C.A. WORLD SERVICE CONFERENCE 2006

FINANCE COMMITTEE REPORT

INTRODUCTION AND OPENING COMMENTS

This year, the Finance Committee started our committee meeting with the Serenity Prayer and the reading of a portion of the 11th Concept. We found ourselves guided with the words from this concept because they speak to our duties as the members of the fellowship who must take on the hard task of handling the financial affairs of C.A. as a whole. “The main responsibility of this body is to see that we do not become money-crippled or go broke. This is the place where money and spirituality do have to mix, and in just the right proportion. Here we need hard-headed members with much financial experience. All should be realists, and a pessimist or two can be useful. The whole temper of today’s world is to spend more than it has, or may ever have. Many of us consequently are infected with this rosy philosophy. When a new and promising C.A. Service project moves into sight, we are apt to cry, “Never mind the money, let’s get at it.” This is when our budgeters are expected to say, “ Stop, look and listen.” This is the exact point where the “savers” come into a constructive and healthy collision with the

“spenders”. The primary function of this committee, therefore, is to see that our Headquarters operation is always solvent and that it stays that way, in good times and bad. We have a great committee who is committed to working throughout the coming year on special projects and the continued success of C.A. finances.”

The finance committee was very busy this year adjusting the current year budget and preparing the 2007 – 2008 Budget. We also addressed your gracious referrals.

COMMITTEE WORK THAT RESULTED IN MOTIONS

Dan Santa Maria – We work hard each year to project a budget. We were in a low spot and we budgeted conservitavely. This year we have done better with the doner program and the 7th tradition donations . It has allowed us to budget for some of these other line items..

Jackie Schickler- POINT OF INFORMATION , I understood we had an extra 50.000.00 in income over the past year and where is that reflected.

Jackie Schickler – What is actually in prudent reserve.

Tom Phelan – PR is 50,000.00 , However ideal is 75,000.00 We are however working towards that

Brian Tennenbaum- That includes a booth fee. Next year will be 4800.00

Nick Lynn- Can you explain what that Drug Court thing is?

Bobbie Harmon- Is where judges and lawyers and DA , and the recovery community is there. It is a opportunity for us to get the word out about CA. They are already out there doing something like this in the UK.

Jonas Kur-POINT OF INFORMATION How are you thinking this is spreading the message. You have only 1000.00 for translation.

Brain T.- We would like to give more to translations if our contr program does better.

Elisabeth Saldebar- Requests are made from different Committee’s . That amount was requested for the drug court and that amount was requested for translations.

Esther Bowens- POINT OF INFORMATION What is the difference between the NADCP and PI.

Bobbie Harmon- The NADCP was in my job description. The PI is in the media the PSA and all that stuff. In order for me to do what I am charged to do. We needed that money for me to do my job.

Bobbie Harmon- Yves asked about the booth. The booth that we used we borrowed.CA does not own one. If you saw the shape this thing was in. We wanted to look professional as possible.

And every dollar received issues on a priority basis to carry the CA message when need is expressed. If more money is needed, the WSOB will request the WSBT to increase the amount of money that is needed for translations.

Dan Santa Maria- speaks against the motion to amend. We were fulfilling our obligation to pass an balanced budget , with a net 60.00. The donor program and 7th tradition contributions were exceeding our expectations. So that is why we could place these items on our budget. We are aware of the need for translations. We are very interested in doing that. We can not fully fund a venture until we know what that venture is. I would like to re read something from the 11th concept.

Stop, look, listen. The primary function is to see that our HQ is always solvent in good times and bad. We can not print money on the conference floor.

We did the best we could and I am not in favor of amending on the fly.

Jackie Schickler- I speak in favor of athis motion. I would like to talk about our future. We have been concerned about our history. Lets look at the future. These areas need help to carry the message. They are asking to be part of our world wide fellowship. Lets plan and lets have some faith and be spiritually responsible.

Bruce Watson- I speak in favor of this motion. I feel compelled to speak in favor of this motion. We keep welcoming the regions outside the US. But with all due respect this is

about saving lives with words. Words they can not understand with out translation. This is just the beginning. We must help this grow in NA and E

David Crosland- I speak in favor of the motion. It is the principal at stake here. It is a small amount of money it is less than 1% of the entire budget. We are asking for a small adjustment to a very large budget to show your support to the areas outside the US.

I can get a donation envelope and donate it to CA WSO and if we all did that , that would be exactly what we just spent one hour debating would be fixed.Thank God I was born American , cause if I was born here Chinese, I would not be able to come to CA .

