Thank everyone for their service. I might have pressed too hard with the shortness of motions and such, but we have accomplished a lot. Going to miss you all.

Motion out of order

Motion – To spend $7952.39 with BMS for the WSO move from Long Beach, CA, to Phoenix, AZ.

Seconded. FYI – The very large printer is not going to be moved as it is 10+ years old. Move sub-committee group conscious was to not get the insurance coverage as there is nothing we are moving that is of great financial value (lots of sentimental value, though, which could not be replaced with insurance coverage). Books, literature, chips have already been moved to Phoenix.

Motion to approve the Trustee reports. Seconded. Approved unanimously.

WSBT Subcommittee Reports – The Lead Trustee for the subcommittee go over the high-points of the sub-committee report. Significant topics or discussions are notated.

  • External Communications (Gary/Barry)
  • Finance (Robert/Richard/all) – Preliminary figures show a possible $150,000 profit from the 2024 CAWS Convention. The WSO has greatly improved the cash-flow and the cash conversion cycle process, and this has put the fellowship in a very healthy place financially.

Motion – To make an WSBT LTP project about the future financial reporting to the fellowship. Seconded. Passed with substantial unanimity.

  • International Structure and Development (Johan/Chris/Stuart/Robert/Gary) – This committee did have a meeting recently.

Stuart –The cost to have chips shipped from the U.S. to S. Africa is prohibitive, plus packages get lost/stolen in Customs. We need to find a way to make it affordable for the meetings to give the newcomers a chip.

Robert – Maybe we can get a manufacturing agreement with a manufacturer in S. Africa like we have established in the UK.

Discussion about how to fulfill the needs of the fellowship and still keep standardization of design, protect copyrights, etc. Also discussed looking more at the Gross National Income (GNI) in various countries to help get things to be affordable in countries that have a low GNI.

  • Legal (Joni/Ruby) – Our applications have been denied in New Zealand and Australia.

Motion – To spend $2,000 to submit the necessary paperwork to try to get this approved. Seconded. Passed unanimously.

Joni – With this new set of paperwork, we will also submit the info from our UK filing as that was approved. Australia has a history of accepting things that were approved in other countries. If we don’t get trademarks approved in Australia, technically we

would have to have two different apps – one with the registered/trademarks and one without.

Motion – To spend the up to $760 to submit the appeal paperwork for Japan. (get better working from Joni). Seconded. Passed unanimously.

Motion – To send a cease and desist letter to the area member who is using the C.A. logo without approval from the Area. Seconded.

Friendly amended to allow the Area to attempt to address the issue before 4Q2024 quarterly before the WSBT takes action.

Passed with substantial unanimity.

Johan will take the Lead on the Wiki project.

Robert will take the Lead on the Financial Reporting project.

  • News Gram (Richard/Stuart) – Clay – Reminder, each Region should have a NewsGram rep, page 62 of 2024 WSM.

Question – Should we set 2025 TEC for three days next year instead of the standard two days?

Question – Should we consider having one Trustee extend so seven Trustees are not rolling off at the same time?

  • WSOB Chair – Have gotten images of the chips from the European manufacturer. Awaiting physical chips to be received to be viewed/approved.
  • WSOB – DOO (suspended, position is vacant)
  • WSOB – Treasurer – Question – What is happening with the Marriott Points? Where will those points be used? Response – This will need to get some clarification on this. We have got the # on the newest contracts we have executed with Marriott locations, not certain how the points will be utilized.

CAWS Convention reports & updates.

  • CAWS 2024 Holland (Johan) – Convention was great! Pass It On will be ready by the end of August.
  • CAWS 2025 Arizona (Barry) – There are concerns with some on the WSBT that we haven’t gotten a Treasurer’s Report recently. Barry will reach out to the committee to request the report. Note – The Treasurer’s Report was received the next day.

1) Project Chart (Barry) – Discussion about how we are going to manage the various charts we have.

