Maya B – MOTION: To approve the 2015-2016 Preliminary Adjusted Budget.

John M – I believe last year, it was suggested very strongly they could not present a budget that was in a deficit.

Tony D – The difference is that there is no convention in this fiscal year due to date of convention on July 4th.

Cynthia C – Can we remove the #4 WSBT visit as it would lessen the deficit hole.

Maya B – Technically, yes.

Tom P – Speaks in favor, the deficit is strictly due to timing of convention. This money will come in a week after the fiscal year, but will eventually even out. This is not a true deficit in spending, just a timing issue.

Tony D – No more debate, prepare to vote ……. Motion passes with minor opposition.

REFERRALS OR ITEMS TABLED UNTIL NEXT YEAR; AND ITEMS THE COMMITTEE WILL CONTINUE WORKING ON THROUGH THE YEAR

We did not have any referrals that were tabled.

In order to complete the task initiated by last year’s referral for International Online Banking Guidelines; the WSCFC requests input from our international members. The WSCFC welcomes this input either by joining the committee or simply helping with their international experience. This assistance would be greatly appreciated so that this task can be fully completed. As mentioned early, we have established a committee to address this work.

REFERRALS OR ITEMS REFERRED TO OTHER COMMITTEES; WORLD SERVICE OFFICE, OR BOARD OF TRUSTEES

We did not have any referrals that were referred to other committees, the WSO or WSBT.

REFERRALS THAT DID NOT RESULT IN MOTIONS

REFERRAL 2014FIN-1: To remove the 70/30 split from District and Groups at least and quite possibly remove the 70/30 split all together. World Services is triple dipping and diluting the ability of an Area to function properly financially. (It receives 30% from the Group, 30% from the District and 30% from the Area) All funds above prudent reserve require to be passed up to the next Ll. Groups are supposed to donate directly to their District (or Area if smaller), in the case of Districts – Districts need to produce a budget for all its expenses including micro budgets for its standing committees otherwise the District doesn’t have enough operating capital to buy literature, put on events that require seed

money etc. This triple dipping behavior is destroying the financial health of several areas. It needs to be a 70/30 with the Area only if at all. Actually all funds above the Area’s prudent reserve should be passed to World. But when a group donates directly to World it directly undermines the role of the district and the area its associated with. World Services is a custodian, it should be acting as primary fulfillment dedicated to only supplying the Areas. If a “new” group is formed in a New country or city, then perhaps the WSO can send its starter packet. The Area’s should be buying its stock from the Office, then reselling it to its districts who in turn resell to its groups. But diverting revenue that is supposed to be used at the district and area level, World Service creates an unfair monopoly and prevents Areas from maintaining healthy working capital to carry the message to the still suffering addict.

Response: Thank you for your referral. The 70/30 Split is not a requirement. It is a suggestion on how a group/district/area can donate to the World Service Office after the group/district/area has met its needs. Per C.A.’s 4th Tradition “Each group should be autonomous, except in matters affecting other groups or CA as a whole.”

REFERRAL 2014FIN-2: Would you consider creating a standardized World Service Conference Committee Budget form for the committees?

Response: Thank you for your referral. It is the responsibility of the WSCFC to generate a proposed budget for CAWS. These proposed budgets are based on current and prior years actual spending and projected expenses for the upcoming year. Therefore, a standard form is not applicable or necessary.

CLOSING COMMENTS

In closing, I would like to thank the Finance Committee for all their hard work, withstanding the chaos during breakout and not firing me, or worse! Also many thanks to all the committees for requesting budgets that in the end we could all work with. Just as a heads-up to everyone, the Finance Committee’s theme for next year’s conference will be ‘NO Green in 2015‘. We look forward to approving your ZERO budgets next year (LOL).

Also, I haven’t been able to figure out how to verbalize it during roll call as I am outgoing as a delegate, but I get to join in the fun next year returning as the Finance Chair. That being said, I would just like to state that these last four years as a WSC Delegate. Carrying the voice, the group conscience, of my area

has been an honor I will eternally cherish. The growth it has afforded me is indeed infinite in scope.
