C.A. WORLD SERVICE CONFERENCE 2003
PUBLIC INFORMATION COMMITTEE REPORT

INTRODUCTION AND OPENING COMMENTS

We are so excited to be here at the 2003 World Service Conference.   I have served on this Committee for the last three years and at a moments notice was informed that I would be the acting Chair of this Committee. This has been challenging, but extremely rewarding. I have learned many things, the least of which is how to utilize Rule #62. We have some new and innovative material to present to you this evening.

The members of our committee are:

Ginger Lane – Arizona Area Delegate and Acting WSC PI Committee Chair

Billy Humphries – North Carolina Area Delegate and WSC PI Committee Vice-Chair

Rachel Mackey – Kansas Area Delegate and WSC PI Committee Secretary

Teri Knight – Atlantic South Trustee and WSC PI Committee Trustee

Dorian Clarke — Southern Ontario Area Delegate

Gerald Collard —   North Atlantic Area Alternate Delegate

Michael Dean — Ohio Area Delegate

Gene Dent – Oregon / SW Washington Area Alternate Delegate

Shelia Edwards – Louisiana Area Delegate

Don B. Fraser – British Columbia Cocaine Anonymous Area Delegate

Danny Holland — CALA PI Chair

Karen Layns — CALA Delegate

Lawrence Matlock, Jr. – Arkansas Area Delegate

Jim Schodowski – Northern Nevada Area PI Chair

The data gathered in the survey is presented in the following pages; and while not scientific, it will be useful in evaluating the demographics, character, and diversity of our Fellowship.

  1. Referral No. 3587: To accept the “Escape” poster for general use by Cocaine Anonymous.

Committee Comment:

The Committee approved the “Escape Cocaine” graphic as approved PI print Media. The vote was 9 – 1. The Minority Opinion, by Don Fraser, is as follows: “The artwork is extremely graphic. It sends a message not of recovery, but of constant abuse and triggers people in early recovery. I believe this sends a message of Cocaine Anonymous condoning the use of cocaine to people in early recovery. My personal experience is that I have seen the results based on this trigger which end up in the morgue.”

MOTION TO ACCEPT THE “ESCAPE COCAINE” ARTWORK AS APPROVED PI PRINT MEDIA FOR GENERAL USE BY COCAINE ANONYMOUS.

Freeman Houston – Speaks against the motion. Has never seen such an advertisement for AA or NA.

Motion passes with substantial unanimity

  1. Referral No. 3541: Adding to Conference approved artwork the phrase “and all mind altering substances” in smaller letters as Cocaine Anonymous size letters. I personally think it’s a good idea, because as a newcomer, may think that I can only get help if I had a cocaine problem? Also, after discussing this with a few members they agreed to it to be a good idea. Thank you for your attention and I look forward to hear from one of your members. Included original referral because it did not include the copies.

Shane M. – Speaks in favor of the motion but does not understand it . If you insert “ and all other mind altering substances people will see that CA is all inclusive.

John W. – Speaks to the motion we suggest that the area insert however they want to.

Stacy Keyes – Point of information. Speaks in favor of the motion. What will the art work be?

Ronald A. – Point of information. He just said that he will leave it to each area to add stuff what does that mean?

A draft form has been prepared distributed to the Conference floor.

Scott B. speaks to the motion . Likes the idea . How do I count the meetings.

Don – It says if you have raised you hand before, don’t.

Teri Knight speaks against the motion. Would like to see the count represent the members instead men vs. women.

John W. speaks in favor of the motion. We had a census last January that was extremely successful .

Judy W. Point of information – To John W. When you did the census how many meetings turned in the census.

John W. – Out of the 26 meetings we received 10 replies.

Billy H. – Speaks in favor of the motion . We are Public Information and we need to get information.

Barry H. – Speaks against the motion . The form that is being offered needs some work

Suzanne S. – Speaks in favor of the motion .The committee is trying to keep it supremely simple. We hear about our diversity issues but not about our common problem.

Terry Denmark – call for the vote

Second

  1. Motion to accept the “our stories” PSA, produced by Hummingbird Productions, as the exclusive property of Cocaine Anonymous World services, inc., with the agreement that hummingbird productions will be the exclusive fulfillment vendor for the first 200 tapes ordered by the CA fellowship at a cost of $65.00 American per tape.

REFERRALS OR ITEMS TABLED UNTIL NEXT YEAR; AND ITEMS THE COMMITTEE WILL CONTINUE WORKING ON THROUGH THE YEAR

Referral No. 2583: Explain why four reports on PR, NPR dealing specifically with crack cocaine mentioned NA and not CA. Also why HBO appears to be oblivious to CA’s existence, but not NA’s.

ACTION TAKEN: The Committee will endeavor to contact NPR and HBO, as well as other major media with the appropriate Public Information form letters in Chapter 8 of the PI Workbook.

Referral No. 3600: This referral was suggestions for changes/housekeeping to the Public Information Workbook.

ACTION TAKEN: The housekeeping changes are being made to the Workbook. We will continue to review any substantial changes to this document and present them for approval at the 2004 Conference.

We will continue to work on WSC PI Committee Officer Guidelines; Updates to the Fact File Document; Updates on available methods for initiating helplines; Updates on PI material order forms; Presentation of PI stories for the Newsgram; e-mail committee work procedures; formation of a PI Internet subcommittee; and, other items of business that arise during the year.

REFERRALS OR ITEMS REFERRED TO OTHER COMMITTEES; WORLD SERVICE OFFICE, OR BOARD OF TRUSTEES

There were no items referred from the Public Information Committee.

REFERRALS THAT DID NOT RESULT IN MOTIONS

Referral No. 3623: We need some type of large presentation card with CA public information on it when giving CA presentation to the public.

Response: This referral did not result in a motion. It was the conscience of the Committee that there is not a demonstrated need sufficient to create the stock and inventory. Further, such items can be produced on the local or area level.

NEW COMMITTEE STRUCTURE AS OF THIS CONFERENCE

Chair:  Ginger Lane
Vice-Chair: Billy Humphries
Secretary: Rachel Mackey

CLOSING COMMENTS

We have worked this week with the results of the 2000-2001 Survey. Unfortunately, printed copies of the survey results are not available for the conference floor. The survey result reports will be provided with your delegate mailing.

In order to assist our Committee in it’s continuing effort to develop Public Information, we have our Conference Approved 2003 Membership Survey. Please take these back to your Areas for distribution. They are available on the literature tables.

I would like to thank the entire committee for all their hard work. Especially the Vice-Chair, Billy Humphries and committee members Jim Schodowski and John Whitaker for working well past midnight on a few occasions, and for our secretary Rachel Mackey for her working lunches and her sheer determination to continue even while she was sick (I finally had to send her to her room). And finally, I want share my gratitude for Cocaine Anonymous. I could be of service every minute of every day to this Fellowship and still it would NEVER be enough to fully repay Cocaine Anonymous for the life it has given me.

Respectfully Submitted:
