Dear All,

As we head into our second quarterly together we are faced with a very full agenda. We have a lot of business to address, and I hope that we will be able to deal with it all. That being said, it is

imperative that we provide considered leadership. To that end, please do pitch in to the debates. It is important that all your voices are heard. I will endeavour to facilitate the smooth running of our meetings. Please do feel free to ask questions at any time as this will enable us all to grow. This Board has a wonderful depth of experience and abilities. All of you bring so much to the table. As we approach our fortieth anniversary we really are ‘coming of age.’ I’m sure we will serve the Fellowship that we love to the absolute best of our ability.

I am writing to you regarding circumstances of which you should be aware. It is with no pleasure that I write to you but know that I have the full support of my fellow delegates, Cameron and Tom, and Chad, the OSA Chairperson.

I will do my best to simply highlight pertinent comments and concerns.

On August 17^th, I was contacted by our Area Fundraising and Special Events Chair, Rich B, about a situation that had developed between he and Trustee (Jason) L. in the C.A. Europe Events WhatsApp.

At issue was the posting of available fundraising merchandise in the OSA Web Store. Trustee (Jason) L. asked that Rich cease and desist from posting the info to the group. Rich is one of our young guns in recovery and service and has great enthusiasm for the work. He has done an exemplary job on behalf of the OSA.

Before Rich became F&SE Chair, we had some fundraisers but none were as successful as those Rich and his committee have accomplished.

Trustee (Jason) L. has some very strong opinions about the OSA and how we fundraise. [4:52 PM, 8/17/2021] Jason L.: Dear Susan, Please would you assist. I have asked Rich to stop inundating the European Events group with OSA merchandise. I turned a blind eye to the occasional advert but it’s become constant advertising and it is inappropriate. No other Area behaves like this. Arras are supposed to be fully self supporting. Also the merchandise is not created by the OSA it is just vast array of catalogue items with our logo stuck on it. Our World Service Office is charged with carrying out the business of C.A. It is not the function of an Area.

[8:34 PM, 8/17/2021] Susan B: Hi Jason, Please excuse Rich’s zeal. As you might imagine, the OSA needed to get creative when it came to our Area fundraising. I have asked him not to post OSA Store flyers in your group but to simply message that there are new items. Would you kindly add him back into the group? He is still new (just took a year) but very enthusiastic in his commitment to service. He has also been asked to include more items with the OSA logo on them. I will be sorry not to see you in person at Conference this year. Take good care of yourself! IL&S, Susan

[3:31 AM, 8/18/2021] Jason L.: I don’t want any selling on the group. Posting messages that there are new items is not appropriate either.

[3:43 AM, 8/18/2021] Jason L.: What you are selling is not memorabilia. You have hooked up with a fulfilment company who will provide hundreds, if not thousands of products with our logo on them. The WSBT receive several propositions a year from companies offering this ‘service’ and we always respectfully decline. We are not a merchandising company. The World Service Office is charged with supplying C.A. items. You are effectively looking to the whole Fellowship to fund your Area and that is not appropriate, as I’m sure you will appreciate. Also, by engaging with a company in that fashion we are invariably endorsing their products. Rather than members making simply Tradition donations it is being suggested that they should support the Felliwship by purchasing OSA merchandise. If they do so…

Following this logic, C. A. should not be selling literature on Amazon! I appreciate the fact that the Trustees decided this was not a good option for CAWSO, Inc, however it was indeed the best option for the OSA and has worked very well for us. A.s an Area with no geographical boundaries it solves the problem of being able to reach our members, wherever they may be.

[6:11 AM, 8/18/2021] Susan B: I will speak to Rich and get back to you.

[3:26 PM, 8/19/2021] Jason L.: Please don’t strike another match in Europe. – I believe this was in response to my response to this question Does rule # 62 apply to WhatsApp groups? Asking for a friend: Always! However, I call them like I see them. That a trusted OSA servant would be chastised and removed from this group by a Trustee for doing his service treads very close to stepping on the 2nd Tradition, IMO. As for the other, it was unnecessary. My apologies to the group.

