WORLD SERVICE OFFICE BOARD REPORT

INTRODUCTION AND OPENING COMMENTS

Getting back to basics: per our World Service Manual…”The WSO is the main contact and distribution point of C.A. Its main purpose is to maintain contact with members, Groups, Districts, and Areas. Contact is sustained through correspondence, newsletters, e-mail, the website www.ca.org, and representatives within our service structure.

The World Service Office Board (“CAWSO Board”) is responsible to the World Service Board of Trustees (“WSBT”) and acts upon directives from the World Service Conference (“WSC”), (p. 46, Cocaine Anonymous World Service Manual).

Our guidance comes from a higher power of our own understanding, as disseminated through the Manual, the Concepts and the Traditions. Each of our regular board meetings begins with the Serenity prayer, a reading from the Manual, a reading of a Concept or a reading of a Tradition. Thus grounded, we trust that God is “in the process”.

The WSO is served by a staff of hard working people which Tradition Eight refers to as “special workers”. These “special workers” provide for a reliable, responsible and accountable operation center, ‘the office’, to serve our primary purpose. Our primary purpose is our ‘spiritual center’ and we must always refer to our “spiritual center” which is to carry the message of Cocaine Anonymous to the still suffering addict.

I want to thank the staff and board members for their dedication and hard work in doing so.

Referral #6418 COMMITTEE INVENTORY

This referral is a request that the WSOB take a group inventory of itself in the spirit of assessing how well the WSOB helps the Conference to fulfill its purpose and to identify what action(s) the WSOB could take to improve the WSOB’s ability to better help the Conference fulfill its purpose.

Should the WSOB opt to take no action on this referral either at the 2010 Conference or as a post-Conference activity throughout the 2010 / 2011 year, please be kind enough to cite the WSOB’s reason(s) for not undertaking such action in the WSOB’s closing Conference report.

Rationale (aka debate):

As individuals we undertake a personal inventory to uncover and discover things about ourselves and begin the process of growing spiritually. We continue to take personal inventories to perfect and enlarge our fit spiritual conditions.

Many CA Groups find that taking a regular inventory is healthy for the Spiritual well being of the Group and to assess how well the Group is fulfilling its primary purpose. Inventory helps the Group:

  • Have a clear sense of itself and its primary purpose
  • Gauge its success in fulfilling its primary purpose
  • Evaluate its ability to successfully carry its message
  • Ponder whether it is it right sized in its perception of itself
  • Appraise its role in contributing financially
  • Consider how CA is improved by the group’s existence

Extending the self-examination practice of inventory to the District and Area has also proven to be a effective means to keep these bodies focused, efficient, effective, and on track Spiritually.

“A business which takes no regular inventory usually goes broke. Taking a commercial inventory is a fact-finding and a fact-facing process. It is an effort to discover the truth about the stock-in-trade. One object is to disclose damaged or unsalable goods, to get rid of them promptly and without regret. If the owner of the business is to be successful, he cannot fool himself about values.” [Alcoholics Anonymous, pg. 64].

The Big Book uses the metaphor of a business inventory as a means to underscore its suggestion that there is value in the inventory process. Then it applies the concept of taking an inventory to the personal level as a means to

recover spiritually. Most CA members would agree the process of taking inventory has personal value. The Conference and its committees are the ‘business’ of CA and applying inventory at the ‘business level’ of CA becomes more than a simple metaphor; group inventory will help keep CA from going ‘broke’ spiritually, financially or in other ways. Don’t we owe the Fellowship that effort?

There are those who would argue that taking inventory at the level of Conference committees, boards, or the Conference itself is not necessary. They might argue that AA or NA don’t do this. When faced with such flawed reasoning, it might be fair to consider the size of CA’s membership relative to these other Fellowships and ask, if we are not in some need of improving ourselves, our methods, our effectiveness then why is CA’s membership comparatively so much smaller? If the answer is that there are simply fewer cocaine addicts than alcoholics or addicts in general then an inventory might cause us to ask, is it really efficient, effective, and in the best interests of CA as a whole to support and maintain the very large infrastructure that CA presently has in order to sustain our much smaller Fellowship? Undeniably, these are difficult questions. No one is suggesting that the inventory process will necessarily be easy though it may be.

