What are problems if any in your region? Low meeting attendance and lack of people doing service work. Kelsey from the Ohio Area has become very active with WSCPI as a result of the PI Road Show presentation that I gave at the Ohio Area Convention in April.

Pacific North Regional Trustee (Wade)

NADCP – We had some contacts. Rose followed up with one in Utah. BC Area

Convention, Southern Alberta is having a convention.

Pacific South Regional Trustee (Tom)

I have not heard from Antelope Valley since they submitted their May report.

Two areas are putting in bids to host the WS Conference in 2022 and 2023.

MOTION: That we have the lead on the conference committee take a statement from the WSBT that: We are concerned about material that doesn’t meet SR13 requirements being sent out, specifically the “Master List” and also that a conference call was held to discuss these and other items in the SR14 package without the Regional Trustees being notified prior.

Motion to add additional sentence on Page 48 of the WSM to SR-13: Any motion made at the Conference which changes the WSC structure a WSC committee structure or which has a significant effect upon the World Service Conference, a World Service Committee, the World Service Manual or C.A. as a whole must be referred to the appropriate committee prior to consideration. Except for material previously submitted to a committee under SR-13, no referral may be submitted for SR-14 priority without the vote of a conference committee.

NEW BUSINESS

Further to my email to you dated 13th May, as you can see below, I was assured of a response within 30 days. I wanted to provide a gentle reminder that I have not heard back from you guys and I believe that perhaps as the issues I raised have not been addressed, they have now been rather compounded by the letter from the Conference Chair being sent out to the entire fellowship in the SR14 delegate mailing. I appreciate you all have busy lives and your service to the fellowship is huge, however, I have a couple of issues newly created since not hearing back and would just bullet point them here for your consideration:

  • Upon receipt of your email, I informed North London District (where I am Vice Chair), that you were going to respond to us and they were eagerly awaiting the response, due to the serious concerns about the upturned triangle structure being threatened by the actions of the Conference Chair. Now they have been sent the letter, which caused offence in the first place, as part of the SR14 mailing. It would appear that the Conference Chair is now some kind of self-appointed CEO of the fellowship – sending out directives to the groups from his service position. It does seem that perhaps the fact you are ignoring several requests for clarity (by myself and other European members), that you are indeed complicit.
  • I know that many of you have important professional positions, and I am sure you appreciate the age-old idea that when you say you will do something, you do it – or do not say you will. This is also something we encourage sponsees and newcomers to adhere to, as part of our recovery – there was no requirement to give the 30-day assurance, but having done so, I would ask that you please try and adhere to something around that ball park? It is embarrassing for me to go back to North London District and say our Trustees have still not responded whilst not just the regions now, but the groups are also asked to read the letter. Or – perhaps, as a possible solution, we could have some parity here, and all of us be allowed to contact the entire fellowship with our opinion in advance of anything we feel we would like to affect?!!

I would just reiterate that I do appreciate the work you are all doing, but feel that this issue is incredibly important, and would appreciate a response to my letter and the questions raised, as soon as possible, please, so I can take this to our District and to

London Area. I have also cc’d in the Chair of UK Area, and our delegate, so we can all have some clarity when it is received.

Thank you for the inquiry dated May 13, 2019 and for the gentle reminder dated June 19, 2019. We apologize for the delay in our response.

In your initial inquiry you raise these questions:

  • Was this letter submitted to the WSBT prior to it be sent out to the Region?
  • If so, could you please let us know how you felt this appropriate in line with safeguarding the upside-down triangle of service? – The letter itself and also the way it was sent, as if it is a fact,
  • If not, why was someone allowed the airtime on this, as it is merely an opinion? It has caused a lot of upset and it is really down to someone not adhering to protocol by the looks of it?
  • Does the WSBT seriously have no opinion on this?!
  • If this is the case, as we were informed by the ERT, could you please provide an explanation for me to take back to groups within the Region – as to why you would not have an opinion on something so serious and potentially damaging to the Fellowship?
  • If this was not the case, can you please provide details as to safeguards in place to prevent this happening again along with a retraction of the statements by the Trustee, to put the Fellowship straight perhaps?

