World Service Office Board 2015 World Service Conference Opening Report Submitted by: Richard A. L., Chairperson
Thank you so much for the opportunity to serve as the Chair of the World Service Office Board.
Our board has been hard at work on many projects throughout the year. We are excited to announce C.A.’s new meditation book, A Quiet Peace, which is now available as an e-book. Ready to be downloaded on Smartphone’s and Tablets. Coming soon HFC.
We are also happy to announce we are working on pocket size suggested meeting formats. This will include the meetings suggestive readings and the H&I meeting formats. We hope this provides an easier way of having meetings with our members.
The board has also been working in conjunction with an international ad-hoc committee, on a new website. We are very excited and making great progress. We have pretty much concluded

the collection of materials and content and have put 90% of the pages together. We have developed a simple site map that allows for the actual site builder to construct the site easily. All literature, guidelines and thumbnail artwork has been collated.
This has been a demanding workload and we are very positive we will be completing this task over the next few months. PLEASE note, when this site is ready for review, it will be delivered for such feedback. We are NOT inviting feedback at this time with regards simple housekeeping. That is a respectful request… let’s not get too lost on the miniscule and lose sight of the necessity to get a new site online.
The European Fulfillment Center is still coming along. There has been much communication with several companies and a presentation showing comparisons of rates and a suggested ‘favorite’ vendor. The WSOB and the TNC will be presented with a recommendation that includes and falls in line with the three-bid process. This project is still hard at work and is on the agenda every meeting. We are very excited to serve the fellowship in new capacity.
We would like to thank “Brother” Earl H. and his Rat Pack for a very successful 2015 World Convention. We also look forward to another Fabulous Convention in 2016 hosted by our “Sweet Home Chicago” fellowship.

To transfer the maintenance and content approval from the office to the Public Information Committee. The website is a Public Information tool. Its content, is relative to its public

appearance therefore CA awareness. It’s the first contact that a prospective new member, family member or healthcare professional may find when searching the internet for addiction recovery. Therefore its primary role is that of public relations. It serves as the online identity of Cocaine Anonymous. Public Information is the pathway from the Public to Cocaine Anonymous, with a committee group conscience and assigned trustee oversight, Public Information committee should be given the responsibility to manage content, implement ranking strategies within the site, create social media tools while ultimate authority rests with conference approved changes that the committee can present annually for conference approval.
Response: Thank you for your referral. We agree that the C.A. website is an important tool to reach many people and spread the message of Cocaine Anonymous. However, in the World Service Manual 2014 Edition, page 59, it states “The WSO is the main contact and distribution point of C.A. Its main purpose is to maintain contact with members, Groups, Districts, and Areas. Contact is sustained through correspondence, newsletters, e-mail, the website www.ca.org, and representatives within our service structure.” Additionally, CAWSO Inc. has sole ownership over the contents on the website and needs to maintain and control this intellectual property. But, in the spirit of the shared interest in carrying C.A.’s message to the public, we look forward to working with the PI committee and would appreciate their suggestions and comments regarding the website.

That the Online Area allow itself to be linked to InTheRooms.com. There are over 3000 C.A.
Members on the site and this would be a great way to showcase our Fellowship.

That Cocaine Anonymous retain the rights of 1st refusal for submissions to the C.A. books and publications for a period of 2 years only and not become property of C.A. outright, in perpetuity.
The notion that someone’s original content be submitted in good faith, not used by C.A. and then sit in a file unable to be used elsewhere forever is unreasonable. I have not spoken to anyone from LCF who remembers going back and utilizing rejected project content. That is the basis for this referral.

Response: Thank you for your referral. Original materials submitted will be held for 7 years, and after that time it will be released back to the owner at their request.

Amazon.com offers buyers a program where they can chose to donate ½ of one percent of their purchases to recognized charities, without increasing their own costs. CA World Service Office is among the charities they list. While there is a possibility, however small, that non-members might use this to donate, that possibility exists in any donation scheme, whether online, by mail or even the meeting basket. It has often been side that even a dollar a year from each CA member could make a huge difference for CAWSO. This is a way to get that dollar and more. Note sure how to communicate this without implying an endorsement, but the WSO should consider this painless method of obtaining member donations as part of the mix.
Response: Thank you for your referral. The WSO is currently researching this option, as well as looking into e-books for sale on amazon. The WSOB still has questions and concerns regarding this option with respect to traditions six and seven.

