As a delegate from Quebec, I ask that this attached inquiry be addressed in the form of a motion or a statement.

Response:

Thank you for your care of Cocaine Anonymous in bringing your question regarding the reading “WHO IS A COCAINE MEMBER”.

In our response we will first reference the 1st and 2nd Concepts.

  1. The final responsibility and the ultimate authority for C.A. world services should always reside in the collective conscience of our whole Fellowship.
  2. The C.A. Groups delegate to the World Service Conference the complete authority for the active maintenance of our world services and thereby make the Conference — excepting for any change in the Twelve Traditions — the actual voice and the effective conscience for our whole Fellowship.

The reading “WHO IS A COCAINE MEMBER” is a World Service Conference approved reading therefore the fellowship consider the reading to be beneficial to our message.

We also refer to a couple of our previous responses.

We trust that currently Cocaine Anonymous is already expressing a singleness of purpose not a singleness of substance through the wording of our First Step, “We admitted we were powerless over cocaine and all mind-altering substances – that our lives had become unmanageable”, as well as our Third Tradition, “The only requirement for C.A. membership is a desire to stop using cocaine and all other mind-altering substances”. The Conference also has approved a pamphlet entitled “And All Mind Altering Substances” which states the following…

“SO WHAT DOES “AND ALL OTHER MIND-ALTERING SUBSTANCES” MEAN?

It means that it is the collective experience of the members of Cocaine Anonymous that addiction is a problem not limited to any one substance. It means that C.A.’s Twelve Steps are not drug-specific, and that Cocaine Anonymous is not a drug-specific fellowship. It means that it doesn’t matter to us if you drank or what type of drugs you used; if you have a desire to stop, you are welcome here”! From page 5 of the CA World Service Manual – under definition of Cocaine Anonymous – it reads:

Cocaine Anonymous is a fellowship of recovering addicts throughout the World. The following definition of “Cocaine Anonymous” is found in our Fellowship’s literature and is often read at meetings of C.A.:

“Cocaine Anonymous is a fellowship of men and women who share their experience,

strength and hope with each other that they may solve their common problem, and help others to recover from their addiction. The only requirement for membership is a desire to stop using cocaine and all other mind-altering substances. There are no dues or fees for membership; we are fully self-supporting through our own contributions. We are not allied with any sect, denomination, politics, organization or institution. We do not wish to engage in any controversy and we neither endorse nor oppose any causes. Our primary purpose is to stay free from cocaine and all other mind-altering substances, and to help others achieve the same freedom.’ *We use the Twelve Steps of Recovery, because it has already been proven that the Twelve Step recovery program works.”

There are two types of meetings defined in the CAWSM on page 16 – open and closed.

MEETING/GROUP TYPES:

OPEN: Attended by C.A. members, their families, friends and other interested people.

CLOSED: Attendance is limited to C.A. members only.

By CA’s definition – Members are defined as anyone with a desire to stop using cocaine and all other mind altering substances. Cocaine Anonymous goes to great lengths to ensure that all (anyone with that desire expressed above) are welcome in our fellowship.

Most important is the application of the traditions relating to the group’s decision.

Tradition 4 – Each group should be autonomous, except in matters affecting other groups or C.A. as a whole.

Every CA group has the ability to establish the format and general structure of their meeting, as long as it does not affect other groups or CA as a whole. This has produced the variety of meetings that have been proven to enhance our fellowship’s recovery – not detract from it. From big book meetings, participation meetings, speaker meetings, gender specific “stag” meetings, open/closed meetings, etc., groups have established attendance guidelines according to their own group conscious. Though autonomous in that freedom, the WSBT believes that any group restricting attendance/participation in any meeting to a single drug specific issue negatively affects CA as a whole vary nature of excluding our members from attending/participating because of the specific drug they used.

Tradition 1 – Our common welfare should come first; personal recovery depends upon C.A. unity.

Tradition 2 – For our group purpose there is but one ultimate authority — a loving God as He may express Himself in our group conscience. Our leaders are but trusted servants; they do not govern.

