presentation.

Literature, Chips and Formats – Reggie LeMay

Copies of the correspondence dated June 7, 1989 from Steve Fawcett giving an update on this committee and requesting input from Conference participants on 2 new pieces of literature was submitted to the Board. There has been very little response from the fellowship. The 2 temporarily approved pieces are going to be presented at the Conference. This committee needs some direction and input from the Structure and By-Laws committee in regards to things that have been submitted to this committee (i.e. a proposed service manual) which posed the question of whether all published material is supposed to go through this committee or not. The letter that is going out with the starter kit has received some negative response in that it sounds too harsh. The new Conference approved literature is out. Reggie wrote a letter to Steve congratulating him and his committee on a job well done. The importance of professional services as opposed to volunteers was stressed. Reggie apologized for the delay.  New

formats are also out. A meeting of this committee has been scheduled in September, as well as during the Conference. Alot of topics have been discussed for possible literature. The committee will be focusing on these. They are meeting monthly.

Finance – Greg Dobbs

Greg has done some recruiting for this committee. They have not met in the last three months. They currently consist of 5 people with some more possibilities.

Hospitals & Institutions – H. Lee Slavin

There has been no formal meeting. A new chair will be elected at this Conference and they will try to revive this committee. The current chairperson sent a packet to WSO which included how to start H&I, some suggested guidelines, etc. and it was sent out to the Conference participants. Ray received a letter from the Phoenix ,H&I committee and they are sending a member out to committee meetings and seem to be very energetic to participate.

World Service Conventions

////Jack Perry – New York ’89

This Convention made an approximate profit of $38,000. They set an example of how to throw a financially successful convention. Some of the things that attributed to the success were 1) setting up a budget and sticking to it. 2) setting up a spending committee consisting of 4 business-oriented people, a treasurer with an accounting background, and a business/finance oriented person to chair the committee since it is dealing with substantial income and expenditures. They required at least 3 bids for all purchases, made a flow chart for expected profits, and all checks required 2 signatures, one of which must be a Trustee. 3) the outreach committee did alot of follow-up work. 4) Coffee consumption was monitored and the cost came down from $12,000 to $4,000. 4) the special events committee did pre-convention fund-raisers which brought in $20,000 prior to the convention and increased the awareness level of the convention. 5) Regarding memorabilia: better to sell out that be stuck with left-overs; double the cost of everything and at the end of the convention, if there is still stuff left, sell it at a reduced cost and cut the losses; and program people did the printing. It was suggested that Jack call New York for a certified check for some money since WSO is short. Jack showed the Board the letter from the Mayor of New York expressing his thanks.

////Ray Grossa – Arizona ’90

Ray sat in on some New York Convention committee meetings to gather information which he took to Arizona and presented to them. They received the information well and are implementing alot of those ideas. A manual is necessary and Ray felt that the Convention Committee should work on this at the Conference. A spending committee has already been formed. Board members and committee chairs are meeting together. They have a qualified treasurer. The Arizona Biltmore has been selected as the site. The room rate will be $69/night. A logo has been selected and t-shirts are being brought to the Conference for fund-raising. The committees are all in place and have good ideas for pre-convention fund-raisers. They have made $300

on a volleyball tournament already which was the largest Arizona CA event ever. The committees are very energetic but they need guidance. A $5,000 deposit is required by the hotel, so the money from New York is needed,. H. Lee suggested getting Jack to print up their guidelines for a finaneially successful convention.

Conference Committee – Fenn Pervier and Helene Heurtin

This committee has been very busy and there has been alot of contact between the members. The binder for the delegates containing all of the Conference approved material was submitted to the Board. The financial statement and the Structure and By-laws information is being printed, and the literature (Conference approved and not) has also been included. A11 committee members have contributed to these binders. There has been alot of participation. The question of whether the Vice-Chair of the Conference is an active delegate or not was brought up. Debbie B. wants WSO to pay for her plane fare. Reimbursing the officers of the Conference was addressed. It was suggested that ‘ they be delegates so there would be no expense, but a motion was passed at a conference that officers be reimbursed in a like manner as the Board of Trustees. Greg felt that Vice-Chairs should be freed up from delegate responsibilities to obtain experience and learn how to chair the conference. There is also a possibility that they would have to chair the conference and their area would lose their vote and their voice at the podium. Ray wanted some clarification on the Vice-Chair’s responsibilities and position.

