Dear CA Meeting Secretary or Concerned Party:
It is important that this letter reach a CA meeting secretary or CA group. If
this letter has come to you in error, please pass it on.
CA is planning the first National Business Conference. This is the first
progress report on the preparations for this Conference. The Conference is
going to be held in San Diego, California on February 7-9, 1986.
The purpose of the Business Conference is to bring together delegates from
all areas so that they may resolve issues affecting CA as a whole. The 4th
tradition provides that each group is autonomous except in matters affecting
CA as a whole. This Conference is the vehicle by which CA’s collective
group conscience can speak forcefully and put its desires for world services
into effect. It is the structure that takes the place of government in CA.
It insures that the full voice Of CA will be heard, whether it represents
the great majority or a minority.
In order to provide a structure for our first conference, which may be
altered by the Conference, we have created a number of temporary working
areas from which delegates will be selected. Please find enclosed a breakdown
Of delegate areas. Each area has voting rights at the Conference. We believe
that in order to be as democratic as possible the number of votes per area is
as follows:
I-9 meetings 1 vote
10-19 meetings 2 votes
20-29 meetings 3 votes
and so forth.

Each area shall determine its number of votes, based on the total number of
meetings. Where there is a General Service Office, they can determine the
number of votes for their area. When there is no General Service Office
in an area, representatives from meetings will determine the number of votes
for that area. If your area’s meetings are in close proximity to each other,
a special meeting can be held. In some areas, though, meetings are many miles
apart and this task will be more difficult. You will have to correspond with
the other area’s meetings by phone or mail.
The next step is selecting delegates. You may go about this process in
several ways:
A. General Service Office selects its delegate(s).
B. Where there is no General Service Office, each group will elect a representatiive. These representatives will then select the area delegate(s).
You will determine whether or not your area will send one delegate for each
vote or one delegate having all the-votes. Delegates’ travel expenses are
Paid for by the area they represent. Your area’s financial situation will
Probably determine how many delegates you will send. Nearby states may want
to Pool their resources and send one delegate representing them all.
We need your participation. For this Conference to happen and so that we
can mail the delegates additional conference information, please send us the
names, addresses and phone numbers of your area delegate(s). In order that
we may communicate with the delegates, we must receive this information before
December 31, 1985.
When we receive your response, we can then send the Conference location details
and agenda to your area delegate(s).
