Steve Edwards – Motion: On page 4.5 of the World Service Manual, “World Service Office Trustee, No. 2”. Change as follows: “Candidates are nominated for World Service Office Board Trustee, and a minimum of two candidates shall be elected by majority vote of the World Service Office Board. The candidates are then submitted to the Trustee Election Committee. If two candidates are not elected, the World Service Office Board has failed to elect a slate.
With some very minor opposition, the motion carries with substantial unanimity.
John Cook – Motion: On page 1.10 of the World Service Manual, add Item No. 13 to state, “It is recommended that each level of service set up auditing and accounting procedures, with appropriate checks and balances.

Trevor Scheible – Motion: Add to World Service Manual, page 2.12, in paragraph 1, third sentence, to read as follows: “If an Area has more than 75 meetings per week of its groups, (excluding H & I), then that Area will be entitled to one additional vote for every 50 meetings per week of its groups, (or a portion thereof.)”

Any group or District seeking to change Areas must complete a “Petition for a District or Group to Change Areas” form, and the change must be recognized by the WSC, and pass by a 2/3 vote.

Motion: Change Standing Rule 5c page 3.6 of the WSM and renumber as follows:
- A Delegate may proxy one vote to another Conference Delegate representing the same Region Area.
- An Area that is not otherwise represented at the Conference may proxy a maximum of one vote to a Conference Delegate from another Area within the same Region.
- No Delegate can carry more than a total of two votes at the Conference.
Chair – This is amending a Standing Rule and requires 2/3 for passage.
The motion clearly fails.
