C.A. World Service Conference 1998 Day Five, Sunday, September 06, 1998

5. Scott Stevenson moved to rescind convention committee’s Motion 12:

Motion #12: Effective 1998 the WSO will be responsible for collection of outstanding debts, unpaid checks and maintaining the Convention bank account. The host city will be responsible for receiving, recording and depositing all registration funds. The WSO will distribute conference approved budgets to committee chairpersons and officers.

6. Question regarding parliamentary procedure, because the request was submitted yesterday in writing the motion to rescind requires a majority vote not 2/3.

49. Rick Delgado: I’d like to refer to the Conference Convention Committee, to look into carrying the message into correctional facilities by audio teleconferencing open speaker meetings and make provisions for the cost in their budget, an : amendment, that it also goes to H & I Committee.

55. Brigid Buretta: Motion that the Unity Committee looks into sponsoring a delegate reception event the evening before the opening day of the Conference.

66. Art Bowman made a Motion that the minutes of the Conference reflect the time we took the break, the time that we are coming back from the break and the time we came back from the break.

73. Rose, the Chair of Celebrate Around The World. I’m not quite sure who to refer this to, because as it stands right now, Celebrate Around The World kind of doesn’t have a home. So, I would refer it to Conference, Convention Committee, Unity and the World Service Board. Okay. The referral is: Please reconsider C.A.T.W. to have a home. The 70/30 Plan is already in place, so it’s really not a matter of money. And it does promote unity. Also, it does help bring delegates to the Conference, and a little support to W.S.O. Or have the Convention Committee create a larger sub-committee or its own standing committee.

74. If I could just ask that these referrals not really contain arguments for a particular issue to be decided one way or another, but let’s just have the issue referred to a committee, and if you have a point of view that you wish to share with the committee on it, that you contact the committee chair and give them your opinion.

75. Gary Tucker: Referral to the Convention Committee sub-committee, Celebrate Around The World: Implement specific guidelines for artists and or graphic designers, submitting designs for Celebrate Around The World T-shirt. These guidelines may or may not include specific guidelines for the bidding process for Celebrate Around The World T-shirts.

76. Jay Finesilver. To the Convention Committee, I have referred it prior to the start of the Conference, an issue about child care during the convention. It was not addressed. So 1 have that referral again, for the Convention Committee. Secondly, last year, as a member of the Convention Committee, we put together a series of new descriptions and guidelines that because of parliamentary procedure and one specific part of one motion failing, they were not addressed. I want to know what happened to those and if they could be addressed this next year again.

77. Kevin Murphy, World Service Office Board Secretary. One vote. This is to Unity. It was referred at the beginning of the Conference, on the official form, but not discussed or dealt with by Unity. I believe they did not get it. Create a cookbook or flowchart to assist people in starting meetings in areas outside the existing service structure.

78. (Unident.): I have a referral to the Structure and Bylaws Committee, that they clarify the language on Page 21, Paragraph 2, by adding the word “new” between the words “any” and “Area” in the second sentence of that paragraph.

79. Ron Butcher, I have a referral to the Convention Committee that was not addressed but was given on the first day. That only C.A. members at main speaker meetings at C.A.W.S. Conventions. If it could be addressed in the next Conference. I have a new referral. That the H & I Committee continue to work on the H & I video to present to the Conference floor.

80. Scott Sheeley. Make a referral to Structure and Bylaws, that they amend Page 40 of the W.S.M., Standing Rule Two.

81. Brigid Buretta. This is to Unity Committee. To sponsor a delegate reception event at the W.S.C. Conference.

82. Donna Gasswit, This is also to the Unity Committee. To have a portable mike and amp at the Unity luncheon, so we can hear the message of the speaker.

83. Jim Brown, Referral to the Public Information Committee, concerning the subcommittee, which is under the Public Information Committee, titled Cooperation With The Professional Community, i.e. C.P.C. A request to the creation of a two year ad hoc standing committee at the World Service Conference.

84. Kevin Flaws, addict, alcoholic, Illinois Area delegate and Conference Committee Vice Chair. This was a referral that was faxed to us regarding anonymity and the use of video and cameras at all C. A, functions. That would go to Convention Committee, Structure and Bylaws and World Service Office Board, Board Of Trustees. Second referral. This is to Structure and Bylaws, World Services Board Of Trustees and the new Internet Committee. Define Web Master duties, scope, authority, requirements, add the position to the committee list of positions and selection process. And the third one is to the Conference Committee. Add the new Internet Committee to the referral forms.

85. Sharon Smith, Trustee At Large. I have two referrals. The first referral has already been given to Chips, Literature and Format Committee as a result of the committee reports yesterday. I’d like to add the Internet Committee to this referral. The referral is regarding the online meeting, (unintelligible) define suggestion, formats in the World Service Manual in the same manner that the group meetings are defined, Page 14, World Service Manual. This format will address, among other concerns, how Tradition violations and editorializing would be handled. And the other referral I have is to Structure and Bylaws. Basically, it’s a housekeeping referral. Review Page 29 of the World Service Manual in regards to Cocaine Anonymous Regions. Make sure that this is accurate and reflects the existing Areas with explanations of what stars mean by the different states.

86. Michele Kapfer, Area delegate for the state of Nebraska. 1 have a referral here that I think goes to the World Service Office Board, in regards to Regional meeting directories to be available A.S.A.P., and hereafter, through World Service.
