WORLD SERVICE BOARD OF TRUSTEES REPORT

INTRODUCTION AND OPENING COMMENTS:

On behalf of the WSBT, I would like to thank the fellowship of Cocaine Anonymous for allowing us to be of service. Once again, we as a board have had

a very busy year. Our goal is always to serve C.A. in the best way possible, and I can assure you our level of work is such to meet this goal. In this regard, it gives me great pleasure to at this time report that the WSBT, as a whole, were under budget this past year by $3914.00. I would like to thank the board for this, and add a special thank you to those members who allowed us to stay with them, took us to meals, and helped us keep costs down as much as possible.

We as a board continue to evolve. Learning from our past members has helped us to streamline our procedures. Additionally, we have newer members to keep thinks lively and interesting. We remain open to new ideas and ways of doing things, and although meetings don’t seem quite as strenuous as I remember in the beginning, we are still turning out our work at a high rate. We continue to answer countless inquiries from you, the C.A. fellowship. We also had several referrals from last year’s conference, and they are all responded to further into this document. I would, however, like to make special mention of one in particular. The WSBT is pleased to announce that as a response to referral 6140, the completion of a comprehensive document that outlines for the fellowship the duties, job description, and structure of the board. I would like to point out that it contains the following disclaimer:

As we are sure you are aware, at last year’s conference, some lengthy discussion took place regarding the use of the modified version of “How It Works”. The WSBT spent hundreds of hours to this issue. Emails, conference calls, and quarterly meetings were all used to try to reach a solution. The

following two letters were composed and approved by the WSBT to clarify our findings, and inform you of the outcome of our process.

A.A.’s “How It Works” and Cocaine Anonymous

It has been a long standing tradition in C.A. to read “How It Works” at meetings, conventions and events. Many of us grew up with it, so to speak, and feel a great devotion and love for the fellowship of A.A. We owe a great debt to them for showing us the way, and allowing us to learn from them. It can truly be said that without A.A., we as a Fellowship would not be where we are today.

Over the years, as part of our growth, C.A has borrowed and adapted several readings from A.A. The 12 Steps and 12 Traditions have been gifted to all fellowships, to alter as needed. The only thing A.A. has asked of any 12 Step Fellowship was to give the credit to them for the original version. “The Promises”, “A Vision for You”, and select other readings have been borrowed as well. Almost always, we use them in their original format, completely unaltered. The exception has been “How It Works”.

As long as most of us have been around, the C.A. version of “How It Works” included the word “cocaine” instead of “alcohol”, as well as the alteration of the “3 pertinent ideas”. Somewhere along the way, we in CA thought that we had been granted permission to do so. Some old-timers assured us that verbal permission was granted, while others were sure that a written copy of such permission was out there somewhere. Events set in motion at the 2008 World Service Conference led the World Service Board of Trustees (WSBT) down a path to find a copy of this permission. After many hours spent diligently searching in every location we could think of, including the World Service Office (WSO), several past trustees’ files, and other long standing member’s personal archives, the WSBT had to face the facts that we did not have any record of A.A. granting us the rights to alter any readings.

The question became what we could do to make right the situation we found ourselves in. The WSBT approved motions to address the situation. The first motion was to cease publication and distribution of any material and or literature containing “How It Works” in any medium. The second was to have the Trustee At Large investigate as to whether or not we have permission to re-print with redistribution (all media) of other AA literature/phrases…i.e.: “The Promises”, and “A Vision for You”. The next was to have the WSO set up a meeting, face to face, with AA to address the problem and ways to solve it, make amends, ask forgiveness, and how we can make further restitution. A record of the meeting via minutes should be distributed to the World Service Office Board and World Service Board of Trustees. The meeting will include the local Regional Trustee.

This meeting has now taken place, and we have received an answer from Alcoholics Anonymous.

The WSBT would like to thank Alcoholics Anonymous for their graciousness in these matters. They were happy to meet with us, and discuss the situation. The meeting was attended by John K. – A.A. WSB Chair, Valerie O. – A.A.

Publications Director, Phyllis H. – A.A. General Manager, Tom P. – C.A. WSOB Chair, Trevor S. – C.A.WSBT Chair & PNR Trustee, and Robert L. – C.A. ANR Trustee. The entire matter was discussed at length, and much was said regarding the spiritual aspect behind what we as a fellowship were trying to accomplish. Our desire to do the right thing was acknowledged, and appreciated.

During the meeting, it was expressed to us how important it was for them to preserve A.A.’s purity of message. As a fellowship, they have a desire to help other fellowships, but they must look after their own house first, as do we. As a result, we have now received written permission to continue to use all our current readings borrowed from A.A. They have asked, however, that we use them as originally written, unaltered in any way and that we include a disclaimer supplied by them as well.

One of the other topics was our current inventory of HFC II. With, appreciation of our request to this fellowship, Alcoholics Anonymous has approved our selling the remaining inventory of HFC II in the United States. We have a large quantity of books, approximately $45,000.00 worth of inventory, and every copy contains the altered version of “How It Works”. During the meeting, we discussed ways to liquidate the supply, without undo financial hardship on the fellowship of Cocaine Anonymous. There were some ideas, but none that seemed entirely feasible. We are eternally grateful to AA for the program of recovery and their willingness to help us work towards a solution to this situation. Books are now going back out to the fellowship, and the message continues to be carried via this important tool. Unfortunately, out of respect for their wishes, future printings of HFC II will not contain “How It Works” in the altered format, if at all.

The WSBT started working on informing the fellowship of the outcome of this process. It was at this point, however, that a newly presented letter, addressed to a long term member, and dated November 29, 1990, was brought to our attention. We wish to assure the fellowship of Cocaine Anonymous that we will diligently pursue further the impact this document may have on the process.