With respect to your first question, no, the letter you reference was not submitted to the WSBT prior to being sent out to the Region. However, in reports from the two trustees serving on the WSC Conference committee the board was informed that the conference chair was considering sending out a letter to respond to numerous enquiries he had been receiving.

With respect to your second question, this board believes that in accordance with the World Service Manual, areas from which approval is required for a petition to be submitted are the areas petitioning to form the new region.

You also had a third question. You asked that we confirm what processes are put in place for ourselves to safeguard the fellowship. In our opening report to the conference this year, we will be requesting that all members observe the protocols that are in place for distributing materials to our fellowship. We discussed this matter at length on this board.

Further, from the General Warranties of the Conference:

“In all its proceedings, the World Service Conference shall observe the spirit of the C.A. Tradition, taking great care that the Conference never becomes the seat of perilous wealth or power….

“that all important decisions be reached by discussion, vote, and whenever possible, by substantial unanimity; that no Conference action ever be personally punitive or an incitement to public controversy; that though the Conference may act for the service of Cocaine Anonymous, it shall never perform any acts of government; and that, like the Fellowship of Cocaine Anonymous which it serves, the Conference itself will always remain democratic in thought and action.

It is our hope that the spiritual principles that inform our fellowship are looked to in all matters to guide the actions of all our members in service to one another.

Sorry for the delay in getting this to you. We hope it finds you in time for your Area meeting. Two things come to mind in your question:

The protocol referred to in our response to Claire C (please see copy attached) is described in Standing Rule 21 of the Conference Charter and can be found on page 49 of the World Service Manual:

“Materials to be distributed to the fellowship by World Service Conference Committees shall be approved on the Conference floor prior to distribution with the exception of financial budgets.”

We feel this does not apply. While this would seem to bind Conference officers and Conference Committees, it does not bind individual members. The Conference directs none but itself. Items that HAVE been disseminated can continue to be disseminated.

With respect to communications between your Board of Trustees and members of the Fellowship (with a few privacy exceptions) the Board does not require that its responses be held confidential. However, in disseminating them to the Fellowship, we ask that the ENTIRE sequence of correspondence be used. Personal information should be redacted. This protects the rights and concerns of all involved.”

Subject: Handling of the new European region petition

To whom it may concern,

I originally sent an email to the WSBT on 3rd June 2019 but haven’t received a

response. However, on checking, it appears that the email address I used was incorrect so I

hereby write once again but with updated thoughts since the debacle of the letter landed to the European Region.

Since writing my original e-mail, the situation has changed but I would still like to express my thoughts on how I feel as an active member of CA (home group – Cracknell, Berkshire UK – Monday evening – 20:00 to 21:30) of the handling of this petition to date.

When I first saw the letter from the conference chair, I was outraged. The letter expressed a view that is not laid out in black and white in our world service manual and that many of our members read and view very differently. We are all open to guidance but not dictatorship and I thought our leaders are but trusted servants – they do not govern.

The letter has caused a great deal of dis-unity at every level of our service structure and having had the privilege of attending the European assembly in May 19, this was clearly evident.

I disagree entirely that not only every group in the proposed new region and also within the existing region needs to vote on the matter for it to be heard. This is simply ludicrous as not all groups are aware of the structure or interested in the petition and are simply there to help the new or still suffering addict. Most groups would not know or be interested in voting so this automatically prejudices the petition.

I believe the conference chair has over stepped his authority with the letter and opinion and the kindest and most loving thing to do would have let the region do its own business without causing mayhem and dis-unity and let the fellowship decide in the SR14 process how they perceive the world service manual and the petition. The fellowship is the voice of our members. The letter has caused some bad taste and raised some questions with many members, myself included to the point of saying the ‘upside down triangle’ is no longer what it should be and other 12 step fellowships appear to be more appealing. I certainly don’t want to leave CA – the fellowship that I’m so passionate about and saved my life but this sort of behavior and dictatorship will have this effect if we don’t allow CA to work in its purest form.

