CONFERENCE COMMITTEE REPORT

INTRODUCTION AND COMMENTS:

Welcome to the 2022 C.A. World Service Conference!

We’ve worked hard all year to get prepared and organised for the conference. We want to provide the best service possible to all of the conference attendees and ensure that we have a great productive conference particularly in the new venue. We’ve faced a few challenges throughout the year and thank you all for support and patience during these times.

We meet every forth Sunday at 9am Central Standard Time throughout the year in addition to extraordinary meetings we have. We also have various subcommittees which meet weekly, fortnightly and monthly.

We’ve accomplished the following projects this year;

Completed of the ‘After Conference Report’ for distribution to the delegates/fellowship and posting the appropriate website and weblinks.
Distributed of the Conference daily summaries to delegates/fellowship.
Reviewed Closing Reports and completion of Final After Conference Report.
Reviewed the 2021 Conference evaluations.
Updated and revised Conference forms i.e. Registration, Delegate and Trustee proxy, Referral process.
Updated the Conference Committee page on the website i.e. Registration, Credentialling, referrals, delegate mailings etc.
Reviewed and updated the Conference Committee Guidelines.
Completed of the hotel contracts for 2024 & 2025.
Processed and tracked all referrals made throughout the year.
Worked throughout the year with the hotel planning and organising the detail of the conference.
Prepared the committee budget for the 2023 conference.
Worked closely with the office to produce 4 delegate mailings to be sent out to the delegates/fellowship.
Produced flyers and delivered 3 delegate workshops with the aim to help new delegates in particular to prepare for the Conference.
Worked on in-committee referrals throughout the year producing committee approved responses.
Completed the 2022 conference agenda.
Reorganised and cleaned up the Box.
Created and issued a presentation of ‘How to use the Box’.

Updated the Conference fact sheet for delegate and conference attendees.
Planned a ‘new Delegate’ introduction to help new delegates attending for the first year to help them with survival tools and orientation.
Planned a new full delegate orientation at the start of conference.
Revised and updated the credentialling and registration platforms and ensured the conference and all attendees are in compliance with Conference Standing rules 5 & 6.
Weekly monitored registrations on the RegFox platform.
Communicated regularly with the hotel discussing room numbers and sizes, meals, equipment and other hotel related items.
Monitored and forwarded incoming referrals to the appropriate standing committees, updating the referral transfer and master document.
- At the time of writing this report, we have receipted and tracked a total of 45 new referrals into the standing committees of conference.
- There remains open from previous years 105 referrals that are with various standing committees dating back to 2016.
Organised memorabilia to be sold at conference.

SUMMARY OF COMMITTEE MOTIONS:

MOTION 1: To approve our revised committee guidelines (see Attachment 1)

The conference committee has diligently and thoroughly worked on updating the committee guidelines. This document updates our internal guidelines to reflect the functions of our committee and roles and responsibilities of our committee members. It is our desire to see this document approved at the 2022 conference.

MOTION 2: To revise the Petition to Become an Area form to include questions around language and translations as well as to reflect the form is for Area recognition, not approval. (See Attachment 2)

The proposed revision to the Petition to Become an Area was not included in the current SR14 mailing because it was in the closing report for 2021. However, it was not presented on the floor due to time limitations, so we would like to submit it for approval at the 2022 conference.

Any motion made at the Conference which changes the WSC structure or a WSC committee structure or which has a significant effect upon the World Service Conference, a World Service Committee, the World Service Manual or C.A. as a whole must be referred to <strike>the appropriate committee</strike> <new language>every committee that it might possibly effect</new language> prior to consideration.

This is to bring the rule into line with the chair’s current interpretation.

CONF 2022-10

I write on behalf of our home group in London as the appointed GSR. We recently attended our District meeting and discussed the various SR14 motions. At that time we were shown all the SR14s in the usual form of SR10s ie add, omit, lined through and bold type as is procedure.