2) Trustee Literature and Publications – Reggie LeMay

Reggie can’t get a Chair for this committee and may approach Nancy T. ////Connection////The new issue is coming out today. A  rough draft was shown to the Board with the new artwork. Reggie got a call from San Francisco about their decision not to purchase any more since they are unhappy about the price and the quality of the material. He spoke with the editor and they want to let San Francisco take over an issue and handle the editorial, coordinating it down here. Back issues were sent to San Francisco to get their input and constructive critisism. Santa Barbara is contributing some good material. It was suggested to drop the price to $.50. Subscriptions will probably come out in the next issue. Reggie said that the old mailing list for subscriptions has been in the office, but the office wasn’t aware of it. ////Newsgram////Nancy T. is the new editor. They are having regular meetings and are in alot of contact with Reggie. They have discussed going from 4 to 8 pages, including WSO financial reports and condensed minutes. Regional correspondence was discussed and will hopefully occur soon. Computer software purchases were discussed to make this publication more cost efficient. A questionnaire will be going out at the Conference for input.

3) Trustee Nominating Committee – Bob Lemon

This committee is reaching out to different regions trying to get nominees. The following candidates have been proposed for the Trustee-at-Large: from the Atlantic North – Burt Ruben and Robert

Friedman, from the Southwest – Jennifer Jones and from the Pacific North – Kelly Lynch and Lucy Snyder. , Candidates should be coming from the regional meetings which aren’t very functional yet. A possible alternative would be to have each region hold a caucus to elect candidates as opposed to hashing it out at the Conference. This would give the unreached areas a chance to participate. After the candidates are elected, they could then be presented to the Conference for disapproval only.

4) Trustee Legal Committee – Jack Perry

Negotiations began in early 1989 to settle the Dr. Baron case. It was settled June 7, 1989 when Dr. Baron gave up the federal registration and changed the name of the corporation. No money changed hands. Now it is possible to pursue registering the name of “Cocaine Anonymous” and it is hoped that this will be accomplished within the next year. CA Aftercare has agreed to change their name. Chips Anonymous sent a letter that was received May 1 stating that they would stop, making the CA chips. The Santa Barbara/Ventura Convention was sponsored by Orange County, so this issue has been dropped. The usage of the name “Cocaine Anonymous” should be addressed at the Conference. Incorporation packets were sent to Salt Lake City, Utah; Tulsa, Oklahoma; San Diego, California; Milwaulkee, Wisconsin; Tuscon, Arizona; Portland, Oregon; Rydal, Pennsylvania and others. Records of both corporations have been requested from WSO and they have not been received yet.

5) Trustee Conference Committee – Fenn Pervier

Both the Conference Committee and the Trustee Conference Committee are working as one. The members are the same on both committees. If more delegates become active, this will change. Changing hotels for the Conference was discussed.

6) Trustee Finance Committee – Jack Perry

No report.

7) Trustee H & I Committee – H. Lee Slavin

H. Lee is trying to recruit for this committee. Susan Turnbull has joined. NA’s literature on their WSBT and a Tradition checklist from the AA Grapevine were submitted.

8) Trustee Unity & Identity Committee – H. Lee Slavin and Reggie LeMay

Purpose of the committee was discussed. Identity – to establish CA’s singleness of purpose and what distinguishes CA from other 12-step programs. Unity – to address racial problems and to promote uniformity across the country. Bob suggested a general sharing session on the Conference floor about these issues without making any rules or regulations. He felt that a time should be slotted for this. No resolve would be necessary, just some awareness. A concensus was reached that the Board of Trustees needs to address unity and identity.

CHAIRPERSON’S REPORT – RAY GROSSA

Ray has made 210 phone calls since the last Trustee’s meeting and has attended 16 meetings including regional meetings. Not as many calls are being redirected to him from WSO. Some concern was expressed over the fellowship not knowing how to contact the Trustees. Ray is redirecting calls to the appropriate Trustee. Approximately 3 times as many phone calls are being received. People want to know how to contact the Trustees and Ray suggested putting out a phone list to the delegates.

