Structure and Bylaws
INTRODUCTION AND OPENING COMMENTS:
Welcome to the 2003 World Service Conference. The purpose of the Structure and Bylaws Committee is to formulate bylaws, guidelines and structures by which this organization can operate, day-to-day, at conferences and elsewhere.

All Committee officers are returning members from last year’s conference. All returning delegates from the Structure and Bylaws Committee are encouraged to rejoin in our quest to provide CA as a whole the most up do date comprehensive manual.
REFERRALS THAT WERE WORKED UPON DURING THE YEAR:
Of the 66 referrals we received last year, only 3 referrals were held in committee. Of these, two were passed to the WSBOT and the last is still in committee. In addition, there are 5 referrals that will be reintroduced this year having met all the qualifications under Standing Rule 14.
CLOSING COMMENTS:
Our goal this year is to adequately respond to all of our referrals with appropriate motions and changes to our current World Service Manual. Our committee is open to all individuals who want to make a difference in the structure of your WSM.
