Daily Summary Wed. August 31, 2016 Opening Session

Tony D. – Conference will come to order at 7 pm PDT. Good evening and welcome to the 33rd World Service Conference of Cocaine Anonymous. Please join me in the Serenity Prayer. Melissa W. from CO will read ‘Who is a C.A. Member?’ She is not available at the moment. Deborah G. volunteered to read it.

Tony D. – Thank You. I’ve asked Shelby from Washington to read the 12 Traditions.

Shelby D. – Read the 12 Traditions.

Tony D. – Thank You. I’ve asked Carl from California to read the Concepts.

Carl W. – Read the Concepts.

Tony D. – Thank you for volunteering. I haven’t been here for all of them, but I think this is number 17 for me. This is where the fellowship is represented. We are now going to proceed with roll call. Please limit side conversations during this process. Once roll call is done, we will make a seating chart. This is where you will sit for the duration of the Conference. Please be recognized, then come to the mic to make motions. Let’s start roll call on the left side of the room. . . . . . . . .

Tony D. — 149 votes, quorum is 100. Jay or Susan, do you have any announcements? None. Last year we did electronic voting. Due to shipping issues, we cannot vote with the clickers right. If they get here in time, we will try to implement them later in the Conference.

Tony D. — Goes over voting process. No one can carry more than 2 votes. Quick announcements, make sure you are using approved tape to cover the cords. Supplies on the dais are for our use, please do not use them. Do not approach me during the session, please go to Trevor with question. Will try to take breaks in a timely manner. Please stay on the floor as much as possible. Give all necessary info of full name, position and number of votes every time you speak at the mic, adjust the mic as needed, don’t be afraid to adjust it as needed. Cell phones need to be turned to silent mode. If you have something that has to be distributed on the floor, it needs to be Conference approved by Trevor or myself before it goes out. Do not post anything about this Conference on social media. Parliamentary inquiry can go to the mic without being recognized by myself or Trevor.

Howard J. – Question about the three area petitions. If those are approved, will it change the votes? Tony D. – Yes and we will address the votes at that time.

Trevor S. – Thank you for allowing me to be of service. Reads from the World Service Manual on Robert’s Rules of Order.

Tony D. – We can use these Robert’s Rules inappropriately, please don’t. You need to be recognized to speak at the mic. The monitors create blind spots and I might not see you right away, please work with us. On page 72 of the World Service Manual are the exceptions to be recognized. Only members may make/discuss motions. (Reads info from the World Service Manual.) If this is your first conference, we will help you with these rules. Don’t be intimidated to ask questions. We have all been new to this process. Referrals need to be turned in by tomorrow at noon to be considered at this conference. World Service Manual will trump Robert’s Rules of Order. The

theme this year is Unity Strengthens Our Community. New Area Petitions are up. First is the Texas Area.

Jay P. – Motion to have Texas Valley merge with the South Central Texas Area. Seconded. Tony D. – Do you want to speak to motion?

Jay P. – They are asking to become part of the area for stability. This will allow the small fellowship to rebuild and better have a voice. Texas Valley is a very small fellowship. This is a very remote area and have not been represented at Conference for several years. Tony D. – Any debate? Prepare to vote. Motion carries unanimous.

Tony D. – New Area petition for Antelope Area, CA. Who is going to speak for this petition? Duane M. – Motion to accept the former Antelope Valley district as an Area of Cocaine Anonymous. Seconded.

Tony D. – Do you wish to speak to the motion?

Duane M. – Geographically, this will be helpful to be an Area as they are 90 miles away from the current Area.

Tony D. – Prepare to vote – Motion passes unanimous.

Tony D. – Next is the Central District of UK petition.

Sarah T. – Motion for the Central UK District to become an Area. Seconded.

Tony D. – Do you wish to speak to the motion? Any debate? Prepare to vote – passes unanimous.

Tony D. – CA London District petition.

Suzanne V. – Motion for CA London District to become an Area of Cocaine Anonymous.

Seconded.

Tony D. – Do you wish to speak to the motion? Any debate? Vote – passes unanimous.

Tony D. – Utah petition

Rob W. – Motion to approve the St. George geographic area of Utah to move to the Southern Nevada Area. Seconded

Tony D. – Do you wish to speak to the motion? Debate? Vote – passes unanimous. *****

Tony D. – Going back to the quorum, if any of the new areas have delegates, please go to the mic.

Tony D. – New vote count is . . . .

Kevin M. – Parliamentary Inquiry – Wondering if any of these newly recognized delegates who now have votes already had votes and if anyone had votes reduced?

Tony D. – No, they did not have votes before the motions were made and I am not aware of anyone who had a vote reduced because of these changes. Tony D. – New vote count is 155, new quorum is 103.

Jay F. – We need to elect a new Conference Co-Secretary as Deborah W. had to resign.

Trevor S. – Reads requirements for position of Conference Co-Secretary position. Tony D. – Thank you, Trevor. Any volunteers or nominations?

Kevin M. – Point of Order, there is no motion on the floor, we simply voted to suspending the rules and go out of order.

Tony D. – For a situation of this nature, we have not done that in the past.

Heidi J. – Nominate Vanessa J. from Illinois. Vanessa accepts the nomination.

Darlene L. – Nominate Beverly M. Beverly accepts the nomination.

Dana V. – Nominates Maria K. Maria accepts the nomination.

Tony D. – Candidates, please come to the mic to present brief qualifications.

Vanessa J. – provides qualifications.

Tony D. – Thank you. Please have the candidates leave the room. Clarification, votes is 154, quorum is same.

Tony D. – I need 2 non-voting members to help count the votes. Raise of hands for vote as each candidate name is called.

Tony D. – Please call the candidates back into the room.

Tony D. – Thank you for being willing to serve. Congratulations to Vanessa, you are our new Conference Co-Secretary. Did you carry a vote? Vanessa – No.

Tony D. – Next up is the Trustees report, but we will break until 8:30 PM.