As the fellowship of Cocaine Anonymous moves forward, we will realize that this outcome only helps us in our growth. Developing new readings, books, and other materials will strengthen us, and provide tools we can use to carry the C.A. message. We will never forget where we came from, and just how important A.A. and the “Big Book” have been to our development, but honoring them and their

HOW IT WORKS

The World Service Board of Trustee’s would like to thank the fellowship of Cocaine Anonymous for allowing us to serve. We are always mindful of our role, and strive to fulfill it to the best of our ability. We have had some trying times over the last year and a half dealing with one issue in particular, the use of “How It Works”.

It started at the World Service Conference in 2008. The Literature, Chips, & Format committee brought forth a motion to change some language in the CA version of “How It Works”. This brought up the question as to whether we had permission to use the reading in an altered state. At the time, we were told that we did in fact have permission, in writing, to alter and adapt “How It Works” as we saw fit. In our due diligence, we asked to locate and have ready on file the permission in question. After many hours spend searching the World service Office, members own personal archives, and anywhere else we could think of, we simply could not locate any document granting us permission to alter “How It Works”.

The WSBT, at that point, set out an action plan to deal with the matter. We stopped the sale and distribution of any literature containing any altered AA readings. We expanded our search for any documentation granting us permission to use any material borrowed from AAWS. As well, a meeting was set up between Cocaine Anonymous and Alcoholics Anonymous. The meeting took place in New York City on September 17, 2009. It was attended by three members of AA’s World Service Structure, as well as Trevor Scheible (WSBT Chair), Robert Lyle (Atlantic North Regional Trustee) and Tom Phelan (WSOB Chair).

The agenda of the meeting consisted of an overview of our history as a fellowship, and the progression of using AA literature. We put forth the CA fellowships desire to continue to use “How It Works” in its altered state. We left the meeting with their thanks for coming forward, and having the matter decided at their next board meeting, which took place that weekend.

The decision we got back was not what the fellowship was hoping for. AA had asked that we not use any readings in an altered format, and went further to suggest that we use our own literature in the future. They did grant us permission

to use “How It Works” in its original form, along with a disclaimer regarding non-affiliation.

It was at this point that the WSBT were forwarded a copy of a letter sent from AAWS to a member of CA. It was dated back November 29, 1990. It granted us permission not only to use, but adapt to use “How It Works”. The letter also contained an AA supplied disclaimer we were to use as a condition of consent. The WSBT had some questions regarding the source of the document, and started to investigate. We have attempted to locate the original document, to no avail. As part of our search, we have sent the document to AAWS to see if they have any record of it being sent. As of Friday March 26, 2010, we have yet to hear back from AA regarding their findings. They were however, doubtful of the success of such a search.

The WSBT has issued the following opinion:

Update as of December 5, 2009: It is the position of the World Service Board of Trustees that the C.A. version of How it Works is not considered C.A.-approved literature. In the spirit of unity, our common welfare, and our observance of the Twelve Traditions, we suggest that your group have a business meeting to determine the well-informed group conscience as to what readings shall be used in your meeting formats.

As a board, the Trustees have explored every avenue available to us. We have worked many long hours on this issue. We are of the opinion that the matter is now concluded. If in the future something new comes to light, we are always able to reopen the discussion. We feel, however, satisfied that a loving Higher Power who guides us all has spoken, and that any more time spent pursuing this is not in the best interest of Cocaine Anonymous. In Love & Service

One of our regularly scheduled tasks at this quarterly meeting is to elect new officers for the WSBT, as well as choosing new corporate officers. We have had our elections and will announce the results at the end of our report. As well, we have had our regular ratification of both boards, and I would at this time like to report that all members of the WSOB where successfully ratified, as well as all WSBT members with the exception of Willie Bailey, the World Service Office

Trustee. He has been notified of our action, and asked to resign as a result. We await final word as to his decision. I would however like to thank Willie for his service to C.A.

The TEC is charged with the task of filling five positions this year. There are 3 regional Trustee positions open, as well as the World Service Trustee and World Service Office Trustee. We did conduct 2 interviews in Milwaukee, and have 10 to do here in L.A., most of which are already completed. We will strive to complete our task and bring you the results in a timely manner.

We currently have a line item in the budget that pays for the trustee banquet dinner at the world convention. I have been told by the trustees that this is part of

their job description. It is for appearance reasons and the WSOB feels they should be present. I am also told that the members of the WSOB also receive the same. They are not announced or present at the meal so who would know they come out of there. Banquet meals are expensive ($50-60) and for the majority of the fellowship who can not afford or choose not to pay for an expensive meal like this. This is not a situation where we as a fellowship should foot the bill for this. I think there are better ways to use the fellowships money.

Response:

We feel this can be answered by the Convention Committee, as it refers to the WSCCC Guidelines. Therefore we are referring it the Convention Committee.

Create a trustee manual. Every other committee has a manual or more detailed information. I think it would help the fellowship better understand what the trustees do and how they do it.

The election procedure for electing trustees is not transparent. It happens in secrecy behind closed doors with members not allowed to attend. Why is this? Why can’t we echo the process in AA and described in their manual?

Response:

The Trustee Election Process is a World Service Manual approved process and therefore represents the group conscience of the fellowship. There are a number of concerns about opening up the TEC interviews and subsequent election procedure to any individual(s) interested – a few of those are listed below:

• The limited time and associated costs for our delegates to forego their responsibilities to their respective subcommittees to attend and view the process would add days to the conference and would be very expensive.
• There has been great care to establish a fair process in the interview process that would not allow any candidate an unfair advantage against

another candidate. If the fellowship and/or possible candidates would have access to the interviews, the questions of the interview process would be exposed, severely affecting the fairness of the process.

• The position of trustee holds some inherent legal ramifications that may bring information and discussions during the election process that may be private and personal, therefore potentially limiting the willingness for participation if individuals understood their personal and private matters would become public in an open forum.

The trustees have decided not to put forward any motion to the floor that would change the election procedure as it pertains to transparency. If you would like to continue to pursue the issue, the avenue of sending a referral directly to Structures and By-Laws still exists.

