INTRODUCTION AND OPENING COMMENTS
I would like to thank the World Service Conference Convention Committee for allowing me to serve as your Chair this year. It has been a honor and an exciting experience. I cannot say enough about how grateful I am for each one of you, nor thank you enough for all your hard work in making this the best committee at this conference. I would also like to thank the Trustees, and various World Service Convention Steering committee members who took time out of their weekends to attend our conference calls during the year. The work we’ve done throughout the year and in committee breakout sessions will make planning World Service’s biggest fundraiser easier for the next and all future conventions. All our members spent hours going through referrals that were submitted to this committee. Additionally, our members were able to substantiate the two 2022 Convention bids.

Jason L – In favor, I think it is fantastic and needed. Is there any provision for substantiation of these figures as it is really important when we are deciding who to give the bid to?
Trevor S – You debated, so you will have to wait for the question.
Jay F – In favor, I’ve helped with the 2020 Convention hotel contract and the 2021 Convention contract. This information was needed when making the contracts, so this is very helpful.
Jason L – Can I suggest a friendly amendment. . . add some sort of substantiation, such as an email from the hotel, pre-contract info, something to substantiate these figures?
Stu E – I need to confer with the committee. You are asking that along with this document, they provide something from the hotel to substantiate these figures?
Jason L – Yes.
Stu E – We think this is a great suggestion, but not sure it should be part of this section. We would like to look into this suggestion though.

Wade S – These things are the things that fluctuate and can impact our fellowship greatly and it adheres to the process of getting 3 bids.

John R – In favor, I just finished the contract for the 2021 Convention in New York City. This info was not in the guidelines, but I knew to ask for this info. The hotels know this info and they will provide it.
Carla S – I would like clarification, this is a form that will be taken when talking with the hotel about getting a bid. Isn’t it here to be used in that manner?
Stu E– When you solicit a bid from a hotel, they will give you this info. What Jason is asking for is that the committee provide something from the hotel to show that the bid committee hasn’t just made up the numbers on the form.
Gary M – Offer a friendly amendment, that in all 3 bids you add in a line on all 3 for ‘number of rooms nights committed.’ I think this is also very important info.

Referral CONVENTION 2018-3: Motion to insert this new language in the Section Suggested Convention Negotiating Tools on page 32 as a new number 15 paragraph: 15 Once the host City has been selected and the Hotel Liaison is selected and confirmed, the Request for Proposal appended to these Guidelines will be modified and updated as appropriate and sent directly to the three (or more) leading candidate hotels; as well as to the proper contact at the respective host city visitors bureau for mass broadcast to hotels in the applicable Metro Area.
At least three detailed hotel bids should be received and considered, preferably more. Once the best three bids are identified, the steering committee will identify its best option and will then approach that hotel for a more final detailed bid which will be reduced to a formal final contract. After this final negotiation has been completed, the contract and a memo with spreadsheets will be sent to the Trustee Negotiation Committee for final review and signature. Please note that the Trustee Negotiation Committee does not negotiate the initial contract or fine points for the Committee. 2
Note, to make this process easier, the selected city can have immediate access of all recent past signed CAWS contracts for reference. Also, the WSOB and Trustee Negotiation Committee can refer your committee to some members of the CA fellowship who have been actively involved in past CAWS contract negotiations and then interface with the Trustee Negotiation Committee who will gladly help your committee produce a final hotel contract.

1) Once the host city has been selected, and the hotel liaison has been ratified, a Request for Proposal will be updated as appropriate and sent directly to the three or more leading candidate hotels. Referral convention 2018-6: At WS Conventions, unexpected costs occur. Traditionally, these are paid by check, but in international situations this is unacceptable to the vendor due to the inability to collect in US funds. The temptation is to pay for these in cash from current receipts in the host country’s currency, but this is not a good practice.

Referral Convention 2018-1: Suggest that a ceiling is set for room rates. If a bidding area cannot find more affordable rates, then Areas should be encouraged to seek venues outside major urban centers. How can we, as trusted servants, justify amounts as $322.05 (tax included) per night to stay at a convention hotel?
No action: This was discussed over the year and we removed the cap because we leave up to the hotel person to negotiate the best rate possible. We will see how it works over the next few and discuss more next year.