Re: Contribution Earmarked for European Development

Dear David:

On behalf of the entire Cocaine Anonymous fellowship, we would like to very much thank the United Kingdom Area for its generous contribution of 1000 pounds which was earmarked for development of our fellowship in Europe. We also want to again acknowledge and thank the UK Area for the wonderful contribution of a large portion of the CA UK Convention proceeds from earlier this spring.

Please share with the UK Area just how much the WSBT and WSO truly appreciate the interest and financial support of the development of CA in Europe. We applaud your efforts in every sense and encourage further and future participation financially and by outreach to developing CA countries and fellowships. We will all embrace the day that CA is alive and thriving in much of Europe and beyond as a result of these efforts and funds.

After careful review, discussion and prayer, however, the World Service Board of Trustees has decided that the 1000 pound contribution of the funds by the UK Area which was earmarked for European development cannot be accepted. We, unfortunately, cannot find any way to have the funds taken into the general accounts of the WSO and then segregated for this specified use. The reasoning is many-fold: (1) if the WSO were to accept these funds as earmarked, then other individuals, groups, districts, or areas might start segregating or earmarking their respective donations – we would be hard pressed to draw a line of where to allow earmarking or not; (2) if earmarked funds were to be accepted, this practice might then lead to diminished un-earmarked funds to the point that there would not be sufficient general un-earmarked funds within which to operate; (3) areas or districts which were perhaps better off would be inclined to send even more earmarked funds in under the guise perhaps of attempting to gain “clout” in the

affairs of the fellowship; and (4) there is and might remain some uncertainty of what constituted “European development or Trustee travel” and possible disagreement of how and when the funds might be able to be withdrawn and by whom – this uncertainty invites continued controversy at many levels.

We truly appreciate the thoughtful and generous contribution from both your Area and one other area in the Atlantic South, both of which were earmarked for future development or trustee travel. We also really regret not being able to accept them because, frankly, we could use the money. We want you to know that we painstakingly discussed many alternate solutions to find a way to use and earmark the funds; however, each remained problematic. We again want to express that our decision is in no way a veto or judgment against this important effort. Rather, while we fully support the growth of CA in Europe and welcome and honor the UK Area’s financial backing of this growth, we just cannot find a way to make the contribution work within the constraints of our structure and applicable traditions. We also wish to point out that once the funds are received by the United Kingdom Area after their return, the United Kingdom Area is able to use those funds as it deems proper. These funds could be used for development or travel or for any other activity, keeping in mind Tradition Four which states that “Each group should be autonomous except in matters affecting other groups or CA as a whole.” It would be perfectly acceptable for the UK Area to pay for their trustee to travel to support the European meetings out of these funds if that is their group conscience and it were managed by the UK Area.

When we were faced with this novel question we referenced past writings within our CA fellowship and in the AA 12 Steps and 12 Traditions. Under the discussion of Tradition Seven is a story of how the trustees had to return $10,000 which had been left to AA in a woman’s will. While the issues here are slightly different, the concerns, collective wisdom, and lessons expressed therein are of guidance. The 12 by 12 warned that accepting the funds from the woman’s estate might set up a disastrous chain reaction; that having additional funds might tempt the trustees to run things without reference to AA as a whole; that having a fatter treasury might tempt the trustees to invent schemes to do good with such funds and so divert AA from its primary purpose; and when that happened the fellowship’s confidence would be shaken, the board would be isolated and would likely fall under heavy attack.

There is simply no way we can find to accept these earmarked funds while being mindful of these past lessons and the reasons listed above. Accordingly, we return under separate transmittal the entire donation and again want to thank your Area and fellowship for the generous outpouring of support and love.

We are most happy to discuss this matter further with any members of the CA United Kingdom fellowship either as a group or individually.

MOTION : Under the “Financial Guidelines for Groups, Districts and Areas of Cocaine Anonymous” delete the last paragraph on page 4, detailed as follows:

Special Donations – By group conscience, groups can also participate in submitting funds to special projects that are requesting funds from their District, Area or World Services. Groups can decide, by group conscience, if they want to donate to “special causes” in CA. A special cause could be another meeting that needs literature, a fundraiser at the district/Area, or event World Service special project, such as the H&I video. The information about the project should be spelled out carefully to the members of the groups before a vote is taken.

The suggestion really is to send all money to the office to allow us to send it where it is needed most.

David Booth- Point of Information after much discussion I am very confused. Help me understand the difference between earmarked funds and special donations

ES- There is a difference of 7th tradition money being used for budgeted activities. * example of Hurricane Katrina. It needs to go to a general fund.

Scott Keavney – speak in favor of this motion. Earmarking has caused us a lot of problems in Unity of our area.