Tradition 3 – The only requirement for membership is a desire to stop using cocaine and all other mind altering substances.

Tradition 5 – Each group has but one primary purpose — to carry its message to the addict who still suffers.

These traditions also play an important part in any group’s decision regarding format and structure. In cases when groups are considering attendance related restrictions, it would be important that the group consider 1, 2, 3 and 5 in their decision. The WSBT also

believes that any group restricting attendance/participation in any meeting to a single drug specific issue would negatively affect our common welfare and promote DIS-unity among those desperate for our message of hope and recovery.

We understand the need to be inclusive and have heard many concerns about our singleness of purpose, but eventually, overtime, we come to understand it is not the drug or drink that is our real problem; it is the disease of addiction. We will continue to look at additional way to attract the addict who still suffers we will continue to share the program of recovery through the process of working the Twelve Steps. It is our belief that the “Cocaine Anonymous” has brought inclusive values to its fellowship and members and will continue to strive for single of purpose not substance. We hope this information helps answers your concerns but should you need further clarification on this or any other matter, please do not hesitate to contact us again

Richard S.: Sure, I would be happy to share my thoughts. While I know that when 9 people draft a letter it can be very difficult to appease everyone, I believe there were two

areas that I addressed prior to the motion and preferred and just don not believe they represent ‘us’ as really addressing an issue and really being open to solutions.

  1. ” Whenever possible, when dealing with one another, love and tolerance might get better results than unkind words and accusations.”

I believe the quote from page 84 of the Big Book “Love and tolerance of others is our code” needed to be used to respond to his displays of dis-unity and intolerance.

  1. The last paragraph offers no road to solution; I do not believe it is a door opening statement but a ‘putting you off’ statement. I believe a direct offer of ‘please tell me how I can help you in this situation?’ is resolution seeking.

I believe a letter to him ought to address the problem, state Trevor’s position (out of the BB, traditions and concepts) and OFFER to seek a solution, I believe this letter fell a little short.

I let this sit for a month in an effort to remove my immediate reaction to your response and asked my Higher Power for tolerance, patience and understanding. I have rewrote this e-mail several times to try and remove any overly aggressive statements and took the advice of another person to present most of what I am going to say in a question format. I am a C. A. baby and my last 20 years have been dedicated, in one way or another, to this fellowship. These are valid questions that truly concern me in regards to the direction of our fellowship and your answer to them could have a direct impact on my future with it. I would hope that you can look past any pre-conception of what you believe my intentions are and try and remove any thought that I am trying to disrespect any of you in any manner.

“The WSBT hopes your concerns have been answered. Should you have any other questions concerning this or any other matter, please do not hesitate to contact us again.”

Actually I am sorry to say that you have not really answered my question to any means of satisfaction. You did not explain how you decided to take one word from pages of explanation as to the true spirit of the sixth tradition and amplify that one word to alter the real meaning of the tradition.

How do I come to believe that the letter you sent me did not say you are going to do what you want to do regardless of the spirit of the traditions, the concepts and the charter by interpreting it your way.

How do I come to believe that you did not decide to disregard the spirit of the second, the fourth tradition, and the ninth traditions which make it clear that the trustees and delegates are here to serve and not govern? How do I come to believe you did not pick one sentence from the service manual take it out of context so you could interpret the service structure the way you would like?

How do I come to believe that you did not decide to overlook the part of the service manual (page 50) that suggests something needs to be a hazardous deviation from C. A. Tradition for the conference to even express its view on it?

