Minutes of the Meeting of

CA World Service Office Board of Directors

February 28, 2008

I. Opening.  Meeting called to order with the “We” version of the Serenity Prayer at 7:01pm by Chair, John B.

II. Tradition 7 read by KJ.  Brief discussion ensued: Hayward: what is “prudent reserve?”  Earl read from the financial guidelines: “two to three months operating or group expenses.”  Tom: so the real question is “what are each group’s real operating expenses?”  KJ: the “7th Tradition” pamphlet suggests two months.

III. Concept 7 read by Earl H.  Brief discussion ensued.

IV. Birthdays—none.

V. Roll call and Quorum Determined

A. Voting Members Present:  John B. (WSOB Chair), KathyJo R. (WSOB Vice Chair), Tom P (WSOB Treasurer), Teresa N. (WSOB Secretary), Earl H. (WSO Trustee), Hayward H. (WS Trustee), Willie B. (Director at Large), Richard L. (Director at Large),Robin L., Office Manager (no Vote).  A quorum is established.

B.  Board Members Absent: Patty F. (RD&PD)

VI. Guests Present: Sam R., and Kimberly, SFV.

VII.   Approval of the previous meeting’s minutes

A. Motion made by Willie B. to approve the minutes from the 01/24/08 meeting.  Seconded by Tom.  Vote taken.  Passed unanimously.

VIII.   Guest Reports—Sam R.

A. Re: 7th tradition in our area/contributions

1. Our area has received contributions from outside enterprises/private businesses and I am concerned about wanting to uphold our traditions.  I do not feel that accepting these contributions is in line with our traditions.  There is someone that used to be a trustee that says that she has called the WSO and talked to her friend and that she was told that we could do whatever we want.  So I wanted to see for myself.  What do you think?

2. Earl:  First off, I feel that this is not the right body to address this issue.  You have area delegates, a chair, and a regional trustee.  It would not be appropriate for us to send you back to your meeting with “the WSOB said”…

3. Sam:  Thank you for your response.  I have gone to my regional trustee, and to my area chair and vice-chair.  My area voted with substantial unity to accept these contributions.

4. Richard: although I understand your concern with wanting to do the right thing, I also feel strongly about the power of the group conscience and about how God works through the group conscience, and I do believe that everything will work out.

5. Tom: You do have a 5th-step concept right of appeal.

6. KJ: I am very disappointed that an area is willing to just toss aside our traditions for about $300.00.  The WSO has turned down checks for $10,000 from outside

enterprises—even one that was from an organization that was full of addicts–in adherence to the traditions.  Money is not spiritual.

7. John spoke to the fact that although the WSO has turned down direct monetary donations when it did not come directly from a member, C.A. does accept money from corporations and non-members when they purchase our goods (chips, literature, books, etc.)

8. Sam: I would like to see some guidelines or protocol to be followed so that it would be clear.  It seems like this is a hot topic and no one wants to deal with it.

9. Tom: We are working on a fundraising policy in the financial committee at conference and you are welcome to join.  And we do already have the traditions to guide us.  But we aren’t police.

IX.   On-Line Business

A. On Feb 15 Patty made motion to allow registration spending of $2000 USD for neckwallets.  Seconded by Tom.  Passed by substantial unity.

X. Old Business

A. Follow-up on Yahoo Group Organization – next month

B. Effective E-mail program per referral #5119 – next month

C. HFCI 3000 HB & SB – next month

D. Caws 2008 budget change 3200 moved from entertainment and other to memorabilia – next month.

E. Memorabilia spending — remove

F. CAWS: computer on site/auction — remove

XI. Office Report – Robin submitted no report

XII. RD&PD Report – no report – Patty absent.

XIII. Treasurer Report— Tom submitted no report.

XIV. Director Reports

A. Chair—John B. submitted no report.

1. Announced the new D.O.O.—Taffy W.—to start on Monday.

B. Vice Chair—KJ submitted verbal and written report.

1.  Salt Lake City—began inventory of ebay items bought for auction.

2.  WSOB Bylaws Update Project—still in progress.

3.  Assisting Waheedah with this Saturday’s 12X12 workshop.

4.  Will be unable to attend the next WSOB meeting

5.  Will update the referral grid

6.  Thanks Robin for everything she has done during her time here at the WSO.

C. Secretary—Teresa N. submitted written and verbal report.

1. NewsGram—

a. Made a motion yesterday online to approve the Newsgram for print and distribution.  Seconded by KJ today.  Vote taken.  Passed unanimously.

b. Went ahead and answered most of LCF questions…except one..

1.  Are we going to rename the first book “volume one”?  After much discussion about pros and cons, the board felt that at this time it would not be a wise decision.  Due to marketing, cost, copyright, intellectual rights, and several other concerns, it continues to be an important discussion for us.  With regards to an anniversary set/2-volume set, there are other ideas.

c.  LCF Conference call March 8—same day as OC Celebrate Around the World.

d.  Uploaded all WSOB minutes for last 13 months to yahoo group.

2. LCF – Teresa presented a number of questions from the LCF for the board.  Discussion ensued.  Will continue discussion online.

3. C.A. products – met with vendor over past week re: possibility of future business.

4. Thanks Robin for the wonderful work she has done here at the WSO and expresses how much she will miss her at the office, but will look forward to being able to “hang out” with her at conventions.

D. Director at Large– Willie B. submitted no report.

E. Director at Large—Richard L.—no report.

XV. Trustee Reports

A. WSO Trustee––Earl H. submitted written and verbal report.

1. Attended quarterly WSBT meeting

2. Announced new DOO—Taffy

3. Thanks Robin for all that she has done and wished her well.  Don’t say goodbye because she is still with us.

B. WS Trustee––Hayward H. submitted verbal report.

1.  Convention: Wants action.  Wants to see things happen.  Look for some motions to come through online.

A. Have not received any minutes from the committees of this convention.

XIX. CAWS 2009, Denver

A. Received minutes.

XX. CAWS 2010, Milwaukee

A. Nothing new.

XXI. CAWS 2011, Arizona

A. Nothing new.

XXII. New Business

A. RECURSOS – The WSO was contacted by a man from the Dominican Republic wanting literature.  We have advised the Trustee at Large and would like to hear back from her by our next meeting to see what we can do to help her help this man.

B. Motion made by KJ at 10:00pm to extend the meeting past the normal time to adjourn in order to complete business.  Seconded by Earl.  Vote taken.  Passed unanimously.

C. KJ Made motion to have WSO and CA Webservant prepare the current C.A. pamphlets that are translated in Spanish to digital format so that they can be downloaded from the ca.org website.  Seconded by Tom.  Passed with substantial unanimouty.

D.  Next meetings—Next meetings to be March 13 and March 27, 2008.

XXIII. Motion to Adjourn made by Tom at 10: 06pm.  Seconded by KJ.  Vote taken.  Passed unanimously.
