Siobhan Ayer – speaking to Referral #5656. Motion that a Point #7 be added on Page 14 of WSM as follows: “Frequency of meetings be at least twice a month.”

Steve Edwards – would you like to speak to motion?
Siobhan Ayer – at this point in our Area we have a meeting that meets once a year, has a GSR and has a vote.
Kurt Lynn – speak in favor of the motion. The concern we have a group that meets once a year but as such is entitled to a GSR. We are concerned that this could become a precedent. Affects the representation of other groups and this is the nature of concern. There is nothing in the existing language that addresses the frequency of meetings.

Kelly Lynch – speak against the motion. I believe the purpose of the description in the guide is what we generically define a group. There are groups who meet once a month and I’d like us to not limit this.
Dan Sadur – speaking against the motion. Seems to me that there are Area’s that have seasonal meetings and they would no longer be considered meetings because they meet once a month. I was recently discussing a once-a-month Concept meeting and it wouldn’t be considered a meeting.
Peter Nielsen – couldn’t this be taken care of at the Area or District level?
Siobhan Ayer – we have tried to discuss with the group various ways of working around this and they aren’t in agreement. They follow the guidelines at this point and that is their argument and would like to continue meeting as they are with their one vote.
Pete Nielsen – wouldn’t some guidelines at the Area/District level that could work this out?
Siobhan Ayer – no they are not.
Roy Ricord – speak against the motion. It is not wise for the Conference to contradict the definition of a group especially in our WS Manual. At our District level there are requirements that they must meet before they have a vote. Also at Area level, the District has to meet requirements before it can be incorporated into the Area. This is not a Conference issue.
Michael Schelin – speak against the motion. I believe they are trying to circumvent what we do at the Conference. It’s not that we don’t take your referral and read it over and over and over. I’ve heard good arguments about taking this to Area and District levels. We have Trustees to help with these sorts of concerns. We have already looked at this referral and hashed it out and to bring it up is wrong.
Yvette Holman – Motion to send to S&B to look at this throughout the year.

Bryan Seid – speak against referring back to S&B. There was response in the report after they worked on it in committee.
Michael Chiki – speak against the motion. Perhaps a referral on the motion about what it is you are trying to seek on this concern. Perhaps taking it to the Trustee is a good idea.
Dan Santa Maria – speak against the motion. Committee has deliberated on this and has provided response.
Roy Ricord – speak against the motion. This was referred to committee this week and committee conscience is to take no action and they gave a specific reason why and now it’s brought back here.