That when a meeting with AA regarding C.A. language in “How it Works”, the WSBT make sure that it has international approval of such language in writing for the purpose of C.A. unity and a resolution to this issue once and for all.

Response:

Thank you for taking the time to bring this question to us. The WSBT has and will, to the best of our ability, insure this matter is dealt with correctly. As of this writing, the meeting has taken place, and AAWS has issued their decision. CAWSO has not been granted permission to use an altered version of “How It Works”, and it is the decision of the World Service Board of Trustees of CA that the altered CA version of this reading is not considered Approved Literature.

Response:

Thank you for your care of Cocaine Anonymous in bringing your question regarding the reading “WHO IS A COCAINE MEMBER”.

In our response we will first reference the 1^st and 2^nd Concepts.

2. The final responsibility and the ultimate authority for C.A. world services should always reside in the collective conscience of our whole Fellowship.
3. The C.A. Groups delegate to the World Service Conference the complete authority for the active maintenance of our world services and thereby make the Conference — excepting for any change in the Twelve Traditions — the actual voice and the effective conscience for our whole Fellowship.

The reading “WHO IS A COCAINE MEMBER” is a World Service Conference approved reading therefore the fellowship consider the reading to be beneficial to

our message.

We also refer to a couple of our previous responses.

We trust that currently Cocaine Anonymous is already expressing a singleness of purpose not a singleness of substance through the wording of our First Step, “We admitted we were powerless over cocaine and all mind-altering substances – that our lives had become unmanageable”, as well as our Third Tradition, “The only requirement for C.A. membership is a desire to stop using cocaine and all other mind-altering substances”. The Conference also has approved a pamphlet entitled “And All Mind Altering Substances” which states the following…

“SO WHAT DOES “AND ALL OTHER MIND-ALTERING SUBSTANCES” MEAN?

It means that it is the collective experience of the members of Cocaine Anonymous that addiction is a problem not limited to any one substance. It means that C.A.’s Twelve Steps are not drug-specific, and that Cocaine Anonymous is not a drug-specific fellowship. It means that it doesn’t matter to us if you drank or what type of drugs you used; if you have a desire to stop, you are welcome here”! From page 5 of the CA World Service Manual – under definition of Cocaine Anonymous – it reads:

Cocaine Anonymous is a fellowship of recovering addicts throughout the World. The following definition of “Cocaine Anonymous” is found in our Fellowship’s literature and is often read at meetings of C.A.:

“Cocaine Anonymous is a fellowship of men and women who share their experience, strength and hope with each other that they may solve their common problem, and help others to recover from their addiction. The only requirement for membership is a desire to stop using cocaine and all other mind-altering substances. There are no dues or fees for membership; we are fully self-supporting through our own contributions. We are not allied with any sect, denomination, politics, organization or institution. We do not wish to engage in any controversy and we neither endorse nor oppose any causes. Our primary purpose is to stay free from cocaine and all other mind-altering substances, and to help others achieve the same freedom.’ *We use the Twelve Steps of Recovery, because it has already been proven that the Twelve Step recovery program works.”

There are two types of meetings defined in the CAWSM on page 16 – open and closed.

MEETING/GROUP TYPES:

OPEN: Attended by C.A. members, their families, friends and other interested people.

CLOSED: Attendance is limited to C.A. members only.

By CA’s definition – Members are defined as anyone with a desire to stop using cocaine and all other mind altering substances. Cocaine Anonymous goes to

great lengths to ensure that all (anyone with that desire expressed above) are welcome in our fellowship.

Most important is the application of the traditions relating to the group’s decision. Tradition 4 – Each group should be autonomous, except in matters affecting other groups or C.A. as a whole.

Every CA group has the ability to establish the format and general structure of their meeting, as long as it does not affect other groups or CA as a whole. This has produced the variety of meetings that have been proven to enhance our fellowship’s recovery – not detract from it. From big book meetings, participation meetings, speaker meetings, gender specific “stag” meetings, open/closed meetings, etc., groups have established attendance guidelines according to their own group conscious. Though autonomous in that freedom, the WSBT believes that any group restricting attendance/participation in any meeting to a single drug specific issue negatively affects CA as a whole vary nature of excluding our members from attending/participating because of the specific drug they used. Tradition 1 – Our common welfare should come first; personal recovery depends upon C.A. unity.

Tradition 2 – For our group purpose there is but one ultimate authority — a loving God as He may express Himself in our group conscience. Our leaders are but trusted servants; they do not govern.

Tradition 3 – The only requirement for membership is a desire to stop using cocaine and all other mind altering substances.

Tradition 5 – Each group has but one primary purpose — to carry its message to the addict who still suffers.

These traditions also play an important part in any group’s decision regarding format and structure. In cases when groups are considering attendance related restrictions, it would be important that the group consider 1, 2, 3 and 5 in their decision. The WSBT also believes that any group restricting attendance/participation in any meeting to a single drug specific issue would negatively affect our common welfare and promote DIS-unity among those desperate for our message of hope and recovery.

We understand the need to be inclusive and have heard many concerns about our singleness of purpose, but eventually, overtime, we come to understand it is not the drug or drink that is our real problem; it is the disease of addiction. We will continue to look at additional way to attract the addict who still suffers we will continue to share the program of recovery through the process of working the Twelve Steps. It is our belief that the “Cocaine Anonymous” has brought inclusive values to its fellowship and members and will continue to strive for single of purpose not substance. We hope this information helps answers your concerns but should you need further clarification on this or any other matter, please do not hesitate to contact us again

What do we say to members who say (and enforce in their group) that you need to be a cocaine user to be allowed to share or hold a service function?

