Sep 2, 2000 – Day 4 – Summary of Motions – Finance Committee Closing Report

  1. FINANCE COMMITTEE REPORT – Phil Landau,Chairperson
  2. MOTIONS 
  3. From referral #1019, which states: “Review and propose an updated expense reimbursement policy for Cocaine Anonymous World Service.”

Motion #1: To accept the CAWS Expense Reimbursement Policy, as attached. Seconded. Vote. Motion passes.

  1. Motion #2: to insert the approved “CAWS Expense Reimbursement policy” into the CAWS Manual under the finance guidelines section to follow page 1.10. Seconded.

Vote. Motion passes.

  1. Motion #3: TO ACCEPT THE 2001-2002 PROPOSED COCAINE ANONYMOUS WORLD SERVICE BUDGET AS SUBMITTED. Second.

Discussion: 

Joy: Your front page says approved. It should say proposed. Second change – cross out 20k and make it 10k for books. Bottom line number would be 10k less. Just so you know that I didn’t come up with this off of the top of my head. There is a submitted “CAWS Proposed Budget Summary of Assumptions and Conclusions.” There was a 20% decrease in the 7th tradition.

  1. ITEMS REFERRED TO OTHER COMMITTEES, WORLD SERVICE OFFICE, OR BOARD OF TRUSTESS:
  2. From Referral #1060, which reads: “Revise Convention Committee Guidelines page 28 “Cash Handling Procedures” to reflect the actual procedures used. See the WSO Treasurer and Chair of the WSOB for details. Items #3, 4, 5, 6 and 7 were not followed at CAWS 2000 under the direction of the above persons.” and Referral #1018, which reads: “Finance Committee rewrite the WS Convention Cash Handling Guidelines to reflect current operating policies and procedures for insertion into WS Convention Guidelines.”

In the spirit of cooperation with the Convention Committee this issue has been dealt with in a motion from the Convention Committee as it affects that body as a whole.

  1. Referral #1231, which states: “We would like to ask the finance committee’s and WSO for permission to ask for quotation to get the chips manufactured in Canada and pay CAWSO for due royalties. This would realize a great financial strain for all Canadian areas due to excessive exchange rate between our currencies. It would also relieve problems of back orders due to shipping and deliveries problems.” This item has been referred from the Finance Committee to the WS0 Referral #1238, which states: “We would like to ask for permission from the WSO and finance committee to order the French version of HFC direct from the Quebec located printer and pay CAWSO for the due royalties. This would lift from the office the load of administering the money exchange rates and save a lot of headaches over shipping and handling problems. It would also relieve a great financial strain for all Canadian members due to excessive the rate between our currencies. This item has been referred from the Finance Committee to the WSO.
  2. Referral #1252, which states: “To allow a budget extension for Trustees responsible to Canada and the UK to spend specific time in Canada and the UK to address their international concerns.” This item has been referred from the Finance Committee to the WSOBT. 
  1. Referral #1410, which states: “The WSO with cooperation from the Canadian area’s investigate the cost of printing chips in Canada and that it share its findings with the Canadian areas we ask that this be looked at from a purely business view. Would it be more cost effective to have printing done in Canada for all of CA?” This item has been referred from the Finance Committee to the WSO. 
  2. Referral #1415, which states: “To have finance tell us how many chips and medallions are sold to Canada so we will know if it is cost effective to produce them in Canada and also what would the royalties be back to WSO.” The WSO Office Mgr already passed this information on to the Canadian Areas and this referral 1415 and therefore, finance is referring back to the WSO since they are already looking into this.
  3. REFERRALS THAT DID NOT RESULT IN MOTIONS
  1. Referral from 9-5-99: which states: “Investigate the concept that non delegate committee chairs do not cost the fellowship additional money since the funds not spent by an area on a delegate is forwarded to CAWSO via the 70/30 plan.” We have investigated the concept. Non delegate chairs do cost the fellowship money because they are not funded by their area and not every area is able to follow the 70/30 plan.

  1. Referral from last year 9-5-99: which states, “Place a section in the Proposed Incorporation kit from finance committee a section about pros and cons of incorporation in particular passing around the H&I can.” In regard to this referral, the request for the finance starter kit for areas was abandoned because laws vary from state to state and we felt we could not offer valuable guidance on the incorporation process. 
  1. Referral #1006: All conference committees to adapt the 12 point approval process for all publications including PSA’s and instructional videos. No action taken. 
  1. Referral 1110: which states, “Conference Committee to look at increasing their budget to include the hotel per diem for chair, hotel liaison and coordinator for the Monday and Tuesday prior to the Conference start on Wednesday for the purpose of preparing for the conference.” The finance committee believes it is a legitimate expense and the conference committee has already included it in their budget for 2001-2002. 
  1. Referral #1251: which states, “To put a cap on the price of the hotel rooms for the world convention cost is getting out of hand and low income and newer members are being left out of what should be a spiritual experience for the whole fellowship.” We at the finance committee feel that we do not have the right to restrict the group conscience when deciding where a World Service convention should be held based on the price of a hotel room.
  1. Referral #1466: which states, “That all conference committee members with positions have their rooms, transportation, and food paid for.” This is already included in the conference committee budget and was dealt with last year.
  1. NEWLY SELECTED COMMITTEE TRUSTED SERVANTS
  • Chairperson – John Landau is returning for his second year
  • Vice Chairperson – Mark Holt will return
  • Secretary – Deneen Grant will remain secretary
  • Trustee: Susan Turnbull will not be returning
  1. Questions: Is there a way to get a proposed budget earlier in the conference, so we may review it?
  2. Joy: We mail the budgets to the Conference Chairs prior.