Some would argue the inventory process is too cumbersome to perform at the Conference committee or board level. Is it too burdensome if the process helps us improve such that we reach out and save ten more lives this year than we did last year? Can this board be a small part of that improvement or is it perfect as it is? Tradition Two in Twelve Steps and Twelve Traditions offers for consideration that sometimes the good is the enemy of the best; is this committee functioning at it best? Consider Tradition Two again – “For our group purpose, there is but one ultimate authority – a loving God as He may express Himself in our group conscience.” Does this committee specifically consider how well it functions by taking a group conscience (i.e. a group inventory)? If God expresses Him/Her

Self in the group conscience then where is God in all this if there is no group conscience?

Others will point out that a referral similar to this was submitted at the 2008 Conference. They are right. The referral was submitted to a single committee for action. Effectively, no action was taken. That submission unwisely placed a very vital point of consideration in the hands of just a few people to be decided on everyone else’s behalf. That is not stated to say those individuals did anything wrong but rather to say that you most likely did not have any voice in making that decision. Now you have a voice. It is important to note that the Conference membership changes yearly and the deliberation of any individual referral may have different outcomes in any given year as different members with different ranges of experience consider a referral’s subject matter. Given this fact, and to account for the reality that sometimes it takes a long time to effect change, it is entirely proper to submit referrals as frequently as every year.

Response: Thank you for the referral. The WSOB already periodically takes a group inventory and will continue to do so in order to assess how well we are helping the Conference to fulfill its purpose. The WSOB will continue to use this tool in order to identify ways in which the WSOB can improve and to assess progress in previously identified areas.

Referral #6678 WSM FRENCH TRANSLATION

We need to translate the World Service Manuel in French for our members.

Do we have to get permission from CAWSO for the translation?

Response: There is a Conference Approved C.A. Translation Policy in effect, which includes provisions for both member participation and CAWSO

participation. This process requires prior permission from the WSOB in order to translate any C.A. literature.

The C.A. Translation Policy also addresses cases in which a member or Area embarks on a translation process without WSOB permission:

C. Translations Completed Without Prior Board Permission

  1. When CAWSO. receives a completed translation of C.A. literature that was developed without prior permission, the WSOB will determine if there is an existing, authorized translation.

 

  1. If such a translation exists, the party submitting the translation will be informed, and will be asked to refrain from any further activity regarding the translation unless the requesting party can provide a compelling need to revise the existing translation.
  2. The requesting party will be advised that the copyright in the translation project will be assigned to CAWS, as outlined in this document.
  3. The translation must also comply with this policy and add a ”DRAFT” mark and footer to the translation identifying the proposed translation is a work in progress until such time as CAWSO can approve a final version and protect the translation in both the U.S. and the country of origin.
  4. Once checked, and there has been agreement to assign the copyright to CAWS, the translation may be returned to the requesting party with any recommendations for changes and the requesting party/LTC will continue with their work until a satisfactory translation is achieved.

  1. The requesting party will also be asked to form an LTC and will be sent a copy of the LTC Procedures and Glossary of Terms. The requesting party/LTC shall begin updating the Glossary of Terms at its earliest convenience.
  2. The WSO Director of Special Projects may also inquire if there are other translations and in progress and will have the authority to either grant or deny permission to continue based on existing translations and/or the groups’ willingness to comply with these C.A. literature translation policies and the Local Translation Committee procedures.

We look forward to receiving a translation request for French Translation of the WSM. A copy of the complete Conference Approved C.A. Translation Procedures is available from the WSOB.

Referral #6679 WSM FRENCH TRANSLATION COST

We need to translate the World Service Manuel for our members.

Should the costs of translation be assumed by our Area or by CAWSO?

Response: There is a Conference Approved C.A. Translation Policy in effect, which does require permission from the WSOB and includes provisions for both member participation and CAWSO participation.

Referral #6680 HFCII IN FRENCH

What can we tell our members about the evolution of the process of printing the French version of HFC 2?

We believe the manuscript is complete, not in typeset, completely translated and corrected.

We are waiting for office to get a printer for a few months, we can find a printing company (Quebec Area) if you have problems doing so.

What is the real reason for inaction?

Response: Thank you for the referral. Due to a miscommunication, the printing of HFC II in French was delayed. The WSOB is working to resolve the issue in the most expedient way possible with hopes of a resolution within the first quarter following Conference.

Referral #6210 POLISH TRANSLATIONS

To approve the attached polish version of Who is a Cocaine Addict. We have had three different members work on this reading who all speak English and Polish. They all agree this is a good translation. It is also the intention to put Hole Faith & Courage in polish as a part of the CA logo. These three works are included in the attached translation. (attachment available at committee level.)

