Sep 1, 2001 – Day 4 – Summary of Motions – WSOB Closing Report

  1. WORLD SERVICE OFFICE BOARD OF DIRECTORS REPORT
  2. INTRODUCTION AND OPENING COMMENTS: The World Service Office Board of Directors received 56 referrals this Conference, and this Conference, and we met Friday morning August 31, 2001 to discuss 49 of them. An additional seven referrals , bringing the total to 56, have been received since our meeting on Friday morning and will be dealt with by the WSOB at our next regularly scheduled meeting; some of these were referred to the WSO as late as last night. We have only one motion to bring to the Conference floor.
  3. MOTIONS:
  4. Referral #2038 and #2026. Regarding expense reimbursement procedures. Motion 1: To include a link at ca.org to the WSO for requesting starter kits and all other service materials.
  5. Chair: Motion on the floor any debate…prepare yourself to vote…motion carries unanimously

  1. Three referrals resulted in motions passed by the WSOB, as follows:
  2. Referrals #2027 and #2038. The WSOB passed a motion that we create a policy that we pre-pay per diem and travel to all pre-approved trustee and office board expenses.
  3. Referral #2079. The WSOB passed a motion to create a reserve account specifically for the H&I video.
  4. ITEMS TABLED UNTIL NEXT YEAR; AND ITEMS THE COMMITTEE WILL CONTINUE WORKING ON THROUGH THE YEAR:
  5. Referral #1662. To print the story book in large type. There is already an audio version of the storybook available for our visually impaired members, but the office hopes to be able to print the storybook in large print at a later time.
  6. Referral #1808. Status of PI bumper sticker. We expect the new PI bumper stickers will be available by the first of the year and will cost approximately $1.00.
  7. Referral #1989. Implementation of a “monthly partner program” for fundraising. The office has some components of this proposal already in place and will work to implement the suggested procedure in the coming year.
  8. Referral #2039. Translate HFC story book into Spanish. Our intention is to translate the second edition into foreign languages.
  9. Referral #2063. To change the conference approved stamp to reflect the year in which literature and formats were approved. The office will attempt to accomplish this during the year.
  10. Referral #2078. Regarding consistency of CA logo. The office will review all literature and images in an effort to comply with this request.
  11. Referral #2104 and #2105. Translation of World Service Manual and ca.org into Spanish. In progress; these materials are currently at the translator.
  12. Referral #2125. Create a committee to address international, cultural and language issues. This item has been tabled pending clarification by the maker of the referral. The maker of the referral is already helping the Board with translation issues and the Board will continue to work with him throughout the year.
  13. ITEMS REFERRED TO OTHER COMMITTEES; WORLD SERVICE OFFICE, OR BOARD OF TRUSTEES:
  14. Referral #1628. Request for guidelines regarding CA 12 step calls. Referred to Public Information and Literature, Chips & Format. We believe the issue is already addressed in the PI Helpline Guidelines.
  15. REFERRALS THAT DID NOT RESULT IN MOTIONS:
  16. Referral #1255. Regarding new delegate orientation. No action taken. This item was also routed to the Conference Committee, which is the appropriate committee to address this issue.
  17. Referral #1319. Regarding changes to conference agenda. No action taken. This item was also routed to the Conference Committee, which is the appropriate committee to address this issue.
  18. Referrals #1360 and 1361. To define duties and qualifications of area and district webmaster. No action This item was also routed to the Structure and Bylaws and Internet, which are the appropriate committees to address this issue.
  19. Referral #1608. To draft literature explaining CA structure, by-laws, and procedures for business meetings. No action taken. This item was also routed to the Literature, Chips and Format Committee, which is the appropriate committee to address this issue.
  20. Referral #1611. To add an international director to the WSOB. No action taken. This item was also routed to the Structure & Bylaws Committee and Trustees, which is the appropriate committee to address this issue.
  21. Referral #1746. Regarding progress of Unity pamphlet in 12-point process. No action taken. This item was also routed to the Literature, Chips and Format Committee, which is the appropriate committee to address this issue.

  1. Referral #1877 and #1953. Regarding a CA recovery text. No action taken. This item was also routed to the Literature, Chips and Format Committee, which is the appropriate committee to address this issue.
  2. Referral #1960. Regarding travel reimbursement for chairs of upcoming CAWS conventions. No action This item was also routed to the Finance Committee, which is the appropriate committee to address this issue.
  3. Referral #1966. To pass the 7th tradition basket at the Conference. No action taken. This item was also routed to the Finance Committee, which is the appropriate committee to address this issue.
  4. Referral #1075. To formalize the Canadian Liaison position in the service structure. No action taken. This item was also routed to the Structure and Bylaws Committee, which is the appropriate committee to address this issue.
  5. Referral #2271. Regarding Trustee meetings via telephone rather than face to face to reduce expenses. No action taken. This item was also routed to the Trustees, which is the appropriate committee to address this issue.
  6. The following referrals have been received by the WSO since our meeting on Friday, August 31, 2001 and will be addressed by the WSO at our next regularly scheduled Board meeting:
  7. Referral #1502, Regarding “housekeeping” changes to Convention Committee Guidelines.
  8. Referral #1802. To make PSA’s and other videos available in formats used in foreign countries.
  9. Referral #2066. To consider ways to require members to make a monetary commitment when reserving room nights at World Service Conventions.
  10. Referral #2261. Suggesting increased involvement of World Service Office Manager in host city hotel
  11. Referral #2262. Proposing development of cash flow budget for host city Convention Committee and streamlining of check approval process.
  12. NEWLY SELECTED COMMITTEE TRUSTED SERVANTS: Not applicable.
  13. CLOSING COMMITTEE COMMENTS: The World Service Office Board thanks you for the opportunity to be of service.
  14. Chair: Any questions for the committee:
  15. Steve: 2 referrals were lost, but were referred to other committees – will research and report back before adjournment.
  16. Patti: Proposed draft budget – will need to raise prices on chips and literature – new order forms to follow
  17. Steve: Thanked outgoing officers.

  20. Joy: No…money will go into money market account
  21. Paulette: 2 misplaced referrals? Did they have to do with e-mail data base?

  25. Roger: referral 1628 – request for guidelines re: 12 step calls – any place else to look?
  26. Steve: No will meet w/you later
  27. Kevin: guidelines not part of PI – however PI did state they are creating new chapter.
  28. David: referrals WSOB passed a motion ?
  29. Steve: Office board can pass motions as part of business.
  30. Jim: Referral 1971 may have been lost.

  3. Chair: We have reached a point where we have no committees ready to report – we will break about an hour early – we will return at 12:30 pm…
  4. Chair: Motion to rescind will be motion to amend previously passed motion…and will only require simple majority to pass.
