WORLD SERVICE OFFICE BOARD REPORT

INTRODUCTION AND OPENING COMMENTS:

WSO is responsible for conducting the daily business of CAWS, including sales of chips & literature, distribution of various materials relating to starting up meetings, information to the public, including the recovery community, and carrying out the mandates of the WSC as well as the WSBT. In this capacity, it also has the opportunity to see possible problems or issues which it refers to both the WSBT and the WSC for evaluation and solutions. We meet at least twice a month to discuss and process CAWS business and our meetings last 4 hours or more.

Some of the projects we have worked on this year include:

1. Formulating and implementing a Budget for the CAWS, including development of a plan   bring a complete proposed budget to the WSC each year
2. Creating an ad hoc committee of the WSO for implementation of the “Donor Program,” now known as the “World Service Contribution Program”. Special thanks to Heidi L for chairing this committee. -Program is now in place, flyers are being distributed during the WSC and contributions will be able to begin immediately.
3. Working with the various CAWS Convention Committees, especially 2003 Chicago, to maximize revenue while ensuring the fellowship receives a quality convention.
4. Continuing to work on improving the services of the CAWSO.
5. Implementing the Conference approved H&I Video.
6. Selected a new web Servant, John F. who is currently updating and improving the CAWS website. Sheri, goodbye and thank you very much for your dedicated & invaluable service in this area.
7. Continued to develop the CAWS archives, with the help of Jay S. We will have an archive display at the CAWS 2004 Convention, Los Angeles.
8. Sent numerous referrals to various WSC committees

CLOSING COMMENTS: While I had been away from the WSO for a few years, I had no idea how much it had grown, both in workers and sophistication. Working with this Board is both a challenge and an honor.

NEWS GRAM REPORT

I would like to thank the World Service Off and its Staff for another successful year of the newsgram Sine we have taken the publishing of the News Gram In-House, we have maximized our usage of the office in-house printings services giving a significant savings to the fellowship. Our subscription membership has grown as well since the last Conference, with the help of my committee. The Trustee Newsgram review committee and the WSO we have a Newsgram guidelines and format procedure guide, which will enable future editors a consistent product. We also have a new and increased flow of articles being submitted from the fellowship worldwide. In keeping with improving the Newsgram I will be supporting the referral that will be submitted to this years Conference on amending the role of the WSOBD #1 Position as Newsgram editor to the best qualified WSOB member or person appointed and approved by the WSOB and WSBT. In the meanwhile I will continue to take full responsibility for the Newsgram.

PACIFIC SOUTH REGIONAL TRUSTEE REPORT

OVERVIEW

Since the last conference I have been the acting Pacific South Regional Trustee. I have attended area meetings in LA and San Fernando Valley to facilitate conflict resolution. Attended and assisted the CALA and South Central district accreditation in conflict resolution. Participated in two SCLA district GSR’s appreciation days.

I have attend the last two regional caucuses. To bring the Pacific South Region inline with the WSM it was necssary to disband the regional structure that was put place after the break up the Interarea. This was accomplish with the help of the regional delegates. This was a great learning experience for us all.

I see a great need for each area to hold “Love and Service” seminars so that more that are in or may move into area or district service may have better understanding of how service is performed. There is a great need in some areas for a better understanding of of our traditions and our WSM. The South Central District of CALA has been holding GSR appreciation day every quarter in the endeavor to educate their GSR’s and DSR’s with the WSM, Traditions, and service. The Compton/Long Beach district has a Love and Service Seminar planned for November.

I am proud that 7^th tradition donations from the PSR has increased over the last year, but I feel that much more can be done. Each area, district and their H&I committees, and many groups within our region need to address the issue of excessive prudent reserves. There are many groups within the regional that don’t understand the primary purpose of a CA group. They have become fund raising machines. There is a lot of money out there that should be donated to the CAWSO so that CA can continued to carry the message. The excessive money being held at group and district levels has been the cause of some of the problems in the region. There are more meetings and events in this region than anywhere in the world and it is my belief that if our region made a real effort the financial woes of CAWS would be lessen much quicker.