Greg Barron- Point of Information , By removing this paragraph , that in no way would hinder any area from doing anything such as H and I or Pot luck .

Howard Eley – Point of Information does this mean we could send money from district to district

Earl – It does not obstruct that.

David Crosland- How does this affect the collection of H and I money etc.

Stacey Keyes-Weston – speaks in favor of the motion. However, in striking the information here is not replacing telling the group to not save your prudent reserve for your upcoming convention, etc. in regard to earmarking funds. It doesn’t give the group any place to go with their prudent reserve. I think there were some revisions to the language.

Bill Burmeier – Point of Information – what is the difference between earmarking and fundraising.

Earl Henderson – earmarking – I already have the money and I’m sending with strings attached. Fundraising, I am going to go and raise money for a specific purpose. We want to avoid receiving money that would specifically fund some pet project.

Stacey Keyes-Weston – Friendly amendment – in striking the motion that we refer to the maintaining a prudent reserve by holding on to fund special events.

Susan Bredau – Point of Information – didn’t we pass a motion today making the WSO and the Treasurer handling 25% of memorabilia and isn’t that money to be earmarked?

Earl Henderson – that is a fundraiser going into a particular account. It’s just allocating and following good accounting procedures. They want to do a certain percentage to a certain account – i.e. Convention in 2007. Just tracking the income.

Ethel Thomas – Does this have anything to do with a prudent reserve?

We believe in the spirit of this referral and we will point people towards the contribution program, Financial Guidelines 70/30 split, and talk about the “one is not enough flyer” and the WSO Treasurer will write an article for the Newsgram addressing Tradition 7.

CLOSING COMMENTS

As I am sure you all know by now, the CAWS Contribution program is up and running or should we say jogging. Contribution forms are lurking on every table in the hotel.

The Contribution Program was designed to support the World Service Office in helping them to achieve our primary purpose of reaching out to carry the message. Here are some examples of how your contributions support the World Service Office in fulfilling it’s obligations;

  • Off setting the cost of sending out H&I books and literature to inmates.
  • Shipping starter kits through out the World
  • Allowing our trusted servants to attend events such as the NADCP (National Association of Drug Court Professionals)

And for those of you that enjoy the World Service Convention, wouldn’t it be nice to make it more affordable for the newcomer to attend?

And what about the “people power” it takes to perform all these functions and keep our office running at the high efficiency level we have come to expect.

So, at this time if you haven’t already, we ask you to personally to sign up for this program to show support to CAWSO and be an example to your area. We continue our challenge to your regions to see who can sign up the most contribution to this program. Please remember that $5.00 or $10.00 can change the financial outlook of our fellowship. If 300 people sign up at $10.00 a month, we would increase the ability CAWSO to carry the message by $36,000.00 per year. The members of the Finance Committee have fully participated in the contribution program because we put our money where our mouth is – and we have big mouths! Personal statement regarding Brian’s experience over the years on the Finance Committee. I was taught to live in the solution. The contribution program, helps us fund our projects. There are plenty of members who do not understand this . Please go to your areas and appeal to them to donate to the contribution program. Special thank you to Heidi J and Elizabeth S. I could not have done it with out them.

John Bodkin- Yes

Bryan Bell- For those of us who can not do the contribution program for one reason or another. If we all gave 10.00 in the box , would it help?

Brian Tennebaum- It all helps

Mona Ibrahim- You based the income on merchandise and shipping is 15% of sales. Are you including in your budget a total of 40,000.00 and the fact that cases of books include shipping charges. But excluded from the shipping charges and then a 5% addition to walk in orders. And then shipping alone is 15% of sales So when you are assuming the budget how do you base the 15% ?

Tom Phelen- These are just assumptions.

That is a detailed question and I would be happy to go over this with you.

Mona Ibrahim- I just want to know, this is very important as we are a non profit co.

Jason Schmidt- That last motion we passed in order for me to understand that. Does that mean and H and I can money would go to the general fund. Brian Tennenbaum- Yes

Bobbie Harmon- Please tell me the extra 1500.00 under office expense what is that for?

Brian Tennenbaum- For new Technology and office items.

Vinnie Martin- We have a fund raiser we send it to WSO , what would you do with it. Earl Henderson -We would send it back to you

Nick Alexander, could an area sign up the contribution program Brian Tennenbaum- We would have to look into that.

Paul Bach- Can and area or districts gather funds and send them to another area or region,, say to start there own translation project.

Earl Henderson – Yes they are antonymous

Russell – So my areas money for H and I is now going to go to general fund or be sent back to me?

Earl Henderson – We will take it only as a 7th tradition donation.