Please shut down the 800 National Hotline until such time as the operating system can be replaced. Many times, the hotline operating system freezes up and the caller receives no answer. When the caller does receive an answer, after they input info for their requested geographic location, often times the phone number they are provided with is not for the geographic location they requested. The current operating system is difficult to update and only 3-4 people even know how to update it, so many of the numbers provided to the caller are no longer affiliated with C.A.
Response: Thank you for your referral. We are currently looking into updating and/or purchasing a new phone system. We will report to the fellowship when this is completed.
2014S&B-3 (Referred from S&B to WSO)
To add a minimum of 10 years sobriety and Professional Skills to the qualification for World Service Office Board Director. The public face to Cocaine Anonymous resides in the World Service Office Board of Directors, they are official Directors recognized as such in the

California Code of Corporation and should maintain a minimum 10 years of sobriety and professional skills (ie: accounting, business, legal, administrative, creative, etc) in addition to being a Member of Cocaine Anonymous. Cocaine Anonymous is 32 years old – our requirements for sobriety should be a third of our age as a minimum. Bringing unqualified Directors to a Board of such significance undermines our effectiveness and creates risk and liability for CA, of which it can’t afford.
Response: Thank you for your referral. The board, like our fellowship, is diverse and made up of all of the faces of our fellowship, younger members and older members, with diverse backgrounds, education levels and work histories. The extensive vetting process and procedures in place for bringing on new directors has checks and balances and has worked well for this board for the last 32 years. Therefore, we see no need to make any changes to the requirements.

Consider changing the type of paper you use to print the Contribution Program on. It is sometimes hard to write on that type of glossy paper.

Please consider adding the last revision date for each piece of literature to the order form so our members can easily tell whether they have the most recent Conference-approved version available. This will help insure that our groups are carrying the current message of C.A. and should help generate sales as out-of-date inventory is replaced. Thank you.

As a member of the h&i committee and corrections referrals we like to request a beginners booklet that contains some few already approved literature to be geared towards someone incarcerated. Possibly a meeting format. And without staples. Due to the increasing demand for literature from inmates I think it would be a great idea to have one piece of literature to send out for them. Thanks!
Response: Thank you for your referral. We will look into updating our Newcomer booklet to include a meeting format. In the meantime, we have newcomer booklets available without staples for H&I, as well as meeting in a pocket booklet, which is also without staples which can be used for H&I.

Please consider assigning a member of the board to sit on WSCITC to be our point of contact so as to better aid communication between the committee and the practicalities of our IT services. I think the time needed to sit on the committee would be minimal however it would be beneficial so as we could know what and how things work. I feel it would benefit the committee and the conference to have a member of the board sit on our conference calls throughout the year. Thank you for your consideration in this matter.

2015LCF-1 (referred from LCF to WSO)
We should offer HFC books in a digital format for sale from the ca.org website. Everyone is using e-readers these days and selling digital books would be 100% profit for the fellowship since once the digital copy is created you don’t have to keep buying more.
Response: Thank you for your referral. We are currently working on offering our published literature for sale in the form of e-books through two third party vendors. This should be available to the fellowship soon.

I started attending WSOB meetings in November of 2014. I was voted in and ratified by the WSBT as a DAL in January 2015.
Since joining the board I have worked on the Archives committee and the H & I committee. I have participated on conference calls and online voting for on both committees. I have met with the archives committee at the WSO on a monthly basis, and sometimes twice a month to prepare for the World Convention.
I also assisted the board in gathering competitive bids for a new CPA firm by contacting three different CPAs and obtaining written proposals for comparisons. Presented all three to the WSOBT and made a recommendation.
In March 2015, I was elected Vice Chair of the WSOB. I attended and helped out wherever needed at the world convention in Las Vegas. I have chaired online business for the WSOB and have chaired the WSOB meeting, when Chair needed to leave or just wanted to participate in the vote. I have visited the office and attended staff meetings, and checked in to see if Linda needed help.