Response: Thank you for the referral. In adherence with the Conference Approved C.A. translation process, a piece of literature being translated should have the translation reviewed by three members who can adequately determine the viability of the translation. After this review, the item should then be given to the WSO for professional editing (at the expense of the WSO). Once this step is completed, the WSO will make the item available to the Fellowship.

Although the attachment to this referral contains only one of the above-mentioned items, we look forward to receiving each of the above-mentioned items in both electronic and paper form.

I would like to see an application to download the HFC I and II onto my phone or computer. You could charge $2.99 just like the Big Book of A.A. and people would buy it. Let me know which committee would handle this and how long it would take to get this going. Also, if you need to make changes such as “How it Works” you can always update the application.

Response: No action taken. The C.A. WSM already addresses the proper use of the letters C.A. Due to the nature of our fellowship being comprised of members from many different places around the world, and keeping in line with Tradition 9, such a resource is not viable.

Response: No action taken. We do not have “paid members.” Although it may be possible that one of our paid employees (Special Workers) might also a member, they are first, and foremost, paid employees and, as such, fall under the laws of the State of California and the Federal government; their salary is not public information.

Any member may be provided with the names and positions of the Office Staff (they are listed in the opening remarks of this report, and in the DOO’s opening report to the Conference.) Because they are permanent staff members, there is no period of roll or completion date.

Our members who volunteer their time to WSO are volunteers and are not paid for the work they perform as volunteers.

CLOSING COMMENTS

As I remarked in the opening report on Tuesday, The CAWSO board meetings are regularly held on the 2nd and 4th Thursdays of each month. We welcome visitors and volunteers. We are located at 21720 S. Wilmington Ave. Suite 304, Long Beach, California. We invite your participation, even if it’s for a single visit.

Two important and very hard working volunteers, Cynthia Cronkite, NewsGram editor and Mike Ross, C.A., webservant have both served past their commitment terms. We are blessed by their love and commitment to this fellowship. Both have expressed a desire in the spirit of rotation to move on and allow someone else the opportunity to serve in these positions. Please inform your Groups, Districts and Areas that we are seeking candidates to fill these very important service positions. Candidates for both positions can send their expressions of interest to CAWSOchair@CA.org.

Before closing, I’d like to once again remind this body of the importance of financial support to the WSO activities. Concept Ten instructs us to match responsibility with authority. It also instructs that the groups ultimate authority is the “power of the purse’. We understand and are honored by the responsibility the WSO is charged with carrying out. We respectfully ask that each of you inform your Groups, Districts and Areas of the continuing need to support these

efforts and by doing so match the responsibility with authority. To this point I’d like you to remember the World Service Contribution program as an effective means of support. Additionally, please inspire your Groups, Districts and Areas to actively participate in the 70/30 plan of contributing.

In closing I’d like to reference something from the early days story in our C.A. storybook, Hope, Faith & Courage Volume II, page 10…”When I was newly sober it was explained to me that the Greek definition of the word ‘enthusiasm’ is ‘en’ meaning ‘in’ or ‘with’ and ‘theos’ meaning ‘God’; in other words-having God within. One day at a time, the Fellowship of Cocaine Anonymous enthusiastically carries the message of Cocaine Anonymous throughout the world to the addict who has the courage to ask for help.”

May God Within guide us and give us the courage to ‘enthusiastically’ carry out His will in our efforts to serve our common purpose!

Glen Tucker: I am trying to understand the structure. When I get to the staff, looks like 3 members of the staff take care of answering phones, filling orders, etc.

Tom Phelan: Yes.

Glen Tucker: You made the comment before about the literature, are you looking to increase the staff to help?

Tom Phelan: Yes, we’ve recently received approval to hire another person.

Scott Keaveny: What translation progress has occurred?

Tom Phelan: We have translated HFC II and hope to print it in French soon. We have 5 stories translated in Swedish. We have some pamphlets translated in Polish, Farsi, Swedish, Dutch, and Russian.

Susan Bredau: Why doesn’t archive committee have a link on the website?

Tom Phelan: We need a webservant.

Susan Bredau: That’s the only reason?

Tom: Yes.

Brian Tenenbaum: Is it true WSO does not charge for starter kits?

Yvette Love: We do not charge for Areas that are not funded and can’t afford it.

Brian Tenebaum: How do you determine that?

Yvette Love: It’s determined through monthly contributions.

Glen Tucker: I believe a position was eliminated.

