SUB-COMMITTEE REPORTS
European PI Sub-Committee (Caroline H, Greg B):
During this conference we have re elected Caroline H for a new term. We as a committee, hope that we can be as productive in this coming year as we were in the last year.
North American PI Summary (Kimberly C, Simonne M):
This year the committee broke down its goals for the year into two categories:
- Outreach to the membership
- Outreach to the public
We have several innovative ideas for both categories:
- Membership outreach
PI starter package which would include a letter to the new PI Chair
Newsgram inserts
PI booth contest
PI flyers inserted into chip orders
- Public Outreach
This year North American PI wishes to focus on the following: support the trustee introductory letter initiative and to follow up on its results
to put an emphasis on outreach to first responders, social workers, fire departments and EMT stations
The 2020 North American Public Information Summit dates have been confirmed. It will be held February 19th – 23rd at the Marriott Inn Down Town Atlanta. This year our theme is “The power of PI” connecting our fellowship to the future.
PI Members Website Sub-Committee (Barry H, Jonathan M, Edward M, Alexandre S):
This year’s objectives this year to assemble PI information in to one central location. Move to Box,
modify links from pi.ca.org as required
Radio and TV PSA’s, find and assemble raw files. Reach out to area and regions to gather available translations
Website template to evaluate and improve template and instructions for easy of use and installation
Page 187 of 208
Website cleanup and reorganization (pi.ca.org), to improve request process with form updates. Check with IT committee for governance and update old information.
Provide the fellowship with document describing best practices for website optimization. Participate in regular committee meeting calls.
WSPI NADCP Sub-Committee (Amanda I):
The 2020 NADCP Conference will be held in Anaheim. We have already been in contact with their coordinator regarding our participation. The deadline for submissions was actually today, but we have negotiated an extension until next week, so that we are able to be considered to present at the event. We have formed a subcommittee of which I am Chair and I am super excited about serving Cocaine Anonymous and making this event an even bigger success than last year, which will be a lofty goal.
PSA Sub-Committee Report (Jonathan M):
We will assemble PSA’S that have already been translated making them available for the fellowship through pi.ca.org. We are hoping to find new and innovative ideas to have these Conference approved materials available for public consumption.
Survey Sub-Committee Report (Jen R):
Currently the majority of members that have completed the CA online survey are from the United Kingdom, United States and Canada. Our goal is to work with the new PI Outreach Chair to reach as many
Page 188 of 208
members, from as many areas around the globe as possible, to get an accurate representation of our fellowship. The best way to do this will be to translate the survey into as many languages as possible. We are currently working on the survey site to add new languages and are happy to report there should be no additional cost. The results of these surveys are an invaluable tool for Public Information Committee.
Outreach Sub-Committee Report (Gabriel R):
This is a brand-new committee formed at the conference. Our purpose is to make sure every area and district has access to all the PI materials and information they need to grow our amazing fellowship. We have goals that include promoting the poster campaign within the fellowship, explain to the areas and districts the purpose of the survey to increase its reach, connect the PI chairs with customizable templates and WSC approved posters available in the PI library (www.pi.ca.org), and make sure we keep the fellowship abreast of events and activities by updating messaging groups.
Helpline Sub-Committee Report (Edward M):
Objectives:
Define the requirements and needs of the CAWS helpline. Research options that meet requirements of the CAWS helpline. Present proposals to the WSOB for a CAWS helpline that meets the requirements.
Provide assistance to areas/districts in setting up and maintaining a helpline using best practices.
Participate in regular committee meeting consolidated calls: Members Area, Helpline, PSA.
COMMITTEE WORK THAT RESULTED IN MOTIONS
- MOTION: To approve the male version Escape Cocaine Poster.
Debate?
Phil H. – we talked about the posters during area assembly, i feel as though i may feel differently from the rest of the assembly, they felt against approving the blue/pink background of a poster. but i am just simply speaking for them
VOTE for 151 / 4 against
- MOTION: To approve the female version Escape Cocaine Poster.
Debate? none.
VOTE for 148 / 4 against
- MOTION: To approve the use of a YouTube channel to be administered by the WSCPI Committee for posting of previously
Page 190 of 208
Conference approved Public Service Announcement (PSA) videos and other Public Information materials developed for public consumption.