Response:

Our Definition of Cocaine Anonymous” is as follows: “…Cocaine Anonymous is a fellowship of men and women who share their experience, strength and hope with each other that they may solve their common problem and help others to recover from their addiction. The only requirement for membership is a desire to stop using cocaine and all other mind-altering substances. There are no dues or fees for membership; we are fully self supporting through our own contributions. We are not allied with any sect, denomination, politics, organization, or institution. We do not wish to engage in any controversy and we neither endorse nor oppose any causes. Our primary purpose is to stay free from cocaine and all other mind-altering substances, and to help others achieve the same freedom.”

WHO IS A C.A. MEMBER?

While the name “Cocaine Anonymous” may sound drug-specific, we wish to assure you that our program is not. Many of our members did a lot of cocaine; others used only a little, and some never even tried coke. We have members who drank only on occasion, those who casually referred to themselves as drunks, and others who were full-blown alcoholics. Lots of us used a wide variety of mind-altering substances. Whether we focused on a specific substance or used whatever we could get our hands on, we had one thing in common: eventually we all reached a point where we could not stop.

According to C.A.’s Third Tradition, the only requirement for membership is a desire to stop using cocaine and all other mind-altering substances. Whatever you may have been using, if it led you to this meeting, you’re probably in the right place. Over time, virtually every single one of us has realized that our real problem is not cocaine or any specific drug; it is the disease of addiction.

It can be tempting to focus on our differences rather than our similarities, but this can blind us to potential sources of support in our recovery. As we hear other members’ stories, the most important question to ask ourselves is not, “Would I have partied with these people?” but rather, “Do these people have a solution that can help me stay sober?” We encourage you to stick around and listen with an open mind. With its all-inclusive Third Tradition and First Step, Cocaine Anonymous welcomes anyone with a drug or alcohol problem and offers a solution. C.A.’s Twelve Steps are not drug-specific, and Cocaine Anonymous is not a drug-specific Fellowship. It doesn’t matter to us if you drank or what type of drugs you used; if you have a desire to stop, you are welcome here!

DEFINITION OF A COCAINE ANONYMOUS “GROUP”

A meeting is when two or more people gather together to share their experience, strength and hope with each other.

A meeting may call itself a C.A. Group when:

1. The only requirement for membership is a desire to stop using cocaine and all other mind-altering substances.
2. It is fully self-supporting.
3. Its primary purpose is to help addicts recover through the Twelve Steps of C.A.
4. It has no outside affiliations.
5. It has no opinion on outside issues.
6. Its public relations policy is based on attraction rather than promotion.

The first requirement to call a meeting a group is quite clear in point one – no where in CA literature does it require the member to have used cocaine exclusively.

These examples show how we do not “say and/or enforce that anyone needs to be a cocaine user to be allowed to share or hold a service function” Lastly our Traditions speak to this as well:

Tradition 1: Our common welfare should come first; personal recovery depends upon C.A. unity.

Tradition 3: The only requirement for membership is a desire to stop using cocaine and all other mind altering substances.

Post-Conference Referrals

Put a moratorium on area splits. Develop a trustee methodology for mediating intra-area disputes to minimize the requests for splits of this sort.

Response:

Thank you for taking the time to bring this before the board of trustee’s. The trustee’s are of obvious concern over the health and growth of C.A. It is always amazing to see new area’s come into the fellowship, and carry the CA message further and into more places.

There can, however, be some challenges we face along the way. Sometimes, when addicts are involved, our own thoughts and ideas on how to make things better come to the forefront. We all bring our own experience and opinions on

how things should get done. This can and has created problems for us in Cocaine Anonymous. Members who once worked together are now pulling in opposite directions.

The WSBT is always looking to be of maximum service to the fellowship, and we are usually aware that these challenges are taking place. It is sometimes best for all involved if we are asked in to lend a hand rather than step in and start giving direction. The WSBT is not the governing body of CA, but our service background and love of the fellowship can sometimes provide a resolution to these disputes.

As to the matter of setting guidelines on area splits, it is the opinion of the WSBT that this is an act of governance, and therefore outside the scope of both our board, and the conference itself. Our 12^th Concept speaks to this issue. We would be well advised to heed the experience of our predecessors. Sometime, as well, growth can come from the most unlikely places or events. Our loving Higher Power is the only one who sees all ends, and ultimately guides us as well strive to grow in love and unity.

This is where the committee reports on the referrals that were sent to the committee or projects. In addition, if the committee is planning on sending the referral to another committee – especially on a post conference referral – should be presented during portion of the report. Do not bring any motions at this time. If a referral is presented for discussion be sure to give the referral number and the entire referral before any discussion.

Once again I am thankful to the Fellowship of Cocaine Anonymous for allowing me to the opportunity to be of service as the Atlantic North Regional Trustee. And I am grateful to my higher power for giving me this gift of recovery through the 12 step recovery process. I also extend thanks to all those who are providing service to their fellow addicts, especially those here in the Atlantic North Region. This year has flew by it just seems like yesterday that Earl Henderson called and informed me that I was selected to be of service. It is a very humbling to receive the trust and support of the Fellowship in this area of service. It has been a very busy year as a member of the WSBT. I have participated in all quarterly meetings, conference calls, online business of the WSBT, as well as the board to board meetings with the WSOB. I have also assisted with the numerous responses to questions from the fellowship to the WSBT. This past year I have served on the Conference Public Information Committee.

During the past year I attended the Southern Ontario Convention/Regional Assembly in Nov. I also attended Area functions in Northern New England Area, RI Area, and Ma Area. I also visited numerous meetings in the ANR and am planning on visiting more Areas in the coming year.

Overview

Well, I am coming to the end of my second year as a trustee. It has been very fulfilling. I was very proud to participate in the very first Women’s Luncheon for the WIECA. The speaker was great!! The PSR had its “Unity Day” at the beach which was a HUGE success. The fellowship came out in full force. Thank you to all the delegates for putting in the time to make it such a huge success. I am very proud of you all. The 2014 bid committee worked hard in getting the bid ready for SR14 and some of the areas donated money to get them printed for conference. You all know how you are and I am grateful to your continued timeless service to CA. I finished the Accounting Policies and Procedures for the office with the help of Willie the WSOT and Tom P. the WSO Chair. I assisted the MWRT in a Love and Service Workshop in Minneapolis, MN. My Region submitted resumes for the Trustee Slate and I believe for the first time we had 6 for the slate, but in the end two fell off.