How do I come to believe that you did not decide to ignore the word endanger in the paragraph “The responsibility of this Board is to help deal with anything that affects C. A. as a whole, either internally or externally. All things that may endanger the existence of our Fellowship or limit our growth are of concern to WSBT. On page 40

How do I come to believe that you did not discount the many places that the manual states the words like advice and guidance, (Page 22) The WSBT does NOT govern. Its nature is that of custodian only, providing guidance. (Page 40) The WSBT is an advisory board rather than a directive board. It is their responsibility to offer guidance to members, Groups, and service committees in matters concerning the Traditions or matters, which affect C. A. as a whole. (Page 40) The Conference shall be a service body only, never a government for Cocaine Anonymous. (Page 50)

Please tell me how you can look past all of these things and interpret their meaning to be: it’s OK to micro manage our fellowship.

How do I come to believe that you do not believe it’s now your job to spiritually guide us rather than have faith in the spiritual principles of the traditions that are supposed to be our guiding light? Somehow that does not sit right with me.

Can you please tell me why the word suggestion is being replaced with should?

Has anyone looked this word up?

Are you suggesting that the conference and the trusties believe that by using the word should we are morally obligated to do as you say?

If so when the conference and the trusties go into the business of defining what is right and wrong for others based on morality or obligation?

Maybe I am missing something here, please explain.

Were you so late in responding to my original e mail because you believed once something passed the conference floor, that should have never made it to the conference floor, it would make a difference? Did anyone at all try to understand and present the minority opinion to the conference floor? You all certainly knew there was an opposing opinion out there, as did the delegates and the world Structures and Bylaws committee.

Did even one of you pick up the 12 X 12 an read the sixth tradition or the supporting documents that I talked about?

Did anyone make a rational decision to read through those documents to see if there is any validity to what I am saying?

How do I come to believe that my letter was not one of the “Oh we talked about that at lunch, or on the phone and that is all taken care of” deals at the trustee’s meeting?

How do I come to believe that the letter that you sent back to me was not disrespectful?

I did read your letter and I did understand the meanings that you presented and if the words implied or affiliation stood alone without the pages of literature that back up its meaning I could see where you were coming from. But they don’t. Those words are part of a much larger concept then using a name to explain a location or event.

So you asked the question: “If there is the slightest chance of this occurring, surely prudence should prevail?”

I have to answer a resounding no. I learned long ago that I cannot allow fear to rule my life or thoughts, if I do I waste my days lost in an obsessive mind that will eventually lead me back to using.

It’s the same principle with the traditions, and concepts, they were created to depend on spiritual principles, to allow the groups to strive to be their best and if they make mistakes along the way or step too far away

from those principles then, just as in our personal life, the groups will eventually have to comply with the spiritual principles or wither and die.

The survival of A. A. and C. A. up to this point is proof in itself that these principles work. A. A. has never felt a need to act on unwarranted fears and micro manage and we don’t need to either.

I made the decision in step three to turn my will and life over to the care of God as I understand him and I have faith that the majority of the fellowship did so as well.

I am not asking a lot, I am just asking that someone try to understand my position. I am asking that someone read the sixth tradition in the twelve and twelve as well as the supporting documents that I referenced and sent and try to put out of your minds the things that you think you know and look at the other side of the argument without blowing it off.

Take a look at this e mail and the things that I wrote and understand the meaning behind it.

Then, if you disagree, present your opposing point of view using the literature to back it up.

I wouldn’t think that would be too much to ask of the people who are supposed to be the guardians of our traditions.

Dear Jeff,

Thank you for your questions – below are detailed, specific responses to each in turn.

The Conference votes and The Trustees act on behalf of The Conference the rest of the year. The conscience of the members is brought by the Delegates and thereby insuring the groups have full participation in all decisions.

An informed decision was made after a full debate and the conscience expressed through the vote. 

  1. How do I come to believe you did not pick one sentence from the service manual take it out of context so you could interpret the service structure the way you would like?

The WSM is a tool which the fellowship uses and as such is open to interpretation to all members alike. 

  1. How do I come to believe that you did not decide to overlook the part of the service manual (page 50) that suggests something needs to be a hazardous deviation from C.A. Tradition for the conference to even express its view on it? 

Alignment with anything else real or perceived could be construed as “Hazardous.”

Here again this matter was brought before the members (at Conference) therefore the members themselves had the final say on this matter.

