Although it is a mandate of the state to please cooperate and wear a mask unless you are speaking or eating/drinking. Turn off all devices, on silent. Trevor S.: Who knows why we are here? To party? I am so honoured to do the business of CA.

you are here as a rep for CA world services, please keep that in mind. Someone out there hasn’t

heard of us but we will get there. I get goosebumps watching new areas and regions become a

part of our fellowship ie: Iran and to see someone here from China. Thank you for the work you

do on a world level. Countries that get new representation are an honour to have and thank you

for being here.

Motion: Change Conference Charter Article 3 to include AA’s later* clarification:

  1. Conference Relation to C.A.: The Conference will act for C.A. in the perpetuation and guidance of its world services, and it will also be the vehicle by which the C.A. movement can express its view upon all matters of vital C.A. policy and all hazardous deviations from C.A. Tradition. Delegates should be free to vote as their conscience dictates; they should also be free to decide what questions should be taken to the Group level, whether for information, discussion, or their own direct instruction.

But no change in Article 10 of the Charter or in the Twelve Traditions of C.A., or in the Twelve Steps of C.A. may be made with less than the written consent of three-quarters of the C.A. Groups. except by first asking the consent of the known C.A. Groups of the world. [This would include all C.A. Groups known to the recognized Areas around the world.] These Groups shall be suitably notified of any proposal for change and shall be allowed no less than six months for consideration thereof. And before any such Conference action can be taken, there must first be received in writing within the time allotted the consent of at least three-fourths of all those Groups who respond to such a proposal (not counting abstentions).

A Resolution

Offered by Bill W. and Adopted at the

20th Anniversary Convention of A.A., in 1955.

(This Resolution Authorizes the General Service Conference

to Act for Alcoholics Anonymous

and to Become the Successor to Its Co-Founders.)

We, the members of the Twentieth Anniversary Convention of Alcoholics Anonymous, here assembled at St. Louis in July of the year 1955, declare our belief that our Fellowship has now come of age and is entirely ready to assume full and permanent possession of the Three Legacies of our A.A. inheritance — the Legacies of Recovery, Unity and Service.

We believe that the General Service Conference of Alcoholics Anonymous, as created in 1951 by our co-founders, Doctor Bob S. and Bill W., and authorized by trustees of the Alcoholic Foundation, has now become entirely capable of assuming the guardianship of A.A.’s Twelve Traditions and of taking over full guidance and control of the world service of our Society, as provided in the “Third Legacy Manual of World Service”¹ recently revised by our surviving co-founder, Bill W.,² and of the General Service Board of Alcoholics Anonymous.

We have also heard with approval Bill W.’s proposal that A.A.’s General Service Conference should now become the permanent successor to the founders of Alcoholics Anonymous, inheriting from them all their former duties and special responsibilities, thus avoiding in future time all possible strivings for individual prestige or personal power; and also providing our Society with the means of functioning on a permanent basis.

BE IT THEREFORE RESOLVED: That the General Service Conference of Alcoholics Anonymous should become, as of this date, July 3, 1955, the guardian of the Traditions of Alcoholics Anonymous, the perpetuators of the world services of our Society, the voice of the group conscience of our entire Fellowship, and the sole successors of its co-founders, Doctor Bob and Bill.

  • Now called The A.A. Service Manual. ² Bill died January 24, 1971.

AND IT IS UNDERSTOOD: That neither the Twelve Traditions of Alcoholics Anonymous nor the warranties of Article XII of the Conference Charter shall ever be changed or amended by the General Service Conference except by first asking the consent of the registered A.A. groups of the world. [This would include all A.A. groups known to the general service offices around the world.]³ These groups shall be suitably notified of any proposal for change and shall be allowed no less than six months for consideration thereof. And before any such Conference action can be taken, there must first be received in writing within the time allotted the consent of at least three-quarters of all those registered groups who respond to such proposal.⁴

WE FURTHER UNDERSTAND: That, as provided in Article XII of the Conference Charter, the Conference binds itself to the Society of Alcoholics Anonymous by the following means: That in all its proceedings, the General Service Conference shall observe the spirit of the A.A. Tradition, taking great care that the Conference never becomes the

seat of perilous wealth or power; that sufficient operating funds, plus an ample reserve, be its prudent financial principle; that none of the Conference members shall ever be placed in a position of unqualified authority over any of the others; that all important decisions be reached by discussion, vote and, whenever possible, by substantial unanimity; that no Conference action ever be personally punitive, or an incitement to public controversy; that though the Conference may act in the service of Alcoholics Anonymous and may traditionally direct its world services, it shall never enact laws or regulations binding on A.A. as a whole or upon any A.A. group or member thereof, nor shall it perform any other such acts of government; and that, like the Society of Alcoholics Anonymous which it serves, the Conference itself will always remain democratic in thought and action. (This Resolution was adopted by the Convention by acclamation and, in the Conference, by formal resolution by vote.)

St. Louis, Missouri, July 3, 1955

    • Resolution: It was resolved by the 1976 General Service Conference that those instruments requiring consent of three-quarters of the responding groups for change or amendment would include the Twelve Steps of A.A., should any such change or amendment ever be proposed.
  • Bill uses the term “registered.” A.A.W.S. neither monitors nor oversees the activities or practices of any A.A. group. Groups are listed solely for purposes of accurate communications.

Motion passes with substantial unanimity.