We also discussed the SR14-11 re Gender Neutral referral. At this stage our group requested the proposed changes in context and with the strike outs or bold type as procedure dictates. Our group was informed that with this motion there is no SR10, why not? I have consistently asked for a reason that protocol has not been followed in this regard and moreover as this motion referral implicates such a huge change , with the further referral requested that service documents also be changed, why hasn’t the SR13 procedure been followed either?

Firstly we cannot have faith in making an informed decision without proper procedure being

followed by the S and B committee. We as a group do not have confidence in the process being carried out correctly.

Secondly we have members in our 30 strong home group that have varying degrees of literature and grammatical understanding, as well as language barriers, therefore we feel the draft referral as per SR10 is a must.

Our group has had numerous meetings and conversations about this referral, which is a healthy sign. And we would at this time like to forward some questions to be satisfied as follows-

Why choose the WSM as the document for the motion?

How have S and B arrived at the understanding that this motion is non political/cultural in essence, when these changes are reflective of a current Geo political / cultural movement? Therefore an outside issue (Tradition 10, particularly to the 12 and 12 Washingtonians etc)?

What evidence do you have to support any claim that the current pronouns in the literature cause some people to disconnect with the message of recovery?

Are there risks that changing the existing pronouns in the literature may cause some members who currently connect to feel disengaged?

What is the risk of personal anonymity becoming diluted going forward, regarding one’s personal, political or cultural beliefs.

Why is a movement that has such ambiguity outside of our fellowship being considered for such a change within our spiritual entity ?

These are some of the questions put forward by our group.

Can an on-line or virtual ‘world service conference’ be looked into for future years?

2020 proved that we don’t necessarily need to be meeting face to face for a world service conference.

I know that 2022 & 2023 are already in planning status so I’m not sure if we could change these but thereafter there is no need for us all meeting face to face every year.

We have the capability to put on a virtual conference (as proved by the work undertaken by the conference committee this year) and propose we look at this for future years.

The reasons and benefits of this would be that it would be more inclusive for a number of reasons;

Smaller and new areas can’t and won’t always be able to afford to send a delegate. If it was online or virtual, although there would still be a cost to register, it should be significantly less than sending someone in person.
An online/virtual conference would encourage more members to step up and do service. Some of our members couldn’t physically attend a conference due to family commitments so would be more inclusive to those with families.
Some of our members have disabilities and are unable to travel the distance to conference. By having a virtual/online conference, this would be more inclusive for those with restricted health issues.
It would also save the fellowship a huge amount of money. As an estimate based on the 2019 attendance, it costs approx $220,000 in travel costs for the attendees to go to conference, most of which comes from tradition 7 money. This is completely unnecessary in this day and age. I believe the money could be much better spent with tradition 5 in mind.

In addition to the travel costs, there is the physical cost of holding a face to face conference (as an estimate ~$40,000.

It would help our carbon footprint to have a virtual/online conference.

I understand that there may be some challenges – ie. time zones but this can be worked through ie. just working a reduced number of hours per day or a reduced agenda?

Do we really need committee breakout sessions for as long as we have them? These work perfectly well throughout the year as does the regional assemblies and caucus’.

Perhaps consider having 1 face to face conference every 4 years and the remainder online?

There are so many positive changes that could occur by having an online or virtual conference, the inclusivity of our members to attend and to step up and do service in addition to the $000,s we could save or put to better use, when are we going to move with the times?

RESPONSE: No Action Taken. Thank you for your time to make this referral and commitment to our fellowship. The first response is the good is the enemy of the best. While the conference was able to happen while hybrid, there is feedback that suggests that a multiple day conference in different time zones is challenging and not as effective. There will always be restrictions for anyone to serve in certain capacities. This is true in all civic and service organizations. Requirements to serve will always make serving not possible or probable for some. (i.e. A person with small or school age children might not be able to attend, travel restrictions based upon past history et al). The cost of doing business is the price all businesses must come to terms with. Our fellowship embraces and encourages a return to a useful life. There are many ways to serve our fellowship and it is encouraged that our members engage in service that they are willing and able to perform in the spirit of the 4^th and 9^th Concept. We cannot and should not attempt to be all things to all people. We serve as we can and if love and tolerance is our code then acceptance cannot be far behind.

