WORLD SERVICE BOARD OF TRUSTEES REPORT
INTRODUCTION AND OPENING COMMENTS:
Your WSBT has worked diligently throughout the year within what our World Service Manual defines as ‘the broadest scope of any branch of our service structure.’ Our WSM goes on to state that it is the responsibility of your WSBT to help deal with anything that affects C.A. as a whole, either internally or externally. All things that may endanger the existence of our Fellowship or limit our growth is of concern to your WSBT.
As the principal financial planners for the Fellowship, we routinely review revenue and expenditures, and we diligently address fiscal concerns as they arise. We have been mindful of our budget, and we have continued to remain under budget for the year.
This year the WSBT was able to have a significant presence at the First European Regional convention held in Birmingham, UK in April. Four members of the Board were able to attend and participate in the Regional Assembly, the Long Term Planning event and the PI event. It proved to be a wonderful opportunity for the WSBT to reach out and exchange information and ideas with members locally and globally.
Due to moving to Chicago earlier this year, Tim A, our WSOB Chair, resigned his position. The WSBT elected Randy M to finish out the remainder of Tim’s term. Randy has stepped up and is already proving himself a great asset to both Boards. The WSBT is excited that there have been four new WSOB Directors At Large recently elected. Please join us in welcoming Pierre K, Brenda M, Ron D and David C.
Earlier this summer the WSBT lost a valued member of the Board with the resignation of Suzanne V. Suzanne has been a conscientious and enthusiastic member of our Board for nearly three years, and she has already been greatly missed. We thank Suzanne for her service to the Fellowship.

We would like to report that your WSBT has been fully engaged in the activities and business of C.A. at local, area, regional, and World Service levels all year long. The members of the WSBT have also participated throughout the year on nearly all committee conference calls for each committee to which they’re assigned.
The WSBT remains in regular contact with each other, the WSO, as well as our respective regions. We have addressed correspondence, referrals, and matters that have arisen in a timely manner. The WSBT has met four times this year for quarterly meetings, had four conference calls, and addressed 21 online motions. We have diligently worked through our agendas. The level of commitment shown by each Trustee, as well as their willingness to be available at a moment’s notice, has enabled the WSBT to work effectively and efficiently all year long. It has been a tremendous honor to serve as Chair of the World Service Board of Trustees this year.
This year your WSBT participated in the following activities and business:

As this is my first conference as the newly elected Atlantic North Region’s Trustee I find myself truly honored and humbled to address you all. My thanks to my predecessor Yves who served with distinction and humility and left the Region in good stead. Also, many thanks to my peers on the WSBT who have given guidance and reassurance during my first year.
During CAWS2018 we held a Caucus. In attendance were CANY, SOCA, Quebec, and Massachusetts. Another will be held here during conference where attendance should be stronger. There is a drive to put on a Regional Convention in May of 2019 which has garnered support from all the areas, the Steering committee is in the process of being formed. The area is showing a lot of excitement and displays of unity are heartwarming. The Region is in good shape, we have had multiple request for starter kits in 4 of the areas and, we have meetings starting in the upper regions of New York state where we have been dark for a while.
THE CANY PI committee had a fantastic presentation of “What do you see” that was
on billboards in Time Square and along highways in New Jersey kudos to them. The region is getting stronger everyday and I feel we will only get stronger as time goes on, and we spread our message of Hope, Faith, and Courage.

The past year, since having been elected to The Board, has been one of steep learning curve and growth. My fellow Trustees have helped nurture this rookie and shown the love and dedication that are the hallmarks of Cocaine Anonymous. As a Trustee I am honored to be assigned to the WSC PI Committee and have been greatly impressed by the enthusiasm and gratitude that is made manifest through the dedicated and imaginative work of this committee. There is a huge amount of ‘front -line’ action, supported by tireless behind the scenes administrative work.
Being the Chair of the WSBT LTP I have worked to make the function of that Sub-committee a year-round endeavor. Cocaine Anonymous is now ‘of-age’ and our long-term objectives should be addressed accordingly. Following appropriate consideration, by The WSBT, of possible LTP