Debate:
Jonathan M. – YouTube privacy set up is different than most social media. The privacy set ups are COMPLETELY private. there are no likes, no comments, no subscription tracking. this channel is first and foremost only for CONFERENCE APPROVED psa/video channel for sharing opportunities within or without the fellowship and will not create an affiliation to the fellowship.
Tom P. – I am super excited about this.
Justin C. – I speak against. If this can be administered to a facet that we can connect the video to the website. I think this administration of this youtube website is better left to the WSOB and a lot of details. I feel a lot of questions that would arise would be better answered by the wsob
Wade S. – I am really excited about this, as it stands, I speak against it. I think that we can better manage this. in terms of putting PSAs out there, because it is C.A. about overwhelming control issues being referenced regarding support our trademarks around the world. I love the stuff I see and we are doing, but I would love to see more, I speak against, but I support the direction.
Rick K. – Question, I am not very experienced, when i look or see things on youtube, I see an add. Is that applicable?
Jonathan M. – Ads are linked to longer videos. I have never seen one in regards to these videos.
Zach A. – I have similar concerns of monetization of these videos. I would like more detailed information about the entire project. this treads a fine line of traditions.
Melissa L. – I also speak against. although I am very excited about it, and the gents before me touched on why. My concern is that youtube videos, once they are out there, I am concerned that you can you download/repost to other spaces.
Tom P. – In favor, I don’t understand all the technical stuff, but I know if someone were to paste a poster in a problem area, and they were to rip it off and it ends up somewhere else, then it worked! I got to see the ones from south africa, and they gave me goosebumps i speak in favor.
Clayton P. – I speak against. for the untrained people on the internet, if they don’t know how to search, they look up C.A. and there is a lot of misinformation, tradition violations already. I know you can download stuff straight from youtube. but idk that this is the best way
Page 192 of 208
to do this. I think how your committee has already managed this is a better solution. I don’t feel that this is proper.
Kevin M. – I am going to speak in favor, although i could speak against. Twenty years ago we were here with the internet, and here we are again. PI discovered that it was a cheap way to get information out to people. it became a project of the WSO, i do not want to squash this attempt, so I will speak in favor. I suggest you communicate with the WSO about the problems you may be experiencing, become more structured and take another approach, running it out of committee is going to prove a problem as it did years ago.
Ian Y. – Favor, the history, the book. I have been at this conference since 2005, we’ve tried various things with all media and the WSOT and such are just not down with the kids, man, we are still trying in PI to try to reach out, and the membership is young and vibrant, and closer to the newcomer than the board levels and trustee levels. the youth of today are using these tools., everything s on their phone. let’s not throw this back to the office, let’s have trust, hope, faith and courage that the PI won’t break traditions and go for it guys. we are like 10 years behind. I speak very strongly to this. it’s VERY EXCITING STUFF. thank you.
Henry A. – I speak for the motion. This seems like a pretty good way to get out to the public. We’re not trying to hide this. All the people in
Page 193 of 208
this room are dedicated to this fellowship in every breathing moment, right? But this is what we want out there. if we need to fix it, maybe have the office board have something to do with it. see how we should do that. this is good, should not be complicated.
Stu E. – did you guys consult with the wsob on this?
Jonathan M. – no we did not
Barry H. – This is worth noting, in favor, our sister fellowships have been using this technology for a long time. I have people in my area and district are starving for this information and material. Its time.
Deborah G. – question, if i was to go on youtube to look at this, once i look something up I can subscribe to that station, can anyone just subscribe to it?
- yes, it is a private subscription, no one else can see your subscription.
Lucas S. – call the question.
Trevor S. – non debatable.
VOTE # 55 for 144 / 14 against
MOTION: To approve the use of a YouTube channel to be administered by the WSCPI Committee for posting of previously Conference approved Public Service Announcement (PSA)

videos and other Public Information materials developed for public consumption.
VOTE # 56 for 135 / 23 against.
Motion passes with substantial unanimity
Trevor S. – We are now 12 minutes away from our scheduled time.
Stuart J. – Motion to extend to PI finish.
Kevin M. – parliamentary inquiry which remain?
Trevor S. – Conference and Finance.
Motion to extend session until PI finishes their report
VOTE # 57 for 133 / 27 against
5th concept statement regarding Motion vote on YouTube channel. Justin C. –
It’s a great idea, but to just hand over the responsibility without care as to the issue of not having any cognizance of the importance of the right response and the concern that needs to be taken. The other sister fellowships administration of their channel is done by their office board. This committee is great at making content but does not administer our items, it is careless to have them administer this channel.