It’s been an honor and privilege to serve as the WSOB treasurer over the past year. Since the last conference the board has made significant changes to office operations affecting the finances by changing banks, payroll services, merchant services accounts, phone service providers and accounting firms (we are no longer using Roger Brown & Co.). These changes have proven to be more economical and have improved efficiency in office operations.
I have spent most of my time this year reviewing and evaluating procedures, preparing and analyzing financial statements, reporting monthly to the WSOB and WSBT, attending board meetings and B2B meetings regularly, communicating with the CPA, coordinating filing of tax

returns, preparing the books for year-end closing and transmission to the CPA, and continually looking for ways to cut costs and improve efficiency. I am grateful to have enlisted the help of our newest board member, Scott S., who is a CPA by trade, and has been very helpful in assisting me and the finance committee in finding even more ways to improve efficiency. I also had the pleasure of working in the treasury room during the CAWS 2015 convention side by side with the convention treasurer, Kerry W. from Houston, Texas (the best treasurer ever!).
On the financial front, the office had a very good year. The income from last fiscal year allowed us to send three pallets of chips & literature to the South Africa area. We have also sent chips & literature to a number of other struggling areas in need of help. We were able to increase the prudent reserve to $100,000 and replenish the publication fund to $25,000. We look forward to another great year. Thank you for letting me be of service.

I was voted in by the WSOB in May and then ratified by the WSBT in Las Vegas that month as a director at large and have served since then on the Board.
During my time on the Board I have primarily worked with the Treasurer. I worked at the Convention with both the CAWSO and CAWS 2015 Treasurer’s assisting with the counting, recording and depositing of funds. My work with the Treasurer during the last four months was to assist in preparing the books for transmission to the new CPA, working on new policies for Board approval, budgeting, new fiscal year evaluation and procedures, office accounting and operating procedures (finance). We reviewed internal controls at the office, a continuing project, as well as started a project to document all accounting and finance procedures. We worked on an updated prudent reserve policy; a project which is not yet completed.
I attended board and finance committee meetings regularly. I was added to the Structure & Bylaws CAWSO committee as the Board representative and have begun to participate there.

This is my fifth CAWS Conference and we are excited to be at this wonderful new venue, the Sheraton Gateway! Also, I would like to thank you for the privilege to continue to serve you while allowing me to continue to learn and grow. It is my pleasure to work with many of you in different capacities and I look forward to meeting others for the first time. This is just another incredible step in my journey of working with Cocaine Anonymous and the World Service Office.
- Our office continues to serve you with a very small but extremely dedicated staff:
- Although, all our staff is part-time we are able to get an amazing amount of work done.
- If you have ever been around me when someone asks – what is the World Service Office? You will hear me explain, “CAWSO is the business side of a 12-Step Recovery Program. We are responsible for making sure that we have chips, metal coins, literature (over 24 pamphlets along with other publications), books and tons of other miscellaneous items available to all our Regions, Areas, Districts and Meetings throughout the world.” This is done with a hard-working dedicated staff:
- Customer Service is currently provided by Keith S., Lori P., and Peter K.
- Shipping and Warehouse chores are done by Nicole B.
- Our bookkeeping is done by Frank C.
- Our IT Consultant is Marius S.
- Our new Webmaster is Cameron F
- Under the careful eye of our Trustees, we continue to work with our trademark attorney to be sure we stay current with all our trademarks, registrations and licenses.
- We are in the final steps to have C.A. trademarked in the European Region.
- Our relationship with the Volunteer Center continues to provide us with volunteer help for both the office and the warehouse.
- CAWSO continues to work on projects concerned with Translations.
- We continue to work on translations into Dutch, French, German, Portuguese, Russian, Spanish, Swedish, as well as others.
- Portugal has completed the translations of 22 of our 24 pamphlets to date.
- The new mediation book “A Quiet Peace” is currently being translated by the local groups from Sweden and Montreal
- Our work continues with local groups to get as much of our literature translated in all languages to continue to help the addict that still suffers.
- This year the National Association of Drug Court Professional (NADCP) was once again at the beautiful Gaylord National Resort and Convention Center in National Harbor, MD.

Trustees Yves W. and Rob W. along with members of local C.A. Fellowships worked together to give our information and HFC II books to over 100 people who work directly in the Drug Court Systems.
A special thanks to Public Information Committee Members John “Skins” and Melissa from Colorado for their help at this year’s Drug Court. (They came at their own expense to learn more about the opportunities Drug Court can offer Cocaine Anonymous.
Drug court continues to be exciting and continues to be more productive each year.

