Meeting called to order at 7:30 pm with quiet time and Serenity Prayer.

The Twelve Traditions were read.

New business was prioritized while going over the agenda.

Minutes from February 25, 1989 to February 26, 1989 read. Corrections made. Motion to accept minutes as corrected. Seconded and passed.

TRUSTEE COMMITTEE REPORTS:

  1. World Service Conference Reports

Structure and By-laws – Bob Lemon

Regional and/or area map submitted to the Board. This will probably change at the Conference. Three updates for the Temporary Working Guide have been sent to WSO regarding service structure, Trustees, and a suggested ratio of delegates. The Statement of Policy will be re-typed and submitted to WSO with corrections. Updating the body of the Temporary Working Guide is in progress. There will be a Structure and By-laws meeting next weekend at WSO to work on compiling a service pamphlet.

Literature, Chips and Formats – Reggie LeMay

Carla A, is the Vice-Chair. Allan S. is Sub-committee Chair for the book that is still in the conception stage. The Conference approved logo is to go only on the World Services literature. New literature should be available in May, 1989. The priorities of the literature committee were stated. It was also noted that they would like clarification in the following areas: a) who is responsible for art-work approval b) who reviews what and when c) how to handle literature not Conference approved at a meeting level d) proper usage of the Conference approved logo; and e) should the committee be allowed to make corrections on Conference approved material. Fenn informed Reggie that a delegate on this committee hasn’t received any information or updates on the new advances. Bob suggested that the Board make a decision on a policy on the sale of chips. Helene said the contract with the supplier was discussed at WSO, but decisions were held off for clarification on who does what. H. Lee suggested that the Finance Committee set the guidelines and WSO set the prices to the fellowship.

Finance – Greg Dobbs

Ideas for a prudent reserve for WSO and profit percentage will be worked on. Greg met with Mary C. and will try to recruit members for this committee from the delegate registrations. It is important to determine and discuss the proper way to use the non-profit tax I.D. number on a country-wide level. The tax returns should be done by May 15, 1989. The Finance Committee will be working on policies for record-keeping, how to handle the 7th Tradition from the meeting level up, and how to handle disbursements on the area level to avoid problems such as thefts, etc. Bob asked for clarification on whether the Finance Committee or the Legal Committee should handle incorporating, corporations, tax I.D. numbers, etc. Reggie felt that both committees should work together. Greg suggested that the 2 committees get together at the Conference. Jack suggested consulting a lawyer for guidance on these matters.

Hospitals & Institutions – H. Lee Slavin

A packet compiled by the Chairperson of this committee containing suggested formats, how to start a panel, etc. will be submitted at the Conference for approval. Procedures for this type of service are being developed. Helene expressed concern for an active Chairperson year-round.

World Service Conventions

////Greg Dobbs – Chicago ’88

A final financial report was submitted. The budget was a “break even” situation and the poor planning causing this was recognized in hind-sight. Had there not been fund-raisers, there would have been an approximate loss of $5,000. This needs to be taken into consideration in future conventions. Fenn expressed the importance of having records of expenses and minutes from convention meetings to assist in establishing some procedures for future reference. This convention was also closed to registrants only and it was determined that this was detrimental financially. Jack expressed some concern over the lack of profit made on the memorabilia. Greg will look into this.

////Jack Perry – New York ’89

A current financial report was submitted. The issue of handling refunds was addressed. Fenn suggested that if it could be proved (i.e. the badge of the registrant was never picked up) to go ahead and refund their money. Helene mentioned that registrations were sold among members at a prior convention and that could be an answer to part of the problem. Debbie B. wants to have a Conference Convention Committee meeting during the Convention. Fund-raisers being planned are the dance, May 20th and the boat ride the night before the convention. It is unknown if the hotel will cover the convention on their policy for liability insurance. It was suggested that a policy be written, regardless, to cover other events as well. Public Information is sending letters to government agencies advising them of the convention. Airfare and the hotel rooms for the speakers will be paid for by the Convention Committee. Jennifer is working with the PI committee on a packet for the press. It is estimated that the next two fund raisers will bring in $24,000 to $25,000.

