I would like to welcome everyone to the Quarter 4 meeting of the World Service Board of Trustees of Cocaine Anonymous for 2023. I would especially like to welcome Robert and Stuart to their first Quarterly as Trustees. It has been a quiet Quarter in my opinion, no pandemics or other major crisis to be dealt with. I feel the two new members have integrated into the board rather well and are already making significant contributions.
I ask that everyone please check your email daily and participate in discussion on the online business. Several motions have taken the full six days to be dealt with, because I feel that emails are not being checked regularly and I have had to remind people to vote on motions.
I am sorry I can not be with you for a few hours the first two days, but I feel Barry will be more than capable. I will join you fully on Saturday to Chair the remainder of the session.

- CAWS 2024 Holland (Johan) – addendum for hotel – Registration numbers are higher at this time then past year conventions were at this time. Question – Bottomless coffee email was confusing. Is there a better process going forward? Answer – Yes, the Committee has received the feedback and are addressing the issue for the people who received the email.

General running of the office – Bringing on the Office Manager and the Customer Service Rep (CSR) will hopefully fill some of the gaps that were present.
Employment status of General Office Manager
Update on what stage the external consulting company is at
Succession plans – Several interested people have attended the WSOB meetings. Looks promising. Several Trustees feel there needs to be more outreach to get the info out to the
Fellowship about these open positions. Several ideas were discussed as it doesn’t appear that
Delegates are getting the info out to the Fellowship.
Email address for the Office Manager is manager@ca.org. The email address doo@ca.org is currently being monitored by the consultant and Chair with plans for the new Office Manager to start monitoring the email address in the future.
i. Trustee Election Committee. (Johan) – Most Regional Trustees still need to provide the names of their TEC Delegate and Alt. Delegate.
j. Financial Overview (Robert) — Doing very well with income vs. expenses this year, so that will definitely help with the large upcoming expenses in 2024. Cash flow is currently good, but a bit of a concern if the hotel deposits for 2026 and 2027 need to be made in a close timeframe.
k. Monitor Tax Preparation and filing (Q1) (Robert) – Taxes were filed on time, but at the zero hour. WSOB is looking for a new accountant as not pleased with the performance of the current account.
Old Business Items
1. Recordings/uploads of members shares/pod cast (Joni/Gary) – A provisional platform was established, and draft procedures written up by the project team. Question – Will there be a final review of each recording, or will this review be dependent on the Area/District/Event Committee submitting the recording? – Answer – Review would be done by the Area/District/Event Committee submitting the recording. There will be a process to report recordings to be looked at for possible removal from the site. There is a proposed waiver that would need to be signed that will state that the Area/District/Event Committee verifies the recording does not break Traditions, anonymity, etc.
Test run shows the process is pretty simple to upload a recording and the recordings are then available on several popular platforms. The cost is less than $100 a month. There would be a couple of people tasked with monitoring the upload site for issues, compliance with

procedures, etc. Working on suggestions for what committee would handle this. Some discussion about possibly a paid special worker just for the overview of the site long-term.
The WSBT has done the basic leg work on this idea, and it now needs to be sent to a WSC Committee to fine-tune.
Motion to refer the project titled Audio Recording to Website to the WSC IT Committee.

Johan will create the language for the referral and bring that language to the WSBT to approve before the actual submission of the referral.
- Moving Office WSBT (Joni/Gary/Robert) – Have created Requests for Proposals (RFP). Looking for a Real Estate Agent in Arizona to assist with finding viable locations for consideration.
- Help line (Stuart) – After extensive research it appears that the only place the WSO hotline number is found is on the Meeting page of ca.org, but when someone calls the number, it currently refers the caller back to the meeting page on ca.org. It does not appear that the toll-free number is used on current printings of literature, books, etc. Ruby had called the ‘hotlines’ for both US based AA and US based NA. Reported that both of the hotlines refer the caller to the website to find the contact phone number for the Area/District closest to them. The WSO reports that about 30 calls a month come into the toll-free number. All of this research has found that to do what some members of the fellowship are requesting is too expensive to be a viable option. The upcoming app will help get access to the fellowship out to the public.
Motion that the WSBT request the WSO remove the C.A. International Referral number 800-347-8998 info that is on https://ca.org/meetings/ in the gray box. Second.

