World Service Office Board report

INTRODUCTION AND COMMENTS:

My name is Earl H., I am your World Service Office Chairperson. Many thanks to the World Service Board of Trustees for their continued support. A special thanks to our World Service Office Board of Directors for their tireless willingness to serve our fellowship. A huge welcome to all our new and returning Delegates to this 2023 WSC. I would also like to take this opportunity to thank Laurie R, our outgoing WSOT and John B., our outgoing interim WSO Vice-Chair who have served our fellowship during some very challenging times. They both brought many years of experience and knowledge back to our Board. Good luck on your next endeavors.

Attending last years’ WSC gave me an opportunity to meet and discuss a multitude of issues at the WSO with our worldwide fellowship. I learned much from those discussions. Returning to California I continued to dig into to causes and conditions. Many discussions with our Board Treasurer, Jonathon, revealed a need to examine our operations closer, such as the way orders are processed, and inventory replenished. Our existing back-order system was creating problems with sales reporting and accounts receivable issues. This situation also prompted a large number of appeals to the Regional Trustees regarding status on orders, back-orders, billing errors, etc.

WSOB was repeatedly told by the DOO from April 2022 to October 2022 of supply chain problems due to a plastic shortage for chips according to our main plastic chip vendor, when in fact there had been no verbal communication with our largest vendor since 2020, only emails to front line staff.

By September of 2022 it became clear that the problems at the WSO were systemic and needed more examination. John B., our interim WSO vice chair, who also served C.A. as a temporary Office Manager in 2011, suggested we might talk with a former DOO who had left in 2009 and had a number of very successful businesses including a consulting firm that might be able to help us determine why we were in such bad shape

from a customer/fellowship service perspective. In October I met with JH2H (Just Here To Help). They had and HR specialist, International Fulfillment specialist, IT Marketing specialist, and most importantly an Operations specialist. JH2H had helped many small businesses improve their operations and improve their bottom lines. One of the partners had tremendous knowledge of how the WSO use to function successfully. I asked them for a proposal to look at operations, services to include analyzing CAWSO, current business obstacles, identifying projects to improve, scoping potential business solutions, employment practices, staff handbooks and policies this was Phase One. Presented this to the WSOB and WSBT and they approved moving forward. More was revealed. Phase Two: Update employee manual to comply with California laws. Create employee performance review system. Hiring guidelines and procedures. Customer Service order entry-simplify-trackable system. Fulfillment/inventory audit system documentation. European shipping solution. Training staff for best practices for customer (member) experience. Enhance seventh tradition appreciation program a.k.a. thank you notes and receipts automated and sent out to fellowship. Phased Two was approved and then delayed because of illness, implementation was begun in December.

Mid – January we were informed that our DOO had taken ill and was on an extended medical leave of absence. It became patent evident that we needed to restructure the office staff and the shipping clerk had given notice that he was seeking other opportunities. We started a job search for an Office Manager. I hired Patty F. as a part time temporary office manager, and we split the duties of the previous Director of Operations. We notified the fellowship of needed prices increase on chips and literature sales.

One of my first actions was to reach out to our chip vendor. I asked to speak with the production manager and then the owner. They didn’t know of our tremendous growth overseas and the increased demand for chips in lots of languages. Turns out after my extensive conversations with the owner and his staff the “plastic shortage” was actually very temporary, it was a lack of production capacity and the unanticipated demand. The one-on-one relationship with our chip vendor ended when Linda F left CAWSO. We have reestablished the frequent communication regarding our purchase orders and delivery dates. As a result, it has taken a few months, but we are now currently not out of stock on any plastic chips. Revamping our inventory processes has given us an accurate picture of our stock and alerted us the key points in time for reordering before running out. This required a great deal of trial and error to determine the correct ordering intervals but was possible due to our Phase Two revelations.

February-March fully engaged at office. Rehired a previous shipping clerk familiar with WSO inventory methods and international shipping procedures. Conducted job search for new Office manager, interviewed top four candidates. Hired the best one in late April and started training. She became ill two weeks later and had to resign. Our window for

training by a qualified instructor was pushed till September due to previous work commitments by the instructor. Job searches and interview process will pick up after conference.

