Kim S.: Motion to approve the following minutes:
- 1002 WSBT Quarterly minutes (I will attach our reports)
- 1002 WSBT and WSOB (Board to Board)
- 1004 WSBT Conference Call minutes
Second by Randy G.
Discussion>
>Robert L: After strict review of all three documents. I found one small error, it is in the board to board sorry for this late correction:
- 1002 WSBT and WSOB (Board to Board) I have one correction page 12 where it says: Robert: We did not have a quorum (should be Tom said it).
>Kim S.: I will make that correction.
>Willie B.: I have concerns with the 1004 conference call minutes pertaining to the motion that was made to replace the DOO, my concern is who spoke for and against. Should this be in there? I believe only the following should be reflected in the minutes.
In this case
Motion made
Point of Information
Motion to table
This puts the “we” in the decision, when we are asked questions during interview, the one question is can we support the group decision, and I know we all can but this information being put out who for and who against lends for division and it takes away from the “we” in decisions and goes more to the I. I believe putting the motion as a matter of record is the correct thing to do, but who for and against is wrong.
>Trevor S.: Are you motioning to table this set of minutes, or are you offering a friendly amendment? Or none of the above? Just want to clarify.
>Willie B.: I thought we were in discussion, but it would be a friendly amendment.
>Trevor S.: Willie has offered a friendly amendment to take out discussion regarding the DOO from the 1004 conference call minutes. Does anyone object?
>Kim S.: On the contrary, the expression of debate (detailed debate has already been removed) in the minutes to the fellowship reflects our ability to honor the process which lead to a “point of information”, and a “table of motion”. It also expresses transparency to some degree. Regardless of the reflection of who spoke for or against, this body has always supported the group conscience. I do not accept the friendly amendment.
>Trevor S.: The offered friendly amendment has been rejected
>Randy G.: Just so I’m clear – after an objection to a friendly amendment is recognized – I think the issue of the friendly amendment is still alive for debate and vote unless it is withdrawn. >Trevor S.: If a friendly amendment is objected to, then it is not in effect. A motion to amend may be made, however. Unless such a motion is made the original motion regarding passage of the minutes is back on the floor, and only debate that is germane to the main motion may be made.

>Trevor S.: The motion to approve the three sets of minutes has passed.
Trevor s.: Just to clarify, although Willie reflected a yes vote for two sets of minutes and an abstention for the third set (conference call minutes), he did change his vote to abstain from all regarding the three sets of minutes. This happened before the outcome was announced, this is within Roberts rules.

Trevor S.: We have a motion by Kim to approve the book sale flyer. Richard has seconded.
Discussion will be until Saturday at noon.
Discussion>
- Joy H.: We need to approve this sooner than that. I call for the vote!!!
- Richard S.: Either an amendment to Kim’s motion stating the timeframe or a roll call to know that everyone is online and reviewed it would be needed.
>Trevor S.: Actually, the motion was made and seconded. The vote was then called for. It is in order unless objected to. It does need to be seconded, however.
>Kim S.: I wish to amend my motion to have discussion open until 9am CST on Thursday, June 17, with voting to follow.
>Trevor S.: If no one objects by your stated time, we will consider the motion amended, and voting will commence.
>Kim S. So has the vote been called, or is my amendment in order, or out of order?
>Trevor S.: No problem. In effect, you have offered a friendly amendment. Anyone has the right to do so. As maker of a motion you may alter it however you wish until the chair has restated the motion. At that point, the motion no longer belongs to the maker, but to the entire assembly.
Where we stand right now is your amendment can be accepted by unanimous consent, however if someone objects your amendment is not in order. If there are no objections by 9:00 AM CST I will consider it accepted by unanimous consent and voting will begin. If there are objections, the original motion stands, unless a motion to amend is made.
>Richard S.: The seconder has no objection.
>Willie B.: In favor of the flyer, good job Kim and yes it looks great.
>Willie B.: At the WSOB meeting 6/10/2010 the flyer was approved, it was stated that the office would develop the flyer, since this flyer is formatted better can this flyer be sent to the office to replace any other version, so it be one flyer going out.
On the other hand, if it was up to the office and WSOB to approve a flyer, I don’t know why it was sent back to Joy, and the task was accomplished, why are we motioning to approve? I was asked to take this to the last WSOB meeting and I did, also gave them the draft of what had been sent to Joy as well as the draft being forwarded to the office by Joy. I am really confused here, I am being charged to communicate something and the very same thing is transmitted to the office by others and the office is responding to the other trustees and not going thru the primary. It is my understanding that Conference Committee work can go directly to the office all other communication should go thru the WSOT. I am only bringing this up concerning the flyer is not to have different versions in circulation and the communication flow.
>Richard S.: Good question Willie, I believed these were two separate flyers.
The first flyer; an area looking for permission to distribute the book sale notification locally.
This second flyer: The office not publishing a flyer (as stated they would in our limited B2B in May) we have modified a flyer for the office to go out to the fellowship.
That was my thought but I could be wrong, mistaken or just following along with the group (it happens) 😉
>Trevor S.: We should all be going through Willie.
>Kim S.: I’m confused…
I believe that Yvette sent an email to Joy, see below…
So, I acted on the request for advice…per the email that Joy posted to the yahoo group.
I was all in favor of the WSO creating, developing, and getting this flyer out…
But additional emails to our group (earlier this last week) indicated that it wasn’t getting done. Dwight created a flyer, and yes it was approved by the WSBT, but then Yvette sent it to Joy for “approval” or “advice”. Therefore I worked on it, cleaned it up. Nothing more.
Conversation about the flyer was on the yahoo group… consider the “primary” “gone thru”. It would appear that all involved want there to be one flyer as well… WE will get it done. Joy
I hope all is well with you.
I’m not sure if you received this earlier, please, if you will, approve or advise so we may possibly include this in the Delegate mailing.
Dwight called me today and asked if this has been approved, I told him once I had your sign off on it I’d let him know.
Thank you for being of maximum service,
Yvette
BTW- Very nicely done!
Lastly…I have additional concerns and feelings, yes feelings, about how there is a lack of…(?) trust regarding the intentions, conversations, and or actions by members of this board when it comes to direct contact with the WSO… I will talk with Trevor about them…