- MOTION: To approve the Public Information 2019 Fact File. No debate.
VOTE #58 for 154 / 3 against
- MOTION: To approve the Letter to the Professionals template. No debate
Vote # 59 for 145 / 4 against
- MOTION: To approve the “All Mind Altering Substances” Banner/poster.
Point of Information,
Cynthia C. – On another matter there was a discussion about something being formally referred, I did send a referral to add oxy to the spiral, and I would appreciate a response.
Stuart J. – What we have, in our discussion, we know that this template works, we can choose per area what kind of substitute you like. it is a template that would be adaptable for your area to cater to the specific demographic for your area’s needs.
Cynthia C. – So I could in essence, order it, like that?
Stuart J. – yes.
Tye S. -Question, I love the poster, is there any trademark concern for printing certain trademark names of drugs ie valium?
Stuart J. – Not at this time that we know of, we will research.
VOTE #60 for 135 / against 16 passes
- MOTION: To approve the CAWS Public Information Summit

- MOTION: To approve the PI Rocks Presentation.
no debate
Vote # 62 for 149 / 7 against
- MOTION: To approve the Guidelines for Presenting at Schools and Young Persons Forums.
debate
Dawn M. – Can I ask about these guidelines and handbooks and such, where are these guidelines going, or is there a portfolio of guidelines.
Stuart J. we are not inputting anything in the guidelines at this time. they will be available on pi.ca.org and once we do the rewrite, they will be motioned to be aligned in the handbook and presented as a whole.
No further debate.

REFERRALS THAT RESULTED IN MOTIONS
None
REFERRALS OR ITEMS TABLED UNTIL NEXT YEAR; AND ITEMS THE COMMITTEE WILL CONTINUE WORKING ON THROUGH THE YEAR
PI 2019-1 Dawn M. CA UK Area (Post-Conference)
Please create a ‘monitor/report’ to be published prior to WSC 2019 to provide the fellowship at large through the body of the conference, information in respect where throughout the world the PSA’s are being broadcast and the potential reach/catchment/demographic of the audience for each individual broadcast platform.
This is information which is critical to inform any future deliberations regarding the concepts or development of further PSA’s.
Response: This is still in committee and will need to be discussed in the off season.
PI2019-2 Jessi G. SCTA Area (Post-Conference)
South Central Texas Area now includes other cities in addition to Austin, San Antonio, and Kerrville. Could you please add these cities
Page 199 of 208
(see attachment) to the Customized Materials (look for your Area) page of the website? (see attachment which went with this referral which the Committee has)
Response: Yes, the committee will add the requested information.
PI 2019-3 Dawn M. CA UK Area (Post-Conference)
In the interest of clarity for interested members and of course with respect of our 4th Tradition, please consider renaming your PI workbook on CA.org to a naming convention which reflects its purpose
- World Service Conference Public Information Committee Guidelines. Thank you for consideration of this referral.
Response: After discussion it was decided to hold off until next year, a new Handbook/Guidelines will be written.
PI 2019-5 From David J. Germany Area (Pre-Conference)
Would the Conference please consider and ratify the attached poster for use as Public Information in the German Area?
The poster reads:
(Top right) Do you have a problem with Alcohol or Drugs?
(Lower right) We did too.
(Bottom center) Were here and were free (Trade Mark)
The image includes the German Logo and the words Cocaine Anonymous.
Our Area helpline number and email contact address.
Image available to use under CC license 2018.
We should plan to make the poster available to groups in either A3 or
A4 sizes.
Many thanks
Response: Having considered by committee, we believe it would be best if the poster be available to the whole fellowship. Proposal was made to take the poster forward as a template to be used across World Public Information.
PI 2019-6 From Troy N. Colorado Area (Pre-Conference) Create an Area/district manual on what CPC does and is.
Response: Will be addressed in the Manual revision/rewrite.

PI 2019-07 from Amber H. West London District UK (In-Conference) -received June 2, 2019 after the SR14 deadline
Add tradition 6 to all PI posters (orange , Green. Black &white etc )that have box on for meeting details(As we have no control over what people write in the box! Could cause Affiliation !)
