a. Force Majeure option with C-Vent regarding registration service for Conventions and Conference

b. Chair of CAWSO 2023 having medical issues

c. CAWSO 2024 Holland contract has a revised proposal, and committee has agreed on a budget to submit to WSOB

 3. Conference Update (Tom/Sarah/Kevin)

a. Focusing on potential for hybrid, will be individual members or groups of members together to meet, no hubs, have reached out to companies to assist in the Conference

b. Spreading out of delegates should take place on the floor

c. Should we ask for vaccine proof? Should we be providing duty of care for why we did not go down that route?

d. Questions and concerns raised at PNRC

e. Should we have a disclaimer or release, liability insurance for holding event?

f. Should the fellowship be presented with what the fellowship loses if Conference is cancelled?

i. $63584 or 80% penalty now

ii. Would be 90% penalty first day of Q2

g. Not showing up at Hotel for Conference would wipe out prudent reserve

h. Question now is what hotel will give us for attrition and not meeting F&B

Motion that we organize a meeting with the WSOB and Conference Committee prior to Q2 so that we can make an informed decision, made and seconded, passed 6-1

Motion that on the basis that the Board believes it inappropriate to enforce the need for vaccination passports or mask wearing, proof of recent negative Covid testing should be provided, or onsite testing undertaken prior to registration, made and seconded, tabled with a vote of 6-1.

Fifth concept statement that would of made motion to separate.

4. European Fulfillment Center (Sarah)

a. Is WSO fulfilling the needs of fellowship with royalty agreement and ERT would like more clarification as to why the WSO does not want to do or is evading

b. Holland and French speaking Canada doing a trial of its own printing and no assurances of how material will be taken care of could be answered.

c. Areas of Europe are willing to do what they have to get literature in spite of being CAWS Inc. property.

d. Members of the WSBT would like report of WSOB issue

e. Office originally thought books were more expensive than U.S.; difference is that U.S. has 0 to 10% sales tax, and Europe has weighty VAT and small import duty.

i. Cost of Merchandise may be too high, Fulfillment center may lower shipping cost but not overall cost.

f. Need to communicate with Office for better guidance

5. Review of Financial Guidelines (Jason)

a. Questions arose as to prudent reserve guidelines and will be passed on to Finance Committee for review

 b. Update on TEC (Wade)

Your MessageMy name is Bill D. and I am the Treasurer/ CFO for Adult Children of Alcoholics World Service Organization. I am reaching out for some assistance in determining what level of prudent reserve ACA should target.

Could you please direct me to your policy or let me know about the length of time CA uses to calculate its prudent reserve? I am assuming it is one year like several other large 12 step programs we have contacted, but just want to verify.

Dear Bill,

Thanks for your enquiry. Cocaine Anonymous World Service Office, Inc. maintains a prudent reserve of approximately 3 to 4 months normal operating expenses. This has been based on restoring operations back to normal in the event of a catastrophic loss. Currently a long-term planning subcommittee of the C.A. World Service Board of Trustees is reviewing this item in its financial long-term plan.

Prudent reserve suggestions for C.A. groups, districts and areas can be found

at https://ca.org/content/uploads/2015/04/WSC-Finance -Committee-Guidelines.pdf. Additional information is contained in the C.A. pamphlet “The

7th Tradition,” https://ca.org/literature/the-7th-tradition/. The current prudent reserve level for world services has been set by World Service Board of Trustee and is not set forth in any of the existing C.A. literature or guidelines.
