INTRODUCTION AND OPENING COMMENTS:
Opening Comments
The WSCCC worked throughout the year to support the upcoming CAWS Conventions. In our committee break out session we addressed the referrals sent to us and discussed how we can be of greatest service to the CA World Service Conference and the fellowship of Cocaine Anonymous as a whole. Our commitment to CAWS insures that we continue to question our process and how we fulfill the function of our committee. We will be presenting to the Conference floor for selection the bids from Arizona and Wisconsin for the 2010 CAWS Convention. Throughout the year we will be working on developing WSCCC internal procedures and defining the process for substantiating CAWS convention bids. We want to thank you for allowing us the opportunity to be of service to the WSC and the fellowship of Cocaine Anonymous. Thank You!

General guidelines #23 Co-Anon guidelines are no longer valid. Request trustees to reword? Need precise wording for future registration forms.
Please bring a motion to the WSC, for inclusion in the WSC convention guidelines as follows: (see attached).
MOTION:
On pg. 29 of the CA World Service Convention Committee Guidelines, strike General Guideline #23 in its entirety and replace with the following:
- Co-Anon Participation @ CAWS Conventions
A. If Co-Anon participates in a CAWS Convention, registration will be handled using one of the following methods:
(1) CA will collect the registration fee, provide meeting space, coffee, hospitality room and registration badges.
OR
(2) Co-Anon will handle / collect their own registration fees and provide their own registration badges.
Co-Anon must make a selection of which option it desires not later than March 1st of the year prior to the applicable CAWS Convention. (i.e. for the CAWS Convention in 2010, Co-Anon would be requested to inform the WSO of its selected option not later than March 1st, 2009)
B. CAWS registration forms will reflect the Co-Anon option as follows:
(1) If option one is selected, CAWS registration forms will provide a checkbox for Co-Anon members and the following disclaimer:
“While being mindful of the impact of our disease on those who care about us and the support we receive from them, we in Cocaine Anonymous are guided by our Sixth Tradition. As such, we must ensure that our desire to cooperate with Co-Anon in thought, action and spirit does not result in affiliation, either outright or implied.”
(2) If option two is selected, CAWS registration forms will not include a registration checkbox for Co-Anon members. However, it will include the following Co-Anon information in the registration section as well as the standard Co-Anon disclaimer:

I would like to consider taking and changing the “note” on page 18 of the Convention Committee Guidelines. As Chair for 2008, my committee is excited about raising funds. Maybe being allowed to raise funds early with a percentage of that being donated to the current years host city. All fundraising keeps people excited and I believe by doing this everyone will benefit from everyone’s effort.

Terry Marsden- Currently there is no selling outside your area or region. We are asking 25 % goes to the current WSC host city. It’s a win win situation.
Carl Warlick- Speak against the motion- We have had some problems with items sold outside the region and if you have better stuff , it will affect the sales and inventory of the current host city.

Terry Marsden- We have to break things down to the WSO and let them know what we are doing with our money. I have talked to the WS Treasurer and he said it would be alright .

If you are a small area, you have put yourself in a position to raise a certain amount money. If someone else is competing or has better stuff, then your stuff is not going to be sold. I think you need to wait your turn.
Terry Marsden – I’ve tried to do my best not to step on any body’s toes. I have been getting calls for the last few months regarding this issue. I believe this motion would help both host cities and see this as a solution.

My concern is that while it may be going into the same pot, it is also coming out of the same pocket.

Bidding guidelines, #13, states “the CAWS budget not exceed $110,000…” This was implemented in 2003 and was based on the top expense budget of the time, CAWS 2000 in Scottsdale, Arizona, with an expense budget of $110,620.
Can the Convention Committee please review this guideline taking into account inflation factors. Perhaps an inflation factor can be instituted, or the guidelines expense amount reviewed periodically. Another idea is to add the term “suggested” to the guideline.

On pg. 33 of the CA World Service Convention Committee Guidelines, change bidding guideline # 13 to read as follows:
- The Caws convention budget not exceed $125,000, with expected net income to exceed 40% of the expenses. This line item is to be periodically reviewed with the help of the finance committee.

Jackie Schickler – Speaks against the motion. Great when conventions makes a lot of money. Reason for various fundraising, selling of literature, etc. Let’s let conventions keep carrying the message. When UK put in a bid for the convention, they might be put off by 40%.
Mona Ibrahim – Friendly amendment ,This line item to be periodically reviewed and to be amended as deemed necessary with the help of the Finance Committee.