structures it was decided to set up working forums, Yahoo Groups, at both Board and Fellowship levels so as to consult and obtain input from the wealth of experience and knowledge at our disposal. This year an additional, very well attended, LTP meeting was held at the European Regional Convention and more frequent face-to face meetings are envisaged. A Projects Chart has been worked up and is posted to the Yahoo Groups. A number of current and former Trustees along with Delegates and other members have been invited and joined. If you would like to participate, please email me and I will invite you to join us. Work will commence on the various projects following this Conference.
Just prior to the World Convention in Montreal Suzzane V was obliged, due to personal reasons, to resign from her position as European Regional Trustee. Suzanne served in the position for almost three years and did so with absolute dedication and great energy. Her imagination and enthusiasm were an inspiration. I am sure I speak for the whole of The Board and the European Region in expressing our gratitude and thanking Suzanne for her conscientious work as Trustee. I was asked, by The Board to stand in as European Regional Trustee until one is elected. I have been in communication with most Areas within the Region and liaised with the upcoming CAWS 2019 Convention Committee. This is looking to be a fantastic event. Fortunately, the European Region had provided two members for the Slate, which has now been activated, and the Trustee Election Committee has been carrying out interviews to fill the vacant post.
Overall the most inspiring part of my role as Trustee at Large has been the opportunity to assist new Groups and fledging Areas. The World Service Office is our hub for Starter Kit requests and general queries and communications from around the World. Just in the past few weeks I have been forwarded numerous requests and have been in contact several times with new members starting up a Group in Istanbul, Turkey. This is a city of 20 million residents that sits at the center of international drug trafficking, with the attendant epidemic of those sliding into oblivion, as we once were. Being able to assist with this fledgling Groups endeavor is a goose bump raising joy. I spoke just a few days ago to a woman, who had requested a Starter Kit from The Office. It turns out that a friend had taken her, in a much-befogged condition, along to a local unity event and that the gift of hope passed on that day had inspired her to start her journey of recover, hence the need for a starter kit! I found this misunderstanding quite lovely. There was the opportunity to explain our Fellowship and arrange for a nearby female member to offer the newcomer sponsorship.

Comments:
It is an honor and a privilege to serve as the Southwest Regional Trustee. This year I assisted and attended the NADCP Conference which was held in Houston, Texas in June of 2018 with the Public Information Committee. We had great participation from the local fellowship. I serve on the WSBT Sub-committees-TNC, TEC, and Finance. For Conference committees, I serve as lead Trustee on the Finance Committee and second on Structures and Bylaws Committee. Of the nine areas in my region I have visited 8 since I have been Trustee. This year I made my visit to the New Mexico Area and attended a very exciting area convention. The 2020 World Service Convention Committee (Austin, Texas) is in full swing now. We have filled most of the committee positions and a fundraiser will be coming soon. 7th tradition donations by the SW Region for 2018 Q1& Q2 was $621 and $14,000 respectively. The great news I have to report is from October 2017 through August 2018 the Southwest Region has had 24 starter kit request! We even had a starter kit request from Odessa Texas. Meetings in the Texas Panhandle are thriving in Lubbock Texas.

In my second year on the board, I’ve become more comfortable in the give and take of the Trustee meetings, and to have a better understanding of the role of a Trustee. Like every other commitment in the Fellowship, there is a unique perspective and outlook in this role. One has to become part of the Group Conscience, where in other roles one can be more of a free agent. This, for me in particular, was a bit of a struggle, uncovering still more character defects that needed removal. Do they ever end?
This year has been a demanding one, as the Board (and the Fellowship as a whole) struggles to reorient itself to the reality in Europe, along with the usual run of issues. I very much look forward to the 2019 Convention in Stockholm. I hope that we can find more, and better, ways to integrate C.A. in North America with C.A. in Europe. We all have the same last name. Addict.
To the degree that the Office can assist in this integration, I stand ready to help. I am happy to announce that the World Service Office Board now has a Director from South Africa and a prospective Director from the UK.
As I said last year, in my role I have two Boards and two Chairs and sometimes find myself between two conflicting Group Consciousnesses. Since the boards meet separately most of the year, it can be difficult to meld the consensus and convey all the reasons why each board made the choices it did. It is one of those things you only learn by doing, then doing better next time. I’m still learning.

But, like any other position of service, it is all “for fun and for free.” For admittedly strange values of “fun.” I want to thank the Conference and my two Boards for giving me this opportunity to grow.

