Burt R. read The Twelve Traditions.
The Parliamentarian read The Twelve Concepts of Service, as adapted from A.A. World Services, Inc.
Following a preliminary Roll Call of delegates from Areas, that were previously recognized by the WSC as an Area, there was a brief discussion concerning voting privileges and who is a delegate, etc.
Kelly L.’s motion that ALL NEW AREAS TO THE WORLD SERVICE CONFERENCE BE APPROVED BY A TWO-THIRDS VOTE passed unanimously.
Kelly L. read the Structure and Bylaws procedure for New Area Petitions to the WSC and then material from the WSC approved Suggested Description of an Area.
Following discussion concerning previously recognized Areas,
D.C. AREA SERVICE WAS APPROVED AS A RECOGNIZED AREA BY THE WSC.
Ken E.’s petition FOR RECOGNITION OF THE MINNESOTA AREA passed.
Robin B.’s petition FOR RECOGNITION OF THE MAINE AREA passed.
Mike D.’s petition FOR RECOGNITION OF THE NEBRASKA AREA passed.
Randy D.’s petition FOR RECOGNITION OF THE SOUTH FLORIDA AREA passed.
After some discussion concerning the boundaries and areas that the Pennsylvania Area provides services to, Harold C.’s petition FOR RECOGNITION OF THE PENNSYLVANIA/SOUTH NEW JERSEY AREA passed.
Willie K.’s petition FOR RECOGNITION OF THE KANSAS AREA passed.
Norman M.’s petition FOR RECOGNITION OF THE MEMPHIS, TENNESSEE AREA passed.
Carla A.’s motion to recognize the South Bay/Long Beach area as a new Area by the WSC failed after considerable discussion.
Since there were 110 meetings in L.A. and 35 in south Bay/Long Beach or 145 total, L.A. has 10 votes.
The discussion concerning Denis A.’s petition for recognition of the Santa Barbara Serenity By The Sea Area was suspended for dinner.

Denis N.’s petition TO RECOGNIZE, what eventually came to be called, THE CENTRAL CALIFORNIA AREA AS A WSC-APPROVED AREA, passed.
Since it could not be supported that the meetings listed as being held In Ventura had been in existence for 120 days, the Chairperson determined that Denis A. would represent all meetings in the Central California Area.
A vote total of 89 was announced.
After a brief discussion regarding the boundaries of the newly created D.C. Area, Sandy P. withdrew a motion to reconsider.
TRUSTEE’S REPORTS
Ray G. (Chairman): Extended a welcome to all members and gave a general definition of the responsibilities and scope of the World Service Board of Trustees (WSBOT), explained that they are the guardians of the 12 Traditions and the administrators of the World Service Office (WSO). He leads the Trustee meetings, serves as the Arizona Convention Committee Trustee and directs the other Trustees with the resolution of problems as they arise around the country.
Fenn P. (Pacific North): Reported on the issues discussed at the first Pacific Northwest Regional meeting in Portland in January, 89, described the function of, and his role with the Conference Committee and the Trustee Conference Committee.
Ray G. reported there were 1295 meetings in the USA and 50 in Canada.
Reggie L. (Pacific South): is also the Trustee for the Literature, Chips and Formats committee and oversees the publication of the Connection and the WSO.
Suzy, the Connection Editor, presented the 4th issue of the Connection since she started and encouraged article, cartoon and idea submissions (only 8 states have contributed so far) and distributed master order forms.

H. Lee (Southwest): described a typical Trustee meeting. Trustees have been working on updating the Service Structure, reviewing the S & B Committee’s ongoing work, discussed the Trustee’s terms of office, began printing literature with the Conference approved stamp, closed out the 88 Chicago Convention, are compiling a lessons learned guidebook for future conventions, produced and distributed the Conference-approved Public Service Announcements (PSA’s), the legal committee gained the exclusive right to use the letters C.A. and the name, Cocaine Anonymous, discussed and responded to 700 requests for information received as a result of the Ann Landers column, developed job descriptions for the WSO Board of Directors and leased a new office for the WSO. H. Lee is the Hospitals and Institutions Trustee.
Greg D. (Midwest): assists the Convention Committee and is currently working with the Finance Committee; assisted Phoenix in negotiating the contract the 1990 WSC Convention with the Arizona Biltmore Hotel and made several suggestions for Finance Committee actions.
Jack P. (Atlantic South): Trustee legal coordinator. We own the letters, C.A. for all drug treatment purposes, settled a lawsuit regarding the use of the name, Cocaine Anonymous and discussed known unauthorized uses of our property and what had been done in each case. The New York City WSC Convention made a profit of $38,000 and had 760 registered participants. Jack P. introduced Burt R. who read a letter from NYC Mayor Ed Koch and presented $38,000 in checks to the WSC.