I would propose that the Conference Committee establish a set of guidelines to follow and then report to the Conference whenever it proposes a new hotel to host the conference.

These guidelines would include at a minimum:

-local fellowship involvement if any

-number and location of restaurants and other similar amenities near the hotel

-a summary of an actual site visit by someone/or a team doing a site inspection at the proposed hotel before the hotel is put forth by the Conference Committee

-logistics actually in operation to get our attendees to and from the hotel, not what the website indicates

-a review of the key sites with recent reviews of the hotel on google maps, yelp, the local hotel site and others

Dear Conference Committee,

During our Regional Caucus Nov 20, 2021 the MER delegates looked back at the experience of the 2021 hybrid conference. We felt that it helped with some long-standing issues, particularly for long-distance travellers.

In the spirit of participation and democracy in thought and action, we would advocate for the opportunity of hybrid participation in future conferences.

Could you please inform us about your plans for online participation / hybrid conference going forward? This would enable equity and inclusion by empowering groups who otherwise cannot represent their areas as delegates:

Delegates with mobility issues
Delegates whose areas can’t afford long distance travel cost (up to and above 1,000 US Dollars per delegate)
Delegates who would have difficulties entering the US based on visa restriction (countries of birth, criminal record etc.)

Referral: With the current state of world affairs and COVID-19 rolling pandemics… and in lieu of Concept Four: Throughout our Conference structure, we ought to maintain at all responsible levels a traditional “Right of Participation”, taking care that each classification or group of our world servants shall be allowed a voting representation in reasonable proportion to the responsibility that each must discharge. I think the time has come that every World Service Conference, commencing with the 2022 World Service Conference, be at minimum a “hybrid” conference giving delegates, committee chairs and trustee, both in-person and virtual access and attendance.

There are many ways to serve our fellowship and it is encouraged that our members engage in service that they are willing and able to perform in the spirit of the 4^th and 9^th Concept.

We believe that the traditional ‘in person’ attendance should remain as such and have no plans to change the conference model to incorporate online/hybrid attendees at this time.

With reference to SR14-11, Motion 1 submitted by S&B Committee -“To make changes to the WSM to be gender neutral excluding the 12 steps……”

Could you please confirm why this motion was able to be sent out as an SR14 when it has not complied with SR10. The proposed changes are not shown in strikeout or in bold as per SR10.

This is an enormous change to be considering to a document which is actually our collective conference of the entire world – World Service Manual (WSM), and yet groups around North London have been asking why they are unable to see a document with the proposals set out.

The same with Motion 2 – where it mentions “any service documents published in the future” – this does not set out any proposals and is hugely generic.

As I am sure the Conference committee will agree, they had to produce intricate details of all proposed changes in SR14-5, but it seems S&B have omitted to adhere to this protocol. I am concerned about the format and how it is being presented, as it is a huge issue and not made clear.

For instance, any gender neutral language is not easy to convert; “they,them” can often imply the plural, this could cause many miscommunications within the manual guidelines themselves, if not written with great care and grammatical vigilance. To merely say “to be gender neutral” can also be very subjective, and not always clear cut.

This referral is about the process for approval and modification of the hotel contract for the Conference. I would ask that the Conference Guidelines make clear that once the contract is negotiated, or if there is an amendment to any signed hotel contract, that it FIRST go to the Conference Committee for approval, then to the WSOB, then to the TNC. It seems that the Conference Committee is often ignored in this process and it should not be. Thank you.

Please consider removal of the point within ‘qualifications’ that states; “Non-voting status at the conference”. Specifically for the positions of; Conference Coordinator, Conference Co-Coordinator, Conference Orientation & Programs Liaison, Conference Committees Liaison & Referrals/SR14 Coordinator.