- If you wish to order “A Quiet Peace” or other chips and literature for your area to have shipped home or delivered to the hotel…please pick up an order form from the WSO table. Items will be shipped the first week of September (and will include shipping and handling).
- The WSO Store will only be open Thursday, and Friday at the lunch and dinner breaks
- If you wish to place an order from the WSO – please turn in your order by Dinner Break on Thursday to be delivered to you on Friday.
- Any orders turned in on Friday, Saturday or Sunday will be shipped to you.
- Last year we introduced our new sized “Newcomer Booklet” at a new lower price of only $1 ea. This has been such a successful item, we are currently working on a similar sized booklet with all the Meeting Formats and Readings. We hope to have this item ready for sale by the first part of October.
- The European Fulfillment Center is moving forward. With the incredible teamwork of staff, WSOB members and the European Fellowship, bids are being gathered and site evaluations are being completed. CAWSO has begun to prepare the initial inventory to be ready to ship to the fulfillment center when we have a signed contract.
- Since the last conference, I am happy to report that the CAWSO has opened our doors to the Archive Committee on several occasions to host work days to begin the process of taking inventory, logging and packaging C.A.’s archive for preservation (to date approx. 80 boxes have been secured) .

- In addition to hosting Archives work days…the landlord built an addition that is air conditioned room to house our archives (along with out computer servers that hold our 800 number information and files from CAWSO)
- We have worked with the Archive committee to bring an wonderful archive display to both the CAWS 2014 Convention in Long Beach as well as the CAWS 2015 Convention in Las Vegas
- Archives has also brought a display to this conference for you to stop by and look over. Archives are our history…and by being here at this conference…you are an important key to our future.
- We have been very busy this year helping new meetings get started. We are excited to announce that 74 Starter Kits have been sent out from the World Service Office since our report last year.
- 69 in the United States to 29 different states (which included one Inmate Starter Kit as well 2 Spanish Starter Kits)
- 7 to other countries including United Kingdom, Botswana, Indonesia, Portugal, South Africa, Canada, and Columbia (which included one Spanish Starter Kit and one Portuguese Starter Kit.
- Working with the H & I Committee – we have reached out and connected to 58 Inmate Outreach letters.
- The WSOB and I wish to acknowledge and thank the 2015 CAWS Convention Chair, Steering and General Committee members in putting together a truly “Epic” Convention in Las Vegas, NV. We would like to thank the Convention Chair; steering and general committee members in addition to all volunteers who helped put together a wonderful event. “We Absolutely Insist On Enjoying Life” was evident at every event, every meeting, every dance, and everywhere you looked! This was truly a wonderful Convention! Thank you, Thank you, Thank you to Everyone who worked very hard to provide a wonderful convention experience!
- Who is ready to return back to the Middle – for a 4th of July Convention “Sweet Home Chicago” for 2016? Mark your calendars today for June 30 – July 4th 2016 as the CAWS 2016 Convention Chair and Committees are busy fundraising and event planning to make this event one holiday of independence just for you…so we are looking forward to being with you in Chicago in 2016.
- 2017 CAWS Convention will be in Seattle Washington…this committee is also very busy planning many wonderful new and exciting events to make your Seattle experience one of a kind! With a wonderful Resort Hotel selected and many wonderful activities this committee is working to make your visit to Washington State “wanting you to keep coming back!”
- 2018 CAWS Convention in Montreal, Quebec – CANADA…with a Chair selected along with their steering committee – this convention will be one you will definitely want to attend. The committee has even done the homework for our fellowship – if anyone is unsure

how to get the proper paperwork to cross the border – just ask! My understanding is that their traditional “Countdown” is truly something you will want to witness and participate in! But you will have to come to see for yourself…as they are not sharing their secret!

