In response to Bob L.’s question, “Once you have addressed the Conference in terms of how many votes you carry, is it possible to change that (number of votes)?”, the Parliamentarian ruled that,
If a Delegate is not here, at the beginning of Roll Call for a particular session, their vote may be assumed by an elected Alternate Delegate from that Area or, in the absence of an elected Alternate Delegate, by another Delegate from the same Area providing they have the permission of that Area Delegation.
Julie K. was permitted to assume Carl R.’s vote, in his absence, for the San Fernando Valley.
Mitch R., Wayne L. and Carla A. assumed 1 vote each from missing members of the Los Angeles Delegation.

Bill M.’s motion that, FOR THIS CONFERENCE ONLY, IF A DESIGNATED ELECTED DELEGATE IS NOT HERE AT ROLL CALL, THEN UNTIL A CREDENTIALS COMMITTEE IS FORMED, THEIR VOTE MAY NOT BE ASSUMED passed by a vote of 66 to 26.
The immediate result of preceding motion was that Carla A., Mitch R., Wayne L., Zachary H. and Julie K. have 1 vote instead of 2 votes.
Mark A. surrendered the vote he assumed from an absent San Diego Delegate.
The Chairperson declared a quorum of 90 votes.

A MOTION TO ACCEPT THE MINUTES AS WRITTEN AND AMENDED (13 Corrections) was passed.
Bob L. withdrew his motion, “That a Conference Rules Committee be established under the World Service Conference Committee”, after being assured that the Conference Committee was going to work on Standing Rules.
Fenn P. identified each WSC Committee Chairperson and read each committee’s Statement of Purpose.
