Thursday. September 2. 1993

Opened with the Serenity Prayer.

Roll call.

104 Votes present, quorum requirement 70.

Bob C. describes the Trustee Nomination Committee approval process. Made up of a delegate from each region. Candidates come from the grass roots of the fellowship. Need to have 80% approval of candidate by the committee. When you chose the delegate for the nominating committee pick the one that will do the best job for the committee. Make sure the candidates you chose for trustee will work hard for you. Please have your regional assembles this fall or early spring so the committee will have time to do their interviews. If you have questions

about this process, please contact Bob C. Delegates will be chosen at the regional caucuses for the nominating committee. They will serve from the end of this conference through the 94 conference, however this term will be reviewed by the Structure and Bylaws committee, for possible amendment. The Steps involved in Trustee nomination are: Trustee candidates are nominated by their area. They prepare a resume and present it at the Regional Assembly. The Assemblies in each Region choose 2-4 candidates. Trustee Nomination Committee reviews candidates. After 80% approval of the committee the candidates are presented to the WSC floor for selection. This slate of candidates will serve to fill any vacancies on the Board of Trustees.

A Motion to Suspend the Rules in order to accept all 15 names as a group by Kevin M. is seconded and passes. Kevin M. makes a Motion to accept all 15 Trustee Candidates as a group. Motion is seconded, and discussion begins on the motion.

Brian N. makes a Motion to Limit Debate. It is seconded. The motion fails with a vote of 51 to 52.

A motion to approve Ronney M. as a Trustee Delegate from New York is made by Michael. The motion is seconded. Discussion on this motion is heard from the conference floor. Michael withdraws his motion. Discussion continues on the block approval concept and a motion to reconsider the block approval process fails.           .

A service resume was read for each of the candidates, then motions made to

approve them individually.

Motion to approve Ronny M. for Trustee candidate passes.

Motion to approve Rich L. for Trustee candidate passes. (The fact that this motion passed was not reflected in the transcripts, but was noted in the real time minutes from the conference.)

Motion to approve Roger G. for Trustee candidate passes after a suspension of the rules in order to consider Roger G. and Kevin L. as Trustee candidates. (Roger and Kevin where in conflict with a Sentence on page 43 of the WS manual that states, “During the delegates term on the committee, the delegate may not be included in any slate of nominee candidates.)

Motion to approve Carrie C. for Trustee candidate, passes after discussion on Carries involvement at the WSO level.

Motion to approve Karla I. for Trustee candidate, passes.

Motion to approve L.A. Ryan for Trustee candidate, passes.

Motion to approve Jim J. for Trustee candidate, passes.

Motion to approve Andy K. for Trustee candidate, passes (The fact that: Andys nomination was passed is not reflected in the transcripts, but was reflected in the real time minutes).

Motion to approve Bernie S. for Trustee candidate, passes. (The fact that Bernies nomination was passed is not reflected in the transcripts, but was reflected in the real time minutes.)

Motion to approve Ken M. for Trustee candidate, passes.

Motion to approve Stan W. for Trustee candidate, passes. (The fact that Stans nomination was passed is not reflected in the transcripts, but was reflected in the real time minutes.)

Motion to approve Kevin L. as a Trustee candidate, passes.

Motion to approve Sharon S. as a Trustee candidate, passes. The floor did not have a resume for Sharon, so she verbally stated her qualifications.

Motion to approve Bernie S. as a Trustee candidate, passes.

P. Clay describes the situation in the Southwest Region. 4 Candidates were approved at the Regional Assembly, but by the time the process of interviewing these individuals by the Trustee nominating committee was to take place, all 4 withdrew their n0minations. Tom T. is asked to explain an alternative process for qualifying some Trustee candidates and to suspend the rules to allow this.

Motion to suspend the rules, is made by Tom T. so that the conference can vote on the slate of candidates to allow the conference to approve a slate of candidates from the Southwest region. After some discussion from the floor on quorum requirements the motion to suspend the rules passes.

Tom T. makes a motion for the conference to accept for the Southwest region an alternate process for submission and approval of trustee candidates for the Southwest region. After discussion for and against this motion, and a motion

to limit debate was passed. The main motion to approve an alternative process passes with a vote of 70 for and 20 against.

Motion to approve Bob Q. for Trustee candidate, passed.

Motion to approve Arron G. for Trustee candidate, passed.

Motion to approve Steve A. for Trustee candidate, passed.

Chair reads a statement from the Unity Outreach committee, stating their purpose.  Conference floor follows along on page 34 of the WS manual.

ITEMS TO BE REFERRED TO COMMITTEE:

Anne P.  – Trustees & Conf. –  Proper use of the mailing list generated from the WSC.

Finance – What procedures should be followed by Conference Committees who go over budget or think they might?

Conference – Check on having next years Conference back at Manhattan Beach.

Consider the location of the Conference to have better accessibility to food at a less expensive price.

The possibility of morning Twelve Step Meetings.

Diane D. – S & B – Add a voting member of the WSC time period for a Trustee nominee.

Make some suggestions for Areas to submit their nominees to the Region and then the Region to the Nominating Committee in a more timely manner.

Would like to see Committee Chairs be nominated from within the committee or that the chairs have had a voting experience on the floor of conference, and that there be some suggested terms for the committee chairpersons.

Larry R. – Unity – Change the focus of the committee to include outside of the fellowship as well as within.

Susan D. – LCF – The concept of a pamphlet that deals with HIV and AIDS.

