Steve Edwards – reads motion. Waheedah would you like to speak to your motion. Waheedah Muhammad – the Unity luncheon…many members would like to not go back to pizza. This year’s lunch was catered and provided by members of the fellowship and we would like to continue this trend.
Don Logan – of the $1,050 – you raised over $400 at this year’s lunch…is this part of the funds that you are going to try and accumulate during the year.
Dan Sadur – Point of Order – is it true that funds collected at any point by CA World Service cannot be earmarked and held.

Steve Edwards – that is correct. Dan you can ask your question like everyone else. Scott Botz – speak against this motion. The way I understand is that you are asking for money for a free lunch to provide the delegates with a lunch. This is an expense to the Conference and I have problem with increasing this budget to feed us.
Joy Hutcheson – you mentioned fundraising and this is where we are getting into the earmarking.
Waheedah – we would collect funds this year from different areas through the year.

Trevor Scheible – speaks against the motion. Scott brought up some great points, if it’s $5.00 for pizza, that’s OK with me. If it’s pizza, tacos, dirt sandwich, I’ll do it. To have the fellowship pay for me to have lunch with my friends.
Gloria Bridget – speaks in favor of the motion. I know that we are much service junkies. Some of us are so heavenly bound that we are no earthly good. I don’t think that we need to be made to feel guilty that we want to serve to the people who stay up late and work. We took up some funds today

John Whitaker – 5th Concept statement. First I have a parliamentary inquiry, i didn’t vote, can i make a 5l” concept statement.
Steve Edwards – i will allow that
John Whitaker – with the money that was there, any delegate who chooses to donate $ 10 can do so. We raised $1,000 over the year to put on the Unity Lunch and took in approximately $400 and we took a loss on the lunch.
Mona Ibrahim – I have an issue on how the vote was taken place. The motion didn’t discuss about a luncheon. We don’t know what they are going to do with their money.
Steve Edwards – we do know because Waheedah told us.
The motion and debate were all proper and if you have 5th Concept, which you don’t appear to.
Mona Ibrahim ~ that means we can make a motion based on assumptions. Jenn Scheible – Point of Order – did this motion already fail? Was that a 5th concept statement?
Steve Edwards – no it wasn’t. I didn’t intend to get into debate with the Delegate. Nick Alexander – I was just wondering who voted how may people spoke to and against the vote. Can l have the secretary roil up on the screen so that I can see? Kevin Murphy – Nick asked if he could make a 5th Concept statement and I misunderstood his intentions. I believe now that he thought that both sides didn’t get to speak to the motion and I believe that both sides were equally represented in the debate.

Steve Edwards – 9:16, we are back from break. As we went to break I was approached by members who asked if motions to limit debate were being misused and I’ve asked the Parliamentarian to give us a brief explanation,
Kevin Murphy – The motion to limit debate has different methods. You can limit debate to amount of time, number of speakers for or against, or any forms. It requires a 2/3 vote and that’s the power the members have, it protects their rights. If you feel its abusive, you may vote against the motion. You only need 1/3 to win. You can make a point of order if you feel one side wasn’t heard, use the 4th concept and 5th concept. The Chair will rule a limit debate motion out of order if he feels it was unfair. You do have protection.
Steve Edwards – If I recognize a motion to close debate and you feel there was not enough time, raise a point of order because we haven’t heard enough speaking on one side or the other.
Allen Furoy – 60% of the quorum or voting members?