Subject: Donations and Opportunity Drawing
Message: I have two different questions.
1.) Our area is having its convention. Can we solicit from outside sources to donate to the hospitality room, for example Krispy Kreme? Confusion from some members when they see the WSO accepting donations to its office. Please clarify.
2.) Opportunity Drawing. The prize will be a “Coach” purse. Member wants to put “Coach” on the opportunity drawing ticket. Other member believe “Coach” should be left off the ticket. Or maybe not have the purse as a prize.
Please state your position and what traditions we should refer to.
If you need more information or further clarification, please contact me at (314) XXX-XXXX.

Dwanna R.
Response:
Thank you for bringing your questions to The WSBT regarding the matter of donations and fund raising: the questions you pose challenge us in many ways, but as we continue to educate and change we find the answers.
In response to these questions we refer to Tradition 7 and Tradition 6 in all their inherent weight and experience.
Tradition 7 states – Every CA group ought to be fully self-supporting, declining outside contributions.
The WSBT trusts that we all agree about the meaning of this tradition, and yet we continue to see the misunderstanding of this tradition by some members of our fellowship. We also trust that each of us makes informed decisions regarding potential contributions, or donations and that we act in the best interest of the group, district, or area. Those decisions can only be reached through education. Each of us must remain diligent to the potential dangers that can present themselves when soliciting or accepting gifts and donations from outside sources.
Question 1:
1.) Our area is having its convention. Can we solicit from outside sources to donate to the hospitality room, for example Krispy Kreme? Confusion from some members when they see the WSO accepting donations to its office. Please clarify.
Again we refer to Tradition 7, we are fully self-supporting, Cocaine Anonymous does not accept donations and or contributions from outside sources, i.e.: friends, family, or corporations/companies. We feel this is statement enough. We also can draw from the experience and wisdom of AA and their guidelines:
AA Guidelines from GSO
“Self-support: Based on A.A. experience shared with G.S.O., committees have found it best not to solicit for outside donations of any kind. This is in keeping with our A.A. principle of self-support. (This does not pertain to ordinary business negotiations with the facility where the event is taking place.)”
As to the last line of your question, we do not know what you are referencing to “…WSO accepting donations to its office”. If the donations are from members of the fellowship, this would be acceptable as it is not from outside sources, but from a member of C.A.
Question 2:
2.) Opportunity Drawing. The prize will be a “Coach” purse. Member wants to put “Coach” on the opportunity drawing ticket. Other members believe “Coach” should be left off the ticket. Or maybe not have the purse as a prize.
In response to this question we reference Tradition 6:
A C.A. group ought never endorse, finance or lend the C.A. name to any related facility or outside enterprise, lest problems of money, property or prestige divert us from our primary purpose.
We note your indicating to the printing of the opportunity drawing ticket. If we see “Coach Purse” printed on it, this may reflect affiliation either by implication or perception. This could be problematic. On the other hand if the “6th Tradition Disclaimer, “In the spirit of Tradition Six, C.A. is not allied with any sect, denomination, politics, organization or institution.” is also printed on the ticket, this would clearly acknowledge the intention of why the reference is on the ticket; merely informing the purchaser what opportunity they may get if their ticket is drawn. Another suggestion would be just to put that the prize is a “designer purse”.
We thank you for bringing these questions forward. If you or any other member of the Area desires further information or have any questions related to these matters, please feel free to contact us or have them contact us directly. Your
Regional Trustee, Kim Sherwan, can be reached by phone, 847-736-7740, or by email, miknawrehs@sbcglobal.net.

