Anne has asked about assigning a new lead on the IS&D Subcommittee, if anyone was interested in stepping up. Wade volunteered. He is currently not assigned to a WSBT Sub-Committee. Members agreed. Anne appointed Wade as the lead on the IS&D.
Suzanne was also the lead on the IT Conference committee, so that was addressed as follows:
George was assigned to serve as the lead Trustee on the IT Committee, and Anne will cover the Unity Committee.
We also need to assign a trustee for oversight for CAWS2019. Jason as acting ERT will take that role on.

Dear Kevin,
Thank you for your correspondence. We have searched Facebook groups using the name “COCAINE, and ALL other mind-altering substances” and the result of the search is that we have been unable to find a Facebook group with that name. The closest match is one named “CA (cocaine anonymous and all other mind-altering substances).” If this is the group you are referring to, the use of “cocaine anonymous” in the Group name is an issue worth considering since it is a protected item of intellectual property.
The Cocaine Anonymous World Service Manual clearly states in response to the Statement of Policy question “Who may use the name Cocaine Anonymous . . .?”:
“A Cocaine Anonymous “Group” as defined herein, for its function of organizing and operating a regularly scheduled C.A. meeting.”
The following is the definition of a Cocaine Anonymous “Group” from the Cocaine Anonymous World Service Manual:
“A meeting is when two or more gather together to share their experience, strength and hope with each other.
A meeting may call itself a C.A. Group when:
- The only requirement for membership is a desire to stop using cocaine and all other mind-altering

substances.
- It is fully self-supporting.
- Its primary purpose is to help addicts recover through the Twelve Steps of C.A.
- It has no outside affiliations.
- It has no opinion on outside issues.
- Its public relations policy is based on attraction rather than promotion.”
Your communication raises interesting questions. Can this Facebook group be considered a “meeting?” Also, can a group organized on Facebook or any other social media platform for that matter be considered a C.A. Group? Based on information contained in the C.A. Information Technologies conference committee, the answer is no and this Facebook group is in violation of the current fellowship conscience with respect to who can use the name “Cocaine Anonymous.”

Please be assured that ongoing attention is paid to the maintenance of Trademarks and is a permanent World Service Board of Trustees meeting agenda item. Subject: Fees for “CA Support Group”
Greetings. I have become aware that a licensed clinical therapist in my city is advertising, facilitating, and charging fees for, an addiction recovery group she calls “CA,” and references Cocaine Anonymous in her online description.
Being a long-term member of a 12 Step community, I know how wrong this is and which traditions specifically it violates. I intend to confront her and demand that she stop using and referencing the CA name, but am interested in the precedents for this and any advice or guidance you can provide.
I am familiar with this therapist from my professional life in the addiction recovery field and am aware of incidents in which she has behaved unethically in a treatment setting. I believe her sense of integrity is seriously flawed, and that she therefore may not understand or care about the seriousness of using the CA name for a for-profit support group.
So I am proceeding with caution, and seeking CAWS guidance first. Thank you. Raye

We really appreciate you bringing this matter to our attention. As you are keenly aware, the C.A. logo belongs to the fellowship.
To answer your question about precedence, last year we had a very similar situation with an addiction referral website using our logo and their 1-800 number. We approached it from the most basic, cost-effective standpoint first. The member who originally noticed this website contacted the owner of the website; they did nothing. Following that, the Board of Trustees had a member of the Board call and email the owner of the website; they did nothing. Finally, we engaged our attorney who sent a letter; our logo was promptly removed.
So, while we try to approach it from a cost-effective stand point first by having members reach out, it is important to us to defend our trademark for the C.A. fellowship.
You do not mention this person by name, the city, nor the website or other materials that cause you concern. Please feel free to send that information to WSBT@ca.org directly so that we may monitor the situation and deal with it accordingly if necessary.

Our company is seeking to partner with providers of educational content with the intention of providing free access to that content to incarcerated individuals located in confinement facilities (jails) via tablet devices. The need for this content is linked to a greater mission to break the cycle of incarceration by providing inmates access to resources to enable a successful reentry into society. In the case of Cocaine Anonymous, we felt your website has information that could be very helpful to those inmates exposed to or suffering from the effects of substance abuse and recovery. Due to the security measures taken with inmates, access to internet and web browsing is prohibited. Our request is being made in order to provide inmates with information that is valuable to them, but not available to them during incarceration. I would like to speak with someone who can define in what capacity (if any) we can utilize text or literature from the website. If permission is granted for use of materials and information on your website, would you please advise in what capacity it can be used? For example, it can be used as long as the source is cited or only used as long as the document is not altered or sold, etc.

thank you for your service and your time in considering this question:
Several years ago CAUK decided to create a company CA E&W for the purposes of dealing with business matters such as signing contracts with venues for events. For our public liability insurance to be valid it is required that one of the company directors signs any legal contracts. Recently a District within the Area decided through its informed group conscience that it wanted to sign a contract with a hotel to provide the venue for their convention. When they requested the company to sign the contract as per p34 CAUK Area Service Manual (ratified by CAUK Assembly 5th August 2017 – attached fyi) were informed by the company chair (director) that they would need to ask permission from the ASC to sign their contract.
In the WSBT opinion does this negate the Districts conscience in that the District has had to ask permission to do what it wanted (hold a convention) ? – thus turning the service structure upside down – Districts asking permission from the Area.

