  • Long Term Planning (Jason) 

Jason reviewed his report and the historical context surrounding the idea of creating a Long Term Planning Sub-Committee and Yahoo Groups or other means to support this. Discussed items from the report. 

MOTION:

Motioned to formally establish Long-Term Planning Committee working groups, and to create forums open to interested members to facilitate such work on individual projects of that committee. Seconded.

Discussion. Question was called. Vote to call the question passes by 2/3 majority. Motion Passes with Substantial Unanimity. 

MOTION:

Motioned that the main WSBT Long Term Planning (LTP) communication and document management forum, hosting the main LTP Projects Chart, be restricted access to WSBT Board members only. Seconded.

Discussion. Question was called. Vote to call the question passes by 2/3 majority. Motion failed.

  • International Structure and Development (Suzanne)

MOTION:

Motioned to ask S&B to change the purpose of these committees to:

ISD: To examine structure, trademarks, expansion, development, language issues across our fellowship internationally.

Legal: On an ‘as needed’ basis, this committee investigates the legal implications of any business of C.A. World Services. This includes, but is not exclusive, to copyright, royalty, trademarks and vendor licenses agreements. It is suggested that at least one member of this committee have some knowledge of legal matters)

  • Board Ratification for the WSBT. By secret ballot. 

The WSBT Ratification Process from P74 of the WSM was read out. 

The ratification process of the WSBT was completed. All WSBT members were ratified. 

  • Ratification of CAWSO Board. By secret ballot.

The ratification process of the WSOB was completed. All WSOB members were ratified. 

  • New Proposed Area Report Template. 

Jeannette and Suzanne have worked on the revised document. 

MOTION: 

Motioned that we accept and distribute the revised Area Questionnaire. Seconded. Discussion.

Friendly amendment proposed to remove the question about Delegate attendance at the World Convention. Motion Maker and Seconder Accepted the Friendly amendment.

  • Expense Report Template (Suzanne)

Functionality of spreadsheet cell calculations in the report has been fixed.

  • Need for translation and proofing of Service materials and pamphlets (Kevin)

Dealt with this earlier, but left it on the agenda for future quarterlies. 

  • 1-800 phone number (Jeannette/Kevin)

Jeannette stated that at the PI Summit, there was concern expressed about the non-functioning hotline number. Jason said that he is already dealing with that within the PI Committee on the conference calls. No further action required now, but left on the agenda pending information coming forward from the PI Committee.

  • Trademark draft policy (Anne/Vanessa)

Anne and Vanessa will work on this but it is not ready to be presented tonight. Will be left on the agenda for next Quarterly. 

  • TAL Descriptions (Vanessa/Jason)

Vanessa and Jason had reviewed the documents and found a number of sections that would require amending. During the previous conference call, it was suggested that it would be advisable for the WSBT to look at it and suggest changes or thoughts. 

Anne suggested that this might be something that we could work on online, and bring forward some suggestions as to what to change, add, etc. 

Vanessa added further perspective on this.

Vanessa added that she hasn’t had a dull moment.

It was suggested that the current TAL’s begin working on revising the document and bring proposed changes to the WSBT as a starting point to work from. Agreed to by the TAL’s.

NEW BUSINESS

  • CA Holland costs to translate Step 1 (Suzanne)

Suzanne provided historical context about the previous translation Process in Holland and how the requests for costs came about.

The matter was discussed by the board.

MOTION:

Motioned to ask the office to financially reimburse the Holland Area for the costs required to make the required changes to Step One in their literature in the amount of EU439.29. Seconded. Discussion.

  • Voting at Regional Assemblies and Caucuses (Jason)

Jason provided background about this. They are finding that the current guidelines in the Manual restrict the business to be conducted at the Regional Assemblies. Having discussed it further with other Regional Trustees he has discovered that it could be simply a shorter Assembly to deal with these listed voting items, and then the rest of business could be dealt with as a Regional Caucus.

  • Publication / Document Formatting Guidelines / Signed Royalty Agreements (Jason)

Jason provided background on this matter, and stated that it is currently an item being looked at regarding what is included in the Royalty agreements, looking at formatting guidelines, and other ideas to clarify and standardize the Royalty Agreements and have a document that we can use to provide to areas for correct use of our literature.

Jason and Vanessa agreed to work on this and then bring it back to our board at the next quarterly.

  • WSOB Chair/Treasurer interview questions (Anne/Tom)

Anne explained that these questions need to be looked at and revised. Tom will look at them and put proposed changes to these questions to the Board online.

  • Procedures for reimbursement of non-US trustees (Jason)

Kevin (WSOT) will take to the WSOB to request they use PayPal and the sender pays the fees.

  • Conference Committee Template (Jeannette) Jeannette will take the lead on this.
  • Southern California PI event (Kevin) They want to hold a PI Event here at the conference prior to the conference (over a 2hr period, have 4 one half hour sessions for the media or

invited) They want to have this around noon.

  • WSBT email policy (Jason). Observation is that we should not be utilizing WSBT email address for personal emails regarding birthdays, etc., and sobriety birthdays, etc. – Better to keep this on the What’s App Group instead. It has and does get in the way of conducting business. It was proposed that we remove the automated Birthday Wishes from the email and keep it to business emails.

Motioned that we remove the automated birthday wishes from the email account to keep it restricted to business activity. Seconded.

  • NADCP (Jeannette)

There was an earlier discussion regarding NADCP.

Jason: Used to be an ~$5000 line item for the WSBT to participate in NADCP, then it was turned over to PI. As lead on PI, Jason will take to the PI Committee to request a report from them to the fellowship regarding the merits of participation in NADCP and the value to the fellowship.