The biggest reward I got this year was seeing all the new meetings pop up within my Region, especially the 2 new meetings in Hawaii and 6 new meetings in Las Vegas. I am hoping to go visit Hawaii and get them back here to the conference to be represented.

My region’s 7^th Tradition donations totaled over $37,000.00. Even with the economic conditions the way they are I believe we still need to send 7^th Tradition to support CAWSO, Inc.

I want to thank my Trustee Buddy Kim for all her help and listening to me asks a million questions on how to handle different situations. She is my ROCK!!! I also want to thank my best friend Elizabeth S. she has been a really good ear for me to talk to. Of course I have to thank my spouse for allowing me to be of service to this great fellowship and for being at conference on her birthday and not being to mad about it.

I want to wish the three Trustees’ whose terms are coming to an end. Trevor S., the WSBT Chair, thank you for your guidance, Nick L., the WSBT Vice Chair for your friendship and Lawrence M., for your words of wisdom, the three of you will be missed. I am looking forward to working with the new trustee’s this coming year.

Overview:

With my second year as a trustee now in the books, I have a continued sense of gratitude for those that came before us and to this day – am honored and humbled by the opportunity to serve this fellowship as a Trustee.

The Southwest Region hosts some of the largest and mature Areas in our fellowship and some of the smallest and newest Areas as well. Leveraging that experience with the issues of growing our smaller Areas is one of the most important challenges our Region faces. The SW Region Yahoo group has been a wonderful tool to assist us in communicating with each other.

The Southwest Regional Convention and Assembly were in McAllen, TX and it was a great introduction to the folks from our region. The Texas Valley did a great job of hosting the region.

I attended two Area Conventions throughout the year – one in Texas and the other in Arizona. I also visited the Kansas Area for a CA function there. Mindful of the budgets and expenses for our fellowship, I am maintaining a schedule that will permit me to visit all of the areas inside my term and under budget.

Milwaukee’s World Convention rocked the house and the upcoming 2011 Convention in Arizona keeps the Southwest Region very busy.

Synopsis:

The Trustee Election Committee (TEC) of the World Service Conference 2009 did not elect any of the candidates for the World Service Trustee position (WST). As Trustee at Large (TaL) I am fulfilling the position and duties until elections of the World Service Conference 2010.

Overview:

Despite the decline in the overall membership in the groups, the Midwest Region continues to support the primary cause. I am proud to report that since August of last year, the Midwest Region is responsible for over $30,000 in 7^th tradition donations. In May, the Wisconsin Area hosted the CAWS 2010 World Service Convention. Let’s give a great big hand to the fellowship in Wisconsin for welcoming the members of C.A. into the “middle”, and throwing an awesome

party. The successful results of that convention reflect in two places, #1) the net gain (need actual) #2) (most importantly) the members that attended were treated to wonderful weather, awesome fellowship, speakers, meetings, and entertainment.

Several starter kits were sent out this past year to the Midwest Region. Of those that I am aware of, 1-Ohio, 1-Kentucky, 1-Missouri. Individual Areas have also reported sending out kits upon local requests.

I was fortunate to make several trips this year, but the most memorable was in October of last year. I headed south to attend the St. Louis – Women’s Luncheon. I appreciate the love, support, and companionship of the many women that came along with me from my local Area and of course much thanks to the 80 beautiful women in attendance of the luncheon. I was moved to tears when, with passion and belief, Dwanna read “We Can Recover.” It was read as it was meant to be. The day wrapped up with a great C.A. meeting in the heart of St. Louis…Jeannette and her son drove us to the meeting and dropped us off…her son said to her “Mom, you just dropped five white girls off in the hood! “ Jeannette responded by saying she dropped us off in “our” hood… the C.A. hood!!” We are always at home at a C.A. meeting!! Jeannette was wonderful. Thank you so much…love you!

Closing:

Well… three down, one to go. As I have said in the past, and will say again…this Trustee position is everything that I thought it would be, and nothing that I expected. Our fellowship continues to survive, and grow. My Region continues to keep me busy; I appreciate the questions, and the need for knowledge. The changes at the WSO have provided all of us with practice in patience and tolerance. As always, we look to the future with hope and faith. I have truly enjoyed the opportunity to serve the WSBT as Secretary. It has been

an interesting two years in this position. A labor of love. I look forward to assisting the NEW Secretary in their new role!!

At the “Meet the Trustees” meeting in Milwaukee, we were asked “what do you like to do for fun?” Well, I like to be with my friends in the fellowship, and having fun with them, whatever that might be…So I would like to acknowledge some of the fun, enjoyable, and special memories for me this year:

#1) Watch my son, Seth, buy his first home… so proud of him…!!

#2) Celebration of my birthday this past February, awesome steaks-thank you Jeff. Thank you to Robin, Ben, John, and Richard as well. Ben awesome presentation on the cheesecake!

#3) Awesome talks, and laughs at the CAWS 2010 Convention~!!

#4) Dancing…yes I love to dance! Thank you to all the gal pals that danced with in Milwaukee, Winnipeg, Fredericksburg, and at home!!!

#5) Watching the Chicago Blackhawks journey to win the Stanley Cup.

#6) Susan’s wedding; had an awesome time; Good friends getting together to celebrate a gift and a blessing of sobriety. By the way have I told you all that when I laugh…uh, never mind…

#7) Experiencing the many talents of Megon, Greg D’s wife, in concert at “The Space”. She is extremely amazing in her expression of life through song, and humor. It was a wonderful night with friends and fellows.