We have a very competent, enthusiastic, international WS Board of Directors actively engaged in numerous projects that will dramatically improve the way the WSO fulfils its “Primary Purpose of providing program services to our fellowship”. We must improve the quality of our level Customer Service and responsiveness at the WSO. Improving the C.A. Website to be more user friendly and “back office” friendly is critical how we process orders accurately especially internationally. We are also convinced we need to hire additional special works qualified to respond to the added workloads and expectations of our fellowship. We are transitioning from a cut costing, shrink staff, business plan to a growth plan that needs to serve a rapidly growing worldwide fellowship.

We are back in the business of translating our pamphlets and books! A new WSOB Translations Subcommittee had been formed headed by David C, DAL. This committee started work on projects already in process to work through any blockages and is in contact with local Literature Translations Committees (LTC) to provide updates. We have also updated and renewed many of our licensing and copyright agreements with many Areas worldwide. A system is being implemented at the WSO to annually send out updated agreements each year in December. We have a newly formed Sub-committee to work on developing and sending out an RFP for a new WEBSITE on CA.ORG. We have been given a lot of material from LTP and IT and are looking forward to this.

Our WSOB, along with the excellent support and service of Robert B., Director of Conventions & Conferences, helped the CAWS2023 Convention committee exceed all expectations in terms of a fun spiritual celebration of “Recovery on My Mind” as well as a very successful fundraiser for World Services. Thank you, Mike S, former CAWS Convention chair, for your willingness to step up and your outstanding leadership as well as your entire CAWS2023 Committee!

Let us all continue to spread the word, especially in the U.S. that CAWS2024 In Holland will be an epic spiritual experience that must not be missed!

We are happy to announce that our international bank account has been established and is operational thanks to the valent efforts of Joanne P., DAL. This was a very long and challenging process to accomplish, considering all the directors in different parts of the world that had to be added to the account. We appreciate all that it took to make us a able to conduct business on the world financial stage.

Last December we researched the feasibility of re-activating the WSO 800 Helpline in support of the WSCPI committee’s motion from 3 years ago. We sent out five Request for Proposals to 5 different VoIP companies. When we finally got the details of what was actually needed and worked out the operational details with Freedom Voice. With close to 400 Area Codes and Overlapping Area Codes, an ever-changing number of Area Helplines to forward calls to, it became clear that none of their $29 solutions was going to meet our needs. This original 800 service was created decades ago before the Internet and we sort of made it work for a while on some very primitive technology. It was my voice you heard when you called toll free from a payphone! The world has changed. The addict or professional seeking C.A. is going to the WEB not the phonebook. Currently our 800 number is being answered via voicemail and we are directing the callers to CA.ORG to contact us.

In 2019 the World Contribution Program, which was started in 2005, was rebranded as the Freedom Fund. We are better-off with recurring donations to help project donations and budget. A regular reliable income means more resources to carry the message to the still suffering addict. We will be active at this year’s WSC to motivate members to sign up. It is safe and secure.

We worked closely with LCF members throughout the year on the revised edition of the 12 Step Companion Guide and are currently close to publishing the new guide.

August 8th The WSBT officially approved the motion to transfer the moving of the office project with the WSBT-approved timeline to the WSOB for implementation. It is now officially handed over to the World Service Office. We have created a Sub-committee that will handle all aspects of the move and give progress reports to both boards.

During 2022-2023 the WSOB Board achieved the following

  • The WSO produced and hosted a Worldwide Virtual 40th Anniversary CA meeting November 18th featuring member/Speakers from our very first C.A. meetings through today. Thank you, Susan L., for coordinating all the speakers and the logistics. It was well attended by hundreds of people.
  • Published 1000 copies of a special 40th Anniversary Edition of HFC Vol. 1
  • The CAWS and CAWSO Inc. are both fully insured.
  • Complied with Conflict-of-Interest and Workplace Abuse Policy
  • Continued support and coordination with CAWS convention committees.
  • Continued support of the WS Conference event and their standing committees.
  • Continued support of the WSBT, working hand in hand to serve the Fellowship.
  • Created a bank account with HSBC bank.
  • Found a new vendor to print our books.