Subject: Insurance questions at CAWS Conventions
Hi there.
I hope this finds you all well.
I am trying to get some guidance from you on the allowable risks which the trustees will permit in some of the activities we are considering at CAWS 2020. I am on the Steering Committee and we are exploring some special events. To this inquiry, I bring my experience from CAWS 1997 where the then trustees said that the risk of a river raft trip at the CAWS World in Denver was too much for them to take on.
I see that point of view more clearly now as what is a fair risk for our attendees to take on versus not. I know we would have event insurance anyway, but I am not so sure that this would fully cover an off site event. To me, even where there would be a release form signed by the attendee for participating with the vendor, that might not release fully CA if there would be an accident at such an activity God forbid.
I know about keeping CA out of public scrutiny and harm and understand that fully, I would not want CA to ever be sued for its part of an accident. Hence I am asking now formally about this please for guidance from this current board.
A couple of things being considered are a zipline trip a mile long over Lake Travis and another is an event at a public swimming hole called Barton Springs. There may be lifeguards there but is that enough to protect CA? There are probably releases that the participants could sign releasing CA, but what is the current thinking on these types of events pls for planning purposes.
LOL, there is probably a referral or two on this for the Convention committee, but that it later. It would be nice to have some formal guidance here pls which could end up in the Convention Guidelines.
Pls let us know what is permissible here.

During the compilation of the Cocaine Anonymous meditation book, “A Quiet Peace,” we followed all the appropriate procedures in terms of attribution (works cited) and disclaimers related to A.A. source materials when we prepared the original English version. The quotes used have been properly attributed to their original source.
You are at liberty to utilize excerpts from WSC approved literature for creating local readings, etc.

Subject: Pamphlet colours.
Hi J.
Can you give me a CA point of view on groups printing CA pamphlets on different coloured paper please. My feedback when I asked was, “dont worry about it as it the message that important, not the colour”. I agree, but I believe there should be conformity etc.
From my experience when serving in CAUK, we had an issue then with one of our pamphlets (Tools of Recovery) which I inherited from a previous chair, that was printed on a plain white paper. One of the GSRs brought it up at Area and a big discussion was generated from it. It was decided in the conscience of the group to get the proper colours from WSO and to use to correct colours as they are copy righted ??. It was also the conscience to give the in correct coloured pamphlets to H&I, free of charge and to be giving out in the prisons etc. Look forward to your reply.

Thank you for your question. Upon consideration, we hope that the following is of assistance.
The verbiage and format of the pamphlets is approved by the World Service Conference (WSC) before becoming the property of Cocaine Anonymous World Service Office, Inc (CAWSO). It is the World Service office that decide on the pamphlet colours and they will provide you with the correct codes upon request.
In the spirit of unity, to avoid confusion, and to aid in easy recognition, most Areas do endeavour to conform with the standard colours or the closest match that is locally available.

Further to our telephone conversation yesterday I write to confirm that London Area’s PI Chair has confirmed to me that a live & public Instagram account has been created and is currently operating in the public domain with approx two dozen follows so far.
I have read the world IT social media guidelines & in addition sought advice regarding the use of Instagram from both the EU PI Vice Chair (David) and World IT Chair (Johan). Having considered all of the information (including traditions) and my limited knowledge of Instagram I have advised the London PI Chair that any use of Instagram in relation to event promotion must be debated by the wider Area at ASC and potentially include a trustee(s). With the SR14 documentation this year being so comprehensive this will not be taking place at next week’s Area ASC meeting as we already have a full agenda. However, in the meantime I’m conscious there’s an active public Instagram account live in C.A. London Area’s name which I would appreciate advice and guidance on as swiftly as possible please.

WSBT 2017-1 From Maria K. Northern Alberta Area (Post-Conference) I would like to see the trustees revitalize the idea of having a non-addict trustee on the board of trustees for CA. I have been a member of CA for more than a decade and this is the first year that I’ve heard that this position is vacant and learned that it has been vacant for 30 years. its difficult to fill a position if it isn’t being announced or promoted by the appropriate body. We continue to get the word out to the fellowship about the position of Non-Addict Trustee. This has been discussed again this year on the board. The following are references from the WSM presented here for your information:
(p37) The non–‐addict servant has important professional and/or other valuable skills to benefit the Fellowship as a whole.
(p53) Non–‐Addict Trustee: Non–‐Addict Trustees are from the various designated Regions. Trustee–‐at–‐ Large: The Trustee will be chosen from the seven regions of Cocaine Anonymous.
(p54) Qualifications of Non–‐Addict Trustees:
- Willingness to serve
- The time and resources necessary for active Trusteeship.
- A knowledge of the Twelve Traditions.
- A good understanding of the disease of addiction and the Twelve Step Program of Recovery.
(p55) The various Trustee Slates shall be submitted to the Conference for ratification as one of the first substantive orders of business. Each Regional Slate, Non–‐Addict Trustee Slate, WSO Trustee Slate, shall be presented for approval by a single vote of the Conference. The ratification of the Regional Slate also constitutes the ratification of the Trustee–‐at–‐Large designees and the WS Trustee from the Pacific South Region. If there is an objection to the

