Russell S. – There may be a situation that we may in fact finish today or early tomorrow. A number of you talk extensively about the importance of being on the floor, having been sent by your area to do business, and actively being here, if we break early, we can have the opportunity to break into committee and DO AFTER CONFERENCE REPORTS! It would add some confidence in the support of areas for our delegates, to have those expedited and finished off before leaving the conference hotel. There is no reason we can’t get them started today.

Opening Comments: Your World Service Office Board has been working diligently this past year on the issues and concerns which have come up. We have implemented human resources strategies in

the office. We have now had a year of experience working together and have developed a synergy which is strong and supportive. We each have unique skill sets which complement each other for the benefit of the fellowship. We continue to improve our relationship with the Board of Trustees, insuring a constant flow of ideas and information. Our Ad Hoc Committee, formed after last year’s conference, has worked quickly and decisively on the important issues that arose last year.

IN THE CAWSO BOARD QUALIFICATIONS AND RESPONSIBILITIES SECTION, FOLLOWING THE QUALIFICATIONS AND RESPONSIBILITIES FOR THE DIRECTOR,

DIRECTOR OF CONVENTIONS AND CONFERENCES

  1. Provide contract assistance in bidding, negotiating and then administering the respective hotel contracts for the caws conventions each year as the successful bids are awarded to the various host cities.
  2. Work closely with the host cities in crafting and then circulating requests for proposal (RFP’s) to obtain bids for hotels, as well as for equipment and vendor goods and services as appropriate.

  1. Provide ongoing contract administration of previously negotiated caws contracts for the upcoming caws conventions including, but not limited to, allocation of room nights to WSOB / WSTB / speakers / staff / host city members; review and approval of all banquet event orders (BEO’s) in conjunction with the trustee negotiating committee and WST; review of all contracts to be executed after approval by the WSOB and related execution.
  2. Sits on all active steering committees (as a non-voting member (fa)*) of all caws conventions in the planning stages.
  3. Works closely with the respective hotel liaisons of the various caws conventions for planning interface, room assignments, review of final invoicing, daily charges and signoffs during the convention.
  4. Works with the conference committee when needed to help obtain hotel bids for any and all cities which might want to host the conference, and then is the key contact negotiator with the members of the conference committee to finalize the contracts for review by the TNC.
  5. Serves as an active member of both the world service conference convention committee and the world service conference conference committee.
  6. Works closely with the WSOB to craft revisions to the existing guidelines and manuals to allow for expanded and more robust regional programming and perhaps programming around the ca world hosted/sponsored by the wso..

Trevor S. – Do you wish to debate?

Randy M. – Over the past few years the three world conventions we’ve had have failed to meet the contract requirements. The hotel contracts are very specific and we do not expect the host city to be able to execute same. We require a person with hotel contract skills to assist with

negotiating hotel contracts etc. They can assist on an ongoing basis, ie the room nights, hosting the boards that attend etc.

Jason L. – What is the cost associated with this new position?

Randy M. – Travel costs around $5,000 or less which will be made up with convention proceeds as a result.

Paul S. – I speak in favour of this motion – my compliments to WSOB and ad hoc groups.

Stu E. – Item 4 says “sits on all committees for the convention”, does this include the Steering Committee?

Randy M. – I’m not sure I understand the difference. The new position is there to assist. Whether or not they have a vote can be discussed.

Lucas S.- Point of Order – should changing the WSM be sent through the S&B committee first?

Trevor S. – One second please. Pursuant to SR13, this motion is out of order and you may approach S&B to obtain their blessing first, unless the chair of S&B can advise otherwise. Clayton to the mic please.

Clayton P. – Randy and I chatted about this throughout the year and we are aware of these changes.

Trevor S. – I reverse my decision ruling this motion out of order and this is back in order.

John R. – Thank you. I wasted months in action on this matter in New York. I welcome this decision. I love this, thank you, we need this. It is valuable to have someone in business to assist and this is a wise investment, which is minimal.

Yvette H. – I have a question – will this new director position signing on BEO’s and other contracts?

Randy M. – contracts will be signed by the committee in charge of doing so.

Jay F. – I speak in favour – I have worked with Randy and the committees in assisting with negotiations and putting this into one position is great. Justine K. – I have a question – what is the process of filling this position and does it go out to the director at large?