  • Global Rep – Need to update on the Chart as this Moved to IS&D. Had a meeting in Aug.
  • Book Dev – Haven’t met for awhile. Need to get this active again. The draft of the book never goes to the Fellowship before it is published. Would be good to have an SR-14 ready by next year with this project, if changes are going to be made to the current process.
  • Fair Use Policy – Should be formatted by next week so can be shared, article will be written for the NewsGram.
  • Global Fulfillment – Will discuss in IS&D
  • Suite of Documents – No changes at this time.
  • Review of Orientation docs – Completed. Just needs to be compiled into one doc.
  • Shares on internet – Done, referral sent to WSC IT.
  • TNC Contract Criteria – Going to work on this here at Conference.
  • Codify Guidelines – Website has been updated, most of this is done

  • 11713375 (WSBT 2024-04) Royalty/Licensing to Allow AQP on websites and social media – Discussion – Over 2,000 copies sold in eight months. This could be a loss of revenue to the fellowship. How can this be done without killing the sale of the book? Would doing this actually impact the sale of the books? Royalty/Licensing doesn’t cover this type of situation. AA currently offers their meditation book online every day. Richard will be Lead.
  • 145710066 (WSBT 2024-05) Hybrid Conference – Discussion took place.

 Motion to transfer Referral 145710066 (WSBT 2024-05) to the WSC Conference Committee. Seconded. Passes with substantial unanimity. 

4) Long Term Planning (Gary) – LTP Advisory – Print on Demand for North America project is about ready to submit their findings.

5) Status of World Service Office (Robert)

a) Board elections – Info provided on when openings will come open through the end of the year.

b) European Chip Manufacturer – Images have been received of the dies, awaiting physical prototypes to be received.

c) Office Move – Had lots of amazing volunteers who helped get the new office ready to go. Arizona fellowship has really stepped up. Formal opening of the Office will still be Oct. 1.

e) DOO – When is this position going to be filled again? What is the difference between the duties of the DOO and the Office Manager. Response — The DOO is responsible to the WSBT in the same way the WSOB Chair and Treasurer are, the Office Manager is not. The DOO is hired by the WSBT, the Office Manager is hired by the WSOB. The DOO is a voting member of the WSOB and has a vote on the Conference floor, an Office Manager does not. The Fellowship wouldn’t be serviced any differently if we had a DOO instead of an Office Manager. It would change the current structure and provide a different representation to the WSBT. The WSOB has this position on the horizon.

Motion to table this discussion to 4Q. Seconded. Passed unanimously. 

6) Interview Questions for the WSOB – Discussing later in the meeting.

7) Trustee Election Committee (Johan) – Election of MWRT

 Just now found out that the ANR TEC Delegate can’t enter the US this time and the Alt. Delegate can’t come either. We will have the ANR TEC Delegate participate virtually.

8) Financial Overview (Robert) – previously discussed

9) All-Rise Conference Report (Gary) – Nothing at this time, event is in Orlando, Florida, May 28-31, 2025, a week after the 2024 Convention.

10) WSOB Translations Committee – nothing

Old Business Items

1) Tradition 11 change (Clay) –

Question — Do the votes we received accurately represent the fellowship? This only represents 43.8% of meetings; however, this is supposed to be a count of groups, not meetings. There is no percentage reflected in the current S&B report.

Discussion took place. We followed the process that was outlined, we sent out reminders, we did everything we could to get results to come in on this matter.

The Conference floor will decide. Trust the process.

2) Review of motion passed at Q2 2023 regarding WSOB members and proximity to WSO (Barry)

Motion – To refer to WSC S&B that a minimum of two members of the WSOB shall live within 150 miles of the WS Office. Seconded. Passed unanimously.

Motion – To rescind the motion previously approved on 2Q2023 regarding WSOB members vicinity to the office. Seconded. Passed unanimously.

Hello,

We are writing on behalf of Cocaine Anonymous to use language found in the 12 Concepts of World Service, using Alcoholics Anonymous’ 12 Concepts. We have written a Twelve Concept Inventory to be used in study groups, Districts, Areas and World Services.