////Ray Grossa – Arizona ’ 90

A hotel has been chosen and there are two alternates. A contest was held for a logo. The logo chosen was “Admission to Freedom”.

Public Information – Jack Perry in proxy for Jennifer Rice (ill)

Hal said that all sub-committees have completed their assignments. “Cocaine Shatters Lives” hit a snag. The guy they got to do it, isn’t working on it. A proposed bid was submitted for “Cocaine Shatters Lives”. The Trustees will review it and get back to Jennifer. “London Bridges Falling Down” was taken to NBC. They said the quality was poor and it is their policy not to show anyone ingesting drugs or alcohol on TV. Bob suggested getting professional advertisers to assist in these productions and expressed his concern in finding a solution.

Conference Committee – Fenn Pervier and Helene Heurtin

Registration for delegates, proxies and chairs have been compiled and sent out. Some responses are already in. Negotiations have been started with the hotel regarding rates and shuttle services. Minutes from the last conference are complete and at the printer. They will be going out within the next few weeks. The agenda is also done. Syracuse will try to send a delegate. They will request to become their own area. Fenn submitted copies of the delegate packet to the Board. They have been in contact with the committee members. It was suggested that new states be recognized at the Conference. New areas or states should petition the Conference to be ratified. Computer and typewriter quotes were obtained at $7/day per typewriter and $35/day per computer with printer. Mark, who taped the Conference last year, is willing to do it again this year at the cost of airfare only. He is volunteering his services and equipment.

2) Nominating Committee – Bob Lemon

No activity on nominating candidates. Ray felt this should be postponed for another year since it has been too rushed. Alot of concern was expressed by the Board members, H. Lee suggested that a letter be sent to area service groups explaining qualifications, etc.

3) Legal Committee – Jack Perry

The case vs. Dr. Baron regarding the registration of the name “Cocaine Anonymous” is getting closer to an agreement. A sample of a CA chip produced by Chips Anonymous was submitted to the Board. The front of the chip is very similar. Jack submitted a letter to Bernie asking his advise on the issue of trademark infringement as well as protecting rights. Bernie wrote a letter to Chips Anonymous telling them to cease and desist the selling of this item, to submit all sales reports, and ship remaining inventory to CAWS. The letter also stated that if no response has been made by May 1, 1989, action will be taken. Jack will keep the Board advised on this matter. CA Aftercare issue should be settled soon.

4) Trustee Literature and Publications – Reggie LeMay

////Connection////A meeting was held April 15, 1989 for the

Connection. Six local people experienced in this field were invited. They discussed ideas on how to get support for the publication, feed-back, promoting it, broadening the appeal to the fellowship, etc. It was a successful meeting and people involved in it are willing to volunteer editing, writing, etc. The next issue should be out in approximately 2 1/2 weeks. Reggie was commended by the Board.

Subscriptions are not being filled. WSO does not have the list of subscribers. WSO is the contact for subscriptions. It was suggested that the Newsgram give notice when the Connection will be coming out.

////Newsgram////Margie has resigned as the editor effective after the next issue which will include such articles as “What’s the Point?”, Jack’s article, Chair’s Corner, preventing thefts, how to throw a convention, and WSO’s new office. It was suggested to Reggie to get price quotes on 10,000 copies. Nancy T. is willing to take over editorship.

Ray suggested combining both publications to make one good paper that would include the existing types of information as well as a WSO report and financial reports.

5) Trustee Conference Committee – Fenn Pervier

This committee has taken on credentials too. Bob encouraged Trustees to make an appearance and give a pitch on the service clinic.

6) Trustee Finance Committee – Jack Perry

CAWS, Inc. is not in good standing and CAWSO is not considered non-profit by the federal tax board. CAWSO needs to obtain tax exempt status. WSO hired a company to search out the solutions. All they need is an ’88 tax return and tax exempt status forms have already been sent to the federal tax board. CAWS needs a 0-income tax form for ’88 (’87 was never done) and this is being worked on. Both will require Revivors. Ray suggested that all records for CAWS, Inc. be pulled out of WSO since the Trustees have been unaware of most of the corporate status information. Jack will consult a tax lawyer in his area to clear everything up.