It is my pleasure to serve as your NewsGram Editor. I took this position over in 2011, and it is a wonderful commitment for me. It allows me to stay in contact with addicts all over the world!
Here is the NewsGrams Statement of Purpose from the NewsGram Guidelines approved on 3/22/2007:
The Cocaine Anonymous NewsGram is a quarterly publication of the C.A. World Service Office Board. Its purpose is to be both informational and inspirational, and to help foster a sense of unity throughout our increasingly diverse worldwide Fellowship. The NewsGram should keep the Fellowship informed about upcoming C.A. events, important developments occurring at the World Service Conference, and significant actions taken by the World Service Board of Trustees and World Service Office Board. The NewsGram should also communicate a message of hope, faith and courage by publishing articles from members sharing their experience with recovery, unity and service in C.A. The overall content should convey the experience, strength, and hope of its contributors and reflect a broad geographic spectrum of current C.A. experience. Any member of our fellowship can write an article for the NewsGram. And, if you can’t write, call me on the phone and dictate it to me! It’s my job as editor to help you clean it up for publication. We want stories on Recovery, Service, Conventions you’ve attended, how C.A. has changed you, the history of your Area, how H&I moved/changed you, what your sponsor did, or how you sponsor someone, how God moves over your life. We also accept poems, jokes, cartoons, puzzles, or God Shots. Here, in my hand, are copies of our Release Form. If you think you’d like to write an article, please raise your hand right now, and someone get you one, and I’ll collect them during this weekend. I’ll contact you during the next year with NewsGram themes, and perhaps you could write something for us.
Here are some of the locations that I have received articles from in the past year: Scotland, UK, Germany, Canada, and all over the USA. I’d really love to see more articles come from our European Region, if anyone is interested in writing something for us!
The committee consists of members of the fellowship in different Regions who solicit articles for me, proofers and office members, my husband Bob L. (whether he wants to be on the committee or not), the NewsGram Trustee Deborah G. and myself. I also have assistance from other members of the WSO and WSBT who send out e-mails to solicit articles for the NewsGram I have a great deal of assistance from the Chair of the WSO and our DOO, Linda F.
Here’s what the NewsGram needs from you:

- Each region could have a NewsGram Delegate. That is someone I contact each quarter, which then solicits articles from their Region.
- They can be from members of the Fellowship, Delegates, Committee Chairs, Trustees, WSO Board members and former members of the WSBT, WSO, and Delegates. They can come from members of your fellowship. They can come from members of our fellowship that are incarcerated. Along with the submissions needs to be release forms.
- WS Conference Chair persons should fee free to write an article in the next year for the NewsGram, so our membership knows what goes on in each committee.
- We need to get more God Shots. There have not been God Shots in the past 2 NG issues, because I don’t have any that have been submitted. If you have a spiritual story to tell, or know someone who does, submit it directly to the NewsGram, and mark it for “God Shots”.
- It would be great if each Conference Committee wrote 4 “Committee Corner’s” for the next four NewsGram issues. So far, Unity, H&I, LCF and Archive have been the most active. They don’t even have to be typed! Just written out on paper, I’ll type them for you. I can collect them this weekend.

Laurie R. – Motion to change the accounting and tax reporting fiscal year for CAWS and CAWSO from July 1 to June 30 to a calendar year of January 1 to December 31, effective January 1, 2016.
Tony D. – Would you care to speak to motion?
Laurie R. – Yes, the explanation was in the SR-14 mailing. Essentially, changes in timeframe when the World Convention can be held necessitates the need to change the financial year to a calendar year.

Gary M. – What language is the new website going to be available in? Cameron F. – We will set up sub domains with the proper translations.
Susan B. – Was this change to a calendar year done just to accommodate the one convention coming up in July 2016? Are there other conventions that are changing dates from May? Unknown person – No, the timeframe for when a World Convention can be held was expanded a few years ago. Because of this, there was the potential for one fiscal year to show two World Conventions in one fiscal year and the next fiscal year would show no World Convention. This would then show incorrect profits/losses for those fiscal years. This motion will eliminate that possibility.
Linda F. – In an effort to serve everyone here, the store will be open (specific dates, times given). If you get me your orders by (timeframe given), your orders will be available on (date given).
Gary M. – If the old website is taken down, will we lose the French language data that is on there?
Cameron F. – I will preserve the current French website data.
Tom P. – Is there a reason that we are not seeing a year to year comparison of finances? Laurie R. – There is another report that will be uploaded to Box. Bill D. – Is there a way to purchase old NewsGrams?
