Summary of Motions
August 29, 2006 Day 1
Procedures for all Trustee elections by the Trustee Election Committee.
All members of the TEC must either be present for each interview or listen to the tape recording of any interview for which they are not present. If for some reason a member of the TEC is unable to be present for a candidate interview and/or listen to a candidate tape, then that TEC member shall not participate in the election for that slate.If a TEC member misses more than two questions of an interview, that member will be required to listen to the recording of that interview in order to participate on the vote for that trustee position. If for some reason a member of the TEC is unable to be present for a candidate interview and/or listen to the recorded interview, then that TEC member shall not participate in the election for that slate.
All service resumes should be submitted on the approved service resume form.
- The TEC Chairperson shall conduct the elections and also be eligible to cast a vote on each ballot. The TEC Chairperson may also participate in the discussion phases of the election process.
- All voting will be done by secret ballot. TEC members have the choice of either voting for one candidate or voting for none of the candidates. Abstentions are counted as votes for none of the candidates.

3.FIRST BALLOT: If a candidate receives 2/3 of the vote, that candidate is the elected Trustee. If not, proceed.

- SECOND BALLOT: Run-off between the top two (2) vote-receiving candidates. (If, on the first ballot, there is a tie among the candidates, all candidates receiving the top two (2) amounts of votes will be included in the run-off. For example, if A receives 6 votes, B receives 3 votes, C receives 3 votes, and D receives 2 votes, the run-off includes A, B, and C). If a candidate receives 2/3 of the vote, that person is the elected Trustee. If no candidate receives 2/3 of the vote, then continue.

- THIRD BALLOT: Run-off between the top two (2) vote-receiving candidates (same procedure as second ballot). If a candidate receives 2/3 of the vote, that person is the elected Trustee. If no candidate receives 2/3 vote, then continue.

- FOURTH BALLOT: If no candidate receives 2/3 vote on the first three (3) ballots, the top vote-receiving candidate is put up for 2/3 ratification vote. For ratification purposes, TEC members have the choice of either voting “yes” or “no”; abstentions are counted as “no” votes. If that candidate receives the required 2/3 vote, then that person is the elected Trustee. If not, the same procedure will take place with the 2nd top vote-receiving candidate.
- If neither candidate receives the required 2/3 ratification vote, the position will remain open until the next cC The members of the Board of Trustees will assume the duties of that position.
- Once the candidate has been selected, it is the responsibility of the TEC Chairperson to first notify those candidates that are not selected for the position that they were not selected. After all candidates not chosen have been notified, the TEC Chair will inform the chosen candidate. After all candidates have been notified, the new Trustees will be announced to the Conference floor.

Bryan Bell: Point of information. Is this the same motion that was sent out as a SR14 in the delegate mailer? This was also put to S&R as a referral. Was there a reason why it was changed and presented this way?

Bryan Seid: Point of information. Unclear about if a TEC member misses more than 2 questions. Could you please explain?
Jay F: If someone leaves the room for extended period of time, they have to listen to the tapes in order to vote.
Dan Santa Maria: SR14 motion is slightly different. So if someone was crafting a motion regarding Trustee Election process, they should do so against this language? Jay Finesilver: Yes, that is correct.

Philip Lindsay: Point of information. Did you consider putting limit on discussion? On Point #12, what would happen if you can’t contact all unsuccessful candidates?
Jay Finesilver: Addressing first question – in the room, may need to go on for awhile. Decided that it was not necessary to limit discussion. Second question – almost.

Jay Finesilver: 2/3 seems to be the number to change charter, suspend the rules, etc.
Seems appropriate. People aren’t put on the slate unless they receive 2/3 vote.
Dan Santa Maria: Point of information. Should this motion prevail, the new text will be effective immediately, and for those of us crafting referrals regarding the process, should they direct them toward new text?