7) Trustee Hospitals &. Institutions Committee – H. Lee Slavin

A new prospect has been found for the committee. H. Lee will contact them.

8) Trustee Public Information Committee – No report.

CHAIRPERSON’S REPORT – RAY GROSSA

Ray submitted articles on the Seventh Tradition, the original portion of Chapter 5, and the group conscience. Samples of some AA reports were also submitted.

AA REPORT – JACK PERRY IN PROXY FOR JENNIFER RICE

Jennifer met with Ruth, the AA Trustee from Las Vegas, – nothing new.

WSO REPORT – HELENE HEURTIN

Mary C.’s office report was submitted to the Board. $2500 from the Dance Around the World funds will stay in the account for convention purposes. Helene asked for clarification on who decides if more money stays in the account. It was the concensus of the Board that it is WSO’s responsibility, but they should work closely with the Conference Finance Committee. Binders containing the most updated Conference approved material will be given to the delegates. 10,000 of each piece of literature will be ordered on the initial printing of the new literature (this does not include Chicago’s order). The cost of the plates to customize the literature is being referred back to the areas. Orange County has requested production of 18 month chips and has stated that if World Service doesn’t make them, they will. Calling cards will change to Sprint and they have been ordered. The office is receiving alot of calls regarding the Santa Barbara Convention. The office computer is working and money has been saved in the area of training. The purchase of a new computer has been discussed. The office leased a new copier. It was leased as opposed to being bought out right to leave open the option of purchasing a new computer. A plane ticket was purchased for Mary C. for the New York Convention.

WSO REPORT – REGGIE LEMAY

Reggie suggested the purchase of a new computer to WSO which he described to the Board. Ray expressed concern regarding the fact that Mary C. may be doing too much and no one is qualified to step in and take over if she were to leave. A back-up was strongly suggested. Bob suggested that each Director should have specialties, the same as the Trustees do. Some concern was voiced over Mary C. doing Bob C.’s financial reports and writing all the checks out, etc.

REGIONAL REPORTS:

  1. Atlantic South – Jack Perry

A letter has been sent out to organize the first Atlantic South regional meeting and was met with very little response. A second attempt (i.e, a follow-up letter) also received very little response. Jack feels that he may be able to contact delegates to help support it, and may try contacting active members at the convention.

2) Atlantic North – Jack Perry in proxy for Jennifer Rice Regional meeting is scheduled for June 30th at the Hyatt from 1-5 pm. Bob will give a talk. There is good response. Participants: Boston, Toronto/Montreal, Rhode Island, Syracuse, New York, Connecticut and Westchester.

3) Pacific North – Fenn Pervier

Regional activity is low. Fenn asked Bob to contact areas regarding Trustee-at-Large candidates/nominees. He has done this. Fenn made a motion at the No. California Service Committee meeting to incorporate and become independent from Los Angeles. Motion not carried.

4) Pacific South – Reggie LeMay

Not much contact with Orange County. They still seem distant from World Services. Long Beach area has been contacted by the people who want to throw the Santa Barbara Convention to co-sponsor this event. They declined. Area/District issues are coming up. There seems to be some dissention between the West side and South Central LA. Racism is a problem. Reggie saw a flyer at a meeting for the Santa Barbara/Ventura Convention and discovered it was not being put on by who the flyer stated. Inter-group discussed. Orange County will continue to use their literature until it is gone. The CA logo is not on it. A Serenity Shop is selling CA plastic chips without the logo, but they are using the block letters. A letter needs to be sent to them asking them not to sell these.

5) Midwest – Greg Dobbs

Chicago area has an office and it is working out nicely. May 6, 1989 will be their 6th Anniversary and they will be having a one day convention to commemorate. Delegates are getting together monthly. They would like to have a regional meeting at the New York Convention.