All fun set aside, the business of C.A. has presented the Board with many challenges, and some difficult decisions. I have learned to “let go what’s gone”, to trust the change that our membership/fellowship must go through to succeed and always remain mindful of our primary purpose. Serving this fellowship has its ups and downs, but I will never trade this experience for anything. As a result of the past three years, I see better how to serve my fellowship through some additional principles: partnership, respect for others, individual accountability,

direct communication, and excellence. How I “believe” and how I “behave” is critical to what I accomplish. These principles will guide me in the next year, and after, on a journey that I know will provide me with significant change in my life, and in the growth of C.A.

I wish to thank the World Service Office Board, and the staff at the World Service Office for their service throughout the year. Much thanks to Tony D., Carl W., and Joy H. for your support. Much love to Robin L., Lori P., Brian T., and Cynthia C. You all know what you mean to me!!

Atlantic South Regional Trustee – Lawrence Matlock

Overview:

It is with much gratitude that I submit my last report to the WSC as the Atlantic South Regional Trustee. It has been a challenge and a learning experience that will always be near to my heart.

I participated in all quarterly meetings, conference calls except the January call, because a family emergency and online business of the WSBT and WSBT and WSOB board to board meetings. I have assisted with responses to questions from the fellowship by the WSBT.

I served on the Conference Unity Committee. During the year the revised Unity Guidelines were approved and posted to ca.org. We also worked on area registration for a Unity Committee email account, flyer for Celebrate Around The World artwork for 2011, Unity Luncheon at 2010 World Service Conference and Referral #6322, which asked the committee to make the Unity Luncheon more accessible to members with disabilities.

I worked with the Trustee Negotiating Committee in negotiating the lease for the new World Service Office and contracts for CAWS 2010. I participated with TEC in interviews at CAWS 2010 in Milwaukee. The WSBT was busy all year with the issue of the posting of the CA logo and literature on social networking sites.

CAWS 2010 was a very enjoyable convention. Finishing the WSBT Quarterly meeting early and attending area meetings on two nights and sharing our experience strength and hope with the newcomers, participating with the Illinois Area Unity Committee at the Unity Event on the traditions, the fellowshipping with old friends and meeting new one was a lovely experience. Hats off to the Wisconsin Area and the Convention Committee.

When an old-timer in CA in Arkansas nominated me for area delegate I never imagined that it would turn out the way it has for me. Then four years later I was selected to serve as the Atlantic South Regional Trustee along with the three other new trustees. (The Four Amigos)

In 2008 the board evolved and one Amigo had to leave and five new trustees came aboard, changing the composition of the board immensely (Five Kids in the Short Bus). It was a challenge at first but all the members of the WSBT being very dedicated, generous with their time and talent and generous with their love of the fellowship, we have found our own identity as a board. It has been privilege to service with all of you on both boards.

Trevor, Nick as we roll off (Three Amigos),you both have taught me a lot and the experiences we have had together and our friendship will last forever. I came here only knowing a few people from my region. I leave having been blessed to meet and work with a lot of people from different places around the country and the globe. I also want to thank each of you for what you do for the fellowship that assisted in saving my life.

I cannot end without thanking all of the present members of the WSBT and the members who were on the WSBT when came on board. Tony D, Jay F. Carl W, Bobbie H, Earl H, and Hayward H. European Regional Trustee Conference Report – Nicholas Lynn

Overview

My final year as European Regional Trustee has been as challenging as my first in many ways – my approach to it however has been a little different. I am full of tremendous joy and rapture at the continuing growth of the European Region – So excited to be involved in that Region’s first time ever hosting of a World Convention ( CAWS 2012 ). Leaving this position I hope to stay close within my beloved CA fellowship; thanking those who came before and welcoming those about to step up!

I have been the following committees: Legal, Long Term Planning, Trustee Negotiating ,and Finance sub-committees and it has been my privilege to lead the International Outreach Committee. Throughout the year I have worked on many referrals and have lead on some of them. I have participated on all Conference Calls throughout this year and have continued to work online and by telephone in order to complete the tasks. During the year I have worked on the S&B Committee making sure the new manual was delivered to the fellowship in a

timely manner. I have worked with the Committee on Conference Calls and have been in regular contact with the chair. The WSCC was held in Milwaukee and I attended the “Meet the Trustees”, Unity breakfast, attended many of the workshops, and spent three days on WSBT business. At the Sunday night banquet I helped out with the auction and the rest of my stay was taken up by other service and meetings and talking to as many members of the fellowship as possible. I have tried to live up to the high standards of those who went before focusing my year on helping the growth of CA as a whole as Vice Chair of the WSBT.

I shall treasure all the places, the people; I have received much love wherever I have been. I’ve eaten venison in Sweden, Haggis in

Scotland, fish & chips in Brighton…the list goes on a long way but without you all I could not have done this “ Without help it is too much for us “ p59 – BB . There have been challenging days when my sponsor has been phoned, ex trustee’s experience sort; at the end all that really matters is my faith in God and willingness to be of service to others. The biggest thank you to one who sees all – God as I understand him.

I have relished every second and would not have missed this experience – not a moment.

Lastly, I would like to wish both Trevor S., Chair of the WSBT and Lawrence M. member of the Board all the very best as they move on with their lives having given much effort and service to Cocaine Anonymous on the WSBT for the last four years.

2010 PNR TRUSTEE at CONFERENCE REPORT – Trevor Scheible

First off, I would like to thank God for allowing me to have this amazing experience as the Pacific North Regional Trustee. I would also like to thank the fellowship of Cocaine Anonymous for allowing me to serve, and in some small way make a payment on the huge debt I owe for the life I live today. I would also like to thank my fellow Trustees, both past and present, for making this journey possible. Jay, Tony, Carl, Miss Bobbie, Earl, Hayward and Bruce all preceded me on this board, and I want to thank you for showing the rest of us how we roll. I hope we did not disappoint. And to the current WSBT, I want to say thank you for allowing me to serve with you. It has been my honor. Finally, I would like to take the opportunity to say thank you to my wife Jenn for sharing me with the board, and giving up so much of our time and resources so I could take this amazing journey.

