Roll Call takes place
143 votes, quorum 94
Tony D – On the first day session, we had a delay of New Area Petitions, we will hear those at this time.
Jay P – Motion for 2 groups in the Texas Valley Area to join the South Central Texas Area.
Seconded
Tony D – Any debate to the center mike please.
Cynthia C – How many groups are there in the locations that want to move? Do we need that and their names?
Tony D – That info is in the SR-14 handouts.
Jay P – We do not know the names of the groups.
Tony D – Seeing no more debate, prepare to vote. . . . . Motion carries with substantial unanimity.
*Had to pause for audio system to be reset.*
Tony D – We were notified in the last general session of a motion to rescind. This will need 2/3 majority.
Terry M– Motion to rescind the previously passed motion previously passed at the 2013 Conference.
The motion was to hold the 2017 World Convention on Memorial Day, 2017.
Seconded
Terry M– Yield the floor to Cynthia C, Vice Chair of the 2017 Convention Committee.
Cynthia C – Speak in support of motion. This is not about changing the host area, we are excited to host it. This is specifically about the dates. We are in the process of negotiating with hotels and are not sure hotels will be available on Memorial Day, 2017. Want it up to this body to decide and we want what is in the best interested of the fellowship as a whole. If this motion passes, convention would be on dates that conform to our guidelines.
Tony D – Typically, a host city can host on Memorial Day or Fourth of July. Seeing no more debate, please prepare to vote . . . . . . Motion passes unanimously. Tony D – LCF is up.
Duane M – motion to suspend the rules to add a vote to the quorum.
Seconded
Tony D – This is not debatable, prepare yourselves to vote . . . . Motion meets the 2/3 requirements.
Duane M – An Alternate Delegate stated she had zero votes, but she really has one.
Motion to have her vote added to the count for today.
Seconded

CLOSING REPORT
C.A. WORLD SERVICE CONFERENCE 2014
LITERATURE, CHIPS AND FORMAT COMMITTEE REPORT
INTRODUCTION AND OPENING COMMENTS
The majority of this committee’s efforts deal with literature that aids the membership in applying and understanding the 12 Steps and Traditions; that carries the message to the addict who still suffers; that supplies valuable information to the professionals with whom our members would most likely come into contact; and that clarifies the nature of addiction to the general public. Our committee is inspired by both fresh and seasoned perspectives. Over the past few years many items on our projects chart have been completed and put into publication. We are especially thrilled with the work that resulted in “A Quiet Peace,” a book of daily meditations from the Fellowship of Cocaine Anonymous.
We are eager to continue work on the following projects in committee this coming year:
- 12 Traditions and Concepts Illustrated – Elizabeth S lead
- 12-Step Workbook – Kevin M lead
- 12 Steps & 12 Traditions Book – Jason L lead
- To The Newcomer – Adam O lead
- We Can Recover – Cynthia C lead
- Meeting Format(s) – Ginger L lead
- Guidelines update – Cynthia C and Tom P leads
If approved, we also look forward to the development of a 12 Concepts Inventory pamphlet. We anticipate a busy year and continue to welcome new members.