Randy M. – It will be advertised so that the fellowship knows it is available and will be the same duties as Director at Large.

Jason L. – I was going to ask the same question as the finance committee. Can I defer to the committee to ask the question?

Trevor S. – If that person is Paul S., then yes.

Paul S.- My question is, is $5,000 realistic, where did this number come from and can it be added to this years budget?

Randy M. – We based this on travel and accommodations etc, and has been placed on the budget and we will have to work with finance to assist in getting this approved.

Jay P. – I speak against this motion – I appreciate the spirit of the motion, I think that despite it being difficult to fill this role, but it is unfair to place this responsibility on the Board. The steering committee is assigned to assist in this and we are covered if we follow the process. My second concern is that we would have difficulty to fill such a position.

Stu E. – With respect to Item 4 within this motion – I make a request for Friendly Amendment, as it currently reads, it says sits on all active committees, etc. I request it say “, as a non-voting member.” Randy M. – The Friendly Amendment is accepted.

Wade S. – My questions have already been asked and answered, thank you very much.

Kevin M. – I have a question regarding reporting – I am confused, if this person sits on the WSOB, and on the convention or conference committee and etc., who does this person report to? Bid committee or the trustees? Please clarify.

Randy M. – it is clear they coordinate with the host city and hotel to draft a contract with C.A. and the WSOB once the contract is near complete. Then they would turn to the negotiation committee, reporting to the WSOB.

Tom P. – I speak in favour of this motion- we have a business to run and we need to create a committee to deal with hotel bids. The liability is near $750,000. This needs to be dealt with appropriately and it is not in the guidelines to focus the energy of the current Directors at Large in this direction. The spirit of rotation is a beautiful thing but sometimes it creates a learning curve when too many people rotate out at the same time and this is a move in the right direction.

Duane M. – I speak in favour of this motion. Brilliant. We are at a disadvantage, we need someone who is skilled at negotiating on contracts as this. the money that will be made and saved as a result. We are not a firecracker company and we don’t have the typical business model.

Paul S.- Duane makes my point – my question is, will we add language to include qualifications for negotiating contracts

Trevor S. – We trust the committee to do exactly this. They will not hire a highschool dropout. Does that satisfy you?

Paul S. – Yes

Cynthia C. – I offer another Friendly Amendment- supports all. active steering committees as a non -voting member, as needed Randy M. – I would like to see it say want to see sits and supports . Cynthia C. – Is this a counter Friendly Amendment? Thank you for your cooperation but that is not in the spirit of what I wanted.

Randy M. – we do not accept then

Robby S. – I agree with the spirit of the motion, I do not support the motion as its written as it could become costly to send someone overseas to assist in this capacity.

Vanessa MJ – I speak in favour of this motion – We look at contracts that are coming in, as well as past contracts. The World Service Convention is our major fundraiser and we are losing money on these as a result of not having properly negotiated contracts. We are so dependant on this fundraising. We are on the hook for 5 contracts right now between conventions and conference, we are talking a lot of money. If we don’t make the room night block requirements, we could lose a ton of money. We are not a business and we need assistance in ensuring we are getting what we need in this.

Lucas S. – I speak against this motion. There are too many Friendly Amendments, this motion is poorly presenting and not ready for approval on the floor and it should be referred back to committee. Cynthia C. – I speak against this motion as it is worded. We need someone on the office board to assist with hotel contracts. We had a

Steering Committee assist in this, but to create this new position makes the hotel liaison position redundant.

Bart VDP – I speak in favour of this motion. We are preparing the Holland bid and I was involved in the last 2 years and we have experience in hosting conventions for 400 people but we do not have experience as negotiating for a hotel contract. It will save us money to have someone qualified in this position. We have 4 revised versions of the same hotel negotiation. We had help from someone in the fellowship to assist in negotiating this bid. I speak in favour of this motion.

Jason L. – I apologize if I repeat anything that has already been spoken on – I speak in favour. I sit on the trustee negotiation committee. This is the convention for the fellowship. I am personally qualified in contract negotiation and I can see where someone with more experience could be a benefit to our fellowship. We are responsible for a lot of money which can be better negotiated with qualified individuals. It is a good idea and it is a great starting point.