World Service Office Trustee

I would like to humbly thank you for the opportunity to serve as your World Service Office Trustee (WSOT) for the past two years. It has been a great learning experience both personally and spiritually. I have found being the WSOT rewarding and unbelievable; a most wonderful experience. It has been an honor working with all of the current and past WSBT members, WSOB members, and all Conference members. It is amazing how God has placed so many talented individuals who bring different expertise to the business meetings of CA. I would also like to thank all the past WSBT members that have walked in front of me and for taking their time to share their experience, strength and hope.

On a personal note my family has had another blessing of recovery added our lives. On December 16, 2002 we had a healthy little girl, Margot. Due to the hospitalization of pre-term labor I was unable to attend the November WSBT Quarterly meeting. I then took a maturity leave from my position from the time of hospitalization until the beginning of February 2003. I want to publicly thank John Bodkin, World Service

Trustee; Teri Knight, Atlantic South Regional Trustee; Patty Flanagan, WSO Paid Director; Spencer Barton, Midwest Regional Trustee and Bob Campbell, WSOB Chair for there commitment in keeping me informed and bringing me up to speed. A special thank you to John Bodkin, World Service Trustee for going above his duties and helping fill in the communication between the two boards in my absence.

I now want to speak personally about my experience serving the fellowship as the WSOT. My goal, when I first accepted the position, was to open communication lines between the two boards. The goal was to help bridge the gap that many felt was unhealthy for the fellowships’ growth. I believe that goal has been surpassed. Thank you to both boards for being innovative. We have established communication and information that has set precedence towards our ability in working together as two arms of World Service. WSOT job descriptions have also been set up. I believe this should go a long way towards offering direction to the next WSOT about the tasks at hand.

The World Service Office Board Report:

Elizabeth Saldebar

I continued to be very pleased with new WSOB Chair – Bob Campbell. It has been wonderful having a past WSOB member and former Trustee return and be of service. I have enjoyed working alongside his experience and knowledge that he has brought to chairing the WSOB. I also appreciate his style in handling business both with the WSO and the WSOB.

I want to thank Mark Keaser, WSOB Vice – Chair, for stepping up to the plate in acting as the Chair of the WSOB during the past Conference and until a new WSOB chair was put into place. He was available, a quick learner, and keep in stride during the difficult change within the Board.

I also want to recognize Kevin Murphy for his years of service to the WSOB. Kevin resigned in this spring. His experience, knowledge of the 12 Traditions and 12 Concepts has served the fellowship very well. Thank you.

Judy Weissman, the new director of the WSOB, is our new WSOB Secretary. Judy has been a delightful addition to the WSOB. Judy has quickly stepped into her duties and is doing a great job. I thank her for her commitment, ability to learn quickly. As we all know, being secretary can be very challenging.

I am extremely thankful for John Van Horn (a.k.a. Oliver), WSOB treasurer for his commitment and expertise in helping the fellowship becoming increasingly financially sophisticated. I am additionally thrilled to report that the WSBT has come under budget for the fiscal year 2002 –2003.

Earl Henderson has donated and installed a new phone system in the WSO with the assistance of Mike Gallager. The WSO has now four phone lines and soon the employees will have their own voice mail boxes. After the Conference Earl

will be completing the proposals of the new phone service systems to help save the fellowship money.

Mike Gallagher, the Newsgram editor, has completed the next issue of Newsgram. Please remember submit articles for future Newsgrams.

John Fish, the Web servant, is another very talented appointment. He has been tremendous in his abilities in working with our CA website.

The WSOB created an ad-hoc sub – committee of the World Donor Program, chaired by Heidi Jonathan. The committee has done an amazing job helping create a new flier called the CA World Contribution Program. The Conference Finance Committee will be working on the marketing program by the completion of the Conference.

I want to publicly want to thank Patty Flanagan, our WSO Director. Patty is a true diamond in our fellowship. She has continued to be successful under a lot of change, both in her direct supervision and also with her office staff. Patty is very gifted in her managing skills. She truly makes good decisions for the WSO that have resulted in directly affecting a positive effect for the fellowship. Please remember to thank Patty for all her hard work.