The WSOB create and implement a procedure for the review of the entire ca.org website at least once a year. The review of the ca.org website would include all sub-sites and web pages originating from ca.org, including the C.A. Virtual Museum and the P.I. Members Area. The review would include but not be limited to the following —

  • Ensure the functionality of all hyperlinks and forms.
  • Ensure the ca.org website, sub-sites, and web pages originating from ca.org are compliant with the most current version of the WSC Information Technology Guidelines

I am concerned that Montreal lost so much money. I understand some of the reasons due to Airbnb and not meeting the hotel block, getting across the border, etc. I request that the WSOB take a long hard look please at what can be changed to ensure that the lessons learned from Montreal will not be repeated ever.

So, is there a better way, from the big to the small, maybe no banquet or brunch, or price registration differently. What can we do differently to meet the charge of the Conventions to promote enthusiasm and still raise funds for program services, to think outside the box. Also are there perhaps other ways to raise funds so that CA is not so reliant on the success of conventions to survive. Can/should the WSOB perhaps form an Adhoc committee of its members, some past convention trusted servants and delegates to sincerely explore all of these options and more? I would volunteer to serve on such a committee.

Additionally, a new Convention Financial Bid Vetting Committee was created to properly review and predict financial performance of potential convention bids. WSOB 2019-6 Pre-conf 2019

I would like the WSOB to do a financial impact study on the possibility of holding a World Service Convention every 2 years instead of every year as we do now. I have supported this idea for some time now and was moved by the impassioned speech made by the WSOB chair at conference this year. I believe that once the fellowship can see actual numbers, we might be able to support this change. We might even see an increase in attendance due to the change. AA does a convention every 5 years and gets 100,000 attendees. While we probably won’t approach those numbers, I think we can more than double our current attendance and also increase attendance at our regional and area conventions as well…

Thank you for your referral. In the time since this referral was written; we were able to experience first-hand what a lack of conventions looks like to our fellowship. Without the extremely generous nature of our fellowship to financially support World Services during this time; we would have experienced a much larger loss than what was actually realized. It is the current opinion of the WSOB that an annual convention is absolutely necessary to support our organization for the foreseeable future.

Please consider renaming the contribution program the Virtual Basket rather than the Freedom Fund. The name Freedom Fund is already associated with an organization to end modern slavery, an organization funding abortion, and likely others. The Virtual Basket easily identifies and explains the concept without risking affiliation or confusion with outside entities. Thank you.

I would like the WSOB to consider having the CAWS convention on only the Memorial Day weekend to allow the finance committee enough time to process funds. This is in hopes of having the proper financial information available to the delegates by the WSC.

We believe there should be a rebranding of the “Freedom Fund” to be called the “Online Basket”. This was discussed on the floor at last conference, and we feel that this better represents the nature of the contributions. This should help the fellowship understand the contribution process better, remove any negative connotations, link better with the

current Covid online climate, and hopefully lead to larger contributions.

Please would you look at the possibility of providing a domain for each region such that this could be used as a ‘Landing Place’ where those seeking recovery could more easily find contact information for the Area that will best serve them. This could provide a link to Area websites, helplines an meeting finders etc. An example would be MER@CA.ORG, which could be used as the landing place for anyone in mainland Europe. Any Area websites would have to be vetted in the same way that they are if linked to our world website. By the World Service Office providing the domain it means that a Region would not have to create a committee to pay for this and administrate for a Region.

WSOB 2021-5 Pre-conf 2021

Please would you consider making it more obvious as to how Tradition 7 donations are to be made by Groups, Districts and Areas. When I visit the website, I am directed to the ‘Freedom Fund’ but it is not at all obvious where a Tradition 7 donation is to be made. I understand that a donation can be made using PayPal by searching for the account associated with the cawso@ca.org email address but this is widely known. Also, it would probably be a good idea to prompt the Group, District or Area to make

sure they provide adequate information for you to record where the donation has come from. Maybe an additional button could be added to the Home Page. It may be that this facility is available and simply missed spotting it, but I have tried to find it. I assume that we wish to make it as easy as possible for Tradition 7 donations to be made and tracked.