Rose J. – I speak in favor. In the 90s we didn’t have balanced budgets, it had been all about putting on a party and have the newcomer come in and have fun, because this is God’s work and it always comes through.

Dawn M. – Concept 5

I did not vote on the prevailing side. I raised my hand to be recognized, and I believed to be observed but after waiting patiently in the back I was still unable to speak to my point. The call to vote was allowed after only 26 individuals spoke to this debate. I have seen a debate with far less magnitude much longer debated. The motion itself is part of a much more faceted conversation. It should be noted that there are multiple conflicts, there is not enough of an overview over spending. Director at Large is a part of a spending committee that does not have all of the information available, and there is not enough information regarding these issues. There are way too many conflicts for me to support this and I wish to have spoken to this during the short debate. Thank you for allowing my statement.

Kevin M. – I speak against. I understand the reason why people may reconsider, there are some parts of this which were considered to step on the toes of another committee, but we are past that. I think those parts to be edited and considered may be great, and even the committee may like those parts, but this is all in response to a process problem, and not the actual purpose of the motion.

Michael C. – I speak in favor of the motion, I think this has been a convoluted hour plus, and it should’ve been brought back to the sr14 process at inception. It seems that the floor has a problem with this, so sending to sr14 may solve this problem.

Bart VDP – I speak in favor, I do believe everyone on this floor has a right to speak. I believe there may be new information to hear, and that could affect the vote. I have seen some people on the floor, in line, recognized, and not being given an opportunity to speak in order.

WSOB 2018-3 – WSOB Translation Process – I would like to refer the attached Translation Process document into conference for subsequent editing, approval and publishing wherever the conscience of the conference deems fit. It is designed to be a fellowship-facing document as I am aware that there is already an internal process document.

WSOB 2018-4 – CA Brand Style – I would like to make a referral for the creation and publication of a brand style guide for our fellowship.

WSOB 2019-1 – WSO Treasurer Responsibilities – That the internal WSO guidelines be updated to include under the WSO Treasurer position:

WSO Treasurer is responsible for preparing the “Proposed following year WSO Budget, which is then forwarded to the Finance Committee in March of the current year, for the Finance Committee to review before forwarding onto the Office for the June Delegate mailing.

WSOB 2019-2 – Printing on Demand – The IT-Committee has during the last year has been working on a few issues under this topic and would now, with a warm hand refer this to the World Service Office Board. To clarify we would like to transfer the management of these issues to the WSOB. We do however make ourselves available for any and all questions or help that the WSOB may require.

WSOB 2019-3 – Add H&I Survey to CA.org – The 2018 World Service Conference H&I Committee requests the WSOB place the already approved H&I survey link.

WSOB 2019-4 – That the WSOB give updated info on approved translations, logos, and pamphlet availability to the NewsGram for publication.

WSOB 2019-6 – Financial Support for Biennial Convention – I would like the WSOB to do a financial impact study on the possibility of holding a World Service Convention every 2 years instead of every year as we do now. I have supported this idea for some time now and was moved by the impassioned speech made by the WSOB chair at conference this year. I believe that once the fellowship can see actual numbers we might be able to support this change. We might even see an increase in attendance due to the change. AA does a convention every 5 years and gets 100,000 attendees. While we probably won’t approach those numbers, I think we can more than double our current attendance and also increase attendance at our regional and area conventions as well.

WSOB 2019-8 Digital Purchase of NewsGram – I noticed that the only way to purchase the News Gram is to download and print out the form, fill it out and either fax or mail it back in. Well I would like to be able to click on it, pay online, and have it sent to me (that includes shipping and handling as well). I think even if a person wanted to subscribe and/or renew subscriptions, clicking would be simpler too.

WSOB 2019-10 – Audio Translation into UK English – A member of CA recently expressed an interest in opening a new meeting which was based around listening to a chapter from the audio recordings of HFC

and then asking those present to share back in regards to the story that they had just heard.

A “test” meeting was held to gauge the popularity of this format and there was a majority response; nobody could relate to the stories being read in American accents. For this reason, a request was sent to our European Trustee in an attempt to see if a recording of the HFC tapes could be made using voice actors from the UK and is the reason you are now receiving this referral. If you could please provide some feedback in regards to this request it would be greatly appreciated.