Greetings;
I would like to take this opportunity to thank you all for letting me be of service to the fellowship I crave. It has been an honor and privilege to assist with the business of Cocaine Anonymous. I still cannot believe that God has chosen me to be his humble servant. I understand today that I am a TRUSTED servant. I do this for free and my reward comes from God. God chose me to be at the bottom of the upside-down triangle. God prepared me for this position. God set forth a plan (that I had nothing to do with), and blindsided me. No, you do not understand, I had an opportunity to be World Service Trustee about 8 years ago and I said no. I am not sure if it was fear or my head just talked me out of it, but it did not happen at that time. God knew, if I had known what he was preparing me for, I would have surely messed it up. Yes, my God has a sense of humor and I just want to thank God for being God.
Now that I have complete my 2nd year as the World Service Trustee, I can truly say that I have learned a lot but I know a little. I listen and I listen and I listen. I have learned that I do not have to speak on everything. I found out that I cannot learn if I am always speaking. I have found my voice and I am learning to use my voice conscientiously. I remain teachable and humble while learning the different aspects of my role as the World Service Trustee and how my role intertwines with the WSBT, WSOB and the fellowship.
I am excited to embark on year #3, I will be a better trusted servant than year #2. As my journey continues I will seek strength from God to be the best that I can be. I will do my best to assist in helping CA grow. I will work hard to attract the next suffering addict to Cocaine Anonymous. I am excited about Long Term Planning and the changes to better our fellowship as a whole. My HOPE is to leave Cocaine Anonymous, better than I found it. I love Cocaine Anonymous and I thank God and all of you for letting me be a part of such a marvelous fellowship.

I am humbled and honored to serve the entire fellowship of Cocaine Anonymous. I just completed my first year. It has truly been a whirlwind. I jumped into this position with both

feet, and my heart. My eyes have been opened. This year, I have experienced the excitement, and energy that Cocaine Anonymous is an international fellowship. We are growing all over the world through the Grace of God. I was able to experience a magnetic energy with the members from Europe and Canada. The more service work I do, the humbler I get. I have learned so much about myself. I am learning to listen more, and speak less. I ask a lot of questions. I also know that I do not have to know everything (thank God). I was elected as the WSBT Assistant Secretary. I open all the email responses that are sent in to the WSBT email inbox. I forward them to our board, and we work on the responses together as a board. One of the most important things that I have learned this past year is that all questions, and inquiries directed to the board are answered by the board and not an individual Trustee. We are one voice! We are a diverse board. I love all the members of our board. I want to thank Anne, Jeannette, Wade and Yvette. As a newbie, we are matched with another board member. Wade helped me tremendously to navigate through all of our board materials and reports. I can call him anytime with a question, and he responds. My gratitude is soaring! Overview:
I want to first extend my gratitude to all of you for entrusting me to serve the fellowship in this capacity. It is indeed an honor to be able to assist my fellow members in looking out for the welfare and continued growth of our fellowship, and a pleasure to work with so many people extremely dedicated to service. From the very first quarterly board meeting with our new board in December, where the 3 new members came together with the existing board members and got right to work, to a rapidly developing expanded view of our amazing worldwide fellowship, the learning continues. I am grateful to have already met so many people, shared in many new

experiences and service opportunities together, and learned so much along the way. I want to thank our outgoing Trustee, Anne M for her leadership, mentorship, and friendship; and I would also like to express my appreciation for all of our dedicated WSBT members for their patience, diligence, wisdom, and strength. I am extremely grateful for all of our dedicated and trusted servants around the world and their tireless efforts each year at our World Service Conference and throughout the year. I am very pleased to report that since this time last year the Pacific North Region of C.A. has received 23 Starter Kit requests for new meetings and one additional new meeting Registration Card was also received at the office. This is exciting, and I look forward to the continued growth and prosperity of our strong C.A. fellowship.

Thank you for entrusting me to sit on this board to assist with the oversight of the welfare of our Fellowship. Still, I am moved as I observe the deep level of dedication, love and respect so lavishly infused into the process of recovery and the business of Cocaine Anonymous by our members locally, regionally and globally. Because of this level of commitment, love and dedication, we together [unity] will catapult Cocaine Anonymous into its next level of existence! I am confident that our emerging leaders, you today’s delegation, will handle the business of Cocaine Anonymous with contemplative insights and execute with the utmost respect of traditions. Sometimes quickly and sometimes slowly…. We live in a global society. Global is
roomy and large. Guidelines, traditions and concepts are our guideposts. In my opinion, there is nothing wrong with taking calculated steps. But step we must if we are to grow.
The life I’ve lived this past year as the result of working the steps, traditions and concepts is nothing short of miraculous! They work [the steps] in spite of me is no lie. My experiences are too many to speak about; some painful, some very painful and some immensely joyful. I am mentored by our present board as well as past boards, my home group, sponsees and the newcomer. Prudence in action and fudiciary responsibility are a must. I am truly humbled to work with you.

