CONVENTION COMMITTEE REPORT

INTRODUCTION AND OPENING COMMENTS

The WSCCC worked throughout the year to support the upcoming CAWS Conventions. In our committee breakout session we addressed the referrals sent to us and discussed how we can be of greatest service to the CA World Service Conference and the fellowship of Cocaine Anonymous as a whole. Our commitment to CAWS insures that we continue to question our process and how we fulfill the function of our committee. We will be presenting to the Conference floor for selection the bid from UK for the 2012 CAWS Convention. Throughout the year we will continue working on developing WSCCC internal procedures and defining the process for substantiating CAWS convention bids. We want to thank you for allowing us the opportunity to be of service to the WSC and the fellowship of Cocaine Anonymous. Thank You!

PRESENTATION FROM COLORADO CAWS 2009

Rob Wellhauser made a presentation for the Convention with no audio. The process has been amazing. Committee doing a great job for you and you could become a member of the Mile High Club!!!

Mike Phelps, the Hospitality Chair and the Special Events (Golf Coordinator). The golf course is something special, right on the resort. 27 holes. Ranked one of the top 4 new courses in the country. Always kept in pristine condition and overlooks the flatirons and mountains of Denver. It’s been a pleasure to help out this event. Look forward at being at one with the spirit and having you all there in 2009.

Rob Wellhauser – any questions for the Colorado? Will there be white water rafting? Yes there will be some events coordinated before the event. They will be on the website and get in contact with the Entertainment Committee. White water rafting, baseball, horseback riding, etc.

Peter Olsen – how far is this place from the airport and how do we get there?

Rob Wellhauser – 36 miles from the Denver airport. We will refer you to the website for information on transportation. There is a shuttle that runs from the airport to the resort. About $35-$45.

BID FOR CAWS 2012

The WSCCC would like to thank the U.K. for the solid bid they submitted for CAWS 2012. The WSCCC would also like to say we voted unanimously to support this bid in committee. However we are dealing now with an issue concerning only receiving one bid again this year. The WSCCC will not bring a motion to the floor regarding the 2012 CAWS Convention this year because we would not be following our own World Service Manual Standing Rule 22 that states:

“Each Conference shall select a C.A. World Service (CAWS) convention host area for the CAWS convention to be held in the fourth year following such Conference. Each year a minimum of two bids for the CAWS Convention should be presented to the Conference for consideration. If two bids are not received, The Conference may approve a single bid.If a single bid is not approved,

the host for CAWS convention for the proposed year will be left vacant until the next Conference. If qualified bids are not received or no host is selected at the next Conference, the CAWS convention for that year will be turned over to the World Service Office and World Service Office Board to plan and execute.”

The WSCCC would like to encourage Areas/Regions to get together and work on bringing us at least two bids as asked for in our own World Service Manual.

REFERRALS THAT RESULTED IN MOTIONS

REFERRAL #3568: Please consider clarifying the chairperson guidelines to state that the Chair nominations are submitted by the delegates following ratification or other group conscience at the area level. This would appear in two places – initial selection and replacement.

Motion: To amend the WSCCC guidelines on P. 6 under Chairperson, **Appointment** second sentence insert <Following the area/region approval of the slate,> all nominations must be submitted in writing by local delegate(s) to the World Service Conference Convention Committee Chairperson.

Also modify item 4, third sentence to read “If the CAWS Committee Chairperson is removed, the local delegate(s), within sixty (60) days of removal, <the host area/region> shall submit three (3) nominations with a minimum of two (2) to fill the vacant CAWS Chairperson position”.

REFERRAL #5510: The last two years the host committee of the CAWS convention has failed to have a registration form available at the convention the year just before that convention. This affects publicity and to me is contrary to the purpose of CAWS Convention. Please address this matter to help facilitate solutions so that this does not occur again.

Motion: To insert new item #29 into the GENERAL GUIDELINES on p. 34 to read “It is recommended that a registration form be prepared for distribution at the World Service Convention previous to that convention. If the host area/region requires prior registration samples, the WSO should be contacted.” (Renumber after insertion).