As an open agenda item presently, the WSOB is investigating implementing new bookkeeping solutions that will quickly and succinctly identify the source and purpose of all inbound contributions. Once this task is completed it will be much easier to track and source contributions for reporting purposes.

An audio recording of the WSM was created by a member of the fellowship and provided to the WSOB. Please follow through with reviewing the recording and make an official decision as to whether this recording will be placed on ca.org to be available to the fellowship.

Thank you for your referral. While we sincerely appreciate the volunteer effort to create such a resource, The C.A. World Service Manual is modified each year and the effort to maintain such an undertaking is outside the scope of what the conference requires presently, and what resources the WSOB currently has at its disposal. We understand that accessibility is a significant concern for all modern business. With the advent of many new texts to speech readers and emerging artificial intelligence solutions, audio accessibility for those that require it is now as easy as the touch of a button or a quick download to your personal device or in any computing platform. Therefore, the WSOB will take no action on this referral at this time pending further accessibility option being worked on at present by the I.T. Committee and the Long-Term Planning Committee who are both respectively working on ADA and other Accessibility initiatives.

 

WSOB 2021-7 Pre-conf 2021

I have heard in the past the orange chip was the newcomer chip, and it was replaced with the white chip which represent surrender, so my suggestion is that maybe we could look into bringing the orange chip back for 1 year of sobriety since 1 year or more is black, orange represent confidence joy enthusiasm I think this would be something that might be pretty awesome.

I ask that the SR14s are sent out to the Delegates so that Areas have time to filter the information to the meetings. This year (2021) this information wasn’t received with the 60 days stated in the WSM which has resulted in a large portion of our membership losing their chance to use their voice and decisions being made at World level instead of with the individual members through God.

I would like to make a referral please that the WSOB look into a more sustainable and ecofriendly material for our future chips to be made from. We are living in times where we could be helping our planet more than we currently are in regard to this matter.

There are many creative ways materials can be sourced and used that can be less harmful. preferably recyclable or biodegradable. I would like to state that this is not a matter of affiliation or of outside issues ie the environment but time for us to think of our future members and our footprint and legacy in causing the least harm we can.

Your intuition in citing the tradition that “we have no option on outside issues” is well taken, however, in some cases Cocaine Anonymous has taken steps toward a paperless business model as a matter of convenience and efficiency in our service deliver to our customers. In the years since the pandemic, sourcing any materials for the creation of new and existing products has been more challenging than ever before in our history. At this time the WSOB has received your concern, however, will not take any action at this time until alternative vendors and cost effective materials become available to us.

Thank you for your referral. Unless otherwise directed by the conference, the Word Service Office will not pursue producing our current print product offerings in a larger print. We have, however, gone to some lengths to offer digital products whereby the user may adjust the print or font size to accommodate their particular needs. This referral also creates budgetary concerns as the current product offerings would need to be re-formatted and ultimately cost more to produce.

I am a CA member residing in the UK. I utilise the wonderful opportunity we have currently of attending meetings all around the world via Zoom. It is with this in mind that my suggestions come. Would it be possible to enhance the search facility? Hi! For many years the WSO would supply a report from an independent financial auditor (Roger Brown). These documents allowed for an additional layer of ‘checks and balances’ and, from my experience and observations, reassured our conference that accounting at the office was robust and proven.

The RB’s stopped a few years ago…I personally believe simply because someone forgot :/ although there may be other factors… nah, they forgot or couldn’t be bothered.

To supply such an audit would help and would be a healthy practice. At a time that we have ongoing concerns with regards WS operations I would suggest you at least discuss and consider returning to such a practice. (I’m not saying it should be by Roger Brown….just that type of external audit).