Other group members do not have a problem with the OSA Store posts:

1. The OSA store has raised over $1000 to help carry the message to the still suffering addict which is commendable. They’re limited with how they reach addicts so WhatsApp groups are a natural channel. What they do is like an ongoing event purely for raising funds (no different to a one off unity day but it’s ongoing with new products being launched). Surely people can scroll past if they’re not interested? People often post the same meeting multiple times but we just scroll past and don’t make a fuss. Really surprised to witness this chain of comments and see someone removed.

2. I think its a load of old bollocks personally. This is a watsap group and people can post CA related stuff if they wish. If it’s not to your liking…scroll on. Its really that simple…surely?

3. Subsequently, a member asked for a group conscience. No action has been taken.

Also, I appreciate Trustee (Jason) L. contacting Rich to add him back to the group. There was more argument and Jason proceeded to block Rich. This post below prevented any resolution.

The OSA Delegates and Chairperson are dismayed that a post promoting other Fellowships would be acceptable when a legitimate C.A. post is not.

We look to the WSBT to offer resolution and guidance concerning this unfortunate (and unnecessary) controversy.

Dear Susan,

First and foremost the World Service Board of Trustees would like to apologize for the delay in responding to your inquiry. There has been a delay in getting all the new Trustees oriented and acclimated and it has resulted in a delay in getting to some of our responses to inquiries.

The group in question in your inquiry was created for the sole purpose of posting European C.A. event flyers. It is merely a message board for this purpose and not a C.A. group. People do occasionally post other items, but they do not do so on such a regular basis, as has also been done on other Whatsapp groups of various World Service Conference Committee business groups. We understand that the OSA have been asked to desist from posting on those groups as well. We do appreciate that occasionally inappropriate items are posted maybe for other fellowship meetings, etc. However, as this is only on the odd occasion and by accident it has not been necessary to request a desist.

The individual doing these postings had to be asked several times by the moderators of all the groups to cease and desist with the postings of the merchandise. When asked to stop by the moderator of the European events group your Fundraising Chair was informed that it was not appropriate content for the forum he was posting on, just as it was not appropriate to be posting on the Conference Committee groups. The moderator offered to discuss the situation privately by WhatsApp, but your Fundraising Chair kept discussing it on the Events group. The Events Group is neither a sales or discussion forum and as your

fundraising chair would not desist, he was temporarily removed from the group. We understand that the Group moderator contacted you directly to try and resolve the matter and it was agreed that if your fundraising chair desisted from posting merchandise advertisements that he would be reinstated to the group. Through discussion via personal WhatsApp between your Fundraising Chair and the Group Moderator it became apparent that he was not willing to desist and the messages he was sending became more and more aggressive at which point the moderator blocked him from his personal WhatsApp.

A question is also raised regarding the memorabilia being sold. It seems to be just common mass market items upon which the C.A. logo has been applied. The WSBT receives multiple requests a year from mass merchandisers wishing to use the C.A. logo, and we always respectfully decline their services, because this we feel is not in the best interests of C.A. as a whole. Areas can use the logo and other C.A. trademarks for memorabilia, flyers, and other printed materials but just using the logo on any merchandise item to make money we regard as inappropriate practice. There is a distinct difference between memorabilia and merchandising items. We do not consider the ongoing sale of merchandise items as a fundraising event. For explanation of this please see item A of the Statement of Policy on page 14 of the 2021 World Service Manual.

Another reason why the WSBT refuse requests from mass merchandisers is that a large proportion of the proceeds collected for each item goes directly to an outside entity. Therefore, detracting from our ability to be fully self supporting through other means more akin to our usual memorabilia and World Service Office practices. This we consider in relation to Warranty 2 of Concept 12.

When the items were being posted it was being said that they were being sold by the C.A. Online store in both the European Events group and the Conference Committee Groups. This is an incorrect representation as Ca.org is the C.A. online store for Cocaine Anonymous and should be the only site referred to as such.

One issue of concern that was raised both with your Fundraising Chair and you is that each Group, District, and Area is supposed to be fully self-supporting in accordance with Tradition 7. We believe it is therefore inappropriate to fund the Online Service Area by seeking income from outside of the Area. We find it hard to understand your statement that the OSA has difficulty reaching out to its own member online.