REFERRAL #5561: Add a line item budget classification for expense related to Regional Trustee’s expense related to hosting convention in Region. Currently no provision in budget allows or concerns this. Some expenses can most directly be tracked to specific convention planning activities. Cost should be attributed to convention as well.

Motion: to add a budget line item for Regional Trustee on p.42 below upcoming chair expenses; addition to read “Pre-con regional trustee expenses.”

REFERRAL #5574: I would like the Host City of a CAWS convention 2 years out to produce a survey and present it to the fellowship asking for suggestions as to what special events the fellowship would support. Each City has it own special sites and attractions that can be placed on

a survey to see what attracts the fellowship and possible help with decisions prior to the putting packages together for registration.

Motion to change p. 18 Evaluations Coordinator to read “Survey and Evaluation Coordinator.” Add item #1 to read “<Coordinates with Special Events and Outreach Chairpersons in producing a survey for the fellowship to be made available two years prior to the CAWS convention. This survey is regarding special sites and attractions that may be of interest in that particular region for consideration by the host convention committee when finalizing activities for their respective convention. The survey should be distributed at the CAWS convention and WS Conference.>” (Renumber after insertion. Revise title and flowchart).

REFERRAL #5591: Please add line item for donated convention registrations in the amount of $1,000.00; also please add line item for donated rooms.

Motion: to amend p 42 under “Outreach” to add a line item that states Registration Giveaways and have the CAWS Convention Treasurer determine the amount.

Motion: To add to p. 8, under Convention Steering Committees, Duties/Responsibilities, item 8 to state <“In the interest of cost effectiveness, members of the CAWS Convention Steering Committee, if possible, will must be required to communicate electronically, i.e. e.g., email, IM, VOIP.”>

Earnest Martin – speaking against the motion because there are many people who don’t have computers and we are not an exclusionary club and they shouldn’t be able to not participate

Tom Phelan – while the committee is together, this could be a cumbersome way to communicate.

Cynthia Cronkhite – Point of Information – would this preclude a conference calling system that would cost the fellowship?

Ian Young – the whole purpose of this motion is to keep the costs down, this refers to the Steering Committee who will be communicating with the WSO; therefore we are proposing using free telephoning services. If someone is unable to use a telephone by plugging into a computer, they can ask for help.

Cynthia Cronkhite – “must be required” means that it’s mandatory.

REFERRAL #5795: Change Co-Treasurer title to Vice-Treasurer

Motion: To change all instances of Co-Treasurer to Vice-Treasurer in the Convention Guidelines.

Rob Wellhauser – because in the manual, we have Chair of Convention, Vice Chair, Treasurer and we want a Vice Treasurer. Co-Treasurer indicates that there are 2 Treasurers.

Rob Wellhauser – it came as a referral so we handled it that way.

Younng Holsey – Point of Information – changing from Co-Treasurer to Vice Treasurer. Guidelines that Co-Treasurer is to assist the Treasurer and will they be separate.

Steve Edwards – Vice Treasurer will assume duties of Co-Treasurer.

Mona Ibrahim – Point of Information – the term “Vice” automatically put the Vice Treasurer would assume the duties. Is the language in there right now that the Co-Treasurer position.?

REFERRALS THAT DID NOT RESULT IN MOTIONS

1. REFERRAL #5071: If an area hosting the CAWS convention meets and exceeds their projected goal by 15% up to $2,000.00 of the amount that exceeds the goal should be returned to the hosting area, which of course has the option of declining the incentive. This serves as an incentive to hosting areas to not only meet their projected goal but to motivate them to further increase their efforts towards fundraising for the CAWS.

This request is contrary to the WSC Convention Guideline Statement of Purpose, which is to “…financially support the World Service Office.” Areas/Regions which host a CAWS Convention need to be mindful of the possible impact to their area and region resources when considering submitting a proposal for hosting the CAWS Convention.