I would like to thank the Delegates of the Atlantic South Region for allowing me to be of service to them. Being able to interact and participate with such dedicated servants to the Fellowship has always been a true pleasure for me. There is definitely a sense of the “We” in the Atlantic South, and I’m always amazed at the cohesive way all the Areas work together for the betterment of CA locally, regionally, as well as globally.
I would also like to thank the WSBT for allowing me to serve as their Chair this year. There are so many great skills I’ve developed this year while being of service in this position that I have been able to incorporate into my personal and professional life, and for this I am eternally grateful.
I would like to thank you, the Conference attendees, for setting aside your work and family obligations for several days so that you can be present and participate in the continued guidance and growth of Cocaine Anonymous. I am excited to be here with you this week and to be a part of this process where we all come together in the collective pursuit of bringing the spiritual side and the business side of our Fellowship together. This is where we do our best to put in place the foundation of a sustainable Fellowship where addicts everywhere and nowhere can find the solution that has been so freely given to us.

The experience we get to have here at the conference when we witness a Loving God as he expresses Himself in our Group conscience is truly amazing. This is where we get to experience the Traditions and Concepts in action and watch them come alive on the conference floor and in committee.
I’m looking forward to the next few days ahead where our ideas will be exchanged, our fears will be brought to the surface, our patience will be tested, and a Loving God will be revealed to each of us one vote at a time.

I would like to see the trustees revitalize the idea of having a non-addict trustee on the board of trustees for CA. I have been a member of CA for more than a decade and this is the first year that I’ve heard that this position is vacant and learned that it has been vacant for 30 years. its difficult to fill a position if it isn’t being announced or promoted by the appropriate body. Thank you.

We continue to get the word out to the fellowship about the position of Non-Addict Trustee. This has been discussed again this year on the board. The following are references from the WSM presented here for your information:
(p37) The non-‐addict servant has important professional and/or other valuable skills to benefit the Fellowship as a whole.

(p53) Non-‐Addict Trustee: Non-‐Addict Trustees are from the various designated Regions. Trustee-‐at-‐ Large: The Trustee will be chosen from the seven regions of Cocaine Anonymous.
(p54) Qualifications of Non-‐Addict Trustees:
- Willingness to serve
- The time and resources necessary for active Trusteeship.
- A knowledge of the Twelve Traditions.
- A good understanding of the disease of addiction and the Twelve Step Program of Recovery.
(p55) The various Trustee Slates shall be submitted to the Conference for ratification as one of the first substantive orders of business. Each Regional Slate, Non-‐Addict Trustee Slate, WSO Trustee Slate, shall be presented for approval by a single vote of the Conference. The ratification of the Regional Slate also constitutes the ratification of the Trustee-‐at-‐Large designees and the WS Trustee from the Pacific South Region. If there is an objection to the slate, or any individual on the slate, then each individual on the slate will be considered separately.
(p57) Non-‐Addict Trustee:
- One or more nominee candidates may be submitted from each Area within a Region.
- At the various Regional meetings, nominees will be elected.
- The candidates will be submitted to the Trustee Election¬ Committee for qualification.
- The Trustee Election Committee will submit the candidates to the World Service Conference for ratification by two-‐thirds vote of the WSC.
- The Trustee Election Committee will make its selection from the Conference Approved Slate.

(p54) Non-‐addict Director Trustees shall be persons who are not and have not been afflicted by the disease of drug addiction and who express a profound faith in the recovery program upon which the Fellowship of Cocaine Anonymous is founded.
WSBT 2017-4 From Earnest M. Northern California Area (In-Conference)
Re the artwork which was at Seattle at the CAWS Convention. There was a large piece of artwork with AA’s logo and AA’s principles and the CA logo in the middle of it, which was right in front of

the podium, it was a great piece but had tradition violations. How can this be, please guide us how to prevent this at the World Service Convention level. I have a copy of this art to provide to you and will do so directly. It is attached here.

