C.A. WORLD SERVICE CONFERENCE 2006
STRUCTURE AND BYLAWS REPORT
INTRODUCTION AND OPENING COMMENTS:
Welcome to the 2006 World Service Conference. The purpose of the Structure and Bylaws Committee is to formulate bylaws, guidelines and structures by which this organization can operate, day-to-day, at Conferences and elsewhere. Our goal as a committee is to not kill one another after six intensive days of introducing new verbiage into our all-inclusive World Service Manual. This year the committee is introducing a new version of the World Service Manual to the Fellowship. We have re-numbered the manual to be more user- friendly and hopefully less confusing.
I would like to invite all those who have complained about the World Service Manual to come and participate and help us fix all of the mistakes you have discovered. We will break new ground as we formulate the description and duties for our all new Archive Conference Committee. We will also attempt to assist the World Service Board of Trustees in inputting the revised TEC guidelines in the Manual. I would also like to suggest to all Conference Delegates that everyone owes it to themselves to sit on the Structure and Bylaws Committee at least one year of their term.
COMMITTEE INTRODUCTIONS:
We have 3 new committee officers this year along with many committee members from around the world. We will need to add a committee co-secretary. Election for the replacement officer will be the first item on our agenda.

Our 3 new officers are Charles Nelson-Chair; Freeman Houston-Co-chair; and Anne Bouley-Secretary. All returning Delegates from the Structure and Bylaws Committee are encouraged to rejoin in our quest to provide Cocaine Anonymous with the most up-to-date and comprehensive World Service Manual.

REFERRALS THAT WERE WORKED UPON DURING THE YEAR:
Structure and Bylaws met at the 2006 World Service Convention to discuss post-Conference referrals that were tabled or held in Committee. The bulk of the committee’s work this year was re-structuring the World Service Manual. I would like to thank our past committee Secretary Bryan Bell and Trustee that sat on our committee Jay Finesilver for all their hard work.
CLOSING COMMENTS:
The Structure and Bylaws Committee encourages new membership to our group with great enthusiasm. It is a great committee for new Delegates who would like to learn more about our manual and how business is conducted on this floor. Special thanks goes out to past Structure and Bylaws committee members comprised of dis-barred lawyers, doctors that have lost their license to practice, un-accredited school teachers, bus drivers with multiple 502 violations and an occasional addict and alcoholic, and a host of other characters. Come join a group where you can practice your manipulative skills and many of your other character defects. Unfortunately our group demands late night sessions, early morning hours with no gratification from the floor, and the development of a thick skin to field all of the complaints. Our hope is that when the Conference is over you will feel a sense of accomplishment. We encourage you to join us in making a difference with this year’s World Service Manual.