Tom Phelan: It was suspended, but the work still takes place.

Glen Tucker: My understanding less people with more work?

Tom Phelan: Yes.

Paul Mears: The translations are good, on your referral, what does that mean?

Tom Phelan: We only received one item.

Paul Mears: Which one?

Teresa Neighbors: I was expecting to find 3 items attached and I don’t understand Polish, but we are eager to work with that Area that submitted that. Julie Hampson: I understand the office needs help, if you want to volunteer how do you do that?

Tom Phelan: Please call the office and show up and we’ll train you.

Nicholas Lynn: Thank you. I noticed that Sweden is pushing ahead, rather than go for a whole book I was wondering whether the office might consider a booklet?

Tom Phelan: I would question whether we have the authority, but great concept.

Dwight Johnson: The office is working harder with less staff. As for the group inventory, did the office work with effort to have a form to volunteer for each group to sponsor the WSO by the month?

Tom Phelan: We have sent out a request to the PSW region to come help at the office.

Susan Bredau: In 6665, were you aware they wanted to post the international meeting directory on intherooms.com and there was no affiliation implied by this? Tom Phelan: No, I don’t recall that.

Brian Tenenbaum: Am I correct, someone calls into the office for a starter kit and they would be referred to their Area, if they call from Montana, you send it out. Tom Phelan: Right.

Brian Tenenbaum: I want to ensure the starter kits are getting out.

Tom Phelan: If it’s included in the active area we ask them to send a starter kit, if it doesn’t happen we do.

Tom Sheilds: Have you considered using people that need community service hours and sponsees?

Tom Phelan: We do use community service vonuteers.

Deborah Wilbert: Is there anything that people in other states can help the board with?

Elizabeth Saldebar: Help with the Newsgram would be a great way, submission to the mediation book.

Yvette Love: Thank you for seeing the need for the WSO to provide the service to the fellowship with a leaner staff. You can get guidance from your trustees and it will help alleviate time. I may be back-logged, so patience and understanding and working with your committees and trustees and groups prior to coming to the WSO.

Jason Laurence: Thank you. As a member of LCF, the liaison is much appreciate. I understand the request for assistance, however I’m also aware that actually a lot of the task are very specific and require particular abilities. I sent a referral about special workers, a paid member, as opposed to the staff. I was

requesting an understanding of who they were and what they were doing. The response said we don’t have paid members. We have one, the typesetter. I just wanted to know how we could move forward with this? Is it possible this could be auctioned?

Tom Phelan: We didn’t understand the referral and thought you wanted to know salaries of the staff.

Kevin Murphy: Can you get with them outside of this?

Jason Laurence: Why did this only go to one committee?

Kevin Murphy: I’m not sure.

Cynthia Cronkhite: Are there any processes to make sure the current version is being used?

Tom Phelan: Not now but we can work on it.

Kellie Frederici: How many starter kits request do we get?

Tom Phelan: 15 a week.

Kellie Frederici: How many get sent out?

Tom Phelan: 4 or 5.

Kellie Fredici: In an organized area you contact the /area chair, is there any follow-up with WSO to make sure the area gave you what they needed? Tom Phelan: Sometimes that happens and sometimes it doesn’t.

Tom Phelan: Yes, makes sense.

Duane Miller: Is it possible for the IE to donate one day a month to the office as volunteers after coordinating with the office director and issue a challenge? Tom Phelan: Please call and schedule

Vonya Quarles: Is the office open Saturday?

Tom Phlean: Not currently. Our workers want to go home. Great concept. I appreciate the recommendations.

Earnest Martin: I have seen the budget slashed, the demands of the fellowship is up and the workers have gone down. What can we do to bring in money to equal demand?

Tom Phelan: Thank you, the contribution program, birthday program, 70/30 split. Pay attention to how we compensate our workers. When I did a study last year, we have not had the same staff. It turns over all the time. We appreciate the volunteers, but some of it needs specialty knowledge. We don’t hit the bottom of the scale on comparable pay. When we hire non-addicts we are paying them less and violating our own traditions. When revenues are what they are, we get three employees.

Kevin Murphy: Is there any electronic payment you accept?

Tom Phelan: We do paypal. We don’t endorse it but we accept it.

Susan Bredau: May I request that the office use C.A. period to distinguish it from the state of CA?

Tom Phelan: We caught that and it will be fixed.

Paul Mears: Can we get volunteers in the UK to put the stickers on HFC?

Tom Phelan: Please refer to your trustee.