WSO REPORT – HELENE HEDRTIN

The new literature was delayed because the committee dropped off to just Carla, She got Mitch to do the artwork and he eventually took over. There were alot of problems with brokers, computer lay-out, etc. Production on the banners has been delayed clue to financial needs at WSO. Reggie conducted an informal survey at the New York Convention to determine the service level of the office and there was alot of positive response. Reggie is putting together a survey for the Conference to determine where WSO needs improvement. Helene expressed concern over the expenditures of the office and she suggested a spending committee. A new phone system is needed for additional lines. Helene suggested implementing a phone log at the office to monitor the progress as well as calls that are possibly being handled at the office that shouldn’t be. Bob had requested a description of duties for the Directors which was delegated to a member of the Board of Directors. She received something from him Friday night that is very vague. She submitted it to Bob. The Newsgram will have condensed minutes and financial reports. There have been some problems in Southern California with delegates speaking on behalf of the office and World Services. This issue needs to be addressed and some direction is needed. 9-12 year metal chips will be petitioned for at the Conference. There has also been a request for an 18 month plastic chip. Chairs and Vice-Chairs from local areas will be invited to some WSO Board Meetings. Orange County has been sending a representative up for meetings. They have been holding back from donating to the office until they straighten out their tax status and make sure that they aren’t going to be fined. Donations are still low although they have increased over previous years. Mary has made an activity report that she will present to the Conference. Little Rock, Arkansas now has meetings. Starter kits have been sent to other countries too and a list of these were submitted to the Trustees. The office will try to make a projected income graph for the 5 year plan. Helene requested input from the Trustees on what they want to see in this plan. Steve P. has stated that he is willing to serve out his term if necessary, but is willing to step down after the Conference if a replacement has been found. Bill Z. from San Diego is willing to take a position on the Board. Helene worked a little on the rotation of the Board members.

WSO REPOST – REGGIE LE MAY

Reggie is encouraging Mary to get on a computerized calendar. The cost is less than $130. They are also looking into a business package for book-keeping and tax purposes. Graphing and charting software was provided for Mary by Reggie. Back-up data software is also being implemented. Reggie recommends that Mary back-up data regularly (as in every 2 days). Suggestions that were outlined in Reggie’s memo dated December 23, 1988 are being implemented. The office space is good and will hopefully help to attract some volunteer help. Internal problems of the office were discussed Friday night among the WSO Board members, workers and 2 Trustees. Reggie referred Helene back to the 12-23-88 memo for some guidance in compiling a business plan. Reggie felt that WSO should have a get-away weekend. WSO’s relation to the Connection was discussed. Ability and willingness needs to be identified in the board members.

WSO REPORT – RAY GROSSA

Ray expressed concern over the office. It has been very time consuming for Reggie, Ray and Helene. Ray felt that the WSBT needs to be more aware of problems. Concerns regarding Mary were discussed. There is not enough contact between Mary and the Board of Directors. Bob has taken more control over the finances. All board members are not seeing the bills though. Ray felt that the kind of meeting that was held at the office Friday night should be done at least every 6 months. Each Director should be addressed individually about unity, service and priorities on the office level. Directors need to become more “hands-on”. Committees need to be reactivated and built up. The suggestion of a spending committee was highly recommended by Ray. Bob Lemon suggested compiling general structure and job descriptions for WSO amongst Helene, himself and one other Trustee (not to include Ray or Reggie).

REGIONAL REPORTS

  1. Pacific North – Fenn Pervier

A change in structure is going on in Northern California. They are implementing the 70/30 plan and purchasing chips and literature from WSO as a result of several motions that were passed on the area level. Districts started holding back money from the area since they are doing the above mentioned and are putting off the structure change until they can afford it. A convention is coming up in October and is causing some concern since they can’t afford it. Fenn has had no communication North or East of Northern California.