COMMITTEE WORK THAT RESULTED IN MOTIONS

REFERRALS THAT RESULTED IN MOTIONS
Chuck B – Motion — REFERRAL NUMBER “2014LCF-1”: Produce a new piece of C.A. approved literature along lines of the “Traditions Group Inventory”, entitled “Concepts Inventory for Districts and Areas”. This new piece of literature would be used to facilitate the inventory process for Districts and Areas, much as the Traditions Group Inventory is used for Groups. Seconded
Tony D – Motion made and seconded. Do you wish to speak to your motion?
Chuck B – Not at this time.
Tony D – Seeing no debate, prepare for vote . . . . Motion passes unanimously.
(Co-Secretary RL note – this motion was part of the LCF report, but was not actually brought as a motion on the Conference Floor.)
a. MOTION: To approve the concept of a “12 Concepts Inventory” pamphlet, pursuant to point 3 of the approval process.
REFERRALS OR ITEMS TABLED UNTIL NEXT YEAR; AND ITEMS THE COMMITTEE WILL CONTINUE WORKING ON THROUGH THE YEAR
REFERRAL NUMBER “2014LCF-3”: I would like to revisit and hopefully call for the dismissal of the making of a C.A. workbook at this time. It is of my and my area’s opinion that it would not be beneficial for our fellowship. Why take a chance of diluting our message, while spending our
CAWS Conference 2014 Day Four – Redacted Approved version Page 3 of 71
fellowships money, when we already have a proven method of recovery??? We believe the Big Book and the Twelve/Twelve has proven themselves effective.
RESPONSE: Thank you for your referral. It is the committee’s intent to create a workbook that carries the experience of Cocaine Anonymous while supplementing the Big Book and 12X12. Until the end of the process very little money is spent. The conference approval process will ensure the integrity of our message. We welcome and look forward to input from the fellowship.
REFERRAL NUMBER “2014LCF-4”: Sometime between Storybook 1 and Storybook 2, the word “just” was inserted into “Who is a Cocaine Addict” before the word “ourselves.” Why? It thoroughly messes up the flow of the piece. Please correct it.
RESPONSE: This is currently being reviewed in sub-committee and will be worked on throughout the year.
REFERRALS OR ITEMS REFERRED TO OTHER COMMITTEES; WORLD SERVICE OFFICE, OR BOARD OF TRUSTEES
REFERRAL NUMBER “2014LCF-2”: To create a pamphlet similar to the attached AA Guidelines.
RESPONSE – We have referred this to the IT committee for adaptation or inclusion in their committee guidelines.
REFERRALS THAT DID NOT RESULT IN MOTIONS
REFERRAL NUMBER “2014LCF-5”: It has come to my attention that the literature leaflet and the website literature titled CHOOSE YOUR SPONSOR’ both state:- ‘There are no specific rules, but a sponsor should probably be sober for a year or more ad be enjoying his or her life as a result of the Twelve Steps’ I do not agree with the highlighted part of this sentence. I, personally, began sponsoring as soon as I had completed the 12 steps which was six weeks after first entering the rooms as my sponsor told me that it was an essential part of my own recovery to ‘carry the message to the addict that still suffers’, that ‘nothing will so much insure immunity from drinking and using as intensive work with other alcoholics and addict’ and ‘sponsoring was required as part of the 12th step’.
RESPONSE: – This language was actually removed in 2008 when this pamphlet was updated. This has already been changed in current literature. This is a great opportunity for groups and areas to review their literature and make sure they have the most current copies. Thank you so much for your referral. REFERRAL NUMBER “2014LCF-6”: Would the LCF write an explanation of the importance of the spirit of rotation and why it should be followed so that it can be included in the WSM.
CAWS Conference 2014 Day Four – Redacted Approved version Page 4 of 71
RESPONSE: Writing for the WSM is out of the scope of the LCF Committee. However, there are existing writings on this topic in the meditation for December 14th in “A Quiet Peace” and the 1997 2nd Quarter NewsGram article entitled “Spirit of Rotation” found on the ca.org website.
REFERRAL NUMBER “2014LCF-7”: WSOB made a referral number 7342 on 8.28.13 to LCF update LCF guidelines for creation of literature to avoid use of acronyms which cannot be translated (e.g. H.O.W. and H.A.L.T)
RESPONSE: Thank you for your referral but we still feel as a committee that acronyms and abbreviations that do not translate should be written out in full.

CLOSING COMMENTS
This has been a challenging yet very productive year for the LCF Committee. We appreciate that God expresses Himself as the ultimate authority through the group conscience. Word by word, page by page this authority expressed itself in the form of a new C.A. book. One more item checked off on our committee’s to-do list! We have more work to do and our committee is poised to move forward on the project list.
If you see a piece on our projects list that you’d like to work on, we could use your help. In the future, when submitting referrals for projects, the committee would be much assisted by the Fellowship if draft proposals or content suggestions are submitted with the referral. The more of your ideas we receive, the more the finished product will help reflect the diversity and depth of our Fellowship.
Thank you for allowing me and the Committee to be of service.
Respectfully Submitted:
Tom P
LCF Chair

Duane M – Point of Order, the Quiet Peace meditation book was finally delivered and we failed to acknowledge this.