While I understand there has been numerous claims that these positions deny active delegates from participation of debate I believe that such a claim to be exaggerated, erroneous and untrue as a blanket statement. Until recent years positions were traditionally well serviced by sitting delegates.

By removing the “non-voting status at the conference” requirement it allows for suitable and qualified delegates to be considered during their 4 year term without denying non voting members the opportunity to serve if needed. Denying qualified Delegates the opportunity to serve in these critical and fulfilling commitments is undermining the spirit of rotation and limiting participation.

I therefor suggest that the committee revisit these changes and consider the benefits of amending the point regarding ‘Non-voting status’.

RESPONSE: This referral has been attended to in-committee and amendments made to the WSCCC Guidelines for approval on the Conference floor 2022. The revised WSCCC Guidelines have been sent out pursuant to SR14.

Process for revising the boundary of an existing Region.

Please develop a process for revising the boundary of an existing Region. Currently there are the following Petition forms:

Petition to Change Area – This for a District or Group to change Area

Petition to Change Region – This for an Area to change Region

Petition to become a Region

Petition to become an Area

None of these provide for the boundary of a Region to be changed except by the addition or omission of an Area.

The WSBT are considering expanding one of the Regions so that new Areas can grow up within it’s boundary and a Regional Trustee is able to assist with that growth. We would appreciate the development of a process, possibly through the creation of a new / additional petition, that would enable that process.

We would appreciate your consideration of this matter.

Having explored and discussed the process and procedures regarding amending the boundaries of a region we believe that our current structural procedures cover the needs of new areas and fledgling groups.

CONF 2021-14

If we continue to use the hybrid model for the conference in the future please consider the hours be 6am pacific time (no matter where it is in USA) to 9pm pacific time. This would be a shared sacrifice for the attendees so that those overseas don’t have to do all the heavy lifting. Also ending at 6pm just seems unrealistic given all the work that needs to be done.

CONF 2021-15

I would like to suggest that we cut break out session to half a day on Thursday and half a day on Friday to allow for more conference floor time for the committees. Committees have shown that so much work can be done during the year and the break out time at conference is not necessary other than fine tuning what needs to be done in person and creating the closing report. By doing this we allow for more precious time on the conference floor which has shown to be so important during the 2021 conference when several committees were forced to cut their time for motions and debate short. Our time during conference is best spent on the floor and allowing the committees to do their work during the year.

The agenda is set by WS Conference Chair, with specific requirements from our Standing

Rules. During review of the agenda and workload, amendments to time may be made where possible and practical. An agenda befitting to the needs of the conference will be presented.

CONF 2022-01

Jason L, London Area

Please consider limiting the Conference Officers number of terms to two, therefore the total number of years serving at a position will be four years. With such a depth of experience now available within our fellowship there seems to be no good reason why Conference officers should spend such extended periods without rotating out of their positions. For it to be possible for one member to serve 18 years on the dais seems to fly in the face of our traditions. For a member to be able to serve six years as Conference Vice Chairperson-Parliamentarian and then go on to serve a further six as Conference Chairperson seems unhealthy for our Fellowship and the individuals. A member serving for up to a combined 12 years in these two positions could also have an overbearing effect on the whole WSC Conference Committee.

RESPONSE: No action taken. Thank you for your referral. We are aware of a similar referral submitted to S&B and they have a motion pending in relation to that referral.

CONF 2022-02

Please would you consider limiting the time non-delegates are afforded during debate and at the microphone in general during our World Service Conferences. Although I recognise that non-delegates can be recognised by the Conference Chairperson it does appear that that the amount of time these members spend at the microphone hinders progression of business and takes time away from delegates to participate. It was noted at the last Conference that a number of ex-Trustees and members with little or no service committee experience were allowed to debate at length. For members to introduce themselves as former Trustees before debating will invariably have an undue influence on the rest of the members present. A former Trustee, introducing themselves as such is

actually stating that they are unelected, are discharging no responsibility and are only representing themselves. This behaviour, to my mind, detracts the ability for actual delegates to find their voice and exercise their right of participation. I would like to suggest that non-delegate members are not recognised until all delegate members who wish to speak have done so.