My suggestion to supply such independent audits are in no way an accusation toward our treasurers and/or bookkeeper … such an audit would be to support and protect them.

I look forward to your response and hope you consider the benefits of supporting such healthy practice.

I believe this creates the perception of the board operating from a position of governance. This to my perception has created unnecessary disunity. Relying on published Board minutes is not transparent. They are sent to delegates months after the meetings have happen. They are not organized to pass on information they are a record of events. I have overlooked something in the minutes because of the way it is recorded. leading to my referal: Please place in the WSBT procedures and/or

guidelines: “The WSOB shall keep the fellowship as whole informed to any changes that affect the fellowship as a whole that they may be considering taking without the express consent of the World Service Conference.”

I am not suggesting that all items of importance can be taken to the conference. What I strongly suggest is the fellowship needs to be kept informed.

CLOSING COMMENTS:

It has been a very challenging year. A year ago, we left the WSC in Dallas heading back to California knowing there was a lot to look at operationally at the WSO. The crisis from the previous March & April had been dealt with but why were the operations at the WSO so inefficient? It became clear to us, our new Board Treasurer, and the rest of our Directors and Trustees that what we thought was fixable with a little training was actually in need of much more than that. With the help of our consultants, we were able to see the need for a return to the tried-and-true processes, policies, and procedures that were missing in the day-to-day running of the office. We have had to propose a restructuring plan that includes moving the WSO to Arizona and we must complete it in such a way as to continue serve our fellowships current needs in Long Beach. We must plan and prepare for a staff fully trained to take over in Arizona. We feel very optimistic that we have the team in place of volunteers, directors, and trustees to successfully hand over a fully functional operation.

A year ago I became the World Service Office Board chair, I had a lot of feedback from you guys regarding what we were doing right and what we were doing wrong.

We looked into this and discovered that our staff were not trained well. Communication had become a lost art. After months of asking the right questions, we realized our problems were systemic. This prompted us to take action. We hired a consulting firm made up of members with a number of years and a great deal of experience between them to help guide us in the right direction.

Once we began analyzing we realised we needed a new ordering system. Once created we trained our staff in the new system.

There were discrepancies in 2022 we did a hard inventory to see what we had and then reached out to our suppliers who were not fulfilling our orders in a timely manner.

In summary the bus took a long time to turn around. Inventory, staff training and new systems.

We have gotten very good at accepting Tradition 7 donations and sending out acknowledgements. Thank you, Georgia. Huge shout out to WS convention committee.

Pilar R – Can you share what the succession plan is for the World Service Office Board chair?

Earl H – The previous question before we went to lunch. You were referring to the referrals that were lost, we will have an answer for you. There will be a response by December.

Earl H – I have one more year, the succession plan that we’re working on, we don’t know how many directorships will be opening, we will be looking to fill the position of Vice Chair, one or two directorships will become available, and yes there is a plan. There will be a flyer that will go out and resumes will be collected.

Matt L – Will our literature be put into audio?

Earl H – Yes, much is available on amazon.

HFC is available in audio, but not digitally. The other books are not available on audio and we will look into planning on this for audio. Sounds like a great referral to LCF

Miriam F – There were a lot of incorrect shipments, and missing items, is there anywhere on the financials what the office lost in shipping costs?

Earl H – I don’t have the details on that.

Wesley B – in regard to events that occurred previously, you show the translation process, in the process there’s nothing to suggest how we can turn it to digital, we have websites and pages that need to be translated, when can that get in there? Things are happening online and digitally. When will the digital translation process happen?

Earl H – The translation works on our literature we’re looking into it digitally. Misty C – Can we find something to utilise volunteers for? Earl H – Yes.

Susan B – When we have a CA brand guide on how to use our logos and trademarks, why do we not have someone use the trademark. Why do we use C.A. and not CA?

Earl H – Not sure on the answer for that. We can look into it.

Susa B – Can office procedures be audited more often?

Earl H – we had new trustees come on years ago and they started this, and we realized we needed to audit our policies and procedures more often. We did do that audit and we’re seeing positive results.