6) Southwest – H. Lee Slavin

Houston now has two clubs that have CA meetings. They are up to 66 meetings. H. Lee will be the outreach on the Texas State Convention on Halloween weekend. Tulsa has 1 club. Kansas is up to 7 meetings. CA Aftercare has not changed it’s name as of this date. Candidates for the Trustee-at-Large are coming in.

7) Pacific South – Ray Grossa

Arizona wants Ray to come out and make a presentation to the GSO working on the convention. Tentative regional meeting is scheduled for the beginning of June. Arizona is up to 43 meetings. San Gabriel has up to 65 meetings and they have asked for an opinion on what to do regarding embezzlements/thefts. Ray expressed the Trustees’ opinion. San Gabriel has a central office. They pay $700/year for liability insurance which covers the office, dances and picnics. They also have delegate reports given at their GSO. In their area they keep special events disconnected with CA (i.e. a separate banking account and they don’t use the CA name). Ray attended an LA Finance Committee meeting. They are up to 83 meetings. Inland Empire is up to 29 meetings. Delegate meetings are being held and reports given at GSO. San Diego has 21 meetings and doesn’t seem to be growing. They do contributions on a quarterly basis. Santa Barbara has 8 meetings and they have two TV stations they would like to submit the PSAs to, however, they would like to have them on loan since they can’t afford them if the stations don’t use them. Regions have been explained to several areas.

8) Trustee-at-Large – Bob Lemon

There will be a Northern California Convention in Oakland October 29th and 30th. The bay area has 8 districts. The districts are functioning well independently, but the area meetings are a considerable drive. They are still doing it though. A re-structuring committee was formed 5 months ago to work on the area. There will be

a specific outline to deal with the 70/30 Plan. The purchase of chips is being voted on District by District and it looks as though they will be purchasing their chips from WSO. They will probably buy their literature from WSO too once all the Conference approved material is out. Structure problems have arisen. For example New York has a meeting count but no contact with all the districts. This is being worked on. Ohio is reaching out to South Michigan. There are no meetings in Detroit. They are also trying to reach out to Columbus and Cincinnati. More embezlement issues are arising. $500 taken from a meeting in Seattle. There are problems when meetings isolate. Small fellowships often have no communication. Bob expressed the opinion that large areas must reach out to the smaller areas. Bob met with a guy from Atlanta who had a service handbook for their area that seems pretty well structured. Portland is starting to try to buy more literature from WSO, and may have even stopped printing their own. Salt Lake City is up to 15 meetings. Helene spoke with someone who is moving to Detroit and plans on starting a meeting.

OLD BUSINESS:

  1. Jack found insurance covering $500,000 liability and $20,000 contents with a $250 deductible. This insurance can also be obtained for areas. A separate policy for $1200 for up to 10 events was looked into too. It was expressed that this insurance should be picked up before the New York Convention. Greg also obtained a quote for $1000 to $1100 for up to 11 events for the Chicago area.
  2. WSO will write a letter to Hazelden regarding their pamphlet.
  3. Unity & Identity Committee – no report.
  4. It was decided that people in remote areas who cal1 for a meeting cannot be referred to another 12 Step Program if there are no CA meetings in their area. WSO is working on getting the Loner’s Group started.
  5. Greg or Fenn will compile a Thank You letter to the hotel.
  6. Ray submitted copies of letters written to the World Service Conference officers thanking them for their committment.

NEW BUSINESS:

  1. A concensus showed that there needs to be job descriptions, replacement policies and structures for the Board of Directors. Helene expressed a desire to extend her term 1 year. In the event the Directors each take on a speciality, as was suggested earlier, and the office begins referring calls to them, it may be prudent to purchase calling cards.

NEW BUSINESS (CONTINUED):

2) Guidelines for WS Conventions were discussed. A structure manual is needed. Greg suggested getting Illinois’ manual, see if California has one, see if AA has one, and compile one. Jack will gather information from the committee chairs for the New York Convention. Greg, Fenn and Jack will work on this. It was re-stated that pre-convention fund-raisers are needed.

