FINANCE COMMITTEE REPORT
INTRODUCTION AND COMMENTS:
We represent the CAWS Finance Committee. It is the Finance Committee’s responsibility to oversee the prudent use of monies donated by the individuals of the Fellowship of Cocaine Anonymous.
Since last conference we have seen some concerning issues within CAWSO regarding prudent use and care of the Fellowship’s donations. We are pleased to report that the Trustees and others helping oversee proper use and care of funds were quick to act to remedy the issues. The Finance Committee feels confident that the appropriate actions are being taken to secure the handling of the funds.
Over the past year the committee has meet nearly every month to review the Budget vs. Actual spending, discuss business related to Trustee concerns regarding funds and financial processes, review the current Financial Guidelines, and continue progress on the new Birthday Chip iron-on fund raising item that will hopefully get added to items available through CAWSO. My sincere thanks to the dedicated members of this committee.
You will see from the financial reports today that 7th Tradition and Freedom Fund donations are the lifeblood of CAWS. They allow CAWS to continue with the vitally important work of creating, translating, producing and distributing the “Message” to the addict that still suffers. Please join us in taking this message back to our Areas and encouraging continued and increased donations from out Areas and individuals.

MOTION 1:
To approve the 2022 Revised Budget (Appendix 6)
Presentation of Proposed Budget for 2023 –
The Finance Committee along with our WS Treasurer and oversight from assigned WS Trustees, have diligently reviewed the recent history of expenses, income trends and sources, and considered the requests for all the needs for project funds of the Trustees and standing Committees. From these reviews and considerations, we have strived to balance the projected growing needs of CAWS with the projected revenues for the coming year. We now make the following proposal for your consideration.
MOTION 2:
To approve the Proposed budget for 2023 (Appendix 7)
MOTION:
To begin bidding, pricing, and production of a new fund-raising item to WSO for an “Iron-on” Birthday Chip.
This idea began development within the Finance Committee 4 years ago. It was originally conceived of as a Tee shirt that would have the Birthday Chip screen printed on it. This idea, due to concerns about inventory holding costs, then morphed into the concept of an Iron-on that could be purchased and put on the purchaser’s clothing/item of choice. The prototype artwork has been developed for Newcomers through 40 Yrs.

Please consider raising the personal donation limit for members per annum from $5,000 to $10,000. This also to include bequests from estates of members that have passed. This limit was raised by the WSBT on a temporary basis during the COVID 19 pandemic, pending a motion being made at the next conference. Unfortunately, this did not happen and therefore the limit has reverted to $5,000. We would hope the $10,000 individual contribution limit could be added to the WSC Financial Guidelines. The committee will be working throughout this next year to update the Financial Guidelines and possibly add an FAQ section that would provide discussions and information regarding Individual donations and how that is important to the support of CAWS and document annual Individual donation limits and One Time Bequest limits.
FINA 2002-02
In previous financial guidelines (2013) there was a Group/Meeting Treasurer Record Template for use in the group, a Group Treasurer Record sheet, and a Record keeping example, for GSR’s to report to the District or Area. Those sheets were very helpful for our meetings. New GSR’s found them especially useful in keeping track of their finances. Can those sheets be added back in the financial guidelines?
The committee has determined that these Treasurer Record Templates and examples were somehow inadvertently left out of the Guidelines over the 3 + years of review and updates to those Conference Approved in 2021. Our action will be to re-incorporate them in the format they were previously approved in the 2013 guidelines as a “House Keeping” update to the approved guidelines. These updates will be completed and provided the CAWSO by early next year.

As the current Chair of the committee, I personally thank all the committee members for making time in their schedules to meet regularly and being actively involved in monitoring the Fiscal well-being of the fellowship. Thank you.