However, before we bring this to print, we would like your permission to include the 12 concepts as headings as well as the warranties. It is my understanding we have permission to use the concepts but we have expanded the warranties that might not be included in the past permission. Each of our studies will ask participants to obtain copies of your book Twelve Concepts for World Service. See the attached document for our proposed format. You’ll see that we provide your original concepts and warranties as reference material, including a statement that these have been used with AA’s permission.

Please let us know if you have any objection, thoughts or will grant permission.

Thank you for sending your proposal. We would have no objection to your adaptation of the Twelve Concepts being used for Cocaine Anonymous. We would ask that you reprint the Twelve Concepts of Alcoholics Anonymous in their original form, after your adapted version when publishing, and that you use the following attribution/disclaimer:

The Twelve Concepts of Alcoholics Anonymous have been reprinted and adapted with the permission of Alcoholics Anonymous World Services, Inc. (“A.A.W.S.”). Permission to reprint and adapt the Twelve Concepts does not mean that Alcoholics Anonymous is affiliated with this program. A.A. is a program of recovery from alcoholism only – use of A.A.’s Concepts or an adapted version in connection with programs and activities which are patterned after A.A., but which address other problems, or use in any other non-A.A. context, does not imply otherwise.

If at some point you elect to translate the Concepts into a particular language, we would ask that you notify us of your intent, in writing.

Regarding the warranties, however; we are not able to grant permission to adapt material other than the Steps, short form Traditions, and short form Concepts. A.A.W.S.’s position is that to permit adaptation of our copyrighted text material would dilute the credibility of such material. Therefore, we must ask that you not adapt our warranties.

However, if Cocaine Anonymous were to write something similar but distinct from our warranties, we would not object.

This response is requesting we submit a copy of the adapted Short Form of the Concepts for review. Once we get a response back from A.A., then we can move forward with presenting something to Conference.

Motion – To submit to A.A. for their review a copy of our draft of the adapted version of the Short Form of the Concepts. Seconded. Passes unanimously.

6) Money Market Account (Robert)

A money market is a little bit better than a savings account. It is not an investment fund. The Treasurer will make a determination as to where the best place is to put our funds.

7) WSBT Intellectual Property Protocol (Joni) – would like this added to the project chart.

8) Groups Digital 7th Tradition Collection (Chris) – Finance committee is working on this, no need to discuss here any further.

9) Conference Committees having materials for distribution to the fellowship approved at Conference for upcoming year-SR-21/revising SR-21 motion (Johan) – The project team discussed this and it was decided not to present a motion on the floor this year this without going through the SR-14 process. This is being added to the Project Chart.

10) Payments to WSO by Groups, Districts, Areas (Robert) – Please remind your Regions to put notes on any electronics payments/donations sent to the WSO. WSO also needs to look into using the payment option available in the current version of Quickbooks.

11) Starter Kits – Each North American Regional Trustee is going to talk with their Region about the process. Is this more about the process of how the WSOB needs to handles these requests?

New Business Items

1) Area Questionnaire (Clay/Robert) – Johan has created a Google form for the Area Questionnaire. This could help keep things standardized, could be filled out on a phone, the reports could be set to put all regional reports in one long report, etc. Hopefully this would help get reports submitted more consistently. Would like to test this with the MER first. There are concerns of adding one more tech system to the mix. Google provides their services to use for free based on your non-profit status.

2) Remaining meetings for the 2025 calendar year 1Q call – Jan 25, 2025

  • 1Q meeting – Mar 7-9, 2025
  • 2Q call – Apr 12
  • 2Q meeting – May 19-21, 2025, then Convention. 3Q call – Jun 28
  • 3Q meeting – Aug 22-24, TEC 25-27, Conference Orientation call – Sep 13
  • 4Q call – Oct 11
  • 4Q meeting – Dec 5-7, 2025

The C.A. London Area is hosting the EUR Convention (March 28-30, 2025) has invited the WSBT to hold the 1Q2025 quarterly in conjunction with the convention.

Cost is a concern, plus we have also declined invites extended by other Areas.

However, London is usually an affordable destination.

This would give us the visibility within the fellowship that we keep saying is needed.

Motion – To have 1Q2025 Meeting (Mar 26-28, 2025) in London before the European Regional Convention. Seconded.