Willie B.: Mr. Chair, I had an opportunity to go to the office today and I have some alarming numbers, so I would like to make a fifth concept statement regarding HFC II being stickered in the US.
RE: the following agenda item on the July 14th, WSBT Conference call, noted below from
the 1007 WSBT Conference Call minutes:2010.07.03 WSOB request reconsideration of “sticker” of all books; to limiting the “sticker” to all international orders only. (Willie) Willie: Motion by WSOB to bring this following motion to the WSBT.
Willie: Motion to reconsider the previous motion by the WSBT, to sticker all of the books. Second by Richard
Willie: Speak in favor, from as business and financial matter here, current stickers allows you to still read it through the sticker, I believe that the spirit of the motion is to lighten the load, I don’t’ believe in two books in our fellowship, it will be prudent to eliminate the current stock of books, I have asked the office how are the books are doing, what is the cost of the stickering of the books vs the cost of the book going out the door, I did not get physical numbers, gathering info off the top of their heads Andrew and Yvette said that he sticker exceed the dollar amount of the book. This is a business decision.
Richard: Speak against, I felt because of other discussion from the UK, that it was mentioned at the UK meeting, would not mind buying at sticker vs unsticker book, I believe our intent is to do the right thing, that is what we wanted to do from the beginning… you can’t read through the sticker the like a news paper… it shows our intent, and our good faith.
Willie: Tom brought up a conversation that he had with one of the AA trustees, in San Antonio when he mentioned the stickering, the reaction of the AA trustee was surprise…he said just sell them, without the sticker, just get rid of the books.
Motion failed. DONE
Willie B.: 5th Concept:
After careful consideration of last night conference call, the motion to reconsider a previous decision of the WSBT to sticker all books, I went into the office today to sign checks and other documents that needed my attention.
I requested a specific breakdown of books left in inventory pricing of the labels and cost per book to sticker.
Dear Willie,
Per your request, here are the numbers associated with the cost for labeling HFC II Books
| Approximate amount of Soft Cover books on hand: | 39,816 | |
| Approximate amount of Hard Cover books on hand: | 11,381 | |
| Approximate Total amount of HFC II Books on hand: | 51,197 | |
| Cost of labels at 50 labels in a package | $14.95 | |
| Labels needed per book are (four) | 4 | |
| Allowing 12.5 books to be labeled at | $14.95 | |
| Cost for labeling per book is approximately | $1.25 | |
| Total cost to label approximate total inventory: | $63,996.25 | |
| The cost of hard cover books stickered as of 2-2-10; | ||
| 52 books at | $1.25 = $65.00 | |
| The cost of soft cover books stickered as of 02-02-10; | ||
| 936 books at | $1.25 = $1,170.00 | |
| Total cost as of 07-15-10 for stickered books: | $1,235.00 | |
| The remaining cost to sticker books on hand: | $63,996.25 | |
As you all can see these numbers are extremely high and not prudent. Let’s break this down even further.
.75 X 63996 =47,997
.50 X 63996 = 31,998
.25 X 63996 = 15,999
Providing we could get label at a discounted rate by the bulk, we would still be in the area of 10 to 15 cents per book.
.10 X 63996 = 6399
.15 X 63996 = 9599
So, this is where we stand at the present, I would humbly request reconsideration of the HFC II books being stickered in the US. It is not a prudent spending decision based on the numbers I have provided.

The meeting was adjourned and I believe you need to make a ruling on allowing a 5th Concept Statement before one can be made.