The WSM is where any guidance is written down and is freely available to members should they need the collective experience on how to proceed – there is no “Governance “here

As the WSBT we are charged with being the principle planners for the fellowship – again just carrying out the wishes of the fellowship as laid out in the WSM – Page 43

“The WSBT is an advisory board rather than a directive board. It is their responsibility to offer

The Trustees do not have the authority to control C.A. or to change the nature of the Fellowship.

Our Second Concept ensures that major policy decisions can only be made by the group conscience of the World Service Conference. “

The word “guidance “is used on page 22 of The WSM in your question – this is what The Board tries to provide taking great care to relate our collective experience of the

You would have to address the whole Conference to get a full answer to that we (The WSBT) do not speak for the Conference but act for it when not in session.

Forgive us for the tardiness in responding to you, but it has nothing thing to do with the action taken at the Conference. We attempt to response to each correspondence in a timely manner. The WSBT addresses many items, and some take more time than others, and as volunteers we do the best we can. 

  1. Did anyone at all try to understand and present the minority opinion to the conference floor? You all certainly knew there was an opposing opinion out there, as did the delegates and the world Structures and Bylaws committee. 

The minority opinion is much valued and by all and time was given on the floor for it to be heard (at Conference). As a result of all the discussion and opinion expressed the Conference in its wisdom made an informed decision 

  1. Did even one of you pick up the 12 X 12 an read the sixth tradition or the supporting documents that I talked about?

The Board always reference the 12×12 and all the documents you forwarded were read re-read and fully considered and only after prayer, meditation and much discussion was a response written. This is our procedure for all referrals we receive. 

  1. Did anyone make a rational decision to read through those documents to see if there is any validity to what I am saying?

Respectfully suggest only you and your conscience can decide that – we have laid out the

process in this response.

Our experience is well expressed in the Group Inventory booklet which is downloadable from www.ca.org.

Here we are asked to consider the bigger picture and look at our own short comings. Our greatest asset may be unity

Tradition 1: Our common welfare should come first; personal recovery depends upon CA unity.

Do I refrain from talking about people behind their backs?

Do I walk away when others begin to gossip?

Do I focus on my own program of recovery?

Am I patient and tolerant of those who offend me?

Do I encourage and support harmony within the group?

Do I withhold negative remarks about other groups or fellowships?

Do I show others the same respect I want for myself?

When I attend meetings, do I participate by reading, sharing, and helping others?

Am I willing to share all aspects of my experience, strength, and hope at CA meetings?

Do I attempt to change my behavior when I notice it conflicts with the traditions?

Do I maintain a feeling of gratitude for being a recovering addict?

Tradition 2: For our group purpose there is but one ultimate authority – a loving God as He may express Himself in our group conscience. Our leaders are but trusted servants; they do not govern.

Am I supportive of my group’s trusted servants?

Do I trust the group process, including group conscience, sharing, decisions, voting, elections, etc.?

Am I willing to do CA service work?

Do I accept responsibility for my 12-step work and my CA commitments?

Do I ever perform service work anonymously?

Am I able to support a majority decision opposed to my own?

We certainly have no intention of ever being “unfair or biased” Our decisions are based upon the Traditions, Concepts and overall principles of our Fellowship and the present Board’s interpretation of them.

In conclusion we would like to quote from the 12x 12. This extract can be found in Tradition 4 – second paragraph.

“Over the years every conceivable deviation from our Twelve Steps and Twelve Traditions has been tried. That was sure to be, since we are so largely a band of ego driven individualists. Children of chaos, we have defiantly played with every brand of fire, only to emerge unharmed and, we think, wiser. These very deviations created a vast process of trial and error which, under the grace of God, has brought us to where we stand today.”

The full version was post on HFC online, though most only us the edited version. please could you tell me if the prayer is approve as it is not on page 62 of the WSC manual, or has it just been adopted by groups?

Thank you for your concern regarding the Serenity Prayer.