3) Guidelines for areas that, want to incorporate need to be set. Non-profit I.D. numbers are needed for bank accounts and protecting the fellowship’s money. Concern was expressed that there will be too many corporations. Jack will consult a lawyer on these matters as well as the proper use of a non-profit tax I.D. number. A motion was made to seek legal guidance regarding the use of a non-profit number and incorporating. Seconded and passed. Areas must be ratified at the Conference. Bob felt that states without a corporation should incorporate for protection and that the Conference should oversee it. It was determined that when WSO receives inquiries regarding this matter they should advise states without corporations to incorporate and Southern California areas should be told to hold off until more research is done.

4) Trustee elections were discussed. The concensus of the Board is that elections for the Trustees whose terms will be up this year at the Conference should be postponed one year and since that would cause 6 terms to be up at once, it was suggested that all Trustee’s terms be extended one year. This must be approved at the Conference. A motion was made that the World Service Board of Trustees of Cocaine Anonymous recommends that they extend all present Trustees’ terms for one additional year. Seconded and passed.

5) The Trustee Nominating Committee submitted election and ratifying procedures to the Board which were discussed. Ray, Fenn and Bob will form a presentation for the Conference regarding these procedures. Bob had requested that when a candidate is nominated, they should send their resume. If they can’t attend the Conference, they should send their resume and a one page statement on why they would like to become a Trustee. No responses have been received yet.

6) It was discussed what constitutes a CA speaker for WS Conventions. No concensus reached.

7) It was suggested that the Trustees bring some long range goals for the Conference committees they are on to the Conference. Bob asked for input on Structure and By-laws and it was determined that this should be discussed at the Trustee meeting before the Conference, as well as prioritizing committee work for all the committees.

8) Selling chips and literature to outside entities was discussed. It was determined that it did not affect or endanger the non-profit status. WSO would be responsible for setting prices and control the sales. A motion was made not to sell chips to any outside enterprises. Seconded and passed. A motion was made to sell literature to outside enterprises. A friendly amendment was proposed to sell only to hospitals and institutions. The friendly amendment was not accepted. The motion as stated was seconded and passed.

9) The selling of CA t-shirts, sweatshirts, hats, etc. at Serenity shops, by actors, by other 12 Step conventions or any other outside entity was discussed. Reggie suggested that letters be written to the sellers of such items asking them not to sell them. Bob suggested making the fellowship aware of this break in Tradition at the Conference level and explain how it applies locally. Jack and Ray will compile a form letter to these outside entities.

10) A suggested topic for the Conference, Singleness of Purpose (the 6th Tradition), to be addressed to the fellowship. Bob suggested that outreach to minorities and minority communities be done as well.

11) The Santa Barbara/Ventura Convention was discussed. When inquiries are made at WSO, it was suggested that it be stated that CAWS does not recognize it as a CA function, A concensus was made to take the next step against those throwing the convention and to consult with a lawyer.

12) Response to the Trustee workshop at the New York Convention has been low.

13) The issue of liability insurance on a meeting level was addressed (i.e. the Fontana school meeting), and it was noted that Chicago and San Francisco feel that if the facility doesn’t cover the meeting in their insurance, they move the meeting.

14) A recommendation for a non-addict Trustee was presented to the Board. Bob felt that there should be more than one candidate to choose from, however, Bob will get in contact with the prospect and follow up on it, letting him know that the Board is interested. H, Lee expressed a desire to see a lawyer apply and Ray suggested a CPA.

The World Service Board of Trustees’ next meeting will commence Sunday, August 13, 1989 at the Stouffer’s Hotel in Los Angeles from 3:00 pm to 8:00 pm.

Use this digital repository site for the most up-to-date a reliable history of Cocaine Anonymous. This site is hosted by the C.A. Service Sponsorship Group, which is a member of the C.A. Online Recovery Area and curated by Cocaine Anonymous Archivist, Cameron F. who has been involved in collecting, preserving, cataloguing and presenting the history of Cocaine Anonymous to the fellowship since 2009. Cameron F. is currently the C.A. Archivist and Secretary for C.A. World Archive Committee, Southern Ontario C.A.