Referral convention 2018-5: Can you please as a Committee come up with a place to make all CAWS Contracts available in one location, same for the pickup history from each year, the pass it ons from each year, as well as actual revenue and expenses against budget; and applicable registration data. Also, to include the notes from each year’s great convention exchanges and all evaluation summaries.

Referral convention 2018-7: Our area hired a photographer. From my understanding, this is a violation of the principal of anonymity/the 12th tradition because consent was not given prior to the photos being taken. Can you please clarify this for me?

Referral Convention 2018-8: I am troubled with CAWS host cities getting the rebate back from having a successful convention when their Pass It On is not fully completed. I would request please that there be a motion put forth by Convention Committee that requires the full pass it on to be completed prior to any disbursement from the WSOB back to the host area. Not just part of the pass it on, but the full pass it on. Thank you

FYI. Nowhere in the Convention Guidelines does it mention centerpieces (except on the
Convention Bid sheet); however, these are almost always part of the fundraising process during a convention. The Convention Committee may want to consider adding specific info about centerpieces to the appropriate committee job duties.

Hi there.
I hope this finds you all well.
I am trying to get some guidance from you on the allowable risks which the trustees will permit in some of the activities we are considering at CAWS 2020. I am on the Steering Committee and we are exploring some special events. To this inquiry, I bring my experience from CAWS 1997 where the then trustees said that the risk of a river raft trip at the CAWS World in Denver was too much for them to take on. I see that point of view more clearly now as what is a fair risk for our attendees to take on versus not. I know we would have event insurance anyway, but I am not so sure that this would fully cover an offsite event. To me, even where there would be a release form signed by the attendee for participating with the vendor, that might not release fully CA if there would be an accident at such an activity God forbid.
I know about keeping CA out of public scrutiny and harm and understand that fully, I would not want CA to ever be sued for its part of an accident. Hence, I am asking now formally about this please for guidance from this current board. A couple of things being considered are a zipline trip a mile-long over Lake Travis and another is an event at a public swimming hole called Barton Springs. There may be lifeguards there but is that enough to protect CA? There are probably releases that the participants could sign releasing 4 CA, but what is the current thinking on these types of events pls for planning purposes.
LOL, there is probably a referral or two on this for the Convention committee, but that is later. It would be nice to have some formal guidance here pls which could end up in the Convention Guidelines.

Referral Convention 2018-12: I am concerned that Montreal lost so much money. I understand some of the reasons due to airbnb and not meeting the hotel block, etc. I request please that the Convention committee take a long hard look at what can be changed to ensure that the lessons learned from Montreal will not be repeated ever. So, is there a better way, from the big to the small, maybe no banquet or brunch, or price registration differently. What can we do differently to meet the charge of the Conventions to promote enthusiasm and still raise funds for program services, to think outside the box.

SELECTION OF HOST AREA FOR 2022 CAWS CONVENTION
At this time, I would like to call on the areas that are bidding for the 2022 Convention to make their presentation.
Nathan H – Next, let’s welcome Netherlands to the podium to present their bid.
Wesley de B, Bart van der P & Keith M – Started presentation . . . CA Holland celebrated their 18th b-day, there are 118 mtgs, 3 districts, and we have successful Area convention. We are also the largest non-English speaking Area in C.A. The purpose of the convention is to raise funds, carry the message, and throw a party. We have a strong, enthusiastic fellowship and the experience to host a World Convention.

Keith M – Thanks to all who helped us put together this bid. It would be a huge honor and privilege to host the 2022 World Convention.

John R – There is a line for hotel meeting rooms on this bid. Have you talked with the hotel about getting those rooms comped?
Keith M – We haven’t had those types of conversations with hotels yet.
Jessi G – Do you have enough people to fill all the necessary positions? We have 3 bids. Kevin M – Did you say people with criminal records will not have issues getting into Holland? Keith M – It is not an issue for criminal record holders to enter Holland. John R – There is no transportation budget for special events.
Keith M – The events would be away from the hotel, public transport is readily available though. Round trip might be $15 on public transport,
Yvette H – This bid is in Euros, I want to make sure everyone knows that the room would be about $170/room USD, plus flight, we need people to realize this. Is everyone aware of the conversion rate?
Lucas S – Parliamentary Inquiry – We are asking questions, right? Not debating the bid?
Bart van der P – The estimated flight price in the bid is actually higher than what it probably really be.
Keith M – We paid about 500 EURO to fly here for this Conference.
Jay F – What is the lowest room rate from each of the 3 hotel bids? Does that include a $10 rebate per room per night? What is the Food and Beverage (F&B) minimum?