Motion: Adopt the following procedure for polling the Groups of C.A. to make any changes defined in Article 3 of the C.A. Conference Charter, to be placed in the WSM following “Referrals”:

  1. Upon authorization by a 2/3rds vote of the World Service Conference (WSC), the Structure and Bylaws Committee (S&B) shall prepare a ballot describing any such change to the 12 Traditions of C.A., the 12 Steps of C.A. or Article 10 of the Charter, along with such arguments for and against that it deems proper, along with instructions for Areas and Groups, and present these to the World Service Board of Trustees (WSBT).
  2. The WSBT will review this material and may return it to S&B for revision.
  1. Upon WSBT approval, the ballot question and all related materials will be submitted to the next WSC for final approval by a 2/3rds vote. This submittal must conform to the Standing Rules of the WSC.
  1. Upon WSC approval, the ballots will be disseminated by a Delegate mailing from the World Service Office (WSO) to all known Areas in such a time and manner that every Group therein could expect to have 6 months to consider the requested changes.
  1. Groups not yet within an Area, but known to the WSO, shall be sent a ballot directly.
  1. Areas (or Districts) shall disseminate a ballot to each and every Group therein, previously validating each ballot with the Area Chair’s signature.
  2. Groups shall return their ballots as per the instructions provided.

  1. Upon the conclusion of the voting period, the WSO will tabulate the votes, resolve any ballot defects by contacting the Area’s Delegates or Chair, and report the vote totals, along with the estimated Group response rate, to the WSC S&B Committee and the WSBT.

Abstentions received do not affect the percentages for and against but are reported in the response rate.

  1. Should 3/4ths of the ballots returned, not counting Abstentions, be in the affirmative, the question, along with the vote counts and estimated percentage the Groups responding will be presented to the WSC for final approval. The WSC may, but is not required to, consider the percentage response rate in its deliberations.
  1. A final 2/3rd ratification vote by the WSC causes the change to be put into effect.

Trevor S.: Anyone opposed to the non re reading of that motion.

Kevin M: this was the result of several discussions with S&B and WSBT. this is the fairest and clearest method we could come up with regarding the rights of the WSC etc. for the ballot process.

Kevin M.: Concept 12 is the only protected concept as a result of the process.

Susan Bradeau: I have to take issue with no provision for the OSA to do ballots online and as such I speak against this motion.

Motion: To approve and adopt the attached ‘Cocaine Anonymous Brand Guide’, to be accessible from our World website.

As part of the work of the World Service Board of Trustees Long Term Planning sub-committee a ‘Brand Review’ was undertaken, please see document attached. Based on the findings of that review a definitive ‘Brand Guide’ has been developed to assist the efforts of our Fellowship, in particular our publications and Public Information work. It is hoped that this ‘Brand Guide’ and associated ‘Downloadable Logos’ and ‘Starting Documents’ (as described within the guide) will prove useful resource to all our Conference Committees and Areas around the World

Justine K.: CAUK has had a royalty agreement. The WSOB has changed this agreement and why is it not in the opening report?

Brenda M.: It was mentioned in the opening report as licensing agreements

Justine K.: why didn’t this come to the conference floor as an SR14?

Brenda M.: because it was never approved at the conference level – it was a process improvement – we were compelled to change the license agreement as an office practice.

Motion to establish a World Service Office Convention Bid Financial Vetting Committee (WSOCBFVC). [attachment 2]

Ernest Martin: What is the purpose of this vetting process? Will this eliminate possible candidates?

Robert B.: This is to be vetted for financial liability

Robby Sidhu: Is there a cost to the fellowship for this committee? Will you be flying anyone to locations?

Robert B.: no

Lucas S.: I speak against as it seems we are eliminating those who are able to present bids

Susan L: I speak in favour – the time has come that we need to look at the financial concerns of the conventions. We need to look deeper than we have been. If we cannot be apples to apples, we need to let them know what needs to be changed. We will work with you as much as we need to to make your bid work.

Tammy L – in favour. I am on the convention committee – this is to better our fellowship. Not harm the fellowship.

Jason L: I speak against motion – I have reviewed the document, there are a number of items that are a concern. This is a subcommittee of the WSOB. The WSOB can put together subcommittees as needed. Idk why this is a motion. They may decide to meet in person and this is compiled of many members of the fellowship and will create cost. We need to look at the finances and there are several reasons why there can be issues with revenue of a convention. Robert, why is he not able to review the numbers and why we need the convention and finance to review the same. It is overkill. Robert has a lot of experience. Why do we need to enroll so many people in this process?

Wesley B: I want to agree with Jason however I am perplexed why there is a need for this. Why is this necessary? The finances should have been vetted all along. I find this odd. I am not clear why this process is already here for a lengthy convention bid.

Jenn S.: I speak against this motion – only the conventions in the US make money – so will the areas around the world not be able to host? It violates traditions 1, 3 and 5

Henry A.: I speak in favour of this motion – i have seen these bid conventions and idk how much of this is real. Idk if this is the solution but this is why i am speaking for it.

Parthi T: What is the financial process as it stands now?

Trevor S.: the conference committee and this floor look at that.

Brenda M.: I speak in favour. We want to have a clear understanding of the convention before it gets to the floor. When we have all this enthusiasm, we need to be clear what will happen with this convention.

Tammy L: I speak in favour – we are not qualified to vet bids that will support our fellowship. The vetting will allow people that are better qualified to do what we need to do as a whole

Cass F: my reasons that I speak against have already been conveyed. The Southern Alberta Area speaks against this motion

Tom P.: I speak in favour – the risk we take as a fellowship is too much and is significant. If we don’t meet our expectations, the risk is substantial. This motion puts in place that these things are solid financially and it’s not arbitrary when we return to a bidding area for changes. When we send something back, it seems all emotional. It needs to be vetted by people who are experts in the area, when something is a problem and the area can fix it.

Paul S: for those who were not here for the conference when we added the new position for the job currently is to be reactive instead of proactive.

Trevor S.: We are scheduled to go to 11pm. We can close down now or we can suspend the rules to continue. Anyone in opposition to extend the session for WSOB to finish.
