C.A. WORLD SERVICE CONFERENCE 2022
STRUCTURE AND BYLAWS REPORT
INTRODUCTION AND COMMENTS:
May our service reflect how fortunate we think we are for having found this solution in this fellowship. While S&B Committee work can at times feel a bit like wordsmithing, far removed from the frontline, we remain acutely aware that everything we do is for one reason only. That the fellowship may be robust and stand strong for the addict who still suffers even if they do not even know it, yet. Let’s keep this house strong for them, particularly in times of change.
Two S&B motions reflect the changing landscape of Cocaine Anonymous: A Motion to adapt the maps presented by the maps subcommittee, and a motion to create a new Standing Conference Committee for online meetings. Special thanks to the trusted servants who paved the way for these.
Thank you if you sent us feedback after reviewing SR14 mailing. We realize that this information may be useful:
- We received feedback regarding a motion to add gender-neutral language in the WSM. We will be prepared to present a full WSM with strike-through/bold language demonstrating the how of this. In a nutshell, we would propose to follow the referral maker’s suggestion to replace “she or he” with “they” as is customary in current language usage.
- We are bringing motion a motion for areas starting with 2 votes, back to the floor because after the 2021 Conference several members told us they would have voted differently if it had been made clearer how this proposed change is intended. Please see the graph in the SR14 mailing for clarity. The result should be more fairness for each member of Cocaine Anonymous having more equitable rights of participation.
- We at S&B believe that the WSM outlines structure, while the Committee guidelines outline details and specifics.

Hi, within CAUK we have a group of “online meetings” which have started up during the COVID19 lockdown and are now planning to continue meeting Online once lockdown has been lifted. They are looking at starting an “Online District“ within the CAUK Area.
The wording in the WSM states “A District is a geographical unit within an Area containing a number of groups within a close proximity, which find it necessary to unify” In the same way that the WSM wording was altered when the OSA was set up as an Area can the wording in the WSM be changed to allow Online Districts Ie “ A District is usually a geographical unit within an Area containing a number of groups within a close proximity, which find it necessary to unify. Areas may also recognise Districts who’s boundaries do not fit a geographical unit” Also further down in the description of a District it states “The most important function is to serve the needs of the local meetings” Can this be changed to “The most important function is to serve the needs of its meetings”

Delegates and Alternate Delegates are to be elected to the WSC by each Area. Each Area shall have three (3) two (2) votes which may be carried by up to three (3)two (2) Area Delegates or Alternate Delegates in person or by proxy, as set forth in the Standing Rules for the Cocaine Anonymous World Service Conference. If an Area has more than 75 25 meetings

Summary of Referral: Hello. I would like to put in a request to this committee to make some changes to the World Service Manual (WSM) with regards to gender specific language. There are many examples throughout the WSM where it refers to people specifically as ‘his or her’ for example: (the page numbers provided are referencing the PDF version so may not match the printed version as the PDF includes the title page as Page 1) Page 11 paragraph 3 states ‘while each member of CA is free to make his or her own interpretation of CA Tradition…’ Page 31.2 states ‘Prior to the Conference, the Delegate transmits SR-14 material to his or her Area through Area and District Meetings as well as to individual groups’ This also occurs in .3 & 4.

This language has the potential to be exclusive to any members that identify as non-binary. There is a rapid growth of LGBTQ+ members throughout our fellowship, many who identify as such. It would be considered correct use of modern parlance when referring to individuals in a nonspecific manner to use the singular pronoun ‘they/them/their’ – as a reference the American Psychological Association says in their 7th Edition of their format suggestions ‘Use singular “they” as a gender-neutral pronoun- use they instead of he or she’. I am aware that in the spirit of Tradition Six we are not affiliated with any outside enterprise but a reference can’t hurt. I feel that in the spirit of Unity we ought to do the best we can to ensure that ALL our members feel included.
- Motion: To make changes to the WSM to be gender neutral by replacing all gendered pronouns, for example “he or she” with “they;” throughout the WSM excluding the 12 Steps, 12 Traditions, 12 Concepts of Service, and Article 10 of the Conference Charter.

Summary of Referral: x2 year terms (possible 6yrs) is overly long and conflicts with our spirit of rotation. Please discuss the benefits, and allowance for rotation and diversity in service positions, of reducing this to a maximum of 2 x2 year terms (max 4 years). While we have initially sent this to S&B due to the guidance set within the WSM we respectfully request, and encourage, that a discussion within the WSC Conference Committee may also be required and trust you will consider suggesting a discussion with feedback and conclusions of that committee (WSC Conf Comm) prior, during or after your committee discussions.

- Motion: To add new language to the WSM, p. 13, “Statement of Policy”: f) The service body granting the use of the C.A. logo shall be responsible for ensuring that the proper C.A. logo, with applicable trademarks as shown below, is used on printed materials and memorabilia. Committees are asked to be ever mindful of our Traditions when using the C.A. logo and creating items for sale and seek guidance if uncertain.

Summary of Referral: WSBT referral to S&B to address personal data protection ‘Data Protection at In both our Long Term Planning and International Structure & Development subcommittees. Although our World Service Office is below the size threshold required by State Legislature to abide by ‘Data Protection’ regulations, we operate internationally with Areas in countries where the regulations are mandatory. We believe that attention to personal data protection regulations is something that our Fellowship should engage with and to that end we ask that you work up outline guidance for inclusion in our World Service Manual. Currently a host of personal information is being collected and circulated without any consideration of the implications.
This is particularly concerning for an anonymous fellowship. See below the briefing document from IS&D for S&B reference.
General Data Protection Policy document dated 2020.11.01 with particular attention paid to the six questions on the checklist at the end of the document. (see Appendix B)
- Motion: To add new language to the WSM suggesting data protection best practices, following the “Statement of Policy”:
When collecting personal information of Cocaine Anonymous members, it is necessary for the respective service body to take great consideration in the protection of that personal data. Areas to consider are covered by the following questions:
- What type of personal information do we hold?
- Are we collecting too much data?
- Can we reduce the amount of data we collect?

- Have we told the individual what we are doing with it?
- Do they fully understand what happens to their information once they give it to us?

Summary of Referral: Hello, I noticed in the World Service Manual there seems to be some conflicting information with regards to the length of term for a in the ‘Procedures for Delegate/Alternate Delegate elections (page 31) and the Conference Charter (page 70). Page 30.4 it states ‘The Delegates and Alternate Delegates are to be elected for a term of four (4) Conferences, within a period of four (4) consecutive years. It is suggested that the spirit of rotation be followed.’
However, in the Conference Charter, Page 70.6 it states ‘. Term of Office of Delegates: The Area Delegates are to be elected for a term of four (4) Conferences. It is suggested that the spirit of rotation be followed. (WSC Amendment, 1996)’ This information seems to be in conflict with regards to whether it is purely for 4 Conferences or within 4 consecutive years. I understand that this may only cause conflict due to the current circumstance with regards to the postponement of the 2020 Conference due to the global pandemic but I believe this may highlight a need to maybe address the information provided, unless there is some clarification that could be given with regards to this, and potentially make a change through the Structure & Bylaws Committee so that this information doesn’t conflict.