We also wish to assure you that the actions taken were done at the individual level and not as an action of the WSBT. However, concerns about the merchandising behavior of the OSA had already been raised with other members of the Board.

It’s with a very disturbing observation that myself, a few others and my sponsor I was somewhat in disbelief that they were selling condoms with the CA logo on as well as the 13th step written on them. It’s of my understanding that this is certainly not on the list of merchandise/memorabilia that we are permitted to sell. Amongst other things I believe this was very thoughtless, inappropriate and outside issue and endorsing bad behaviour with 13th step but even without 13th step still not good. I write this so this can be addressed so this is acknowledged and members/committees do not slip into the idea that this is ok. Picture for reference.

However there has only been a response that they have looked at the email. Just for some understanding, are we now just going to let whoever we like or what group we like pretty much do as they wish? Throwing logos on here there and everywhere? My understanding of how this come about was that a subcommittee voted, it was passed but ratified by who was then the current chair of our district. Which we all know is not in our world service guideline’s. I’m not out on a which hunt or do not wish to condemn anyone for what happened as it’s in the past. However my understanding is there is a responsibility to respond to a concern of fellow members with a time frame. I believe this time frame is well overdue. Please don’t let’s this be brushed under

the carpet on hope that it’s going to just go away. I care for the fellowship I have grown into and I have seen that when we compromise such things they exacerbate the problem. I don’t know what you can and can’t do but speaking for myself and others about this has asked a lot of questions about Cocaine Anonymous. I believe we need a response from this and it’s now well overdue.

We sincerely apologize for the delay in responding to your inquiry. The WSBT is responding to the many inquiries we have received while continuing the transition of incoming and outgoing Trustees and getting the new Trustees orientated.

Thank you for your communication. It is clear from your message that you are passionate about recovery and the well-being of our Fellowship as a whole. Currently, the Cocaine Anonymous World Service Manual, 2022 Edition, page 14, Statement of Policy allows the local C.A. District/Area service body the ability to approve the use of the C.A. logo on memorabilia. It is always the hope that the Convention Committee will choose designs/themes which represent recovery in a positive light and items which engage the attending members. In the decision-making process, the Committee and District/Area service body should also be mindful to present the public image of Cocaine Anonymous in the best possible way.

Each Convention Committee and C.A. District/Area is responsible for considering the general membership, and C.A., as they make decisions on memorabilia. Although we may not all agree on the outcome, it does seem as if the committee followed the protocols for approving the memorabilia and granting the use of the C.A. logo.

Please continue to reach out to your local service District/Area with your sentiments and experience. Encourage them to work closely with their World Service Delegates and Regional Trustee to have a more informed decision-making process on the responsibility of using of the C.A. logo and choosing appropriate memorabilia in the future. Dear Dorothy,

We would like to thank you for your inquiry and ask that you please accept our apology for the delayed response.

Cocaine Anonymous (C.A.) is a Twelve Step Fellowship and as such uses an adapted version of both the Twelve Steps and Twelve Traditions of Alcoholics Anonymous. We do so with the permission of Alcoholics Anonymous World Services.

Those adaptations include the verbiage of the First Step and Third Tradition as follows:

Step 1: We admitted we were powerless over cocaine and all other mind-altering substances – that our lives had become unmanageable.

Tradition 3: The only requirement for membership is a desire to stop using cocaine and all other mind-altering substances.

For further details and information about C.A. please visit our World Services website at ca.org where you will find a host of useful information including full versions of our Steps and Traditions.

In C.A. we consider alcohol to be a mind-altering substance and as such for our members to comply with Tradition 3 they are expected to have a desire to abstain from alcohol in any form. In C.A. we have a singleness of purpose rather than a singleness of substance. We hope that this explains our position and clarifies why we will not be asking CAUK to revise the language on its website.

As to the other matters you raise regarding who shares at your Home Group etc, we would consider those to be outside issues and, in accordance with Tradition 10, will express no opinion on them.