Response: This was discussed at length during the North American PI Summit. This will be taken to committee and will need to be discussed off season.
PI 2019-10 From Kelsey S. Ohio Area (In-Conference)
There are several posters that have lines of Cocaine going down them. Two things about the posters.1)The posters are too graphic. 2)If we are trying to promote “all other mind altering substances” these posters don’t do that.
Could we have to same posters without the lines on them?
Response: Still in committee and will need to be discussed. Point of information: There are a number of posters that have artwork that is less graphic. Please visit pi.ca.org to view the full approved material.
PI 2019-11 From Susan B. OSA (In-Conference)
Consistency in carrying our message of recovery is in service of our common welfare. I respectfully ask that ALL event flyers, reports, minutes, and other PI materials be vetted and use the block letters C.A.
correctly. We look to you for guidance and assistance in the attraction to our Fellowship.
Thank you for your consideration. CA = The abbreviation for the State of California.
Response: This is still in committee and will need to be discussed in the off season.
PI 2019-12 From Susan B. OSA (In-Conference)
That the WSC PI Committee separate its Committee Guidelines from the PI Handbook. The PI Handbook was named specifically to assist Districts and Areas in fostering ideas and best practices for doing C.A. Public Information. Thanks for your consideration!
Response: We have created a sub-committee within PI to look into this issue. This will be discussed in the off season.
PI 2019-13 From Susan B. OSA (In-Conference)
That the PSA subcommittee provide poster templates conducive to being branded with information for use online. The current poster configurations do not support OSA needs. Thank you for your consideration!
Response: This is still in committee and will need to be discussed in the off season.
PI 2019-14 From Susan B. OSA (In-Conference)
That the PI Committee revive the movie theatre PSA project. There was progress on this some years ago but it has gotten lost in the current body of work.
Response: This year, the budget has already been approved by committee and submitted to finance, so it will not be included during this year due to budget constraints. We will discuss the options of the project during the off season.
PI 2018-10 Drug Court in Canada –
It looks like you’re doing a lot of work with Drug Court in the United States and I wanted to see there has been any effort put into Drug Court in Canada and if not could we look into making some efforts to start reaching out to Drug Court in Canada.
Response: Ongoing and still in committee.
REFERRALS OR ITEMS REFERRED TO OTHER COMMITTEES; WORLD SERVICE OFFICE, OR BOARD OF TRUSTEES
PI 2019-08 From Tyler W. SCTA Area (In-Conference)
Hello my name is Tyler W. and I’m an addict I’m currently working with a sponsor and have 20 days and was wondering what the stipulations are on chairing meetings or starting meetings do you have to have a certain amount of clean time and how far do you have to be in the steps
Page 204 of 208
before you are allowed to open a meeting like I said I am currently working the steps and want to help carry the message but unsure of what steps I need to take to go about doing this or if I’m even allowed to at this point in my recovery feel free to text call or email me with any answers you may be able to find out for me thanks for your time and help I look forward to hearing from you Have a blessed day.
Referred to Structure & Bylaws
REFERRALS THAT DID NOT RESULT IN MOTIONS
PI 2019-4 Thomas W. Arizona Area (Post-Conference)
In the media portion of your conference presentation, there are a couple of ads with the tagline “is drugs or alcohol…” I believe it should be edited to either:
Are drugs or alcohol…
OR
Is drug or alcohol use…
Thank you for an awesome report and your good works!!!
Response: After discussion it was decided this is referring to an older version of the pink and blue Escape posters. The posters online are already correct and area in the SR14 as motions #1 and #2. No action needed on this referral.

Trevor S. – Questions for the committee?
Wade S. – Thank you to PI. Earlier on in respect to a previous motion. The board is here to support you. When I mentioned that the board was here to be in support of these initiatives in anticipation of creating a collaboration of effort. My question is in the same spirit of

Ian Y. – Recently there has been a PI survey, when do the survey results get published?
Stuart J. – I have the number, 1830 people have taken this so far. increased from last entire years total. that was accomplished through outreach and used to compile the fact file.
Ian Y. – That seems like a really good way to get this information out to the members, there’s an organic network, would it be possible for PI to liaison with the newsgram editor to distribute the information to the areas?
Stuart J. – We have a PI corner we are working on and are seriously trying to work alongside them. We have been putting them out digitally, but we would love to do this. absolutely.