2) Southwest – H. Lee Slavin

There has been contact with Oklahoma and the fellowship there has grown to 28 meetings. Texas’ GSO meetings are not being supported by the GSRs. A bid for the ’91 Convention was discussed. Both clubs are doing well. Cities in Texas need to be districted out. No contact with Kansas. Albuquerque is up to 7 meetings.

3) Midwest – Greg Dobbs

There are 72 meetings in Chicago and Indiana (Indiana has 4). They are trying to get someone from Indiana on the local board of trustees. Chicago is having some animosity in the area service levels. There have been some problems with control issues and the group conscience in respect to the local convention committees. Minutes from the convention were tampered with. Financial amends were made. The Chicago area’s local board of trustees nominations have been addressed.\

4) Atlantic South – Jack Perry

Some people attended the regional meeting that was held at the New York Convention. There have been some problems with the Atlanta fellowship. When the walk-out occurred at WSO they felt they needed to become autonomous. The issue of Chips Anonymous came up and Atlanta wasn’t happy about the letter that was sent by Bernie on behalf of the Board of Trustees. They felt it should have been a local issue. They were under the misconception that a lawsuit was started.

5) Pacific South – Reggie LeMay

There has been little contact with San Fernando Valley. The only contact with them has been through the inter-area. They have 43 meetings. There is a cummulative 225 meetings in Reggie’s proposed area which is approximately 19% of the CA meetings. Los Angeles has 83 meetings. Contributions were down until this last month when it started picking up again. South Central Los Angeles is the largest district. LA wanted to name a meeting after a deceased person to commemorate her. AA has a definite opinion about not doing this. On the August ’89 convention flyers a speaker’s name was left off who happened to be the only black speaker slated to speak and there was a threat to boycott the convention. Santa Barbara has 10 meetings. Ray and Reggie went to the GSO meeting there. This was a good meeting. Ventura County was only represented once there. Orange County has 62 meetings and they will be having a convention in October. They are ready to cooperate with World Services. Long Beach has 18 to 27 meetings and they will petition the Conference to become an area. There needs to be some clear-cut guidelines for who can throw a convention.

6) Pacific South – Ray Grossa

Ray hasn’t contacted Hawaii, but the last count was 16 meetings. There are 174 meetings in his proposed area. The Southern California delgates are having meetings and they have been very productive. They would like to continue this on a quarterly basis. They want Ray and Reggie involved. This is alot of growth in unity for this area. The Inter-area seems to be opening up communication too and focusing on the local committees from each area. The influx of conventions was discussed. There is some concern that these will take away from the World Service Conventions since conventions are becoming so commonplace. On a national level, California has 448 meetings, there are 759 meetings in other states and 50 in Canada for a total of 1257 meetings as opposed to 977 meetings at the last Conference.

Bob Lemon questioned the Inter-area entity. arid it’s finances. Ray said that it is a vehicle of communication only and they have no intention of incorporating.

7) Trustee-at-Large – Bob Lemon

Bob has had alot of communication with the convention people. He would like to see interpreters at the conventions. Montreal had problems with a treatment director trying to stimulate business in meetings. Bob discussed the service manual with an Atlanta member. The issue of Chips Anonymous was also addressed. Atlanta felt that they owned the name of Cocaine Anonymous and Bob expressed to them that they didn’t have the right to let someone else use it. The restructuring committee of the Northern Cal iforia Service Committee has the philosophy about literature that 1) they should provide the most possible literature to the newcomer and 2) that each service level should be fully self-supporting. Plastic chips and 6, 7 and 8 year metal chips are being purchased from WSO by Northern California. Bob presented information from AA showing the number of areas and capacity of meetings in comparison to CA to the Trustees. The possibility of Arizona petitioning the Conference to change their region to Pacific South instead of the Southwest was discussed. H. Lee feels that Kansas should be in the Midwest and then the Southwest region could extend more to the East. The Atlantic North regional meetings have had spotty participation, but they did address some World Service issues.