Earl H – I am not sure why the referral didn’t come in, maybe it didn’t come to the right place. I believe we addressed it.

Earl H – We need to update our software at the office.

Justine K – When will the World Service Office be ready, the registration, the credentialing and all the information that is needed for the conference committee? When will the platforms be sent over?

John B – The goal is to take what we’ve been doing and refine it and make it accessible through world services. Our last count, on our delegate mailing list was 570 names. We want to integrate it with software. We’ve been asking for help with moving this off our

committee and giving it over to the World Service Office. It’s going that way. We’re trying not to comprise anonymity and this all takes time.

We still need to see how this is all going to work, we’re just not going to give it to the office, we need to make sure it’s good.

Jami D – Point of Information – What it comes to audio books, it is the standing of the LCF committee to create literature.

David L – My area has experienced improvement with shipments from the office, how often is a whole inventory taken?

Earl H – Quarterly.

Susan B – Communication problem with our international hotline. We’re being told we have outdated software and that it costs money. Freedom fund: can we illustrate the cost of these projects so that we can move forward with them? Our technology is not up to date, do you agree?

Earl H – I am not going to be disagreeable.

Barry He – As the office move is coming, have we taken steps to make sure we still have chips and literature available?

Earl H – We have some overlap, we’re running two at once, we will continue to process orders and respond to those who need assistance.

Kurtina R – We have issues with backorders, no one is contacting us, do you not have that information, did you lose the information?

Earl H – It could be that it’s been backordered, and it’s sadly fallen through the cracks.

Earl H – We showed a picture of our office staff.

Patrice F – Can you explain the process to get volunteers in the office? Does someone go searching for volunteers? Since you’re moving, it’s good to get some new volunteers.

Earl H – We have a volunteer coordinator in the office. Our office is only open M-F 8-5, if you want to volunteer, please call the office. We don’t have a process to address searching for volunteers. We do work through the courts for the office coordinator to get us some volunteers. We go to our local areas for volunteers.

Ernest M. – Thank you for your hard work. When the literature gets ordered, we get the literature but no receipt. Can the receipts be sent out with the literature?

Earl H – An invoice is received and then paid, that invoice is sent out via email. A packing slip is also included. That should be happening.

Justine K – There was an individual dismissed from the World Service Office, there are still problems with the orders being placed, so even though the role has been replaced, why still the problems?

Earl H – The person that was rehired had extensive experience with international shipping. It wasn’t that individual’s fault that the order was still messed up. The level of mistakes was far higher than they are now.

Liz T – Will orders be processed during the move or stopped?

Earl H – Our goal is to make sure the orders are processed up until the last few days and AZ to have inventory.

Gary P – Is it helpful to have local areas add more chips and literature in case they’re not available?

Earl H – We just go our sept purchase order fulfilled. They’re delivered, they’ll be good.

Barbara – My question is pertaining to the Freedom fund. The current software is extremely limited; we have to call the office to change the amounts being donated. When will the software package be more accessible?

Johnathan H – We’re looking to wait until we address all software in the office. Due to some of the budgetary concerns, we activated this yesterday. The new software will handle all donations, you’ll be able to modify and stop all changes to the donations you wish to make. We’ve turned it on a few hours ago. It’s not the final solution, we will continue to examine other solutions as well. But this is a great beginning.

Judson W – can you give us assurance that there will be standard operating process that includes competence?

Earl H – I can assure you we’ve had several phases to help with this. So yes.

Marc G – When we order chips and literature from the new office will we have a new number?

Earl H – No, it will be the Same number

Motion 10: WSOB to create an Ad hoc committee that would be live for a month, chaired by a WSOB member that would proceed to a complete audit of the ca.org website including the following a representative for each of the following :

  • WSBT for Tradition violation audit
  • LCF for our literature content audit
  • IT committee for WEB Site functionalities and guidelines audit
  • Archives committee for Virtual Museum audit
  • PI Committee for PI member page audit
  • Webmaster

From the audit, the ad-hoc committee will provide a report with the findings, an action plan and recommendations if needed. The report would be part of the WSOB Conference report.