Subject: H+I/PI compensation / workshop professional workers
Message: Dear Fellow,
CA PI/H+I Holland did get two questions asked by Dutch CA members. Actually, we can’t give these members a proper answer, so we like WSO to ask for an answer.
The first question is regarding the 7th Tradition and H+I/PI: If one of our members has done H+I or PI, and the hospital or institution likes to give CA or the CA member a (financial) compensation for the costs (travelling by public transport or car), are we allowed to accept this? In the past, this situation frequently occurred and we like to give a clear answer to all the CA members who are doing H+I/PI. Our 7th Tradition says: Every NA group ought to be fully self-supporting, declining outside contributions.
Some of our members are saying a compensation is not a outside contribution, so we are allowed to accept money given by the institution.
The second question is about a CA workshop organized for professional workers in addiction care at the CA Convention. Regarding our Traditions, can the PI committee organize such a workshop?
Thanks in advance for your reply and your service!
With warm regards,
Chris
Dear Chris,
Thank you for bringing the 2 matters to The Board at this time, we appreciate your care and concern for Cocaine Anonymous. We will address each question in turn.
- The first question is regarding the 7th Tradition and H+I/PI: If one of our members has done H+I or PI, and the hospital or institution likes to give CA or the CA member a (financial) compensation for the costs (traveling by public transport or car), are we allowed to accept this?
In the past, this situation frequently occurred and we like to give a clear answer to all the CA members who are doing H+I/PI. Our 7th Tradition says: Every CA group ought to be fully self-supporting, declining outside contributions.
Some of our members are saying compensation is not an outside contribution, so we are allowed to accept money given by the institution
Our 7th Tradition states: –
Every C.A. group ought to be fully self-supporting, declining outside contributions.
This clearly states who may contribute and does not go into the details of who may not. According to Webster Dictionary online “compensation ‘is described as the following – b:HYPERLINK”http://www.merriam-webster.com/dictionary/payment”payment, HYPERLINK”http://www.merriam-webster.com/dictionary/remuneration”remuneration <working without compensation>
Clearly the word is understood in general terms as some sort of payment and therefore does not fall under Tradition 7.
To further clarify and expand on this we include an article Reproduced from an early writing by Bill W.
June 1948
Vol. 5 No. 1
Editorial:
On the 7th = Tradition
”The A.A. Groups themselves ought to be fully supported by the = voluntary contribution of their own members. We think that each group should soon = achieve its ideal: that any public solicitation of funds using the name of = Alcoholics Anonymous is highly dangerous, whether by groups, clubs, hospitals or = other outside agencies; that acceptance of large gifts from any source, or of contributions carrying any obligation whatever, is unwise. Then too, we = view with much concern those A.A. treasuries which continue, beyond prudent = reserves, to accumulate funds for no stated A.A. purpose. Experience has often = warned us that nothing can so surely destroy our spiritual heritage as futile = disputes over property, money, and authority.
Our growth continuing, the combined income of Alcoholics Anonymous = members will soon reach the astounding total of $250,000,000, a quarter of = billion dollars yearly. This is the direct result of A.A. membership. Sober we = now have it, drunk we would not.
By contrast, our overall A.A. expenses are trifling.
For instance, the A.A. General Office now costs us $1.50 per member a = year. As a fact, the New York office asks the groups for this sum twice a year = because not all of them contribute. Even so, the sum per member is exceedingly = small. If an A.A. happens to live in a large metropolitan center where an = intergroup office is absolutely essential to handle heavy inquiries and hospital arrangements he contributes (or probably should contribute) about $5.00 annually. To pay the rent of his own group meeting place, and maybe = coffee and doughnuts, he might drop $25.00 a year in the hat. Or, if he belongs to = a club it could be $50.00. In case he takes The A.A. Grapevine he = squanders an extra $2.50!
So, the A.A. member who really meets his group responsibilities finds = himself liable for about $5.00 a month on the average. Yet his own personal = income may be anywhere between $200 and $2,000 a month–the direct result of = not drinking.
“But”, some will contend, “our friends want to give us money to = furnish that new club house. We are a new small group. Most of us are still pretty = broke. What then”?
I am sure that myriads of the A.A. voices would now answer the new = group saying, “Yes, we know just how you feel. We once solicited money = ourselves. We even solicited publicly. We thought we could do a lot of good with other = peoples’ money. But we found that kind of money too hot to handle. It = aroused unbelievable controversy. It simply wasn’t worth it. Besides, it set a = precedent which has tempted many people to use the valuable name of Alcoholics = Anonymous for other than A.A. purposes. While there may be little harm in a small = friendly loan which your group really means to repay, we really beg you to think = hard before you ask the most willing friend to make a large donation. You = can, and you soon will, pay your own way. For each of you these overhead expenses = will never amount to more than the price of one
Page 12 of 16
bottle of good whiskey a = month. You will be everlastingly thankful if you pay this small obligation = yourselves.
When reflecting on these things, why should not each of us tell = himself, “Yes, we A.A.’s were once a burden on everybody. We were ‘takers.’ Now = that we are sober, and by the Grace of God have become responsible citizens of = the world, why shouldn’t we now about face and become ‘thankful givers’! = Yes, it is high time we did!”
Therefore in conclusion – we (Cocaine Anonymous) cannot accept outside donations in any form as well meaning they may appear at the time.
- The second question is about a CA workshop organized for professional workers in addiction care at the CA Convention. Regarding our Traditions, can the PI committee organize such a workshop?