Thank you for your inquiry on this matter. We have guidelines in place for the approval of themes and artwork as follows from pages 13-14 of the World Service Convention Committee Guidelines:
THEME/ARTWORK CHAIRPERSON DUTIES:
1) Devise a method of creating the Theme and Convention Artwork.
2) Submits WSBT and WSOB approved theme(s) to the General Convention Committee for approval.
3) Create, or has created, artwork based on the approved theme
**NOTE** All artwork needs to be approved by the WSBT and the WSOB; any accepted artwork becomes the property of CAWS, Inc.
4) Submit artwork to the General Convention Committee for approval.
5) Contact WSO to obtain the Artwork Release Form and provide to anyone submitting artwork for consideration.
6) Produce camera ready art for necessary committees – coordinates needs with the Printing and Memorabilia Committees.
7) Ensure that artwork is purchased, preferably with a buyout of all rights, or a limited usage contract.
8) Obtain 3 bids for any expense which is estimated to exceed $500 per vendor/subcontractor.
9) Complete a WSO Check Request Form for all expenditures over $100.
10) Submit all Check Requests and bids to the Chair of the Steering Committee which oversees their committee. **NOTE** If limited usage contract is needed, it must be coordinated with the WSO.
The interpretive piece of artwork on the podium at the Seattle convention was a gift to the committee. What the committee was going to do with it wasn’t clear at first, so they decided to display it on the podium. Because the artwork was donated the committee felt that there was no need to follow the guidelines as listed above. So, this beautiful piece of artwork slipped through. Upon our becoming aware of the artwork and bringing it to the attention of the convention committee, we realized that this was not an intentional disregard of the traditions

or the guidelines. So, in the future all artwork to be displayed whether donated or commissioned, should follow the guidelines as listed above.
WSBT 2017-2 – From Jerico M. Colorado Area (In-Conference)
When a new Area is created- the area is given 3 delegates and 1 alternate. This occurs no matter the size of the starting area. Would it better serve the area if the amount of Delegates are relative to the size of the area? I have heard this discussion amount CA members and thought I would put in the referral for discussion.
RESPONSE: No Action Taken.
This was also submitted to the S&B committee, which is the appropriate committee for this issue.
WSBT 2017- 3(A)
From Jay F. Conference Committee Chair/Colorado Area (In Conference)
This is a referral related to the Right of Rotation. I have always been troubled by the fact that at the WSOB level, even trusted servants that serve the maximum six years, can go off the board for two years and then be allowed to serve another term or more later on.
I sent a referral to the WSOB last year who just responded (in its Opening Report) that the WSM provides for “consecutive” terms and that this practice
of letting servants come back after a break in service is allowable due to this technicality. I respectively disagree. To me, the right of rotation means that after six years, the person can no longer serve in the same position again ever.
This is how it is at all other aspects of World Service, albeit from Trustees, Conference Officers and even Conference Committee Chairs. To me, this seems to be intellectually and spiritually dishonest. As I understand the Concepts and other writings and practices about the right of rotation, how can this ever be acceptable. Rather than just put forth a motion to change this to S&B I would appreciate please the WSBT weigh in on this. Can the WSBT please clarify this once and for all. We will be submitting a referral about this but believe that the Trustees need to give guidance on this important matter as well.

The World Service Office is responsible to the World Service Board of Trustees. The C.A. World Service Conference, consisting of Delegates from C.A. Areas throughout the Fellowship, Trustees of C.A. World Services, and World Service Office Directors and staff members, meet annually, and provide a link between the Groups within the Fellowship and the Trustees who serve as custodians of C.A. Traditions and interpreters of policies affecting the Fellowship as a whole.
Page 11 of the WS Manual states that the spirit of rotation is followed by ALL CA service positions and allows for NON-SUCCESSIVE TERMS ON ALL SERVICE POSITIONS. With that being said, we must uphold what the manual says regarding the spirit of rotation.
The principal of consistent rotation of responsibility is followed by all C.A. service positions. The spirit of rotation is a vital principle within our service structure which allows for non-successive terms on all service positions. This enables more members to experience the true nature of service. Positions in the Service Structure are rotated according to a vote of the Service Structure. Representatives to the local service organization are voted on at the Service Structure level according to a schedule defined by each Service Structure. Officers of the service organization are elected based on the group conscience of that organization.
WSBT 2017- 3 (B) From Dawn M. CAUK (In-Conference)
I propose that a defined time period is agreed and documented in WSM regarding the publication of WSBT minutes from face to face, online and telephone meetings.Time period to be ‘next available delegate mailing or within the following 60 days’.It is challenging as a delegate to stay abreast of progress of referrals to WSBT and enquiries that they are dealing with when we receive these minutes in arrears by two quarters.
There must be a way to ensure that minutes from all meetings are available in the next quarterly delegate mailing to allow for timely perusal and enquiry.
RESPONSE: No Action taken
The WSBT understands the importance of disseminating minutes of its meetings and submitted reports in a timely fashion such that the dedicated servants of our Fellowship are able to carry out their commitments with due diligence and care.
The creation of an accurate set of minutes can be a very time-consuming process.
The WSBT makes every effort to finalize the minutes and submit them for approval in a timely fashion. We will continue to endeavor to meet the next Delegate mailing deadline whenever practicable.
