Aug 31, 1990 – Day 3 – WS Conference Minutes

****** FRIDAY AFTERNOON AUGUST 31TH 1:30 PM ******

The Chairperson opened the session with The Serenity Prayer.

Pete W. read The Twelve Traditions.

Roll Call showed 8 Trustees, 3 World Service Officers and 71 Delegates carrying 103 votes for a grand total of 114 votes.

Bob L. introduced the 3 newly selected Trustees:

Craig H. Midwest Region
James S. Atlantic North Region
Bill Z. World Service Office

Dan W. read a statement from the PAC(IFIC) North Region which expressed their intent to nominate regional Trustee candidates in February 91 to be presented to the 1991 Conference (for disapproval only). The statement professed profound regret that the lack of timely information, regarding the resignation of the PAC North regional trustee, prevented them from nominating a candidate from their region/

Jim S.’s motion to CHANGE THE SERVICE STRUCTURE TO ALLOW THE ELECTION, IN AUGUST 91, AT THE NEXT WORLD SERVICE CONFERENCE, OF A PACIFIC NORTH REGIONAL TRUSTEE TO FILL A FULL FIVE-YEAR TERM passed.

The following discussion centered around 2 possible options for the Pacific North trustee representation: extending Bob L.’s term for 1 year and assigning a current trustee-at large to cover Pacific North.

Burton C.’s motion to APPROVE THE CA WSC NEW DELEGATE PACKET WHICH CONTAINS:

1. A PAGE ENTITLED “WORLD SERVICE CONFERENCE”
2. A PIECE ENTITLED “DELEGATE (A DELEGATE’S JOB IS A DEMANDING ONE)”.
3. DELEGATE/ALTERNATE CREDENTIAL REGISTRATION
4. LIST OF DELEGATES
5. LIST OF ALTERNATES
6. GENERAL PROXY FORM
7. NEW AREA PETITION
8. PETITION FOR AN AREA TO CHANGE REGIONS
9. WSC QUESTIONNAIRE passed. (Appendix A)

Burton C.’s motion about when to hold the 1991 WSC was withdrawn.

Burton C.’s motion to APPROVE THE CONFERENCE COMMITTEE BUDGET ($1900 – OFFICERS EXPENSES FOR TRAVEL, HOTELS, MEALS & $380 – PHONE, POSTAGE, COPIES – TOTAL $2280) passed.

Bill Z.’s motion to APPROVE THE 12 POINT LITERATURE APPROVAL PROCESS AS FOLLOWS:
1. THE IDEA OR PIECE IS SUBMITTED TO THE TRUSTEE LITERATURE AND PUBLICATION COMMITTEE.
2. THE CONCEPT IS THEN GIVEN TO THE WORLD SERVICE CONFERENCE LITERATURE COMMITTEE TO CREATE A MOTION FOR THE CONFERENCE.
3. THE WORLD SERVICE CONFERENCE APPROVES WITH A MANDATE TO PUBLISH.
4. IT IS THEN ASSIGNED TO A SUBCOMMITTEE FOR WRITING.
5. IT IS RETURNED TO THE LITERATURE COMMITTEE FOR REVIEW.
6. IT IS EITHER APPROVED, REASSIGNED, OR RETURNED TO THE SUBCOMMITTEE FOR REVISION.
7. THE FINAL APPROVAL COMES FROM THE SUBCOMMITTEE AND IS SUBMITTED TO THE MAIN BODY OF THE LITERATURE COMMITTEE.
8. THE FINAL APPROVAL IS GIVEN BY THE LITERATURE COMMITTEE.
9. IT THEN GOES TO THE BOARD OF TRUSTEES IN ORDER TO MAKE SURE THERE ARE NO VIOLATIONS OF THE TRADITIONS.
10. THE FINAL, TEMPORARY PIECE IS DISTRIBUTED TO THE DELEGATES FOR FEEDBACK,
11. IT IS PUBLISHED AS A TEMPORARY PIECE.
12. THE CONFERENCE MAY THEN DISAPPROVE/AMEND THE PIECE AS IT STANDS, passed.