RESPONSE: No action taken. Thank you for your referral, we appreciate the point being raised. We are aware that those delegated the authority to make/debate and vote on motions is clearly outlined in the concepts and SR2. Each WS Conference Chair is permitted to use their discretion with regards permitting, or not, non-voting members. If a member wishes to state a previous service position when introducing themselves, we believe there is no issue so long as they clearly state they are not currently in such a position. SR2 will continue to be interpreted by each Conference Chair as they are steered by their service education and experience.

CONF 2022-03

Please consider making it a requirement for members who wish to put themselves forward for either Conference Chairperson or Vice Chairperson-Parliamentarian to be obliged to submit a notification of their intent to run for the position along with a CV by the SR14 deadline and that these be distributed to the Delegates for consideration with the rest of the substantive items to be considered at the coming Conference. The importance of these two Conference Officer positions should not be underestimated and for hustings and votes to be carried out in such hurried fashion during the tail end of a Conference is a disservice to an adult Fellowship. Also, if CV’s were submitted in advance members wishing to stand could simply answer any questions rather than having to read out or provide impromptu service resumes to the Delegates. I note that this year candidates had decided to run at the eleventh hour and putting oneself forward for such a position should not be done on the spur of the moment. Delegates should also be given more time to consider the candidates and this cannot be done effectively on the Conference floor without any prior notice or submission. It may also be worth noting that at the moment it is necessary for candidates to attend Conference, at their own expense, to put themselves forward for the position and this will invariably limit the catchment of worthy servants.

To update referral form every year to include deadline time and date.

RESPONSE: No action taken. Thank you for your referral and for your time taken to submit it. There is no referral deadline; there are different classifications of referrals depending upon the point in time in the Conference year that the referral is made. We are aware of a referral that is currently with Structure & Bylaws regarding the classification of referrals. In consideration of both of these points of information, this referral will be closed with no action taken.

Good morning Conference committee I would like to submit a referral on behalf of CAUK that the Delegate mailing that is currently 60 days before the world service Conference be returned to its original 90 days status please. We have discussed this at our ASC and the consensus from our members is that the 60 days does not allow us to disseminate the information with enough time for considered discussions within our groups. This is because many of our (currently) 12 districts meet at all different times and us as Delegates are finding it difficult to gather the conscience of the groups as it is a lengthy process getting the information from area, district, to group and back down to the WSC Delegates. 90 days would allow more time for the true conscience to be heard. RESPONSE: No action taken. Thank you for your time taken to make this referral and your commitment to our fellowship.

This referral has been given careful and thorough consideration; it has been reviewed in conjunction with our guiding principles of the 12 Concepts of World Service, the Conference Charter and the Delegate Job Description as set out in our World Services Manual.

We understand that managing the flow of information throughout our service structure is not without its challenges. The importance of sustaining the principle of our first Concept cannot be disregarded and must be given the priority that it is rightly and properly due.

This is achieved when Delegates act on the delegated authority bestowed on them in Concept 2 and their right of decision in Concept 3, to determine how best to share information throughout its Area Service Structure.

Delegates are supported in achieving the above when they execute Point 3 of the Conference Charter which states that:

Delegates should be free to vote as their conscience dictates; they should also be free to decide what questions should be taken to the Group level, whether for information, discussion, or their own direct instruction.

The SR14 mailing is a calendared event which all Regions, Areas, Districts and Groups are aware of and as a result can plan for.

Methods of communication and information sharing have progressed to the almost instantaneous ability now to both send and receive information worldwide and to host meetings that members may attend without geographic limitations.

After consideration of all of the above this referral will be closed with no action taken and we would encourage you to consider how you might apply your right of decision to improve the flow of information within your ASC.