Note – Request that WSO provide an update in 90 days of how many calls have come into the hotline after it has been removed from the website.
- Lead Trustee Roles and Responsibilities & Non-Addict Trustee Duties (Barry/Johan/Ruby) – Project group meeting will be scheduled for the beginning of Jan 2024 to discuss changes/updates to the Orientation Documents. Will discuss creating a document outlining Non-Addict Trustee Duties.
- Nominee Committee/Pool or slate of candidates from WSOT, WST, DOO and WSO Chair (Gary) – Discussion about acting Directors possibly creating a slate of candidates for WSO

Trustee. DOO could not be included as this is a paid position. This could flow into the succession planning for the WSO.
Project Team created to look into possibly creating a Referral.
- Ratification process to be reviewed (Clay) – Clay will have something to review by the January WSBT Conference Call.
- Tradition 11 change (Joni) – Discussed in earlier reports, leaving on agenda as an informal marker until this process is completed.
New Business Items
- Oversight of the WSBT groups.io and all files (Johan) – Emphasis that current items need to be uploaded to the correct folders. Please follow the file naming process as outlined in the Orientation Document, 02 WSBT Document Guidelines.
- WS Office policies and procedures (Gary) – The WSBT has received the WSOB Procedures Manual 2023 rev 10-4-23 as provided to the WSOT from consulting company JH2H. We also have a copy of the WSOB Procedures Manual 2022.02.
- The Board of Trustees relationship with the fellowship and how it is perceived (Stuart) – A talking point, how can we improve. Discussion –
Idea – Hold a workshop ‘What Do Trustees Do?’ at Regional Conventions.
Need to do things to better educate the fellowship on what Trustees do.
Idea – Create a summary of motions to go along with the minutes and some type of condensed version of the minutes.
Some of the problem is a lack of understanding of the Service Structure of C.A.
Idea – Hold a virtual Meet the Trustees once a year so a wider audience then attendees at the World Convention or the World Conference have the opportunity to meet the WSBT.
- Affiliation issues of fliers (Gary) – A member of the fellowship contacted WSO with a question about affiliation issues on fliers. His ultimate concern is if anyone at the WSO should be giving out info about Tradition violations or if the WSO should be referring the caller to the appropriate Regional Trustee. Will discuss more at next quarterly meeting.
- Referral to WSC S&B updating of Standing Rule 5 (Ruby) –
Motion – To submit the following referral to the WSC Conference Committee: Referral – Change the wording of Standing Rule 5(a) to read as follows:

a. To be credentialed and carry votes at the WSC, the chair of the body you are representing must submit complete names, complete mailing addresses, email addresses, phone numbers, and number of votes being carried must be submitted in writing to the World Service Office 30 days prior to the World Service Conference.
Reason the change is being requested:
- The reference to ‘complete mailing addresses’ needs to be removed to better reflect our current operational process. Delegate Mailings are no longer sent by physical mail, so there is no reason for the WSO to need this information.
- To be in better compliance with our current Statement of Policy, Point I (WSM, Page 18). Collection of complete mailing addresses falls into the category of collecting too much information, based on our current operational process.
- The second instance of the wording ‘must be submitted’ is redundant as it is already present earlier in the sentence.

A. WSO is asking for a document in a platform where all Regional Trustees would populate a listing of current Delegates, Area Chairs, etc. This would be a duty of the Regional Trustees to update the info for their Region each quarter. A new Project Team, titled Standardization of Area Reports, is created to look at creating a virtual platform for the submission of Area Reports which could then auto populate the spreadsheet being requested by the WSO. Joni and Robert will lead the project.
B. Aurora (Trustee Corner) and Johan (Personal Story) are doing the articles for the next NewsGram.