Chris P.’s motion, modified with friendly amendments, to THAT GROUPS/DISTRICTS/AREAS BE ALLOWED TO REPRINT THE FOLLOWING FREE ITEMS IN THEIR ENTIRETY, AND AS INDIVIDUAL ITEMS ONLY (CONFERENCE- APPROVED LOGO INCLUDED AS LONG AS THE WORDS ’REPRINTED BY PERMISSION OF CAWS, INC.’ ARE INCLUDED): HOW IT WORKS, THE TWELVE STEPS, THE TWELVE TRADITIONS, THE PREAMBLE, MEETING FORMATS, ’’WHO IS A COCAINE ADDICT”, AS IT APPEARS IN THE STARTER PACKET, A VISION FOR YOU, AND THE TWELVE PROMISES, 70/30 PLAN, SELF-TEST FOR COCAINE ADDICTION, AND HOSPITAL AND INSTITUTIONAL COMMITTEES OF COCAINE ANONYMOUS AND YOU. PROPER CREDIT MUST BE GIVEN TO ALCOHOLICS ANONYMOUS, WHERE APPLICABLE passed.

Jim V.’s “Motion to Reconsider” the previous motion failed.

Chris P. moved that “Areas be allowed to reprint portions of Conference-approved literature, If the Conference approved seal is not included and proper credit is given, ’Reprinted by permission of Cocaine Anonymous’”. After an attempt to refer to committee, Chris (and the LCF Committee) was allowed to withdraw the motion.

Mike P.’s motion to “Approve the Literature, Chips and Formats committee budget ($6,200: $370Q-C.A. Storybook, $500-postage, $1000- phone, $500-miscellaneous)”, was amended, almost referred back to committee and finally tabled.

Amy B.’s motion, THE WORLD SERVICE LITERATURE COMMITTEE HAS CLEAN-UP RESPONSIBILITIES IN REFERENCE TO CONFERENCE™APPROVED LITERATURE. THE LITERATURE COMMITTEE EDITS CONFERENCE-APPROVED LITERATURE FOR PUNCTUATION, GRAMMAR, AND CONSISTENCY ONLY passed.

Harold J.’s motion to ACCEPT “THE FIRST 30 DAYS” (AMENDED COPY A) AS CONFERENCE-APPROVED LITERATURE passed,
(references to Alcoholics Anonymous and the 12 & 12” were removed)

After a period of discussion regarding the whether it is appropriate to ’’endorse” A,A, by referring newcomers to their literature, the Chairperson adjourned the Conference with The Lord’s Prayer.

The Chairperson took an informal roll call and declared that a sufficient percentage of the quorum was present to conduct business.

Harold J. ‘s motion to ’’Accept ’Tools of Recovery’ ” was withdrawn until more copies could be made for the delegates.

Carrie C.’s motion to APPROVE THE CONCEPT OF A “WRITE-AROUND-THE- WORLD” DAY TO BE HELD THE WEEKEND OF JANUARY 19, 1391 passed.

Harold J. reintroduced his motion, TO ACCEPT THE PAMPHLET “TOOLS OF RECOVERY” AS CONFERENCE-APPROVED LITERATURE and it was approved.

After a brief recess and verification of quorum, Burton C.’s motion TO HAVE THE 1991 W.S.CONFERENCE ON AUGUST 21 – 25, 1991 passed.

Susan T.’s motion to ACCEPT THE H&I PACKET PRESENTED WITH AMENDMENTS: “AREA SUPERVISOR, 2 YEARS, CAN BE REAPPOINTED ONCE”,
“PANEL CHAIR, 2 YEARS MAXIMUM”,
“PANEL LEADER, 2 YEARS MAXIMUM”,
CLARIFY ’VISITOR’ AS ANYONE WHO IS NOT SPEAKING ON THE PANEL “WORKSHOP LEADER, ONE YEAR, CAN BE REAPPOINTED ONCE” passed.

Susan T.’s motion to INCLUDE IN THE H&I PACKET, 2 FLOW CHARTS THAT
REPRESENT A BEGINNING, AND A WELL DEVELOPED H&I STRUCTURE passed

Susan T.’s motion to APPROVE A SUGGESTED LETTER OF INTRODUCTION TO PAROLE OFFICES AND DEPARTMENTS OF CORRECTIONS passed.

Susan T.’s motion to APPROVE THE H&I COMMITTEE BUDGET OF $400 passed*
John H.(AZ) distributed 3 items, 1990 Revised Budget Expenditures, Finance Committee Action/ Plan and a summary of the 9 Finance Committee motions. He discussed a number of individual line items and answered budget questions from the Conference floor.

Jim V.’s “Motion to Suspend the Rules to extend the Conference session” failed.

Ben L.’s “Motion to Suspend the Rules to extend the Conference session for a half an hour or 10:35, whichever comes first” failed.

The Chairperson adjourned the Conference with The Lord’s Prayer.