On page 15 of the 2009 C.A. World Service Manual, it reads: “Most meetings follow a more or less set format, although distinctive variations have developed. It is our experience that many meetings begin or end with some form of prayer. While each CA group is autonomous, and adopts its own format, CA as such never endorses, opposes or affiliates, expressed or implied, with any sect, denomination, politics, organization or institution.”

C.A.’s Twelve Traditions should also play a role in any group’s decision as to the format, readings and choices available to the group.

Tradition 1 – Our common welfare should come first; personal recovery depends upon C.A. unity.

As every C.A. group is autonomous in its decisions, we would hope that those decisions regarding the choice of prayer would be guided by the Traditions, the World Service Manual and a well discussed group conscience as to making their meeting attractive and inclusive to all who may wish to attend.

I hope all is good with you.

Can you please bring these concerns to the WSBT and respond accordingly.

1, Is this report the actual view of the WSBT or an individual Trustee, who in my opinion should learn about not ‘telling the groups to stop’!! Since when have the WSBT told the groups to do anything?? Also, the procedure for the office move…. is this how we learn of such a major change? Should the delegates not have received a well considered statement of sorts. Below is a copy of the report that is being sent out on various loops

  • The 08-09 budget was short about $35k. 7th Tradition donations are way way down and CAWS has to make some changes.
  • WSO will be moving to Carson in January, cheaper rent and bigger place.

AA World Service has asked CA not to change the ‘Alcohol’ to ‘Cocaine and all mind altering substances’ in regards to Chapter 5. They have allowed us to make those changes in regards to the 12 Steps and 12 Traditions. This is also in our latest story book HFC ll, the book will be changed in later

printings but AA WSO will allow us to sell of our already printed copies in the United States. We will not be able to sell this version outside of the United States at all. If you are reading Chapter 5 in your f2f meetings as part of the format with the substituted ‘Cocaine and all other mind altering substances’ please stop. It can read it in its unaltered form.

2, A new Delegate contacted me concerned that due to the appearance of a letter from AAWS (that I saw a couple of months ago) the Chair of WSBT suggested that we (CA) would be going back to AA to……’whatever’. Why was this brought to the LCF, why was it suggested to go ‘offline’ and take this discussion to a selected few?? As I remember it conference asked certain (and specified) board members to visit AA, ask if we could use HIW and act accordingly. I have since heard that we can no longer use it although old inventory can be sold in the US. So, AAWS said no, simple…, so why would the WSBT or members within the WSBT wish to go back and challenge the current conscience of AAWS. The sooner a formal response/statement is put out to the fellowship the better…..or not. However, if the board has not made and forwarded a statement then why are members of that board making such statements??

3, The response to the 2 questions i sent a while ago are overdue…..update please.

I would like to clarify that I respect support and encourage the work that the WSBT do for us, as stated in the ‘AA manual for WS’ many members do not realize that their recovery was secured by the work of the Board….I do realize the fact, I am very grateful for your work……as a reformed anarchist however I still believe in the right to challenge and hold to account all authority, these loving principles are also outlined within our concepts. Keep up the good work.

Dear Russell,

Thank you for recent correspondence in bringing your concerns to the WSBT at this time; we would like to thank you for your great care and concern regarding the business of Cocaine Anonymous.

There many parts to this referral so we will address each in turn –

In the first instance this report is not actually a Trustee report or from the WSBT itself but is a member’s view of what was said at a Regional Assembly meeting and therefore may or may not be 100 % accurate.

Secondly the Conference mandate was implemented and a visit was made to AA ; however when the written response arrived it had been prepared by a third party and differed slightly from the verbal understanding. The Chair of the WSOB thought it

prudent to go back to AA for absolute clarity and involved LCF as they are the members principally concerned with our literature production.

As to the Office moving – again this was not based on a statement issued by The WSOB or The WSBT and at that time discussions were ongoing – no lease was signed and negotiations were at delicate stage with staff, rent, feasibility and impact on the fellowship still being considered.