Discussion on whether we will put a name on the article for the NewsGram Trustee Corner. For the Trustee Corner, the article will be notated as ‘written by xxxx on behalf of the WSBT.’ For personal stories, it is up to the individual if they want to state they are a Trustee or not. (Need to update the Orientation Document for Sub-Committees to reflect this agreed upon process and to update it to include the personal story submission.)

WSBT is of the opinion that CAWSO Inc needs to obtain ownership of these from the individual member who owns them. WSOT will bring this to the WSOB.

In the discussion which followed, the committee felt that the WSBT should provide guidance to us, and the fellowship, on Areas/groups/meetings actually doing the recording in the first place… That is, do the trustees wish to provide guidance on the audio and video recording of speakers, meetings, business meetings and how to approach them in terms of the Traditions. We would like to be part of a region that can help out neighbouring Areas for Regional Liaison for H&I , PI Literature Unity etc. under the current structure this can’t work effectively. - Chair of the interviewing Board to set time of the interview.
- Chair of the interviewing Board to introduce the process of the questions to the candidate.

Relying on published Board minutes is not transparent. They are sent to delegates months after the meetings have happen. They are not organized to pass on information they are a record of events. I have overlooked something in the minutes because of the way it is recorded. leading to my referral: Please place in the WSBT procedures and/or guidelines: “The WSBT shall keep the fellowship as whole informed to any changes that affect the fellowship as a whole that they may be considering taking without the express consent of the World Service Conference.”
I am not suggesting that all items of importance can be taken to the conference. What I strongly suggest is the fellowship needs to be kept informed.

Trustees should only need to meet in person ONCE per year. I understand the value of meeting in person, but we also live in a time where Zoom is acceptable for meeting, planning and collaborating. There are not so many Trustees that an online meeting isn’t manageable. Having the fellowship pay for Trustees to meet in person 2-4 times a year is a poor use of funds when those same funds could be used for further fund raising, conventions (ie. in Europe), or directly helping the newcomer.
Trustees deserve recognition for their hard work, and should get one in person meeting per year. Maybe before World Conference, maybe 6 months after World Conference to regroup half way thru the year. Up to them.

Context: At the CA World Conference I heard Trustees continually say “trust us”. But as an addict, I know what that *actually* means. Trust is earned from us addicts, continuously, even after being elected.
I have no doubt that there are situations where Trustees need to make quick decisions without much time to discuss/report/share with the broader fellowship. But when decisions are made with no reason other than “trust us” this becomes an issue. After all the debate and questions to/from the Trustees at conference, I would say a little transparency and a little open communication goes A LONG way. Life has taught us addicts that trust is to be earned, and to not accept words at face value — as in actions are louder than words with us addicts. We don’t have to agree with your decisions to accept them, but we aren’t going to be supportive if there’s no communication, either.
As a newcomer.. I have 11 months clean. I paid my own way to conference this year. And I walked away feeling a major distrust in our Trustees. It’s very disheartening to say the least. It feels like that group has a poisoned-well situation, and they don’t realize it. Whether that’s true or not doesn’t matter because that’s the perception that came across to the floor the CA floor. I want to trust our elected servants, but when they opt to be completely silent rather than telling the person they had a problem with any useful information or feedback to grow, I start to feel on edge. Personal growth comes from feedback. What I saw didn’t feel spiritual at Referral: Trustees need to be more transparent and have more open communication.
Another example: moving offices. I don’t know much about this situation, but I do know it was a long time coming and that could have been a conversation at Conference over the last 5 years instead of an emergency decision. Feels like it was either poor planning or an overstep in power. Whether or not it was one or the other doesn’t matter, what matters is that it feels like there’s too much power, not enough communication, and people hiding the truth. Even if that’s not the case, we addicts sense a lot using our feelings. And I think more communication around the decisions that Trustees make (even if its the wrong decision, that’s OK!) the better our fellowship would feel.
Food for thought. I’m also happy to expand more on any if this if anybody would like to respond or hop on a video call. I’m sharing feedback so we can all grow together 🙂