Since the conference agenda has been published in the SR14 mailing, I am yet again dismayed to see where it is located on the agenda. Leaving it to Sunday morning

is extremely disappointing and yet again backs up the thought that the petition process is flawed. As a member of this region, I feel that this is the biggest item on the agenda and effects >750 groups. I would like to see this moved on the agenda and I hope that the WSBT can help with this.

I want to conclude this email by saying that I appreciate you all along with the conference chair do a lot of very good work and put in a lot of hours and for this, I am truly grateful. We have a wonderful fellowship and I hope that this continues in the future and we as a collective can continue to carry the message to the addict who still suffers.

Thank you for your referral regarding removing the name Back to Basic or B2B from meeting names and meeting lists. The term ‘back to basics’ is a generic expression that denotes a return to concentrating on simple or important ideas or activities, and it has long been understood as such prior to any other organizations that may now use the term in their name. Each C.A. Group is autonomous with respect to their group name, and each C.A. Area also has autonomy over their processes for approval of/listing of local groups on their meeting lists.

If you refer to (WSM, page16) “DEFINITION OF A COCAINE ANONYMOUS “GROUP””

A meeting is when two or more people gather together to share their experience, strength and hope with each other. A meeting may call itself a C.A. Group when:

  1. The only requirement for membership is a desire to stop using cocaine and all mind-altering substances.
  2. It is fully self-supporting.
  3. Its primary purpose is to help addicts recover through the Twelve Steps of C.A.
  4. It has no outside affiliations.
  5. It has no opinion on outside issues.
  6. Its public relations policy is based on attraction rather than promotion

THE C.A. GROUP The basic unit in C.A. is the local Group, which is autonomous except in matters affecting other Groups or C.A. as a whole. The Group has but one primary purpose, which is to help others to recover through the suggested Twelve Steps. Each Group is self-supporting through its own contributions. As the Twelve Steps are our guide to recovery, the Twelve

Traditions are our guide to Group unity, growth and discipline. Its members maintain their personal anonymity at the level of press, radio, television and films.

The importance of the Group, what it constitutes and its functions cannot be stressed enough. Maintenance of our recovery depends on the sharing of our experience, strength and hope with each other, thus helping us to identify and understand the nature of our disease.

Most addicts in C.A. achieve and sustain their recovery as a result of their participation in the activities of the Group. The Group is the heart of Cocaine Anonymous and it is vital to the new member. It is equally important to those who have achieved recovery as a result of the program. They may continue to participate and receive assistance from the Group. The Group’s total responsibility is perhaps best expressed by the First Tradition:

“Our common welfare should come first; personal recovery depends upon C.A. unity.”

Most meetings follow a more or less set format, although distinctive variations have developed. It is our experience that many meetings begin or end with some form of prayer. While each C.A. group is autonomous, and adopts its own format, C.A. as such never endorses, opposes or affiliates, expressed or implied, with any sect, denomination, politics, organization or institution. A leader describes the C.A. program briefly for the benefit of the newcomers, and then turns the meeting over to a speaker or to participation.

Sometime during the meeting, there is usually a period for C.A. related announcements of interest to the meeting. A collection is taken to cover rent, literature and chips, refreshments C.A. World Service Manual 2018 Edition 17 and contributions to the District, Area and World Service Office as per the 7th Tradition. Many groups hold a business meeting monthly or at other intervals to discuss such items as: group finances, distribution of 7th Tradition, meeting format, election of trusted servants, etc. It is suggested that records be kept of group business meeting decisions. Each group is autonomous, and the group conscience decides how business meetings may be conducted.

Those attending meetings are reminded that any opinions or interpretations they may hear are solely those of the speaker or participant involved. All members are free to interpret the recovery program in their own terms, but none can speak for the local Group or C.A. as a whole.