OLD BUSINESS

  1. The application to trademark CAWS, Inc. was put on hold over the Dr. Baron issue. A letter dated 7-25-89 was sent from Bernie to the patent office requesting that this application be re-activated since the Dr. Baron issue has been settled.
  2. CA Aftercare has changed it’s name to Houston Aftercare.
  3. Contents and liability insurance for the office have been obtained and paid for with Glenview Insurance. Special events coverage has not been obtained yet. Helene got a quote of $2400 to cover this year’s Conference only. They need to search out someone who writes policies in California.
  4. Bob said that Monterey County asked NA about insurance and they obtained it here in California from someone who does alot for various programs. Liability for all meetings and events costs $3000 yearly for the bay area. Bob said everyone is being closed-mo’-thed about the writer of the policy’s credibility. (this quote was based on an estimated membership of 2,000 people) Bob has not seen the policy. The only person familiar with it is Ray P. in Monterey. It was suggested that he be contacted to obtain futher information.
  5. Nothing has been done in regards to the Hazleden pamphlet yet, but WSO will handle this. The First Step is wrong and there is also some verbage in there that states “then you are an addict” and it should said you may be an addict.

  1. The office is not getting any response for volunteers for the Loner’s Group* There have been no requests for any meetings at the office from people outside of CA areas since the last Trustee’s meeting. Bob suggested that this group could also include the deaf community too. Possibilities were discussed. Fenn suggested sending starter kits and following up on them. This is already being done to some extent at the office. It was suggested that a Director (or directors) start doing some research work on this Group.
  2. The “Thank You” letter to the hotel has been done.
  3. Greg, Fenn and Jack discussed the guidelines for throwing a World Service Convention at great length and they will help the convention committee write it and give their input.
  4. The lawyer that Jack has been consulting doesn’t want to give any advice oh incorporating areas until all of the corporate records have been obtained. He did say, however, not to give out the non-profit ID number or non-profit status could be lost. Jack requested an opinion letter, but they wont give one until they are fully advised of the corporate structure. It was determined that when the media requires a non-profit number to air a PSA that it be given directly to the requestor. Decisions like this need to be put in letter form and sent to the office for their manual. The tax ID number will stay on the agenda pending further information. Jack will do what is necessary to get a tax attorney’s opinion. Bob felt that the Conference should be informed that legal advise is being sought and avoid giving any directives.

NEW BUSINESS

  1. Jack will talk to Joel Karp, atty. regarding local CA areas not filing tax returns and bring this information back to the Trustees.
  2. Outreach to the deaf community was discussed. Bob felt that an interpreter should be available at conventions during the standard hours and that there should be more than one interpreter. There is a need to get people interested in doing this. Outreach is needed in local areas. There are national organizations for the deaf that could be contacted. Bob will give some information to the convention committee and possibly put a letter in the Newsgram as well as a letter to WSO providing them with the names of these national organizations. There are some recovery centers strictly for the deaf that could be contacted as well.
  3. Re-writing, the letter for the starter kit was discussed. There has been some feed-back that it is too harsh. The literature committee noticed the poor printing quality as well. It has been re-typed but it appears too strongly worded. This will be addressed at the Conference. Jack felt that if the cover letter is not signed and returned that they should still be considered a CA group. The letter was shown at the Conference last year and received no comment. Jack suggested sitting down with the people who have complained about the wording of the letter and see what the problems are.

  1. The issue of WSO Directors holding area level committments was discussed. Helene felt that energy could be diverted from the office if extraneous committments were held and felt that the original resolution that the directors not hold area level committments be implemented. H. Lee felt the same. Extenuating circumstances were discussed. Reggie was also in favor of sticking with the policy. Fenn felt that it should be left as it is and taken off the agenda. A concensus was reached that each case should be looked at individually.
  2. Fundraisers at the area level were discussed. San Gabriel’s special events is separated from their area. They have their own checking account and they could be headed for trouble since they aren’t bound by the Traditions and by-laws. Ray will look into this and give a report at the next meeting. Reggie suggested that specific guidelines should be formed to outline who can throw fundraisers, profit distribution, etc. A concensus backed up this idea. Greg suggested guidelines could come from the World Service Convention. Where to draw the line for our primary purpose needs to be established. Concern was expressed over money going to the proper places. The starter kit letter gives areas the use of the CA name, logo and block letters as long as they remain within the Traditions. The purpose of fundraisers should be looked at. Guidelines should be established at this Conference.
  3. The use of the Conference approved logo was addressed. Reggie felt that the literature committee should have the responsibility of putting the logo on Conference approved material. Fenn felt that the logo should go on any document that is Conference approved and each committee has a trustee on it to monitor this. H. Lee said that the AA seal means it’s Conference approved literature and that the logo should be on literature only. Greg felt that it could be used for 1 iterature only and the other logo can serve the other purposes that may arise. Helene felt that the logo should be affixed to things through the office only. The Conference minutes were consulted and a motion was passed at the Conference to affix the logo to approved literature. Ray suggested getting some clarification at the Conference. Two possibilities: a) The seal is used only for Conference approved material other than literature b) The seal with a statement that the literature it is on is Conference approved.