Chris R- Georgia is known for its professional sports teams and arenas and has the largest international airport, you can make your own Coca-Cola and take it home with you. Or swim with the whale sharks! At our area convention, we had 350 newcomers from treatment centers, 36 start-up kits this year from the WSO Atlanta is growing and focusing on the newcomer! $139/night convention.
We accept people with criminal backgrounds in Atlanta. We know how to throw a party. And ask for your vote for 2022 convention

Chris R – It does not. They are both 139/night.

Chris R – One is 50k.
Stuart J – The 139 doesn’t include the 10$ Back. Does that mean it would be $10 more? Chris R – The 10$ rebate is already in the $139. I misspoke.

The concept of foundation of our convention is to have a convention for the newcomers, not the old timers. As a Swede, I am here to tell you that magic will happen, we are tucked away in the mountains hiding.

Jay F – I remember when the Brits had the bid going to London, and sold like $1,500 of stuff to sell while they were here. Is there any reason you did not do that as well?
Johan T – No reason.
Kevin M – Looking online on the website for the hotel, looking to see if I could get rooms after the convention using the code, it is showing none.
Johan T – I think it’s a problem with the site, if you look too long ahead or after, you may need assistance from our Hotel Liaison.
Kevin M – I was intending to book longer, it seems that all the suites may be booked.
Johan T – That may be correct.

Johan T – It seemed as though it was targeted to the 2022 convention, I seem to have missed the part regarding 2019, which I wanted to address away from the podium.
Jessi G – Do you feel as a member you should have supported this? John R – Can you get us merchandise to support your convention? Johan T – Yes.
Rodney D – How much pre convention fundraising have you collected so far?
Johan T – We’ve had one fundraiser so far in the European Region, so we have about 2,000 Euro, and have sold about 1,000 room nights.
Albina K – If you can provide, to tag on to John’s question, we are having a lot of events in NYC and would like to promote the convention in Sweden, I would appreciate it.
Johan T – A concept is being developed to raise awareness of this convention, it will be a little kit that can be sent to you, or come speak to me.
Audz C – I booked my room the other night, and I tried the day before, and they were having issues at the hotel directly, it can be altered by communicating with the hotel liaison.
Stu E – Too often this fellowship overlooks the European Region when making plans. I am excited for this convention. I have a question regarding the logo and what you are talking about regarding a package creating memorabilia to eliminate expense.
Johan T – That is a very good suggestion, I will take it. There are many things that will happen if that’s a concept we can add there.

Jon H – I believe there are opportunities online to purchase tickets, are there any hard copies available?
Johan T – Not now.
Jean Pierre S – Do you have an idea of a schedule program on workshops, programs and other events in order to be involved with?
Johan T – We have a general schedule set up, but we have not completely set up a hard schedule yet. Sweden’s fellowship has a lot of co-anon support and are expecting about 200-300 in attendees.
Wade S – Bids are based on achieving a certain percentage of room nights, would you please remind me of the comparison of how it works in Sweden with the room nights and minimum spending and such.
Johan T – We have no demands in room nights, however when we reach about 1,300 room nights we get all the facilities for free. There is no food and beverage demand/spending. We can book as many dinners as we want/have. And we receive more than $10/room in rebates. Less risk, more benefits.
Susan B – I would like to piggyback Stu – to suggest that you make plans to make memorabilia available in the States. Also to make it into the NewsGram by Oct 10th.
Johan T – That will not be an issue.

Jay F – About referral 2018-4, I was hoping this would be put in the guidelines to help committees that were going to bid. Your response is that it would be part of the Pass It On. I don’t think that addressed my referral.
Nathan H – We will review it over the year.
Misty C – As North America is no longer the primary source for members for a convention, is there a way to arrange it so that a convention is hosted in the States one year, then Europe one year?
Nathan H – That would have to be referred to the WSO.