Again, each Area is autonomous and is at liberty to decide for itself with regards to the meeting list.

WSBT 2018-2 From Cynthia C. Washington State Area (In-Conference) (Complete)

As the guardians of the Twelve Traditions, I would appreciate your weighing in on Referral S&B 2017-15 regarding the process to change the Steps or Traditions. A lengthier referral was also submitted to S&B, but I believe there is a critical first question to be answered: 1 Does the existing language in the first paragraph of Article 4 of the Charter set a threshold of 3/4 of the C.A. Groups known to exist, or only those Groups voting as stated in the referral? Other thresholds in the WSM are explicit, as in further down in section 4 (“a three-quarters vote of all the voting Conference members registered and present”) and the TEC process (“Abstentions will not be considered a vote, and the election will be affirmed by two-thirds of the voting members”). For a decision of this magnitude, I believe the existing language should be construed literally to mean three-quarters of *the* C.A. groups, not just those voting. It seems to me that anything less would not provide

the group conscience originally envisioned when the Charter was drafted. Thank you for your consideration.

Thank you for your comments. As you may know by this time, the S&B Committee withdrew that proposal for further work, and there was some discussion of the proper voting criteria in the decision to withdraw. Recently, the S&B committee referred the matter back to the WSBT.

Some history:

A.A. has never used this process and has (therefore) never created a detailed method to carry it out, so an inquiry to them regarding their experience was inconclusive. The language in our Charter was taken from the A.A. Charter which reads (at the end of Section 3*)

But no change in Article 12 of the Charter or in the Twelve Traditions of A.A. or in the Twelve Steps of A.A. may be made with less than the written consent of three-quarters of the A.A. groups, as described in the Resolution adopted by the 1955 Conference and Convention.

The final clause in that was removed as no such resolution exists in our Conference history. AA’s resolution from 1955 (which established the Conference as the successor to the co-founders and can be found in the AA WS Manual as Appendix B and is now incorporated into the current AA Charter) says the following [emphasis ours]:

…AND IT IS UNDERSTOOD: That neither the Twelve Traditions of Alcoholics Anonymous nor the warranties of Article XII of the Conference Charter shall ever be changed or amended by the General Service Conference except by first asking the consent of the registered A.A. groups of the world. [This would include all A.A. groups known to the general service offices around the world.] These groups shall be suitably notified of any proposal for change and shall be allowed no less than six months for consideration thereof. And before any such Conference action can be taken, there must first be received in writing within the time allotted the consent of at least three-quarters of all those registered groups who respond to such proposal.

So, the Committee’s original proposal, referring to responding groups, was in line with the A.A. Charter.

Our Charter is silent on this matter.

Some practical considerations and concerns, however, arise.

First, how does the office identify or count C.A. groups? Is this best left to Areas? Do even Areas have a good count? Recently one Area audited its listed meetings and found about 10% of them had gone dark, while some new ones were not listed. This makes any absolute count difficult, although estimates could be made. Further, there is some confusion between “meeting” and “group.” In this process one might want to limit votes to groups during their business meeting.

Second, not all groups will be informed, and of those which are informed not all will act within the timeframe desired. Are these to count as automatic “No” votes? That would seem a formula designed to defeat any initiative (and subject to gaming by opponents).

Third, we would not want to make any change without as complete a response as possible, so some threshold of response was suggested to validate the vote. Since, under the A.A. guidelines, the Conference needs to take final action after gaining consent, that might be a sufficient safeguard. Others have suggested a minimum percentage (or hard number) of responses.

Fourth, such a question requires as informed a Group Conscience as possible, so the method of polling the groups should include written arguments pro and con, as complete and fair as can be devised without being overwhelming.

All of these issues are known and will be considered as we revise the original proposal, and the Conference (and your World Service Board) can be relied upon to discuss this with due care and concern.

At this point, our best advice is “Trust the process.”

Although addiction could be seen as a disability on its own, we are neglecting those with sight, sound and mobility challenges on our website, thereby not fulfilling our primary purpose.