NEW BUSINESS CONTINUED:

  1. Financial reports for the fiscal year 1988 and January through July 1989 were submitted as well as a breakdown of contributions by state. Bob expressed a concern over Wendell’s and felt that there should be a contract agreement. The Conference finance committee is going to work on some guidelines for forming a WSO spending committee. The information that Jack is gleaning from the attorney regarding tax filings and non-profit status should be passed along to the fellowship. A concensus was reached not to use accountants from within the fellowship. A report showing the dollar value of the inventory on hand in the office was also submitted.
  2. The use of the CA name, especially in regards to Conventions was discussed. The starter kit gives blanket permission. Helene suggested a new letter to supercede the old one. H. Lee felt that it would be impossible to monitor. Bob felt that the Conference should battle it out as well as the issue of outside entities selling memorabilia. A motion was made to take the question of the use of the CA name in Conventions to the floor of the Conference for discussion and group conscience. Seconded and passed.
  3. Some letters were going to be written by the trustees covering topics such as a) What is a Trustee; b) Where does your dollar go?; and c) various letters for the Newsgram. Reggie felt that all three should be done and submitted to the literature committee. The first two could be pamphlet form. Ray suggested that each trustee take care of writing one. Other possible topics are a) The Board of Trustees versus Area Advisory Boards; and b) Deaf issues. Reggie felt that the whole board needs to approve each other’s writing. Ray will write on What is a Trustee, Reggie and Jack will write on where your dollar goes, and Bob will write on deaf issues as well as the Board of Trustees versus area advisory boards.

  1. Jack and Ray suggested freezing the Trustee’s terms and bringing in 2 new trustees off the slate, increasing the number of Trustees to 11, which is within the structure. Next year, 2 Trustees would leave whose terms have expired and 2 more new ones would come on. The following year, 2 more new ones would come on and 4 would leave, bringing the number of Trustees back to 9. Bob was uncomfortable with the slate. H. Lee felt that rotation should go as scheduled as an example to the fellowship even though the experience on the Board would suffer. Bob was concerned about the expense of 11 Trustees, but felt that the 2 additions to the existing board is a good idea as long as they stick to the original structure of election and not the slate. The 2 new ones could be Trustees-at-Large. Fenn felt a non-addict Trustee is very important. Ray said a non-addict could be brought in on top of the other 2 additions, making 12 Trustees, which is still within the structure. Bob was concerned that there was only one candidate for non-addict trustee. Concensus: Freeze the terms of the current Trustees and bring on two new Trustees. A secret ballot was held to re-new all Trustees, except for the WSO Trustee, for 1 more year. Unanimously passed. Ray was nominated for Chairman of the WSBT for 1 more year; seconded and passed. H. Lee was nominated for Vice-Chairman of the WSBT; seconded and passed. Fenn was nominated for Secretary of the WSBT; seconded and passed.
  2. The Conference Reports: a) Trustee’s reports were submitted to the Board, contents discussed and in-put given. A break for lunch was taken at 12:15 pm with a motion to recall the World Service Board of Trustees meeting a 1:40 pm.

Meeting recalled to order at 2:00 pm.

Jennifer’s written reports were submitted at this time to the Board which included her Trustee report on PI Conference committee, the regional report, AA report and the PI Trustee Committee report. One thing that was pointed out was that ingesting drugs on TV is not an FCC violation, but is something that is observed by alot of major networks.

