Friday Sept 2,1994

Opened with the serenity prayer.

Roll call and priliminary quorum determination, 107 votes quorum requirement is 72.

Chairpersons ruling: All persons will be limited to 3 min per person, limit of 2 speeches per member on each particular motion.

Debbie Harris announces Brian North as the new world service trustee, TAL is Sharon Smith. Non- Addict Trustee is Frances Benidict.

Conf. committee replies to items refered to committee.

Q. In response to changing the 50 mile radius rule for the site of the CAWSC and that the CAWSC be held at the site of the ensuing convention.

A. The conclusions then, as now, were that the WSO would incur greater overall expenses if people and material needed to be moved away from the WSO and that we would lose convenient access to the WSO.

Q. That the conference be held every other year.

A. It was noted that this would violate the standing rules. There also was general agreement that this was not a good idea because communications within the fellowship would be diminished, the CAWSC would be unresponsive to change, and the work load at the resulting bienneal CAWSCs would be over whelming.

Q. A banner for the CA World Service Conference.

A. The committee will be obtaining three bids for the purchase of a banner. This expense not to exceed $250.00.

Morning 12 Step Meetings. A room will be made available for morning and evening meetings at all future conferences.

Q. World meeting.

A. Delegates without regions will meet with the Trustee at Large during the World Service Convention.

Q. Can conference committee chairs carry a chair vote plus a delegates votes.

A. General discussion and agreement that committee chairs should have a vote if they are not representing an Area sa Delegate. Refered back to S&B.

Q. Should Trustees have votes in conference committees to avoid undue influence?

A. Refered to S&B committee.

Q. Change hotel for the next CAWSC.

A. Delegates will be informed of the site of the 1995 CAWSC in the first delegate mailing, December 1, 1994. Several alternate sites are under consideration.

Randel O. is the Conference Committees new chairperson.

1994 CAWSC Conference Committee Motions:

Motion 31: To approve the Conference Committee Budget of $650.00. Passes.

Motion 32: To approve the dates of the 1995 C.A. World Service Conference of Wednesday August 30 through Sunday September 3, 1995. Passes.

Motion 33: WSC Manual; page 38; paragraph 21.b.: Delete the full paragraph and replace with the following:

b. The term of a Conference Officer shall be for a period of two Conferences. Conference Officers may be elected to serve a total of three terms for that particular office. Passes.

Motion 34: WSC Manual; page 38; paragraph 21 .c.: Delete the first line and replace with the following:

c. In the event that a Conference Officer is unable or unwilling to perform his/her duties, the Conference shall elect a replacement from the Conference as the first substantive order of business after the vacancy occurs, such replacement to be elected to a full term. Passes.

Motion 35: WSC Manual; page 38; paragraph 21.d.: Delete the full paragraph and replace with the following:

d. In the event that Conference Chairperson is unable or unwilling to perform his/her duties, then the Vice Chairperson-Parliamentarian will serve as Conference Chairperson until a permanent Conference Chairperson can be elected by the Conference. In the event that Conference Vice Chairperson is unable or unwilling to serve as temporary Chairperson, then the Conference Secretary will serve as Conference Chairperson until a permanent Conference Chairperson can be elected by the Conference. The newly elected Conference Chairperson shall be elected to a full term. Passes.

Motion 36: WSC Manual; page 38; paragraph 21 .d.: Change the paragraph to “e.” and change the sentence to read as follows:

e. Conference Officers and Delegates who are elected Conference Officer shall be reimbursed for their expenses in the same manner as the Board of Trustees. Passes.

Motion 37: WSC Manual; page 40; paragraph 21.: add the following description of duties for the Vice- Chairperson Parliamentarian:

a. Chair the general sessions of the World Service Conference in the Chairperson’s absence,

f. In the event that Conference Chairperson is unable to perform his/her duties, serve as Conference Chairperson until a permanent Conference Chairperson can be elected by the Conference. Passes.

Unity Committee responds to items from the floor.

There is not a Unity pamphlet available yet, however work is continuing on this.

Motions from the Unity Committee:

Motion 38: The Unity Committee be included in the World Service Manual on Page 20 under suggested Area function, suggestion #4, standing Committees. Passes.

Motion 39: The Unity Committee Statement on Page 24 be replaced with the following explanation:

Responsible for the communication and outreach among the diverse elements within the Fellowship at ail levels, in the interest of carrying the C.A. Message. It is also suggested that these committees sponsor annual workshops and other forums to promote C.A. Unity.

