85. WSC H&I COMMITTEE REPORT
86. INTRODUCTION AND OPENING COMMENTS: My name is Harrison R. Jenkins, WSC H&I chair with 1 vote at this years conference. Our committee was given the task of responding to 21 referrals. I have been serving this committee since 1997. We have never had more than 6 referrals to work on. We gained 13 new members that worked feverishly on the project, our task was accomplished because we met the current referrals head-on. The committee demonstrated a level of cohesiveness that was extraordinary. I am very proud to have been a part of this process. Also, I am looking forward to working with this committee throughout the upcoming year. Now, we have 4 sub-committees as follows;

1. Video Script-Dennis La Charite
2. H&I Guidelines-Don Logan
3. Creative Writing-Bon Wrynn
4. Correctional Referrals-Max Gregan

87. Video Script : Dennis La Charite. We have obtained 3 bids for the production of the H&I video which has come well under budget. Our recommendation and all three bids will be forwarded to the WSO.
88. H&I Guidelines: Don Logan. This sub committee is reviewing the guidelines and information manual. This manual was last revised in 1995 and this sub committee is going to review this manual for possible revision and update. New material that has been CA approved is available and some still in draft are being considered for possible replacement in the guidelines and information manual. Our committee addressed several referrals. They are as follows:
89. Referral # 1739: That a sub committee be formed to address the current H&I guidelines manual revised last in
90. Action Taken: Sub committee has been formed by the body of the H&I committee with Don Logan as the chair.
91. Referral # 1508: Replace “How it Works” with “We Can Recover” to the guidelines manual. Action Taken: Sub committee is looking at adding “We can Recover” to the guidelines manual.
92. Referral # 1823: To remove “suggested” from “suggested meeting format” in the guidelines to “sample” meeting format. Action Taken: Guidelines subcommittee is looking at this recommendation and is taking it under advisement.

92. Referral # 2232: With reference to H&I meetings globally, how many are in institutions, penal, detox, or treatment centers by region and country. Action Taken: WSO is compiling a database by sending requests information letters in delegate packages to address this issue. Hopefully by next year’s conference we will have more information and be closer to accomplishing this goal.

93. Referral # 2127: Has to do with conduct, language and dress of those CA members who go to H&I facilities and institutions. Action Taken: The current guidelines manual has in it’s contents, several areas which address this issue, however, each facility has it’s own rules which first and foremost must be adhered to. But the guidelines sub committee will take this referral under advisement.

94. Referral # 1755: Placement of the term “Gainfully employed” under suggested requirements for treasurer. Action Taken: Guidelines sub committee is looking at possibly using the term “financially stable” as to not offend those members who may be disabled or retired.

95. Referral # 1633: Revise part IV- Meeting Formats and readings in guidelines to include all literature like those found in the starter kits. Action Taken: Guidelines sub committee is looking at placement of approved CA literature like those found in starter kits but not limited to just that resource.

96. Referral 1704: To change the 4^th paragraph in “Part IV – Meeting Formats and Readings” of the H&I guidelines to read: We use the 12 steps of recovery because it has already been proven that the 12 step recovery program

works, thereby making it consistent with other CA literature. Action Taken: This committee will consider this matter as it revises the guidelines.

97. Creative Writing- Bob Wrynn: The sub committee of H&I known as Creative Writing began 1998 and it’s main function is to encourage H&I’s to submit quarterly articles regarding our H&I experience to the Newsgram. This year’s committee is comprised of 3 new delegates.

• Please note the quote H&I corner of the Newsgram will consistently need new articles between 500 and 1000 words, type written, preferably on 3 1/2 inch floppy disc. We encourage our Regional and Area delegates to promote submissions from H&I chairpersons.

98. Correctional Referral – Max Gregan

I would like to start by saying that this is an honor to be chair of this sub-committee. As some of you know, last year the WSC H&I committee began compiling an H&I database, in an attempt to create a larger network so we may more effectively reach out to the addict that still suffers. Incarcerated or not, we promote communication and growth of H&I worldwide. For those of you who do not know, our WSC H&I committee has been trying to get our H&I groups into more institutions worldwide. During this past year, over 70 inmates from 13 different states wrote to the WSO requesting information on recovery. Each were sent a copy of HFC by the WSO whom we thank very much. The fact alone that over 70 inmates were able to receive this seed of hope, we feel is wonderful. However, we are faced with the daunting task of trying to spread the message to the countless others who want it. As a group we decided to start with distributing these letters to the members of our committee who live in or near these areas. They in turn will distribute them to the proper H&I contacts in respective areas. Our goal is to be able to respond more quickly to the letters which will surely come next year. We hope to grow in effectiveness and understanding during the next year. I look forward to reporting to this body next year about progress. We hope that those in these Hospitals and Institutions will join us in the fellowship of the spirit upon release.

99. ITEMS TABLED UNTIL NEXT YEAR; AND ITEMS THE COMMITTEE WILL CONTINUE WORKING ON THROUGH THE YEAR:
100. #1538: Current 12-point process doesn’t seem to work with video. Sub-committee findings were that we needed a new process.
101. CLOSED ITEMS:
102. #2072: Information on what can be done about sponsoring people in prison. Action Taken: Please adhere to current H&I Guidelines that refer to conduct section of the guidelines and as always follow the rules and regulations of all administrations we come in contact with.
103. # 1648: To have a volunteer committee at WSO to answer emails and requests from prisons and hospitals. Action Taken: Found that WSO was already doing a great job.

104. Referral # 1309: That all committees adhere to standing rule # 14. Action Taken: to adhere to the floors decision that was made the first day of this conference which can be found in the minutes from 08-29-01.

105. Referral # 1366: Suggestion that verbage be clean and sober rather than clean time. Action Taken: Came into agreement that CA is not a dictatorship and can tell no one how to speak.

106. ITEMS REFERRED TO OTHER COMMITTEES; WORLD SERVICE OFFICE, OR BOARD OF TRUSTEES:

107. #1319: States; read the 12 traditions before each new days business at WSC and eliminate smoke break to better serve the business at hand. Referred to Conference Committee.
108. #1701: States that no referral be allowed to be sent back with no action taken. Referred to structure and bylaws.
109. #2258: States that a central location for world services H&I be founded. Referred to WSO and trustees.
110. #2079: States to establish an H&I account at the WSO. This would enable H&I in all areas the flexibility to:

1. Earmark donations specific to H&I projects (i.e. Video)
2. Give assurance as to the use of funds from those area wishing to release current fund surpluses.
3. Enable H&I to take a more assertive role in the issuance of story books, mailings, and other H&I specific communications. Referred to WSO and finance. This will be done in the form of a line item.

111. #1158: States in the nature of transforming videos to PAL format. Referred to WSO except for the issues dealing with H&I.
112. #2124: Stated that a new type of bookmark be made for the fellowship. Referred to LFC, WSO, and finance.
113. #2266: States that the guidelines being given by the H&I committee of OR/SW WA be made into a pamphlet to be used by the entire fellowship. Referred to Chips, Literature and Formats.
114. # 1802: States that other PSA’s and videos be available in PAL. Referred to WSO.