H. Lee made a motion that Jennifer be granted maternity leave and excuse her from the last two meetings. Seconded and passed.

11) The Conference Reports Continued: b) The presentation of the Trustee election process, and freezing the terms should be presented to the Conference by a sub-committee consisting of Bob, H. Lee, Ray and Jack. Each Trustee will write down their input and submit it to said sub-committee for compilation. c) Topics and themes were discussed. Bob suggested a general sharing session on particular topics that could affect the future of CA. It was proposed that the Conference committee come up with a theme for next year or select 2 or 3 possibilities and have them voted on. Some ideas for general sharing topics were Sexism in CA, Memorabilia, Cocaine – 50% of our name, Crack Cocaine and CA, Minority Outreach, Is this a bandaide fellowship?, Unity through Fellowship, Inventorying the Fellowship, Whatever happened to Anonymity?, What is a CA speaker, and

Racism in CA. These will be presented to the Conference to vote on, if they want to have general sharing sessions. d) Ideas for the Conference committees to work on were discussed and it seems as though each committee already has plenty to do. e) Reggie expressed concern over the lack of unity with South Central LA and the other LA areas. He felt that this needs to be talked about. In terms of outreach, it’s what the fellowship is all about. He suggested contacting ministers of churches for meeting places in So. Central and contacting radio stations. He also suggested showing up at functions. Reggie will write an article for the Newsgram. f) Singleness of purpose and the future of CA. H. Lee.felt that the fellowship should embrace all types of drug addicts as well as alcoholics, Fenn felt that “all other mind-altering substances” pretty well covered the bases. Greg agreed but felt that it was important to focus primarily on cocaine, especially in regards to literature, to identify with coke addicts, like the Newcomer pamphlet.

  1. The conflict with Georgia was discussed. Reggie felt that some Trustees should fly down there and try to straighten things out. Greg felt that they were mis-informed about where they fit in to the fellowship and they need to be informed. Bob agreed with Reggie that the presence is required to be influential. Jack felt that delegates from Georgia should be taken aside and asked about the generation of the letter in a caring way. H. Lee also feels a gentle approach is important and that maybe 2 or 3 Trustees should talk to the delegates. Ray felt that it should start with the delegates too and concentration should be on unity and maybe someone could fly down there later. Greg pointed out that questions were brought up in their letter that should be addressed. Concensus was reached to talk to the delegates and find out when their GSO meets and arrange for a few Trustees to attend. If they don’t show up at the Conference, just go to their GSO meeting anyway.
  2. A motion was made to double the Trustee’s eating expenses to $30/day. Seconded. A friendly amendment “ was made to $25/day. Amendment accepted. Passed.
  3. Travel expenses for the Trustees were discussed especially in regards to WS Conventions. Working hours are being lost, service work being done most of the time, and they are expected to be there. Greg felt that WSBT meetings could be held the few days prior to Conventions to consolidate expenditures. This would need to be put in the Convention guidelines. Ray addressed other necessary travel too, A motion was made that all pre-approved trustee travel expenses incurred by trustees including transportation, meals and lodging be reimbursed. Seconded and passed. A motion was made that Greg’s airfare to Phoenix be reimbursed. Seconded and passed. A motion was made that Ray’s future expenses to Phoenix be reimbursed subject to WSO having the funds. Seconded and passed. A motion was made that trustees should be reimbursed if they room alone. Motion withdrawn. A motion was made that H. Lee’s airfare to the New York Convention be reimbursed. Seconded and passed.

15} Regarding areas petitioning the Conference: Bob requested a concensus of the Board to see if they want to bring up all of the background information on Ventura, who may be petitioning. Greg felt that the Conference must have an informed group conscience which would mean that they must be aware of the background. The Board felt that there should be a 2/3rds vote to accept or deny to ratify an area which would mean that this would have to come in the form of a motion on the Conference floor before voting on Ventura or any other petitioners. There could be a possible criteria for 25 meetings unless it’s a new state or an isolated area.

Meeting adjourned at 5:20 pm with the Lord’s Prayer.