slate, or any individual on the slate, then each individual on the slate will be considered separately.
(p57) Non–‐Addict Trustee:
- One or more nominee candidates may be submitted from each Area within a Region.
- At the various Regional meetings, nominees will be elected.
- The candidates will be submitted to the Trustee Election Committee for qualification.
- The Trustee Election Committee will submit the candidates to the World Service Conference for ratification by two–‐thirds vote of the WSC.
- The Trustee Election Committee will make its selection from the Conference Approved Slate.

(p54) Non–‐addict Director Trustees shall be persons who are not and have not been afflicted by the disease of drug addiction and who express a profound faith in the recovery program upon which the Fellowship of Cocaine Anonymous is founded.
WSBT 2017-4 From Earnest M. Northern California Area (In-Conference) Re the artwork which was at Seattle at the CAWS Convention. There was a large piece of artwork with AA’s logo and AA’s principles and the CA logo in the middle of it, which was right in front of the podium, it was a great piece but had tradition violations. How can this be, please guide us how to prevent this at the World Service Convention level. I have a copy of this art to provide to you and will do so directly. It is attached here.

Thank you for your inquiry on this matter. We have guidelines in place for the approval of themes and artwork as follows from pages 13-14 of the World Service Convention Committee Guidelines:
THEME/ARTWORK CHAIRPERSON DUTIES:
- Devise a method of creating the Theme and Convention Artwork.
- Submits WSBT and WSOB approved theme(s) to the General Convention

Committee for approval.
3) Create, or has created, artwork based on the approved theme
**NOTE** All artwork needs to be approved by the WSBT and the WSOB; any accepted artwork becomes the property of CAWS, Inc.
4) Submit artwork to the General Convention Committee for approval.
5) Contact WSO to obtain the Artwork Release Form and provide to anyone submitting artwork for consideration.
6) Produce camera ready art for necessary committees – coordinates needs with the Printing and Memorabilia Committees.
7) Ensure that artwork is purchased, preferably with a buyout of all rights, or a limited usage contract.
8) Obtain 3 bids for any expense which is estimated to exceed $500 per vendor/subcontractor.
9) Complete a WSO Check Request Form for all expenditures over $100.
10) Submit all Check Requests and bids to the Chair of the Steering Committee which oversees their committee. **NOTE** If limited usage contract is needed, it must be coordinated with the WSO.
The interpretive piece of artwork on the podium at the Seattle convention was a gift to the committee. What the committee was going to do with it wasn’t clear at first, so they decided to display it on the podium. Because the artwork was donated the committee felt that there was no need to follow the guidelines as listed above. So, this beautiful piece of artwork slipped through. Upon our becoming aware of the artwork and bringing it to the attention of the convention committee, we realized that this was not an intentional disregard of the traditions or the guidelines. So, in the future all artwork to be displayed whether donated or commissioned, should follow the guidelines as listed above.

When a new Area is created- the area is given 3 delegates and 1 alternate. This occurs no matter the size of the starting area. Would it better serve the area if the amount of Delegates are relative to the size of the area? I have heard this discussion amount CA members and thought I would put in the referral for discussion.

This is a referral related to the Right of Rotation. I have always been troubled by the fact that at the WSOB level, even trusted servants that serve the maximum six years, can go off the board for two years and then be allowed to serve another term or more later on.
I sent a referral to the WSOB last year who just responded (in its Opening Report) that the WSM provides for “consecutive” terms and that this practice of letting servants come back after a break in service is allowable due to this technicality. I respectively disagree. To me, the right of rotation means that after six years, the person can no longer serve in the same position again ever.
This is how it is at all other aspects of World Service, albeit from Trustees, Conference Officers and even Conference Committee Chairs. To me, this seems to be intellectually and spiritually dishonest. As I understand the Concepts and other writings and practices about the right of rotation, how can this ever be acceptable. Rather than just put forth a motion to change this to S&B I would appreciate please the WSBT weigh in on this. Can the WSBT please clarify this once and for all. We will be submitting a referral about this but believe that the Trustees need to give guidance on this important matter as well. Thanks very much.

regarding the publication of WSBT minutes from face to face, online and telephone meetings.Time period to be ‘next available delegate mailing or within the following 60 days’.It is challenging as a delegate to stay abreast of progress of referrals to WSBT and enquiries that they are dealing with when we receive these minutes in arrears by two quarters.