>Richard S.: The response appears to read like Chris’ questions were interpreted;
There has been a format of stating the exact question asked by a member and then our response, I think we should have that format in this response, it is then easier to be certain upon review that we have understood the question and responded completely.
Friendly amendment to replace the interpreted statement with the exact questions asked.

Randy G.: In an effort to begin discussion, I motion to approve AZ legal issue response as attached. Second by Richard S.
- Monday, July 26, 2010 – Randy prior email regarding response Attachments/Legal papers on file with the WSBT Secretary, not posted to minutes due to privacy.
Good morning –
Upon completion of our current piece of business, I need to get the board’s consensus on a current issue that showed up here in AZ over the weekend. Attached is a legal request for records regarding (said individual), who died from a gun shot / suicide in May 200X. There has been a legal firm hired to represent her father in a potential “wrongful death” suit against the municipalities involved and the law enforcement of those municipalities.
In gathering information regarding (individual), the legal firm was informed that (individual) was attending C.A. meetings prior to her death. I believe that the firm is sending these “records request” to any and all organizations of contact with (individual)i. The PDF attached is the request as received in our district’s (SVI) mail box on Saturday morning. The request was not received as a certified letter, but came only in the normal mail. The SVI board of directors and myself were notified of its existence that morning. I met with the individual that picked up the mail and made a copy of the documentation for distribution here. The SVI board of directors have committed to keeping this internal and are waiting direction from us.
Possible actions to take:
- No reaction and no response at all until which time a potential request would be received in a certified letter.
- We respond quickly with a response like the one proposed here. There is a square available on the affidavit tagged “other” that would allow us to attach such a response. My secretary is also a notary and it could be sent back to them in the form requested.
- We engage CA’s legal group or representation to respond to this request and accept the financial costs of doing so.
My personal opinion is that we shouldn’t turn our backs to the request nor is it a big enough issue to spend money in legal fees to just tell them we don’t have any records. But I am only getting this out to everyone for review so that we may address this as soon as our current business on the floor is completed.

To whom it may concern,
Cocaine Anonymous (C.A.) is a non-profit entity created to guide and facilitate 12 step meetings and assist drug addicts and alcoholics to find the 12 step recovery program. C.A. is an anonymous program and does not keep records as to any individual attendance or participation in any of its meetings.
Sun Valley Intergroup Inc. (SVI) is also a non-profit entity created to facilitate C.A.’s efforts in Arizona. It also maintains C.A.’s tradition of anonymity in the meeting structure and does not keep any records as to any individual attendance or participation.
Neither C.A. nor SVI participate in “treating” anyone, nor do we receive compensation or accept responsibility for anyone’s care.
Because of the information above, C.A. and SVI do not have any records or information regarding this individual.
Because of the information above, C.A. and SVI do not have a “Custodian of Records”, but and I am responding to this request as the Southwest Region’s representation on the Cocaine Anonymous World Service Board of Trustees. Chairperson of Sun Valley Intergroup Inc.
Sincerely,
Randy Groen

>Randy G.: I accept the friendly amendment and have attached the revised response for review. (Strike through indicated above, with changes.)
>Nicholas L.: In the response (last paragraph) the writer uses the word “but “. We do not have to use this word; it may imply a negative connotation! I feel “and” may be a much more appropriate when used as a link word.
>Randy G.: Good catch – please consider the grammatical correction as a done deal.

At approximately .55 each, the cost is minimal and well inside their budget. These buttons were done in the past and the feedback was good as to their intent. I was told by members of the current committee that the original idea was approved by the trustees for the H&I committee and the question was posed if permission was still necessary to repeat the action again this year. The button has not changed in its design and with prior approval already historically in place, I would like to tell them to go ahead with the idea if they want to.
Any feedback? With the conference coming up quickly and quite frankly, no foresight on the committee’s part regarding this – they are looking to hear back from us quickly.
just the messenger –
>Trevor S.: I would have no problem with it but that’s just me.
>Kim S.: Thumbs up on this…but Trev… do we need to have it part of the record?
>Trevor S.: I will ask for approval by unanimous consent. I know we already have a motion on the floor, but hopefully ya’ll won’t get too upset with me for allowing it. If no one objects by Thursday at noon we will consider it approved.
>Lawrence M.: I have no problem with it.
> There is unanimous consent in favor, and the committee is free to go ahead.