WSOB 2019-11 – Sustainable Keyrings – I have been asked to send in a referral on the subject of key rings / chips and how environmentally friendly our current use of plastic is. Does the current type of plastic used originate from recycled material? Can we switch to a more sustainable material? If we aren’t already looking into this matter is it time we begin.

WSOB 2019-12 – Fulfillment Center Request – I would like to suggest it be possible for the 24 pocket book / pamphlet rack be produced in the UK so as to reduce it’s current price / postage cost to the CAUK fellowship as currently many groups would struggle to afford this item that shows off our life saving literature.

WSOB 2019-13 – Translations for South Africa – South Africa Area would like to request to have the preambles translated into Afrikaans.

WSOB 2019-14 – Referrals to Recovery and Meetings – Please advise how I can direct someone who wants to locate a recovery community and meetings in Monterrey, Mexico that speak Spanish, some English. Is there a recommended meeting for twenty-somethings?

WSOB 2019-15 – Budget Cost Allocations – There appears to be a cost allocation issue on the budgets and P&L’s. Currently the central finance personnel are making the decision on allocations. I would like to propose that all transactions reference the correct budget cost center number. This is of particular importance when anyone is claiming expenses.

WSOB 2019-16 – Google for Nonprofits Account – “Cocaine Anonymous World Services, Inc. create a Google for Nonprofits account, with use of the account limited to the YouTube Nonprofit Program and with a guarantee that comments not be shown on CAWS YouTube pages.”

WSOB 2019-17 – CA.org Language Option – WSCPI Request that the choose language option be added to the current Ca.org website.

WSOB 2019-18 – Google Play Account – Cocaine Anonymous World Services, Inc. create and manage a Google Play Store Account for the purpose of sales/distribution of C.A. World Service Conference approved books, literature, media, and/or other electronic applications.

Hello, my name is Dane S. from the Utah area. I served on the H&I World Service Committee last year and recognized an opportunity for a better way of communicating and disseminating information by using technology on our website to have more up to date contact lists. If we can build out a program on the website that allows us to do our quarterly reviews – which would move all of that information immediately – into one centralized location that only select people have access to it would cut down on workload for trustees and have up to date contacts so we could get information out in a more time effective manner. This can be used for many other things, such as sending out surveys and event information to these point-of-contact within the Fellowship. Please contact me if you have any questions.

WSOB 2017 10 – Publication Information Repository – If this has not already been done, please consider creating a central repository for all information related to the publication of C.A.’s books. This would include source files (from original publishing software, where applicable, as well as PDF and / or “e-book” formats), lists of fonts types and sizes for each element of the book, cover art and colors,

etc. Ideally, this information would be readily accessible to members of both Boards and backed up to multiple secure locations.

REFERRALS THAT DID NOT RESULT IN MOTIONS

WSOB 2018-2 – WSOB Movement of Funds – Create guidelines for movements of funds, from World Service, to European sub committees. At the moment although funds are being made available by World Service the process of moving this money is problematic and unreliable. This could involve appointing Treasurers for World Service European subcommittees?

  1. Currently the unreliable movement of money results in members using personal funds to cover costs. European sub-committee Treasurers would open bank accounts in accordance with financial guidelines and hold seed funds for forthcoming events.
  2. Personal experience: As Euro PI Chair I requested CAWSC PI chair on 27th of January for agreed funds for European PI summit. On 31th we received approval from trustees, On the 1st of February CAWSO got involved and agree to wire the money, On 22th February the extra details were received. On 6th of march 2018 we received finally the funds. The event is the end of March. The former European PI chair had the same experience last year!

Response: The WSOB has instituted a wire transfer policy which will streamline the reimbursement process world wide.

WSOB 2018-5 – That the WSO provide info on who received starter kits for publication in the NewsGram.

Response: This has been done. The referral is completed.

WSOB 2019-5 – Guideline for Financial Reporting – Is the WSOB able to implement a guideline in terms of how many days after the close of a

World Convention final figures would be available so the entire body has the same expectations?

Response: There is no way to determine the timeline for final reports from the conventions as this process requires all invoices, credits and cash proceeds to be received by the WSOB. Much of that data is provided by the hotel or other vendors, and the WSOB has no control over the timing of receipt of these items. This referral is complete.