Estimated to add roughly $3,000 to the WSBT expenses.

Motion passes with substantial unanimity.

Discussion on how we can reduce the Regional Trustee budgets, to offset this expense.

Motion – To accept the revised 2025 WSBT budget. Seconded. Motion passes unanimously.

3) Licensing Agreement – WSOB has updated the licensing agreement. Is now all f2f, hybrid, and on-line meetings. Will need to update all the existing licensing agreements. Only need to get them resigned because this is a new agreement, they do not need to be resigned every year.

4) Secretary of State status in California – The FTB has suspended CAWSO stating the 2020 F990 wasn’t received. IRS would not give her any info by phone, so Joni requested the info be emailed to the address on file. She also submitted a copy of our return.

5) Sitting Trustees do not send personal referrals (Robert) – Doesn’t feel it is appropriate for sitting Trustees to submit personal referrals.

6) Non delegate Chairs (Gary) – The majority of our WSC Committee Chairperson are non-Delegate Chairs. Is this the best use of funds? Thinks Lead Trustees should talk about this in the Committee meeting this year. This is an opportunity to help educate all delegates. Discussion about if the WSBT, as the financial overseers of the Fellowship, could do anything about this. Some Trustees feel this should not be allowed at all. There are 150+ Delegates present at Conference. Others think it is part of the process with the flow of experience and the 2-year term of most Chair positions. Maybe suggest limiting the Chairperson term to 1-year terms. Difficult as this is part of each Committees’ internal guidelines. Is putting in limitations on who can be a Chairperson going against the Concepts? We have requirements for people to be Delegates, why is that not against the Concepts?

There is one exception for the WSC Conference Committee Chairperson.

Project has been created to discuss this, possibly to create a referral. Gary will lead the project.

7) Interview potential WSOB Chair –

Motion to accept the revised WSOB Chairperson Interview Questions. Seconded. Passes unanimously.

8) Tradition 10 (Barry) – Issue being brought to this Board at the request of a member. There are referrals with S&B (and could impact LCF) to change existing literature/manuals/etc to be gender neutral. Is this request in conflict with Tradition 10 as it may be seen as taking a

side on an outside issue? Is this really an outside issue as it is here in the fellowship already? If we started going down this path, where would it end? Some things would no longer make sense if they were changed to gender neutral (example – the story in HFC I ‘A Lesbian Gets Sober’).

The WSM has already been changed to be gender neutral. Could literature be viewed differently than service-oriented documents? No matter how this goes, there is no way to please everyone.

Changes to make things gender neutral could be seen as taking away from the diversity of the fellowship and taking away the voice of people who do identify with a specific gender. Further discussion is neeed.

WSBT Chair Q3 Report – August 2024

Since the CAWS 2024 Convention was only six weeks ago, it has been a rather slow third quarter for the WSBT. There were only a few online motions, most of the Quarter was spent completing the Conference report, and getting ready for our Q3 meeting in Dallas, my final Quarterly.

It has been an honor and a pleasure to serve on the WSBT, and as the Chair of the WSBT during my final year. I have served with plenty of wonderful people who have filled the other Trustee positions during my 5 years on the Board.

WSBT Vice-Chair Report

I am 12 months into my role as WSBT Vice Chair. Serving this board and this fellowship is an honor and a privilege that will always be of paramount importance to me and practiced with humility and purpose. The current Board of Trustees continue to grow through the enormous amount of work each of us must do. God continues to show that the right people were in the right place at the right time when the current board was chosen.

This past quarter continues to be very active for the WSBT. I continue to work alongside the Chair, Secretary, and Assistant Secretary on a regular basis to prepare the agenda for upcoming meetings. During the past Quarter I have met with the WSBT Chair via Zoom and on the phone to go over various matters as they have presented themselves as well as attended the WSBT Chair / WSOB Chair bi-weekly meeting several times.

As Vice Chair it is my responsibility to chair the WSBT Orientation Sub-committee. We have revised 16 of the 17 documents, re-ordered them, and added a table of contents. They were approved at Q2 and will be presented to the WSBT for final approval and publication at Q3.