  • WSBT PI Subcommittee (Jeannette)

Postponed until the next quarterly.

  • IT Conference Committee item “Printing on Demand” (Suzanne)

Suzanne – It is happening in 5 areas presently, and other areas are interested in it and that is why it has been brought to the IT Committee. Ability for small areas to be able to produce 50 books instead of 500 books would be very helpful. It is a good idea for the IT Committee to continue to look at this.

  • Discussion about Areas infringing on our copyright materials, Including books. (Jason)

Motioned that the WSBT write a letter to Russia to educate them on copyright and royalties. Seconded.

WSBT 2017-1 From Maria K. Northern Alberta Area (Post-Conference)

I would like to see the trustees revitalize the idea of having a non- addict trustee on the board of trustees for CA. I have been a member of CA for more than a decade and this is the first year that I’ve heard that this position is vacant and learned that it has been vacant for 30 years. It’s difficult to fill a position if it isn’t being announced or promoted by the appropriate body. Thank you.

Response:

NO ACTION TAKEN

We continue to get the word out to the fellowship about the position of Non–‐Addict Trustee. This has been discussed again this year on the board. The following are references from the WSM presented here for your information:

(p37) The non–‐addict servant has important professional and/or other valuable skills to benefit the Fellowship as a whole.

(p53) Non–‐Addict Trustee: Non–‐Addict Trustees are from the various designated

Regions. Trustee–‐at–‐ Large: The Trustee will be chosen from the seven regions of Cocaine Anonymous.

Qualifications of Non–‐Addict Trustees:

  1. Willingness to serve
  2. The time and resources necessary for active Trusteeship.
  3. A knowledge of the Twelve Traditions.
  4. A good understanding of the disease of addiction and the Twelve Step Program of Recovery.

(p55) The various Trustee Slates shall be submitted to the Conference for ratification as one of the first substantive orders of business. Each Regional Slate, Non–‐Addict Trustee Slate, WSO Trustee Slate, shall be presented for approval by a single vote of the Conference. The ratification of the Regional Slate also constitutes the ratification of the Trustee–‐at–‐Large designees and the WS Trustee from the Pacific South Region. If there is an objection to the slate, or any individual on the slate, then each individual on the slate will be considered separately.

(p57) Non–‐Addict Trustee:

  1. One or more nominee candidates may be submitted from each Area within a Region.
  2. At the various Regional meetings, nominees will be elected.
  3. The candidates will be submitted to the Trustee Election¬ Committee for qualification.
  4. The Trustee Election Committee will submit the candidates to the World Service Conference for ratification by two–‐thirds vote of the WSC.
  5. The Trustee Election Committee will make its selection from the Conference Approved Slate.

(p54) Non–‐addict Director Trustees shall be persons who are not and have not been afflicted by the disease of drug addiction and who express a profound faith in the recovery program upon which the Fellowship of Cocaine Anonymous is founded.

When a new Area is created – the area is given 3 delegates and 1 alternate. This occurs no matter the size of the starting area. Would it better serve the area if the amount of Delegates are relative to the size of the area? I have heard this discussion amount CA members and thought I would put in the referral for discussion.

WSBT 2017- 3 (Yvette)

From Jay F. Conference Committee Chair/Colorado Area (In Conference)

This is a referral related to the Right of Rotation. I have always been troubled by the fact that at the WSOB level, even trusted servants that serve the maximum six years, can go off the board for two years and then be allowed to serve another term or more later on.

I sent a referral to the WSOB last year who just responded (in its Opening Report) that the WSM provides for “consecutive” terms and that this practice of letting servants come back after a break in service is allowable due to this technicality. I respectively disagree. To me, the right of rotation means that after six years, the person can no longer serve in the same position again ever.

This is how it is at all other aspects of World Service, albeit from Trustees, Conference Officers and even Conference Committee Chairs. To me, this seems to be intellectually and spiritually dishonest. As I understand the Concepts and other writings and practices about the right of rotation, how can this ever be acceptable. Rather than just put forth a motion to change this to S&B I would appreciate please the WSBT weigh in on this. Can the WSB please clarify this once and for all. We will be submitting a referral about this but believe that the Trustees need to give guidance on this important matter as well.

I propose that a defined time period is agreed and documented in WSM

regarding the publication of WSBT minutes from face to face, online and telephone meetings. Time period to be ‘next available delegate mailing or within the following 60 days’. It is challenging as a delegate to stay abreast of progress of referrals to WSBT and enquiries that they are dealing with when we receive these minutes in arrears by two quarters.

There must be a way to ensure that minutes from all meetings are available in the next quarterly delegate mailing to allow for timely perusal and enquiry.


Jason will talk with Jeannette and Anne about this offline before working on a response.

Re the artwork which was at Seattle at the CAWS Convention. There was a large piece of artwork with AA’s logo and AA’s principles and the CA logo in the middle of it, which was right in front of the podium, it was a great piece but had tradition violations. How can this be, please guide us how to prevent this at the World Service Convention level. I have a copy of this art to provide to you

Use this digital repository site for the most up-to-date a reliable history of Cocaine Anonymous. This site is hosted by the C.A. Service Sponsorship Group, which is a member of the C.A. Online Recovery Area and curated by Cocaine Anonymous Archivist, Cameron F. who has been involved in collecting, preserving, cataloguing and presenting the history of Cocaine Anonymous to the fellowship since 2009. Cameron F. is currently the C.A. Archivist and Secretary for C.A. World Archive Committee, Southern Ontario C.A. Area Archivist, Online International Area (formerly the OSA) Archivist and the Online Recovery Area Archivist.