Caryl Morton – speaks against motion. Motion excludes entire countries from bidding and hosting a World Convention.
Nick Alexander – speaks against the motion. Understands need for WS funding and main source of funding the WSO. When report was presented on Houston, they mentioned that they didn’t push hard on registration. Put our emphasis on the message not the money.
Tony Drake – speaks in favor of the motion. The smaller areas and this motion could be exclusionary. This is reality. I trust God, but I tie up my horse. There is a business end to this fellowship and if we don’t make the money necessary, it doesn’t cut it. If you don’t like these motions, join the Donor Program. Every time we come with one of these motions, we run into this. Explain to your areas that the Donor program would eliminate this debate. We have to do the footwork and leave the results up to God. We have financial responsibilities and we have to do what we have to do support the fellowship. Membership rises after conventions. We need motions like this. Take this as a challenge.

Tad Smith – This fellowship has grown tremendously and attendance at WS Conventions have grown also. Our budgets need to grow with the larger fellowships. I have attended almost all the conventions and they all seem to make a certain amount of money.

BB – I speak in favor of motion. I live in area in all reality that will probably not be able to host, but I live in a region that holds them frequently. I can’t wait for a convention in the UK, in all the small regions (Calgary).
Looking at this motion, This doesn’t block this. It says not to exceed $125,000. We have to make decision on how much money we make on this, but we also make a decision at our area meetings regarding how much we send to WSO. That is a choice we make. I can encourage others to donate in other ways. We need to have the conventions remain our main fundraiser due to the fact that we don’t support in other ways.
Sean Dugan – speaks in favor of motion. WS Convention is about raising funds, so we can carry message and put on the conference. If everyone would donate $10, that’s $50,000. It says that we will review periodically. If we start receiving more through other donation programs, then one day the convention can be a Fun-raiser instead of a fundraiser.
Brian Tennenbaum – speaks highly in favor of motion. Heard about that we aren’t carrying the message to smaller areas. In the US, there are places that don’t even know about CA. Actually $10 per person would be $60,000. Convention is primary fundraiser – the bare minimum. We would like to increase that so that people can live. So we can continue to grow and help people find hope.

This letter would welcome attendees, explain (briefly) the relationship of the convention to World Services and also explain what opportunities there are at the convention to learn more about world services.

The CA 12 step meetings listed in the conference agenda don’t list a location. They are usually held at a table by the pool. I think they should be held in a meeting room, which should be well publicized. The meetings are not usually well attended. Having them in a meeting room and announcing times and location might help increase attendance. I believe a lot of other delegates could use a meeting from time to time during the conference and the meetings might be better attended if they were held in a meeting room and announced.

Putting together a package of all documents, i.e. timeline, budget spreadsheet, etc. As I am finding out we have done things and found out later we used the wrong information. By having a set of updated documents I believe would help a lot and make the process easier without having to do things many times.

That if a world service convention committee hosting the world service convention meets or exceeds its expected revenue after all expenses have been paid that $1,500 be given back to the hosting area.
Because fundraising during the preparation for the hosting of the world service convention greatly depreciates the resources of most areas, it would be within the principal of our fellowship to give back to those who have so generously given. Larger areas could decline or return funds if not needed but smaller areas cold still use the funds to send delegates to the conference.

As a fellowship I believe we are blinkered and naïve to think that all addicts are in need of CA will find themselves in a hospital, prison or other institution. I ask that the convention committee include PI workshops at upcoming world convention. This may help raise awareness for an area of service often misunderstood and denied of members willing to b of service in this very important work.

As a fund raising opportunity through registration:
Raise or reallocate sufficient funds ($5 to $8 per registration) and apply those funds to provide each paid registrant with a choice of any CD from the audio recording vendor. The funds collected would be divided and shared equally between the recording vendor and CAWS.
End result: Each and every paid registrant receives a recorded message of recovery and convention raises additional funds.
No Action Taken: We feel we should not enter into a contract with a taping company on more than a year to year basis. We also feel that this referral would be dictating to the fellowship to by tapes. This is also a tradition 6 violation.

The WSCCC is comprised of an outstanding group of individuals who “normally would not mix”, but who have collectively joined together in continuous action to bring you the very best service possible at this years conference. The committee has worked together to bring resolve to the referrals and problems presented to us. We have at times disagreed with the solutions proposed. However, we have treated each other with dignity and respect and as a result we will leave this conference with a sense of unity and purpose.