Again thank you all for the opportunity to be surrounded by such talented members of the fellowship that I love so dearly. I will treasure this time in my life for years to come. I thank you for the friendships, your wisdom and the opportunity to grow. I believe all of you are remarkable individuals.

World Service Board of Trustees:

• Regularly in attendance at all conference calls

• Interfaced with several past WSBT members
• Teleconferenced with former World Service Trustee concerning CAWS 2003. Proved helpful in developing working knowledge of negotiations with hotel prior to my tenor.
  • Conference Committee
    • Attended all but two WSCC online chats.
    • Attended all but two WSCC conference calls.
    • Interfaced with WSCC Chairperson.
    • Interfaced with WSCC Hotel Lesion concerning 2003 Conference.
    • Expressed concerns to the committee with respect to the “traditional” time frame for distribution of the summary of motions, and potential financial impact to the fellowship as a result.
  • Trustee Negotiating Committee
    • In communication with TNC members to advise of upcoming contractual matters concerning CAWS, Inc.
    • Trustee Negotiating Committee guidelines projected for WSBT review by January 2004. Glossary of terms and phrases completed presently. Goal is to submit to for conference approval by 2004. Teleconferenced with Hilton Worldwide on several occasions concerning 2003 event and current challenges concerning rate variance as well as performance factors of the present contract. Negotiated an additional 10% toward attrition rate – revisions in writing from Hotel. Monitored costs on site. Final bill reviewed – Interfaced with CAWSO Director of Operations who integral in successful settlement of final bill.
    • Attended two CAWS 2004 committee meetings on site.
    • Traveled to Memphis Tennessee to meet with CAWS 2005 committee. Toured proposed 2005 facilities and familiarized myself with proximity to area attractions and transportation. Face to face meeting with Director of Sales – Memphis Marriott – Memphis Cook Conventions Center.
    • Presently inspecting and actively working on the following issues:
      • Chicago Hilton Hotel – Concluded
      • CAWS 2004 – Hilton Executed
      • Los Angeles CAWS 2004 convention – Entertainment – other vendors pending.

WSOB:

• Attended all WSOB meetings.
• Interfaced with WSOB chairperson on all matters concerning joint approval and signature.
• Interfaced with Managing Director on several occasions concerning issues related to contract negotiations, and finance.
• Personally visited the office on several occasions on various errands.
• Served as signatory on several checks related to our business dealings with vendors.
• Inspected vendor invoicing and cash flow related to such.

CONFERENCE REPORT

Teri Knight, Atlantic South Regional Trustee

WSBT Activities

This year has been a very busy one for me as Atlantic South Region Trustee and as a member of the World Service Board of Trustees. The following are highlights of my activities on the WSBT:

• I served as vice-Chair of the WSBT and worked closely with the Chair, Spencer B. to assist him with his duties as needed.
• I also worked to create several sets of documents and guidelines intend to assist in performing the various roles that are required by a member of the WSBT. These documents and guidelines include; New Trustee Orientation, Regional Trustee, Vice-Chair roles and responsibilities and assisting in finalizing of the NewsGram Guidelines where the Trustees are involved. Working with Jackie S., Atlantic North Trustee, we have also created definitions to the Trustee subcommittees. In all instances, it is intend that these documents and guidelines be made available to the CA Fellowship and possibly included in either the Delegate Notebook and/or the World Service Manual to educate and provide insight into the role and responsibilities that are required by a Trustee.

ASR Activities & Updates

Area Activities

There has been positive growth throughout the Atlantic South. The number of starter kits has remained about the same but in some areas like Florida, Alabama and North Carolina, CA is growing. Either the numbers of meetings are increasing or they are increasing in size or cities where CA never was before there is now a presence. It is very encouraging. Because of this growth, Areas are encouraged to stretch and grow. North Carolina just hosted their first area event. In the coming year, there will be more conventions held in the Atlantic South than ever. Within the next six months there will be an area convention in Arkansas, Georgia and Florida. Alabama will be hosting the Regional convention in April 2004. The enthusiasm and the desire to come together in unity of the CA Fellowship is building in momentum.   Come join us!