It allows all members of an organization to understand where the money is being spent and the projected costs for the upcoming fiscal year.
In line with this resolution, the proposed appendix would include the following details:
- A line-by-line itemization of all expenses and future budgetary needs: This would lay out each expense incurred or to be incurred, the party responsible for the expense, the date of the expense, and what the expense was/is for.
- A detailed cost projection for the next fiscal year: This proposal would force those in charge of finances to think about the costs for the next year and make financial plans accordingly. This should include both expected income and expenses. This also ensures that the General body is appropriately educated to make an informed decision in voting for the upcoming budget and financial obligations.
- Explanations for expenses made without the approval of the general body: This would provide insight into why certain costs were incurred without majority approval, which is vital for any organization’s transparency and accountability.
- A summary of all budgetary needs and costs of money: This information would help to understand the financial demands of the organization and how best to meet those demands in the coming year.
This approach can strengthen trust within the organization and improve its financial management by providing greater oversight. Everyone involved would have a clear understanding of the organization’s current financial situation and its forecast for the future. Promoting transparency and accountability can only lead to better decision-making and governance.
This will also prevent unnecessary floor discussion as all budgetary and financial obligations are accounted for and made available.

New Standing Rule:
Any ruling by the Conference Chair affects the matter at hand only. It does not create a standing precedent or rule. All rules that affect future conference activities should be passed in the form of a new Standing Rule, by the established procedures.
Reasons: A number of times in the last decade or so, Conference Chairs (myself included) have applied past (but unwritten) rulings to conference questions, sometimes in ways that ignored the letter or written Standing Rules.
The problem here is that the body can change a written Standing Rule by amendment or repeal, but these precedential rulings are hard for new members to know about, can lead to frustration with the process, and difficult for the Conference to change. On several occasions, a Standing Rule that was subject to one of these precedential interpretations was amended by a 2/3rds vote and the Chair continued to apply the precedent, nonetheless.

The solution to this is to allow rulings, when necessary, but require that all persistent changes of this sort be reduced to a new or amended Standing Rule and passed as such in regular order. Here are a few such rules, that appear nowhere in our manual:
- You cannot edit literature pieces (or other publications) on the floor.
- Only the committee managing a document (e.g. the WSM) may make a motion to change it, although other committees of late have been allowed to do so with the owning committee’s OK.
- Standing Rule 13 requires all “affected” committees to be notified “in advance.” Not only does SR13 have no such language, but “affected” and “in advance” are totally undefined.
Note: I expect this to be referred to S&B, but I think that the Trustees need to examine this with respect to the general warranties of Concept 12.

Twice in the last year I have done my best to help accommodate two members who have a disability. The first was blind and the second deaf.
In accommodating the blind member, we have been able to do so in our in-person meetings however once we moved to zoom a barrier was realized. The voice assistant interferes with the microphone, so the member was able to listen and unable to participate by sharing.
The second member was looking for an ASL sponsor. After contacting many members, it was in AA where I was able to find two American Sign Language sponsors. One from the AA Accessibility Committee chair and other through an AA member.
I wonder if CA can benefit from creating its own Accessibility Committee to help guide groups and create avenues to remove barriers and prevent discrimination.
Some members expressed concern over anonymity at one point. Until the ASL sponsor was found it was suggested that AA might compensate an interpreter for the member to be able to attend meetings. The concern was around having an non-member attend closed meetings for members only. Though each group is guided by group conscience perhaps we can help groups to guide these discussions?
Perhaps creating guidelines around accessibility will help the fellowship to unify in addressing any concerns that may surface in the future and create spaces accessible to all.