WSOB 2019-7 – GDPR Compliance – Will conference recommend that the WSO examine and act on the European Data Protection Regulations and amend their data storage procedures accordingly, offering members in the European Region reassurance that the legislation is being adhered to.

Response: The WSOB has worked with the Webservant to insure the ca.org website is compliant with the GDPR standards. The WSOB will continue to monitor these standards in order to insure continued compliance.

We thank you for your patience while we have continued to develop together as a cohesive unit, and better serve the fellowship. Trevor S. – Any questions for committee?

Bart VDP – I have a few questions, 12.5% raise, I do not see them in the motions, I see them in the sr14. I support the raise, but then I have been told it is already done. If it is on the sr14 mailing, why did it not come to the floor?

Randy M. -It is part of the Ad Hoc, the price points that the WSO offers, is up to them. It was regarding our committee support of having items increased in price to alleviate the need and stress for conventions to almost singularly support the WSO financially. This does not go into effect until January 2020.

Justine K. – I have read most of the reports before coming to conference in order to prepare myself to educate my area. I am curious about the DALs it is my observation that not all of them have reports that have been submitted and that at a 5k a pop cost to the fellowship, what have they been doing?

Randy M. – They are sitting on all committee, they bring back to the board the questions and reports as well as following their position requirements.

Justine K. – Let me rephrase, I feel that there have been some gaps within the reports of the DALs to the body of C.A., why is that.

Randy M. – I see, yes, there is some lack of presence of the DALs reports to the delegate mailings. I have been attempting to encourage a stronger presence of the DAL reports being shared in the mailings. Thank you for bringing this up. It is very helpful to have this support.

Bart VDP – I speak for my area against the raise of 12.5%, I bring this up, at our regional assembly, they asked if the board would do every year per a small percentage, building up to 12.5%. I am speaking as a consideration, since the decision has already been made.

Randy M. – We haven’t raised the prices for 10 years, it was time to make an adjustment. It was approved by the WSO. Considering the areas, the referrals with the literature and attempting to ensure that these literature and needs for the areas are diminished by adjusting for it in other areas.

Patrice F. – I would like to make a comment. Seeing the price increase of the cost of items at WSO, all the groups, area and district levels in my area stated that the prices increased would not be supported by the members as individuals.

Randy M. – We are making these adjustments to align for royalties, we welcome a reach out on an individual basis. Pamphlets, etc, could be accessed via PDF and printed on white paper and allow for cost cuts. Jason L. – Regarding the CAWS convention 2024, there were some motions with a consideration in there to move to a biennial convention specifically to suspend the forwarding to the host city of 2024, we will be looking at the bids for 2023 and next year we will look at 2024, will you be interested in bringing this back at the next conference? There is a significant cost to creating these bids. Should we encourage the areas to create a bid for a year that may be decided to not happen.

Randy M. – The office board, Ad Hoc, firmly believe moving the convention to biennial would be best for the fellowship. Honestly, I have to say my bad. We earnestly did not realize we needed more involvement with the Convention Committee, it is a learning curve for me. I think we should expect a bid for 2024, we haven’t changed anything.

Stu E. – Thank you, the question I had was about the motion – what is the actual term of office for the term of the position?

Randy M. – It is the same as the other DAL positions, serving a two year term, with possible two time reelection.

Tammy Lusk – 12.5% increase, we haven’t had an increase in 10 years?

Randy M. – Yes.

Jeannette J. – Motion that the WSOB consider bringing their 4th motion, under. new business.

Trevor S. – standing rule 13 reiteration.

I believe this regards a proper sr14 referral. process. I am ruling this out of order.

Trevor S. – Please refrain to questions only on the conference floor. Paul S. – I think jason brought up a good point, should cities consider putting a bid in for the 2024 convention?

Trevor S. – I will answer this, you are free to bid, as nothing has changed. With the knowledge that this floor can change any of those guidelines at anytime at any conference should it come to committee.

Bart VDP – Is the committee allowed at this moment to bring this motion back to the floor? I think they put the motion off just to help this body. Trevor S. – They took it off, as this chair was about to rule it out of order. As it does not, at further review, meet the standards of sr13. So i will say no.