This last year has been filled with many challenges. We as a board where forced to make some tough choices, many of which required long hours of debate, and an incredible quantity of emails. So many in fact that Kim’s computer blew up. As well, at last year’s conference I was chosen to serve as chair of the WSBT, and I have tried at all times to do the best job I could. While I certainly stumbled along the way, we got through it. I want to thank the board for putting their faith in me. I want to say a special thanks to Nicholas, our Vice chair, and Kim, the best damn secretary ever, who both helped me through when I struggled.

As Chair, I was one of three members who attended a historic meeting last September in New York City with members of the World Service Board of Alcoholics Anonymous to discuss “How It Works”. It was a whirlwind trip, as I left Calgary at 3:00 PM Tuesday, and returned at 10:00 PM Wednesday. It was a ton of miles, with very little sleep, but one of the highlights of my four year term. While I can’t say the outcome was what I personally hoped for, it was what God had in store for us as a fellowship, and I look forward to continued growth as we truly come of age.

My travels this past year were extensive. I visited B.C., Northern California, Idaho, Saskatoon, Oregon/ SW Washington, and Manitoba. I was also in Milwaukee for a truly spectacular CAWS Convention. The local fellowships were all great at making me feel welcome, no matter what the event was. I attended some fabulous speakers, workshops, and the like. Thanks to all for your continued efforts for Cocaine Anonymous.

When not on the road, I served on many committees, answered tons of email, crafted correspondence to the fellowship, participated in conference calls, and wrote reports. Oh do we write reports. With four quarters per year, and six reports per quarter, it sometimes seemed that was all I did. This part, gratefully,

is soon over. I may take another service commitment in the future, just so long as it doesn’t require writing reports.

As I look back on the last four years, there are certainly a ton of questions. Where did the time go? I remember like it was yesterday being so nervous for my interview I almost didn’t show up. I remember trying to avoid Jay, then TEC Chair, as I was positive he was going to tell me bad news, then the dreaded beckoning into the La Jolla room when he had to bring Cynthia in with him to break the bad news to me. For a few seconds my heart broke. Something I wanted to experience for so long was not to be. Then came the final answer. I was chosen. I almost fainted. It is one of the most amazing days of my life. Every day since has been better than that day, because that day was the dream, every day since has been the reality.

Carl told me in the beginning not to blink or I would miss it. Sadly, how right he was. With an endless rush, these four years have been a whirlwind. With travel, conference calls, emails, reports, and on and on and on without end. I guess the life of a trustee is just too busy to notice how fast time goes by.

That first year for me was certainly about being open-minded. And as closed mouthed as I could be. There was so much to learn. Discovering how to answer questions from the fellowship, remembering when we speak, it is as a board, writing reports, and being available all the time. We do not get holidays. We may try to take them, but they never did happen for me. I did conference calls from hotel rooms and answered questions where ever I went. I also learned that I would be the crying trustee. For the first two years, I cried at every quarterly meeting. Everyone kind of expected it after awhile. What no one knows is that I also cried after every conference call we did as well. Sometimes my emotions get the better of me, especially when I am living my dreams. A funny thing though, is

that although I did get mildly harassed about it, (Carl) I never did feel stupid, silly or strange.

Now, after seeing this thing through, I am sad to see this part of my life changing. So much of the last four years were about being the trustee. For me, I tried to eat, sleep and breathe this role. While there were parts of my life that have suffered a little, I don’t regret any of it. Some people have even gone so far as to say to me “I bet you would never do that again.” I would, in a second. Just tell me where to sign up. Now, maybe the lunacy commission Bill spoke of really does need to be appointed for me, I don’t really know. I do know I have had the time of my life.

Over the last three years, I have seen others leave this board before me, and I was amazed with some of the words of wisdom they left us with, and I would love to follow suit. I would love to, but I’m not so sure I can. What I can leave you with is this. For the last four years I have given everything I had to the fellowship of Cocaine Anonymous. It may not have been with the most grace, but my best effort was always there. I did not ever fail to try to do what I felt was right, no matter what. I am sure there are some out there who may not like or agree with everything we did, but I always debated and voted based on what I believed was in the best interests of CA. I stand before you today able to look my creator in the eye, with no regrets. Finally, I promise you no one was happier, more excited, or more honored to be a trustee. There may be a few who are tied, I’m sure, but not more so. I have been blessed to serve CA in this fashion.

As I prepare to ride off into the sunset, I can still hear Nicholas say “We have had our go, and now it’s someone else’s turn.” While I am sad to see this all end, I am excited about seeing so many new trustees’ get to have their go.

I had always thought I would walk away from this moment with a former trustee’s line “Take care of my damn fellowship.” I once hoped future boards would never forget or fail in this. Today, however, I have faith that if they always remember that God is in charge, and they are just the ones doing her work, they will have great success. Always. This really is a simple job. We pray for guidance, do what’s in front of us, and leave the results to God. And now, as I prepare to become a “Former”, all I can really ask is that you remember Dr. Bob’s final words to Bill. “Remember Bill; let’s not louse this thing up. Let’s keep it simple.”

Cynthia Cronkhite: The non-ratification of a Trustee bring into play some information from the Guidelines. Are we assuming that the position will be filled this week?

Trevor Scheible: The term was up at the end of this conference and we are interviewing for the position and we will go through the process.

Cynthia Cronkhite: If the Board terminates him, will he be removed from the slate?

Trevor Scheible: No.

Bryan Seid: Thanks for all your hard work. Has the letter been shown to the fellowship and the letter from AA? Will it be shown to the fellowship also? Trevor Scheible: The letter 11/29 has not been shown to the fellowship. When we received the letter, we wanted to track down the original as we have only received a scanned copy. We wanted to do our due diligence. When we could not locate the original, we contact General Manager at AA, I sent her an email with the letter attached with the hope that they would find the letter. We could not authenticate the letter.

