Lucy Snider, the Conference Chairperson, opened with The Serenity Prayer.
Formal Roll Call revealed 78 Delegates carrying 107 votes, 8 Trustees, 4 WSO Officers and 3 non-Delegate Conference Committee Chairpersons (w/1 vote @). The vote total was 122 with 82 votes being the quorum requirement.
A Structure and Bylaws committee motion to ADD TO PARAGRAPH THREE ON WSM PAGE 25 THE FOLLOWING SENTENCES, “IF AN AREA HAS MORE THAN 75 MEETINGS, THEN THAT AREA WILL BE ENTITLED TO ONE ADDITIONAL VOTE FOR EVERY 50 MEETINGS OR PORTION THEREOF. IF AN AREA HAS ANY QUESTION CONCERNING THE NUMBER OF VOTES TO WHICH IT IS ENTITLED, THAT AREA SHOULD CONTACT THEIR REGIONAL TRUSTEE OR THE WORLD SERVICE OFFICE” passed. (App. C WSM p. 26)
A Structure and Bylaws committee motion to ELIMINATE ANY EXTENSION OF TRUSTEE’S TERMS AND DELETE THE FOLLOWING FROM PAGE 39 OF THE WSM, “IF A TRUSTEE IS ELECTED CHAIRPERSON AT THE END OF THE TRUSTEE’S TERM, THE TERM MAY BE EXTENDED FOR TWO CONSECUTIVE ONE YEAR TERMS’’ passed.
A Structure and Bylaws committee motion to REPLACE PARAGRAPH 5C ON PAGE 34 OF THE WSM WITH “A DELEGATE MAY PROXY ONE VOTE TO ANOTHER CONFERENCE DELEGATE REPRESENTING THE SAME AREA. AN AREA THAT IS NOT OTHERWISE REPRESENTED AT THE CONFERENCE MAY PROXY A MAXIMUM OF ONE VOTE TO A CONFERENCE DELEGATE FROM ANOTHER AREA. NO DELEGATE CAN CARRY MORE THAN A TOTAL OF TWO VOTES AT THE CONFERENCE” passed by a 2/3rds majority. (App. C WSM p. 35)
A Structure and Bylaws committee motion to REPLACE THE LAST TWO SENTENCES OF THE SECOND PARAGRAPH ON PAGE 27 OF THE WSM WITH (new text removes all references to “contingent” and suggests that the regions use the procedures in the WSM) passed. (App. C WSM pp. 28-29)
A Structure and Bylaws committee motion to CHANGE THE THIRD PARAGRAPH OF NUMBER 8 OF THE CONFERENCE CHARTER ON PAGE 27 OF THE WSM TO INCLUDE A REQUIREMENT THAT ANY CHANGE OR AMENDMENT TO THE STANDING RULES OF THE WORLD SERVICE CONFERENCE REQUIRE A TWO-THIRDS VOTE passed by a 2/3rds majority. (Reference 2nd paragraph of Number 9 on App. C WSM p. 49)
A Structure and Bylaws committee motion to REDUCE THE NUMBER OF REGULAR TRUSTEE MEETINGS FROM QUARTERLY TO THREE TIMES PER YEAR AND REQUIRE A TRUSTEE TO ATTEND TWO OUT OF THREE REGULAR MEETINGS passed. (App. C WSM p. 42)
A Structure & Bylaws committee motion to REQUEST THAT THE CONFERENCE DEVELOP GUIDELINES REGARDING THE OPERATION OF A HELPLINE IN TWELVE STEP CALLS passed.
It was announced that the Unity Outreach committee’s liaison with the WSO is Kandy Benefield, the Unity Outreach committee’s liaison with the WSO PI committee is Dan Tucker and that the Unity Outreach committee’s liaison with the L.A. Area Service committee is Ben Lesko.

A Unity Outreach committee motion to AMEND THEIR STATEMENT OF PURPOSE TO “ENHANCE OUR COMMUNICATION AND OUTREACH AMONG THE DIVERSE ELEMENTS WITHIN THE FELLOWSHIP IN THE INTEREST OF CARRYING THE C.A. MESSAGE AND TO PROMOTE C.A. UNITY” passed. (App. C WSM p. 34)
A Unity Outreach committee motion to DESIGNATE THE LAST SATURDAY IN SEPTEMBER, COMMENCING IN SEPTEMBER 1993, AS WORLD UNITY DAY passed.
A Unity Outreach committee motion to APPROVE THE UNITY OUTREACH COMMITTEE BUDGET OF $1500 passed. (App. B p. B8)
Ronny Mintz’s motion to SUSPEND THE RULES IN ORDER TO CONDUCT CONFERENCE OFFICER ELECTIONS passed.
After a run-off between the two candidates with the most votes, P. Clay Vollmer was elected the Conference Chairperson for 1993 and 1994.
After Amy Blumenfield and Tom Tabet declined their nominations, Charles Lewis was elected as the Vice-Chair/Pariiamentarian for 1993 and 1994.
Jim Hirschman was elected as the Conference Secretary for 1993 and 1994.

A Literature, Chips and Formats committee motion amended to ALLOW ALL WORLD SERVICE CONFERENCE-APPROVED LITERATURE IN FRENCH BE PRINTED, IN ANY FORM APPROVED BY THE WORLD SERVICE CONFERENCE LITERATURE, CHIPS AND FORMATS COMMITTEE, BY THE MONTREAL AREA WITH A ROYALTY OF 75 CENTS (US) PAID TO THE WSO passed.
A Literature, Chips and Formats committee motion that the “WSO not produce medallions in excess of C.A.’s age” was tabled.
A CA Storybook subcommittee motion that THE CA STORYBOOK BE TITLED, “HOPE, FAITH AND COURAGE: STORIES FROM THE FELLOWSHIP OF COCAINE ANONYMOUS” passed.
A motion to Object to the Consideration of Kevin Murphy’s motion to Rescind the “Remove all restrictions on the sale of C.A. merchandise” motion passed Saturday. Since it was unclear whether or not a motion to Object to the Consideration could apply to a motion to Rescind, the Chairperson decided that to allow it. A motion to “Appeal from the Decision of the Chair” failed and a vote on the Object to the Consideration motion passed 78 to 17, effectively throwing the motion to rescind off the floor.
Roger K. asked if the question, “What is the C.A. message?”, originally asked at the last Conference, had ever been answered, and referred the issue to the Trustees.
Amy Blumenfield’s motion modified to “allow the WSO Manager a voice and a vote at the Conference” was REFERRED TO COMMITTEE.
Andrea Dener requested that the Trustees create guidelines for what the C.A. name and logo can be on.
Bert Rambo moved to request that the Literature, Chips and Formats committee review the pamphlet entitled, “And All Other Mind-Altering Substances.”
The Finance committee motion to REQUEST COMMITTEE REVIEW OF THE POSSIBILITY OF MOVING THE 1994 WORLD SERVICE CONFERENCE TO THE FIRST QUARTER OF 1994 TO COINCIDE WITH THE 1993 FISCAL CALENDAR YEAR END passed.
In response to a question, the Chairperson requested that all committee chairpersons file quarterly reports with the WSO.
Jim Thayer’s motion that “Only Conference-approved items may be sold by the WSO to organizations and/or individuals outside the C.A. fellowship” failed.
A successful MOTION TO ADJOURN preceded a “See you in Texas in 1993” and The Lord’s Prayer.