Bernie S. – LCF – Create a daily meditation book.

Heidi J. – Conv. – Utilize the Twelve Steps in the convention themes.

Sylvie – Conv. – Guidelines for regional conventions.

S & B. – Improve the definition of Alternate Delegate in the WS manual.

Kevin M. – Conf. – Use a VCR instead of audio tape for taping the WSC.

Make available additional types of software for use on the computers.31.3

S & B – Clarify the term and conditions of a Trustee nominee.

Jay – Conf. – Look at the terms of office and rotation of the Conference committee chairs.

S & B – Develop guidelines as to how many positions a person can hold at Area, District and Delegate level.

S & B – Create a more formal process as to Regional structure.

Conf. – Address having a smoke free area in each meeting at the conference.

Linda – LCF – Would like to refer a piece of literature that was developed in our area for approval, “Suggestions for Beginners”.

Carrie C. – Conf. – Provide a Macintosh computer for use.

Finance – Look into delegate registration fees

Conv. – Come up with an alternative to Dance Around the World.

LCF – Come up with rewrite moratoriums on all soft literature.

LCF- Review the style guidelines provided by the CA Book sub-committee, so all our literature looks the same.

Ronney M.- S & B – Improve the Trustee nomination procedure so that the negative and positive of each candidate can be viewed and candidates can respond to those questions.

Howard J. – S & B – Clarify the language about who is a voting member of the Regional Assemblies.

Finance – Guidelines or recommendations on how groups can have checking accounts and have the service charges waived, can they use an area corporate tax I.D. number.

Amy B. – P. I. – Edit the PI workbook, it is in need of some further editing.

Sharon – LCF – Presents a phone book to the committee for newcomers to collect phone numbers in for possible conference approval.

Rick – S & B – What are the guidelines for the use of the Big Book in meetings?

Eric C.  – LCF – To have the formats for meetings, “Who is an Addict”, “What is CA”, “How it Works”, and “The Traditions”, laminated and for sale from the WSO.

Conv. – To make available information on registrations, hotel information and memorabilia (what sells, what doesn’t) for future use.

Walter J. – Conf. – Look into a back up system for the tapping of the conference minutes.

Conv. – Concerns of preferential treatment being given to treatment facility folks at conventions.

What is the opinion on memorabilia being sold for private profit at conventions?

LCF – What is the opinion of the committee on the use of the Narcotics Anonymous Basic Test at CA meetings?

Kevin V. – Conf. & S & B – Look at 50 mile radius from the WSO that the conference is to held. Possibly tie it in with the location of the World Service Convention.

Tom . – Conf. – Display any action that requires a vote, along with the results of that action on a viewing screen by the use of a computer, save that information to disk and the printed record of those actions deemed the official record of action by the conference.

Chris N. – Finance – Our Area would like to see a more detailed accounting on the Story Book.

Kevin M. – LCF – Can the abbreviated version of the Big Book considered conference approved material and whether or not that may be offered for sale at CA meetings?

Rick D. – S & B – Expand the Trustee Election Committee to eight Delegates, one from each region and two elected from the conference floor.

Leon S. – LCF – Would like to suggest an order to the readings, Who’s an Addict, How it Works, and the Traditions.

What opinion is there on other prayers besides the Lords Prayer or Serenity Prayer?

Larry R. – LCF – Develop a pamphlet about Tradition Violations.

Ronny M. – LCF & H & I – Consider using the Third Step Prayer or the Seventh Step Prayer for closing meetings.

Brian N. – Finance – Look into charging a quarter for the Newsgram.

Chris N. – LCF – Add work the Steps to the 26 Tips pamphlet.

What is meant by “more will be revealed” as stated in the AA Big Book? Could we get a piece of literature describing this process.

Bill A. – WSO – Supply the conference with the actual printing costs and the intended selling price of the Story Book.

Leon S. – LCF – Would like to see some research done on print styles for our banners, something that could be read better from a distance.

Jim S. – S & B – Reconsider the six points in the manual that define a group, possibly add a reference to adhering to the Twelve Traditions.

P. Clay reads the committees Statements of Purpose for the thirty new Delegates.

Brian N. discussed the reimbursement policy, the form that needs to be filled out and to include the receipts for those reimbursements.

Bill Z. describes the structure of CA as represented on page 11 of the WS Manual. Bill then discusses the problems the various committees are having because of lack of involvement during the year.

P. Clay makes several announcements then the conference floor moves into committee sessions until after dinner.

Walter J., Unity Outreach Chair, describes history, strengths, and weakness of the committee. If you would like to be on the mailing list of this committee, contact Walter. The committee is interested in hearing from you and what unity means in your area.

Chris N. reiterates what unity means to him.

Walter asks the conference floor if there is any discussion on Unity Outreach.

An informal vote taken as to the interest of hearing P. Clays Unity presentation. It was decided to let P. Clay give the presentation. P. Clay talks about discrimination, the “old ” group sharing meetings, what our purpose is and the 5th tradition.

The informal vote that was taken was ruled out of order.

An open discussion about unity and meanings of unity in our fellowship takes place.

A motion is made to have all the tape (Video tape P. Clay brought) shown for the conference floor. Quorum was not considered to be present, no vote taken. The tape (on diversity) is available you may get  it from P. Clay if you would like to see it.

The open discussion continues on unity and diversity.

A motion is made to close the session and was seconded. Meeting is adjourned and closed with a prayer.
