If at all possible please plan to meet at the LA central office on Tuesday September 24, 1985 to discuss issues regarding the Conference.
I have enclosed a copy of the NA by-laws which in conjunction with AA’s service manual, and Twelve Concepts, should become our guide to tackling the Conference and the suggested organization structure of CA.
We should plan to discuss the following:
A. The method of delegate selection for each area, region or whatever is decided. We have already broken ground on this one so we should be able to arrive at a conclusion fairly quick.
B. The voting rights, power, of each delegate. Possibilities are one vote per delegate, a pro-rata share of the total group, via the number of meetings in a delegates area, for each delegate (example: a delegate representing an area with 20 meetings would have 2 votes ). Also there is the issue of who, other than the delegates, will have a vote, ie: The Board of Trustees, CA World Services Board or??
C. How much to include in the first letter? The above info, would be included and possibly the agenda, but, should we include the draft of the organization structure? I do not think so with this letter.
D. The agenda, What is to be discussed at the Conference.The committees that will be created and what work, responsibility, they will have. What kinds of issues can and should be brought up at the Conference. What are the goals of the first Conference?? These are just thought provoking comments and we will go into more detail, at the meeting.
E. I do not think that we should delve into the organization of CA too much at this meeting. I think that it would be a good idea to split up the work to be done on this issue and we would be getting together a few more times to be able to present a sub-committee report to the Board by the end of October ( which may be a little optimistic).
Ideally we should have a draft of the letter to be sent to all delegates by the end of the meeting, to be presented to the board on Thursday, Sept. 26, 1985. Also we should have an idea where this sub-committee is going with the organization of CA issue and how we will approach it.