Area Visits

Although there were budget restrains this past year, I have had the opportunity to visit only four of the ten areas in the ASR which include: Arkansas (area convention); Georgia, (attending an area meeting, Atlanta district events and an area convention meeting); Alabama (area meeting); North Carolina (area meeting and unity activity); and Tennessee (Atlantic South Region convention and area meeting). I continue to work to build and maintain relationships all of the Areas in the region by e-mail and telephone especially when area visits are difficult however in each instance where I have visited (out of Georgia), there has

been financial assistance provided directly the Trustee to defray costs so that I could attend. I was even provided with airfare for the first quarterly WSBT meeting by a member of my own Area.

7th Tradition

In addition to financial support provided to the Trustee, there has been a lot focus on 7th Tradition this year in the Atlantic South.   Within the call to action has really taken root and there has been an increased effort by all Areas in the region to step up and help the Fellowship. This included sizable donations of over $1,000 from Georgia, Florida and Tennessee respectively. Donations also came from areas where they gave what they could. In Mississippi, an area not yet recognized by the conference, a donation of $2.11 was received. It goes to prove that no donation is insignificant. This year, the 7th Tradition donations for the Atlantic South equaled $19,449.03. This donation is also a significant increase of $7,716.80 from last year’s donation of $11,732.23.

I am extremely grateful and very proud of the Atlantic South Region and to have the privilege represent them here at the Conference as well as the opportunity to be of service to the fellowship of Cocaine Anonymous.

ATLANTIC NORTH REGIONAL TRUSTEE CONFERENCE REPORT

Overview:

Firstly, I want to thank everyone for the love and support that they have shown to me during the past year as I have tried my best to assume the responsibility of serving this fellowship as the Atlantic North Regional trustee. It has been a huge learning curve as a day at a time I have asked god to guide me.

I have dived right into my service work and made contact with all the area’s of the region.

I have attended all Trustee Board meetings and participated in all trustee conference calls. We have worked very hard throughout the year and I believe made huge progress with the work that came before us. Discussion has been lively, interesting and the spirit of unity amongst the Board has been what has made the most impact with me personally.

I have served on two of the Trustee committee, legal and conference and I am pleased that I am also serving on the Unity Committee. Although my work with this committee has been limited so far, I look forward to working with the Unity Committee during this conference and throughout the year. Unity will be planning a unity event for during this conference and I understand they have some wonderful plans for unity events at next years World Convention here in Los Angeles.

Although this past year the budget put limits on where I could go – nevertheless I was fortunate enough to visit 3 of the 8 area’s within the Atlantic North. I attended the UK convention in Bournemouth – which was fantastic. Over 500 in attendance and they are busy planning next years. I also attended the UK Area meetings on a few occasions and some special events. I went to visit the New York and Pennsylvania Area’s and attended one area meeting in New York. And I made a weekend visit to Holland where I went to the Friday meeting in De Hague and had the pleasure of hearing “How it Works” in Dutch. It was a very moving experience. The rest of my contact with the Area’s of the Atlantic North has been through constant phone calls, many emails and an email loop which has been developed to build communication throughout the Region.

We had our Regional Assembly during the World Convention in Chicago. There was representation from New York, Pennsylvania, Massachusetts, Connecticut, Southern Ontario, Hong Kong, and the UK – there were 17 members present and lively discussion on what is happening within the Region. We looked at a vision for the future and where to hold next years Assembly. It was decided to tie it in with a big Area event and the vote was to have it in the UK next March. A slate of three candidate were submitted to the Trustee Election Committee for the Trustee slate.

Aside from the Area’s in the region I have been trying to make contact and support the new meetings that are springing up in the Region. Thanks to the efforts of the Quebec Area there is now CA in Belgium. The Hong Kong meeting is steady in growth. Holland now has 1 H&I in additional to its regular meeting and starter kits have gone out to South Africa and Kenya. I understand there is now 1 meeting in Majorca-Spain and this is all very exciting.

I would like to thank each and everyone of you for the opportunity to be of service to the fellowship of Cocaine Anonymous and to serve as the ANR Trustee this past year.