First Tradition:

“Our common welfare should come first, personal recovery depends upon C.A. Unity”

Passes.

Motion 40: Approve the 1994/1995 budget as presented. $1900.00. Passes.

World Service Convention Committee Motions:

Motion 41: To approve the WSCCC 1995 budget of $500.00. Passes.

Motion 42: To accept the proposed salt lake city convention budget. Passes.

Motion 43: To change the theme and logo of DATW to, “Celebrate Around the World”. Passes.

Motion 44: To approve “Celebrate Around the World” statement of purpose. Passes.

CATW STATEMENT OF PURPOSE

THE PURPOSE OF “CELEBRATE AROUND THE WORLD”, IS TO PROMOTE ENTHUSIASM AND UNITY WITHIN THE FELLOWSHIP OF COCAINE ANONYMOUS AND FINANCIALLY SUPPORT

WORLD SERVICES’ EFFORT TO CARRY THE MESSAGE OF RECOVERY. THE “CELEBRATE AROUND THE WORLD” WILL BE HELD ON AN ANNUAL BASIS THE FIRST SATURDAY IN MARCH TO SUPPORT THE WORLD SERVICE CONVENTION. IN THE EVENT THAT THE WORLD SERVICE CONVENTION DOES NOT UTILIZE ALL THE FUNDS GENERATED FROM THE “CELEBRATE AROUND THE WORLD”, THEN THE FUNDS GENERATED WILL BE EARMARKED FOR THE WORLD SERVICE CONFERENCE. IN THE EVENT THAT THE WORLD SERVICE CONFERENCE DOES NOT UTILIZE ALL OF THOSE FUNDS, THE FUNDS WILL BE RELEASED INTO THE WORLD SERVICE OFFICE OPERATING FUND.

Motion 45: To delete on pg. 4 line 5 the “corresponding secretary” section from the WSCCC guidelines. Passes.

Motion 46; To add to the WSCCC guidelines under Vice Chair person, on pg. 5, #4 “oversees the Public Information, Outreach, Hearing impaired, and Theme/Logo subcommittees.” Passes.

Motion 47: To delete on pg. 6 item #7 from the secretary’s duties in the WSCCC guidelines. Passes.

Motion 48: To add to the WSCCC guidelines on pg. 7, under treasurer, item #13, “and the WSCCC Chairperson.” Passes.

Motion 49: To add to the WSCCC guidelines on pg. 7, under treasurer, item #14 “oversees the spending, fundraising, memorabilia, printing and registration subcommittees.” Passes.

Motion 50: To add to the WSCCC guidelines on pg. 8, under registration duties, item #4, “to prepare registration packets”, and item #5, “to oversee on site registration.” Passes.

Motion 51: To add to the WSCCC guidelines on pg. 8, under Hotel Liaison duties, item #9, “oversees hospitality, entertainment, decorations, and host/information subcommittees.” Passes.

Motion 52: To suspend the rules to continue the session 1 hour. Passes.

Motion 53: To continue the session 1 hour. Passes.

Motion 54: To add to the WSCCC guidelines on pg. 8, under Hotel Liaison, item #10, “coordinate comp rooms to used with the discretion of the Convention Committee in the order of priority as follows;

  1. Speakers
  2. Necessary on site host city convention committee members, (Suggested Convention Chairperson, and Treasurer.)
  3. Trustees
  4. Convention room raffles

Friendly amendments offered and accepted that swapped A and B, and also C and D to the order they are now in.

After a lengthy debate motion 54 fails.

Motion 55: To reconsider motion 54. Passes.

Motion 56: To change motion 54 to read: To add to the WSCCC guidelines on pg. 8, under Hotel Liaison, item #10, “coordinate comp rooms to be made available in the order of priority as follows;

  1. speakers
  2. necessary on site host city convention committee members, (being the convention chairperson, and or the treasurer only.)
  3. trustees
  4. convention room raffles

It should be remembered that these rooms are the valuable assets of CA and should be treated as such. Passes.

Motion 57: To suspend the rules to extend the session in order to here both Convention Presentations. Passes.

Motion 58: To extend the session to here both Convention proposals.

Motion 59: Call the vote.

Motion 58 fails.

Motion 60: To allow San Dieago to pass out their presentation packets. Passes.

Motion 61: To adjourn. Passes.

Session is adjourned and closed with the Serenity prayer fed by P. Clay.