2. REFERRAL #5294: To me, it is a conflict of interest and a challenge to the right of

participation to have any trusted servant of the WSC Convention committee also serve at the same time as a member of the steering committee for any CAWS host committee. Please modify the WSCCC guidelines and correct guidelines to reflect this.

The Convention Committee concurs with the intent of this motion; however, we need to also be mindful of Concept 9 which tasks us with selecting trusted servants with care. We do not wish to tie the hands of any WSC Committee in such a manner that a first year delegate with little history of the committee would be forced to step into the Chair position simply because the Conference was in fear that this would in some way jeopardize the effectiveness of the Committee.

To address this specific instance, which triggered this referral, in 2007, the few returning delegates who were members of the Convention Committee were on their final year of service. The remaining, experienced members were all in positions, which had conflicts of interest when these members were considered for this position (e.g. TEC member, WSOB Director). After much discussion and debate, it was determined that Terry Marsden, Convention Chair for 2008, was the best choice for this 2 year commitment as he was the one member who would not have any potential conflicts in 2008 in terms of availability for convention committee work. The Convention Committee did not take this lightly and went to great lengths to consider the alternatives. We believe that it was better to bring back a seasoned member of the Committee to serve the 2-year term rather than throw a new delegate into a position, which typically requires a couple years of WSC experience to perform the duties required.

3. REFERRAL #5572: I would like to see a check box added to each registration form for the WS Conventions that asks if the member is interested in joining the contribution program. This would allow someone from the office, WSOB or Local Area Delegate to make contact and explain the program.

Already on p. 34, item 31 of WSCCC guidelines.

4. REFERRAL NUMBER 5686: This referral may not reflect the opinion of the area. Personal Referral. Why is the Hospitality room open to only those addicts who have registrations badges? Maybe this is a local problem but with decreased membership-shouldn’t we WELCOME any Addict who wants to step in and take a look, pick up IP’s, a schedule for meetings or a cup of coffee & fellowship? The World service manual states “no members can be turned away from the hospitality room during a World Service Convention.” I request the committee discuss change to; NO MEMBER CAN BE TURNED AWAY FROM THE HOSPITALTIY ROOM AT ANY CA CONVENTION.” We are not a private club, this has happened.

Refer to p. 26 **Note** under Hospitality Chairperson. The 4th tradition for autonomy would apply to other CA conventions.

5. REFERRAL NUMBER 5790: Please include some handicap rooms in the hotel block for conventions.

Special needs rooms must be asked for. ADA standards require a certain percentage of rooms in every hotel. Unfortunately, most of these go on a first come, first serve basis.

CLOSING COMMENTS

The WSCCC is comprised of an outstanding group of individuals who “normally would not mix”, but who have collectively joined together in continuous action to bring you the very best service possible at this year’s conference. The committee has worked together to bring resolve to the referrals and problems presented to us. We have at times disagreed with the solutions proposed. However, we have treated each other with dignity and respect and as a result we will leave this conference with a sense of unity and purpose. None of the work we accomplished would have been possible without the willingness and commitment of the members of the WSCCC. To all of the committee members, I thank you for allowing me to be of service to you and the WSCCC. Your commitment to excellence and service is unparalleled. To all of the conference members, we thank you for allowing us to be of service to the fellowship of Cocaine Anonymous.

Use this digital repository site for the most up-to-date a reliable history of Cocaine Anonymous. This site is hosted by the C.A. Service Sponsorship Group, which is a member of the C.A. Online Recovery Area and curated by Cocaine Anonymous Archivist, Cameron F. who has been involved in collecting, preserving, cataloguing and presenting the history of Cocaine Anonymous to the fellowship since 2009. Cameron F. is currently the C.A. Archivist and Secretary for C.A. World Archive Committee, Southern Ontario C.A. Area Archivist, Online International Area (formerly the OSA) Archivist and the Online Recovery Area Archivist.