Because of the geography of the Atlantic North Starter Kits come from both the WSO, Quebec and the UK where literature is printed. 7 starter kits were distributed in Quebec and the UK have distributed another 20. The message of CA in being carried widely throughout the Atlantic North – although in some Area’s the fellowship is struggling, particularly Washington DC and an effort is being made to offer support.

PACIFIC NORTH REGIONAL TRUSTEE CONFERENCE REPORT

Cynthia Cronkhite

Overview: My first year as a trustee has been an amazing experience. I left last year’s Conference not knowing much about my new position, but the other trustees have done their best to educate me in a loving and supportive manner. I’ve learned a lot about our service structure, the fellowship and myself as an individual. I’ve also had the chance to travel to many new places, meet many new friends and have a great deal of fun along the way. My philosophy has been to take the position very seriously without taking myself too seriously. I am tremendously grateful for this opportunity to be of service.

I have attended every quarterly meeting and participated in every conference call. I have served on the Trustee Newsgram Committee and the Trustee Negotiations Committee, and am delighted to be continuing with the Conference Literature, Chips & Format Committee as their trustee.

Starter Kits: The WSO has sent out three starter kits within the PNR since my term began (to Lethbridge, Alberta; Anchorage, Alaska and Placerville, California). Part of my responsibility as trustee is to follow up to make sure the new meetings get connected with their local service structure, which I have done. I have also encouraged the Areas within our Region to provide starter kits themselves whenever possible. Not only does this reduce the WSO’s expenses, it helps connect the new meetings to the Area, a win-win situation.

Regional: The Pacific North Regional Assembly was held in Edmonton, Alberta on February 22, 2003. Representatives attended from the Alberta, Idaho, Northern Alberta, Northern California, Northern Nevada, Utah and Washington State Areas. A slate of three candidates was ratified and presented to the Trustee Election Committee.

Area Visits: I attended an Area meeting in British Columbia on November 10, 2002, the 20^th Anniversary Celebration of Cocaine Anonymous in Utah on November 23, 2002, a holiday party in British Columbia on December 17, 2002, and the Oregon/Southwest Washington convention February 7-9, 2003. I also attended conventions in Washington State on October 11-13, 2002 and July 18-20, 2003. I am looking forward to attending the River Unity convention in

Sacramento, October 31-November 2, 2003. Area visits are not currently part of Regional Trustee budgets, but the fellowship has been generous in helping defray my expenses. I hope to make more Area visits in the coming year as my schedule and finances permit.

Southwest Regional Trustee Report
Matthew J. Reilly

The May quarterly meeting of the CA World Service Board of Trustees was held in Chicago and followed by the World Service Convention. I arrived approximately a half day late due to my son’s high school graduation. This is the only time, in this first year of mine as Trustee, that I have missed any scheduled meeting time, so I feel good about the attendance part of my performance. The Board meeting was very productive and the Convention was an experience of a lifetime. The Southwest Regional Caucus, held at the Convention, was productive and I was able to meet many new Delegates, Area Chairs and touch base with old friends.

Though the Trustee budgets have not allowed for travel within our assigned Regions, as in past years, I was able to attend the Arizona CA Area

Convention held on the 4^th. of July weekend in Tempe, and had a wonderful time. The energy in Arizona, for Cocaine Anonymous, remains very high. I also attended the New Mexico CA Area Convention, held in Albuquerque the first weekend in August, attended their Area Caucus, and was very impressed by the effort put forth by the members.

In my first year, as a Trustee I have traveled to Arizona twice, Los Angeles three times, Texas, Chicago, and have traveled within my home Area of New Mexico. There have been several conference calls with the WSBT throughout the year in addition to and once in lieu of a quarterly meeting normally held in LA. There has been communication throughout the year with trusted servants from all the Areas within my assigned Region. There has been constant work, ongoing, between the Trustees on the Internet and if re-elected will purchase a high-speed connection of some type. I am scheduled to attend the Colorado Area CA Convention, in Denver, in September. I am looking forward to the Southwest Regional Conference, being held in Tulsa, OK. in October, and if I retain my Trustee position I will have responsibilities there.