Bryan Seid: If you located the letter, would you change your position?

Trevor Scheible: We can’t speculate what could or would happen in the future, I trust that the new board would do the best for the fellowship.

Susan Bredau: When you met with AA, did they have a problem with changing word “alcohol” to “cocaine” or “cocaine and all mind altering substances”. Trevor Scheible: They thanked us for coming. Want us to move forward with our own publications. Use it as is or leave it alone.

like to speak to setting a dangerous precedent? When was this disclaimer written?

Trevor Scheible: I’ll do my best to answer your questions. Disclaimer first. This points out that there is a large portion of the Duties and Guidelines, will always be subject to the Conference. We are an entity of the fellowship and this is just our guidelines as to how we do what we need to do. You could submit a referral, we could take a look at it.

Kevin Murphy: we are scheduled to finish for the night and it would take a couple of motions to extend the time.

Earnest Martin: Motion: To suspend the rules to extend the time. Second.

Kevin Murphy: This requires a majority vote. Motion passes.

Jason Laurence: 5^th Concept statement.

Kevin Murphy: Not in order. We are taking questions at this time. 5^th Concept is in order when some action has been taken.

Jason Laurence: A report has been made. Would that not constitute an action being taken?

Kevin Murphy: No.

Jason Laurence: I would like to understand that since February there hasn’t been minutes from subsequent meetings. There should have been more minutes in the mailers. I wrote to Trevor and received a response that the minutes were done but were waiting approval. Is that acceptable for the WSBT to not be transparent? This is why I have so many questions since I don’t know what’s been going on since February.

Trevor Scheible: The transcriber that records the minutes broke and we had a lot of trouble getting the records back from the transcriber. It has taken us a lot longer than we anticipated to get them back, make corrections, but it was just a mechanical problem.

Kellie Federici: Stickering of the HFCII book. I understand the need to do this, however, I wonder why they are stickered in the US. Isn’t it enough with the disclaimer? We want to have a really good reason for defacing the books. Trevor Scheible: WSBT talked about this and went back and forth and why we made this decision. In large part, if we wanted to sell HFCII with the modified format, we could do that legally and without consequences. However, AA stated that they did not want us to do that. We can do it in the US but as soon as the book crossed international borders, we get into copyrighting issues. We felt that would separate the fellowship in that regard and would create an unfair business practice. Where do you draw the line? There were just way too many issues involved. This was the best solution we came up with and we have apologized to the WSO staff and the fellowship. I wish we didn’t have so many on hand and this was the best way to make it fair for everybody no matter where they live in the world and we would drop the price to get these special books out to the market at large.

Kellie Federici: Could you please clarify AA’s position on the selling our current stock of books?

Trevor Scheible: AA gave us their permission to sell the books as they were in the United States. It was spiritual decision and I stand behind it 100%. Earnest Martin: What about the Preamble?

Trevor Scheible: The preamble’s use has been granted in its altered form.

Earnest Martin: Did AA provide you with a letter of cease and desist?

Trevor Scheible: No.

Susan Bredau: If the purpose of the meeting with AA was to determine that status of the HFCII, why would the WSBT take it upon themselves to determine a Conference approved literature, ask the fellowship to take a group conscience to what they read in their meetings?

Trevor Scheible: They asked us to use the language as it was written.

Wesley Wood: Thank you for your service especially on this issue. As a former chair of the New York Area, I appreciate the communication you put out. Any

suggestion as to how we explain the use of How It Works in its original form would be greatly appreciated.

Trevor Scheible: Show them the letters and contact a Trustee for further help. Patrick Potter: Did the WSBT/WSO get outside counsel help on the copyright matters? Can I ask the Board to contact counsel what can be used in a sellable and non-sellable form?

Trevor Scheible: AA has asked us to please stop using it in a modified format. They asked us to go forth and prosper. It was a spiritual decision to show the respect to uphold what they have asked us to do.

Susan Bredau: Since we are talking about spiritual principles, why didn’t the WSBT bring this back to the Conference?

Trevor Scheible: The WSBT decided that a delay of possibly 10 months was prudent.

Glenn Tucker: Motion: To reconsider the motion to extend the time. Second. Kevin Murphy: That can’t happen. Such motions cannot be reconsidered. You could make a new motion to adjourn.

Glenn Tucker: Motion: To modify a previously passed motion to adjourn at the end of the questions for the WSBT. Second. I believe we may lose our quorum. Kevin Murphy: Requires a 2/3 vote. We are going to need to count the votes. Susan Bredau: Point of Order – make of motion.

Patrick Potter: Did AA specify that we had to change or not use any other material that had already been modified? Specifically How It Works. Kevin Murphy: That question was asked and answered.

Alan Shields: as far as I know that everyone in this room is an elected member, why can’t the fellowship take the WSBT opinion/decision in stride?

Peter DeRaffelle: How can the WSBT deem something be non-CA approved when it was approved?

Trevor Scheible: We have certain legal powers and rights and can make decision when we see fit.

Peter DeRaffelle: Even though there were no lawsuits involved yet?

Trevor Scheible: Yes

Earnest Martin: In regard to the copyright issue, what countries would be involved/

Trevor Scheible: Inside the US, there is a copyright law. Everywhere else outside of the US it would be illegal due to copyright laws. England, China, Stu Estabo: Since this a strongly felt issue and most used readings during the length of this fellowship, will they WSBT continue to search for the letter since it is what the fellowship would like to see?

Trevor Scheible: The request to AA still stands. We have exhausted every avenue. Our only alternative was to turn to AA to see if they have any record of the letter, but they have not responded. We have run out of ideas of where to look.

Elizabeth Saldebar: Did WSBT consider Conference Charter 8, last paragraph,

Trevor Scheible: We believe we did. We took what we perceived as a legal issue and took action.