I have remained within my budget but hope that if the fellowship continues to regain financial stability there will be some funding available for additional travel within my Region.

I am blessed to say that I have been strongly supported by my wife, a member of our fellowship, which helps tremendously, and my children.

Communication and support from, at least, five past Trustees has proved very constructive and beneficial. I am pleased to report that during my first year as a Trustee I have not experienced, nor witnessed, any conflict among the Trustees.

The Southwest Region is showing stability and growth. Petitions for two new Areas are scheduled for the World Service Conference, and are supported by the members of the Region. The 7^th. Tradition donations from the Region appear to be on the rise. Over fifty starter kits have been distributed, to my knowledge, in the past year.

It has been an on-going challenge to receive information for my quarterly reports from most of the Areas, but I understand from other Trustees that this has historically been the case. I will attempt to design some type of system to make this process easier for everyone involved and plan on re-addressing this issue at the Regional caucus in LA. Everyone has been very supportive of their ‘New’ Trustee, which has made my job even more of a blessing.

Whether I am to be re-elected for a full term, or not, I am confident that the tremendous experience I have gained in this first year as Trustee will allow me to serve our fellowship even more effectively. I have tried very hard to be a team player, taking in the experience and knowledge of the Trustees, on the Board when I was elected, as well as learning from my fellow new Trustees. The spiritual experience and growth from this opportunity is difficult to put into words but I assure you all it has been a fine example of Gods grace.

Convention Committee Work

I have been assigned, with choice, to the World Service Conference Convention Committee. I attended my first, in person, meeting with this committee in Chicago. I was welcomed and have continued to become more involved in their on-going work. I have been receiving and reviewing the minutes from the various Conventions currently in their planning processes. There have been suggestions from the fellowship in general, and myself, that have resulted in discussions and decisions, at the Board of Trustee meetings, that will result in referrals to reduce the overall cost of the Conventions in the future. There was also discussion on this issue at the Long Term Planning meeting held in Chicago. The Convention Committee immediately began to take action along those lines. It is a very competent committee, very hard working, and very responsible to the fellowship, is my impression. It remains very busy throughout the year with the numerous Conventions in the works at all times. The concerns over rising costs to the members of CA are, as I’m sure they have always been, a concern to the members of the Committee. The Committee is currently exploring it’s options and will expect support from the Conference to make the necessary changes to protocol, as applicable, that will result in cost reductions to the fellowship as a whole and it’s individual members.

WSBT Sub-Committee Work

Finance and Negotiation

I have been assigned, with choice, to the Finance and Negotiation sub-committees within the World Service Board of Trustees. The Trustees that head up these committees have been involving me more as the year has progressed. One of my challenges this first year has been to develop my understanding of the financial responsibilities of the Board of Trustees, and our work as Directors, associated with the operation of the World Service Office and the fellowship of Cocaine Anonymous as a whole. I have seen positive steps taken by the Board of Trustees and the WSO to cut costs to the bare minimum. Everyone has made sacrifices to bring the budget within funds available and have been very impressed. The Trustees have been willing to step up to the challenge and make difficult decisions as warranted. Though I have had a voice in all financial decisions it has been a period of learning and some re-adjustment in my thinking having to take a much larger perspective view of the needs of CA as a whole. I am pleased with the financial decisions and progress that has been made this quarter and this year, though it has been very difficult at times. My own financial background has served me well though every corporation has its specific financial challenges that are unique and must be learned.

In my first year I have been involved in numerous negotiation processes and contractual reviews. As the year has progressed I have been more involved in negotiation and this is a part of my job in which I have also learned a tremendous amount. Negotiation work and review has encompassed contracts associated with the World Service Conventions, the H&I video production, and the operating expenses generated by the operation of the World Service Office, for example. The Trustees that head up this work take this process very seriously and work diligently. With what I have learned, in conjunction with my own personal experience, as a corporation president for many years, I feel confident, if re-elected, that I will be able to contribute very positively to this process in the years to come. I, of course, have many ideas. I am positive that my involvement with these sub-committees will help in my WSC Convention Committee work as well.
